No firearms for barangay tanods THE DEPARTMENT of the Interior and Local Government (DILG) said barangay tanods and other members of so-called “police auxiliary units” (PAU) are not allowed - under the law - to carry firearms while on their official duties and functions. DILG Secretary Eduardo Año said Republic Act (RA) No. 10591 or The Comprehensive Firearms and Ammunition Regulation Act enacted in 2012, revoked the authority of police auxiliary units, including barangay tanods to carry firearms, which was previously allowed by Circular 2008-013 of the National Police Commission.

“While we acknowledge that barangay tanods play a complementary role to local authorities in the maintenance of the peace of order in their respective communities, we firmly reiterate that they are not authorized to carry any firearm in the performance of their duties even if they own these firearms,” Año said, adding, the law is clear that registered firearms of local governments shall only be issued to a government official or employee with a permanent plantilla position. “Since the barangay tanod position is not part of the plantilla, barangay tanods are, therefore, not authorized to bear fire-

arms while on duty,” he said. Año called on all local chief executives to direct all barangay tanods within their respective jurisdiction not to carry any firearm while in the performance of their duties and functions or face charges from the DILG. Under DILG Memorandum Circular (MC) No. 2003-42, barangay tanods may only use nightstick with teargas and handcuff. (Zamboanga Post) Continued from page 1 City Electric Cooperative – from poor customer service to dilapidated electric meters, and the usual voltage fluctuations and power outages, remain the major complaints of the consumers. Many street poles still have old electric meters and worse, a number of these do not have covers or broken and pose grave hazards to the public. Many light poles are also dangerously leaning with television and telecommunication cables hanging like a thick industrial cobweb. Electric consumers have been complaining about the daily voltage fluctuations, saying not a single day passes without a glitch. And all these problems add up to the stress caused by the Covid-19 pandemic to the residents. The frequent voltage fluctuations and the surge in electricity had destroyed their appliances. Since 2019 after Crown Investments Holdings, Inc. and Desco Inc. took over and bailed out the heavily-indebted and poorly-managed ZAMCELCO for P2.5 billion, the problems are still the same and residents continue to suffer as they did the past several decades.

ZAMCELCO has been blaming the National Grid Corporation of the Philippines and sometimes the electricity supplier Western Mindanao Power Corporation (WMPC) which is being run by Alto Power Management Corporation. The ZAMCELCO Customer Service Department is the worst, according to cooperative members, who said that nobody was answering their phone calls. Residents also complained that ZAMCELCO billed them more than what they are supposed to pay. Electric consumers resorted to social media in airing their complaints; many angry over what they claimed were over billing or overcharging imposed by the electric cooperative. The ZAMCELCO Consumers Complaint Page, a community page on Facebook, was flooded with photos of electric bills showing unreasonable increases in charges. One resident said the local electric cooperative overbilled them not once, but twice after a meter reader deliberately and falsely misread their actual power consumption in December 2020 and January 2021. One consumer, Jed Amilasan, wrote: “Good evening normal lang po

Capitanea said she had been complaining about this since the time of the previous administration. “#Inclinedpost. To the management, I already complained (about) this (problem) 7 years ago. And also the suicide attack of a Moroccan ISIS soldier Abu Katheer al Maghribi in Lamitan City in Basilan province in July 2018 that killed at least a dozen soldiers manning a roadblock. The construction of the ATM and CDM building has been welcomed by civil workers and praised Tan for helping the banking sector. Sulu Governor Sakur Tan and Vice Governor Toto Tan and bank officials led by Sheila Anni Salim inaugurated the building last week. The governor expressed his gratitude to Land Bank of the Philippines President Cecilia Borromeo, Finance Secretary Sonny Dominguez and Salim for additional ATMs and CDM in the province. “Malaking tulong ito sa ating mga teachers, 4Ps recipients, mga kapulisan, kasundaluhan, at sa mamamayan ng Sulu na talagang kailangan ang ganitong pasilidad at serbisyong pinansiyal,” Tan said. He also highlighted the fact that Sulu have the most number of banks in operation within the island provinces of the Muslim autonomous regions. “This is a significant indicator of Sulu’s strong financial capacity. He noted that government employees and private citizens withdraw their salaries from ATMs, causing long queues and affecting traffic during payday periods. He said the provincial government is fully supportive of the banking institutions in Sulu. Among the major banks that are operating in Sulu are the Development Bank of the Philippines, Al-Amanah Bank, Allied Bank, Metropolitan Bank and Trust Co., the Philippine National Bank and Land Bank of the Philippines. Tan said many people would queue up, rain or shine, outside the banks’ branches during payday just to be able to withdraw money from ATMs. “We want these banks to put in more ATMs so they can accommodate more clients,” he said. He said government agencies in Jolo such as the Department of Education, the Philippine

