which broke away with the MNLF in 1978 and is now currently negotiating with the government. It was signed by signed by Abebakrin Lukman and Abuamri Tadik, both acting secretaries of the MNLF Senior Leaders’ Forum and attested by Yusop Jikiri, its presiding chairman. The two diplomatic communications also sparked a widespread condemnation from MNLF chieftain Nur Misuari, who threatened to secede after accusing Manila of failing to honor provisions of the peace deal. Misuari has already met tens of thousands of former rebels and their commanders and supporters in gatherings in southern Philippines where he told them about the government’s failure to fully implement the 1996 peace agreement. Now, the regional police said it is gathering evidence to charge the former Libyan firebrand of sedition because his fiery statement and pronouncement against the Aquino govern-

ment. Misuari was accused of fomenting sedition in the restive region. Misuari’s whereabouts is unknown, but he was in Sulu province last month where he also met with his commanders and hundreds of followers in the town of Indanan. There, he almost declared independence, but changed his mind, saying he still needs to consult with his senior leaders before making the announcement in the right time. “We are going to find the right time to for the formal declaration (of independence. I still need to communicate with the OIC so we still have to discuss this with among us leaders,” he said in the local Tausug dialect. The OIC helped broker the peace talks between the MNLF and the Philippines that led to the eventual signing of the agreement. Misuari said it has been three decades now since the OIC mediated in the peace talks, but Manila has failed to comply with the provisions in the accord. Misuari has repeatedly

accused the Aquino government of trying to abrogate the peace accord. He also denounced the peace talks between the Aquino government and rival rebel group Moro Islamic Liberation Front (MILF) after negotiators signed an accord last year that would create the Bangsamoro state, saying it violated the MNLF-Philippines peace deal. The Muslim homeland would replace the existing Muslim autonomous region which is composed of Basilan, Sulu, Tawi-Tawi, Maguin-danao and Lanao provinces, including the cities of Marawi and Lamitan. And several more areas in the provinces of Lanao del Norte and North Cotabato would also be included in the new autonomous region. After the 1996 peace accord with the MNLF, Misuari became the governor of autonomous region. But many former rebels were disgruntled with the accord, saying, the government failed to uplift their standards of living.

The rebels accused Manila of failing to develop the war-torn areas in the South, which remains in mired in poverty, heavily militarized and dependent financially on the government. In November 2001, on the eve of the elections in the Muslim autonomous region, Misuari again accused the government of reneging on the peace agreement, and his followers launched a new rebellion in Sulu and Zamboanga City, where more than 100 people were killed. Misuari escaped by boat to Malaysia, but was arrested there and deported to the Philippines. He was eventually freed in 2008 after Manila dropped all charges against him for lack of sufficient evidence. He was also ousted by Muslimin Sema, the MNLF Secretary-General, but Misuari maintained that he is the true leader of the former rebel group. (With a report from Ely Dumaboc)

Bomber killed by own IED in Zambo Sur

PAGADIAN CITY – A suspected bomber was killed after an improvised bomb he was transporting exploded in Zamboanga del Sur province in southern Philippines, officials said. Officials said policemen, who were inspecting the site, recovered an

improvised bomb assembled from a 60mm mortar and rigged to a detonator and a cell phone, not far from the dead man’s decapitated body in the village of Tapodoc in Labangan town. The bomb was found

at a rice paddy near the highway and safely disrupted, according to Chief Inspector Ariel Huesca, a regional police spokesman. “The identity of the man is still unknown and police are investigating this case,” he said.

It was not immediately known whether the man, whose head and arms were blasted, was a member of a rebel or terrorist group. The man’s body was clad in black shirt and a pair of black and green tactical shooter pants.

The southern Philippines have been hit by a spate of bomb attacks in recent months that had killed and wounded dozens of civilians. Just recently, police also killed a suspected gunrunner Nadzir Mongkas and captured his

companion Rajib Giyaludin in an operation in the restive region. Giyaludin allegedly confessed to buying and selling guns and improvised explosives to various groups and individuals in the southern Philippines. (Mindanao Examiner)

US man arrested for carrying gun

DIPOLOG CITY – Philippine authorities detained an American citizen for possessing an unlicensed pistol in the southern province of Zamboanga del Norte, officials said. Officials said policemen arrested Jeffrey Roy Bradley, 57, while drinking with his Filipino fr iends in downtown Sindangan following a tip off from a civilian that the foreigner had a pistol under his shirt. Chief Inspector Ariel Huesca, a regional police spokesman, said Bradley even bragged his .45 caliber pistol to his friends while drinking at the MPL Plaza. He said police also

seized from Bradley one pistol magazine and seven bullets. “The policemen approached the foreigner and frisked him and he yielded a .45-caliber pistol with a defaced serial number, and one magazine loaded with seven rounds of ammunition,” Huesca said. “He failed to present proper documents to possess and carry the firearm, hence, he was arrested.” He said Bradley is temporarily residing in

the village of Goleo in the town of Sindangan and now detained in the municipal police station while awaiting charges. Police did not say where Bradley got his weapon or why was he carrying the gun. No other details were made available by the police about Bradley or whether his stay in the country is legal or not. The US Embassy has not release any statement about Bradley’s arrest. Capt. Alberto Caber, chief information officer of the Eastern Mindanao Command, quoting the findings, told the Mindanao Examiner that the presence of feces and venom on the wounds of the soldiers are deadly to the victims. The soldiers were wounded in a recent attack by the New People’s Army in Compostela Valley province. Caber said the use of

landmines by rebels is already a violation of an international treaty and of the Comprehensive Agreement on Respect for Human Rights and International Humanitarian law signed by rebels themselves in 1998. 3 arrested in bus stoning in Zamboanga City ZAMBOANGA CITY – Police arrested three people who were behind a stoning of provincial bus in Zamboanga City in southern Philippines, officials said. Officials said the trio Benjie Carangi, 20; Arnel Persivirancia, 18; and JunJun Persivirancia, 20 - were nabbed after they hurled stones on a bus owned by Rural Transit Mindanao. The stoning broke the windshield of the bus, but

none of the passengers were injured or hurt in the attack. The bus was travelling to Cagayan de Oro City when the attack occurred on the Zamboanga highway in the village of Vitali. Police said the trio is facing charges for the stoning. The bus firm, as well as motorists, have been complaining about stoning incidents in Zamboanga. (Mindanao Examiner)

cocted military propaganda that NPA explosives were contaminated with poison and bacteria. To insinuate that the NPA is engaged in a highly criminal biological and chemical warfare is, indeed, pure invention,” he said in a statement sent to the Mindanao Examiner. He said the NPA fighters have been using - in the last four decades guerrilla warfare weapons, such as but not limited to command-detonated explosives made up of traditional, non-biologically toxic ingredients. He said rebel forces used command-detonated explosives on the government soldiers and not pressure-type landmines that are banned by international laws as insisted by the military. Sanchez said the NPA are people's