National Police and the Armed Forces of the Philippines should have ATMs at their provincial headquarters to make it easy for employees and security personnel to get their salaries. If implemented, it would also lessen the number of people withdrawing money from ATMs in downtown Jolo, he said. Land Bank, Allied Bank and Metrobank assured Tan that more ATMs would be installed in Sulu to provide the public more efficient banking services. Nahdin Jubaira, who works at the Sulu provincial government, asked this question after photographs of people queuing at an ATM outside the PNB went viral on Facebook. “The million dollar question is: This has been going on for a long time. This demands appropriate attention by the Bangko Sentral ng Pilipinas,” he wrote on his Facebook page, and accompanying it are the pictures taken by Nidz-Har Usman. Usman also wrote this on his Facebook page and appealed to bank managers to resolve the shortage of ATMs in Jolo and calling it a very old problem: “Kamu manga namamarintaiban manga managers sin bank ha Jolo, address niyo kunuh in very old problem pag pila ha ATM. Put more ATMs da in solution ha problem.” (You, the bank managers in Jolo, should address this very old problem of long queues in ATM (terminals). Putting more ATMs is the solution to the problem.) Residents also decried the lack of cell sites in the province and most of the time mobile phone reception is poor and so is the Internet connection. The multilateral exercise promotes shared commitments to maritime partnerships, security, and stability in Southeast Asia. Signifying the largest iteration to date, 21 nations will participate, including Australia, Bangladesh, Brunei, Canada, France, Germany, India, Indonesia, Japan, Malaysia, Maldives, New Zealand, Philippines, South Korea, Singapore, Sri Lanka, Thailand, Timor-Leste, United Kingdom, United States, and Vietnam. “In this region, the strength of our partnerships matter and our ability and willingness to work together is paramount,” said Vice Adm. Karl Thomas, commander of the U.S. 7th Fleet. “This year’s SEACAT aims to enhance our interoperability as we address our shared maritime security concerns and preserve rules-based international order,” he said. The exercise scenarios are designed to encourage countries to use maritime forces to enhance understanding of the operational environment, build capacity for humanitarian support missions, and uphold international laws and norms. A maritime operations center in the International Fusion Center in Singapore serves as a centralized

hub for crisis coordination and information sharing in the tracking of contracted merchant vessels simulating suspicious vessels of interests throughout Southeast Asian seas. Countries will work with all available maritime domain awareness tools to provide cueing and contact information to another country’s operations center and maritime patrol reconnaissance aircraft or surface assets with the stated goal of enforcing international rules, laws, and norms. “The scenarios are designed to encourage countries to work together though maritime domain awareness assets to better understand operations and adherence to international norms,” said Capt. Tom Ogden, commander, Destroyer Squadron (DESRON) 7. “Practicing multilateral, multi-platform intercepts help our Southeast Asian partners prepare for possible real-world engagements in the future,” he said. In all, SEACAT includes 10 ships and more than 400 personnel. U.S. Navy participants include USS Tulsa (LCS 16), staff of DESRON 7, P-8A Poseidon aircraft assigned to Task Force 72, and personnel from Task Forces 73, 76, U.S. 7th Fleet, and U.S. Pacific Fleet. This year incorporates U.S inter-agencies of Joint Interagency Task Force West, U.S Indo-Pacific Command’s executive agent for counter-narcotics; and Defense Threat Reduction Agency, Department of Defense’s official combat support agency for countering weapons of mass destruction. Their

role is aimed at providing greater understanding of the operational environment and adherence to established rules, laws, and norms across the joint environment. For the first time, international organizations and non-governmental organizations play a role in SEACAT by providing greater understanding of the operational environment through scenario injects designed to simulate real world situations that enhance understanding and adherence to accepted rules, laws, and norms. Participants include the United Nations Office of Drugs and Crime, EU Critical Maritime Route Wider Indian Ocean, and International Committee of the Red Cross. Application of Women, Peace, and Security principles ensure respect for principles that align with accepted standards for human rights and fair treatment of women. As the U.S. Navy’s destroyer squadron forward-deployed in Southeast Asia, DESRON 7 serves as the primary tactical and operational commander of littoral combat ships rotationally deployed to Singapore, functions as Expeditionary Strike Group 7’s Sea Combat Commander, and builds partnerships through training exercises and military-to-military engagements. Under Commander, U.S. Pacific Fleet, 7th Fleet is the U.S. Navy’s largest forward-deployed numbered fleet, and routinely interacts and operates with 35 maritime nations in preserving a free and open Indo-Pacific region. Uminom din ng maraming tubig. 2. Gallbladder stones - Kapag ang sakit ay nasa itaas ng tiyan at nasa kanan, ito ang puwesto ng gallbladder o apdo. Posibleng may bato ka sa apdo. Minsan ang sakit na ito ay tumutugon din sa bandang taas ng likod. Dumarating din ang sakit kapag nakakakain ka ng mamantika at matataba na pagkain.

Magpa-ultrasound ng tiyan para malaman kung may bato ka o wala. 3. Appendicitis - Kapag nasa ibaba at kanan na lugar, ito ang lugar ng appendix. Ang sakit ng appendicitis ay nag-uumpisa sa may sikmura at pagkaraan ng 2-3 araw ay lumilipat sa kanan. Masakit ang lugar na ito kapag dinidiinan. Kumonsulta agad sa doktor. 4. Colic - Kapag paikot-ikot ang sakit at walang permanenteng lugar, ito ay marahil sa paghilab ng bituka. Ang tawag dito ay colic at hindi naman delikado. Baka nasira ang iyong tiyan sa maduming pagkain at magtatae ka lang. 5. Gastroenteritis Kung mahilab ang iyong tiyan at nagtatae ka, ito ay malamang dahil sa gastroenteritis o impeksyon na nakuha sa panis o maduming pagkain. Uminom ng maraming tubig at kumain ng saging. 6. Amebiasis - Kapag madalas kang dumumi at may bahid ito ng sipon at dugo, posibleng amebiasis ito. Uminom ng gamot. 7. Kidney infection or stones - Kapag sa may

puson ang sumasakit at mahapdi ang iyong pag-ihi, posibleng may impeksyon ka sa ihi o may bato sa bato (kidney stones). Tingnan din kung mapula ang ihi dahil senyales ito ng bato. Puwede itong dysmennorhea (sakit kapag malapit na ang regla), ovarian cyst (bukol sa obaryo) o myoma. Huwag matakot kumonsulta sa isang doktor para sa problema mo sa tiyan. Gastroenterologist, internist o surgeon ang dapat mong puntahan.

Call DOH ‘Health Line’ before going to hospitals CEBU CITY – The Department of Health (DOH) has strengthened its Health Line inquiry service where the public can call before going to the hospitals in Cebu. Those who are experiencing Covid-19 symptoms or other ailments can call the DOH-Central Visayas emergency numbers 411-6900 and 09672219120, said DOH-7 Director Dr. Jaime Bernadas and urged the public to utilize the Health Line before going to the hospitals.

He said the emergency Health Line will allow the public to inquire about health-related services or emergencies needing referral and coordination. This service is especially helpful in situations in Metro Cebu following the spike in active Covid-19 cases. The Health Line service would provide guidance on which hospital the patients could go to for consultation and treatment. “The role of our One Hospital Command or the Health Line is very critical. We urge the

people to call these numbers so they’ll be guided which hospitals and emergency rooms have vacancies,” Bernadas said. The DOH-7’s 24/7 emergency health line was first launched in August last year to aid both the public and hospitals in emergency cases during this time of the pandemic.
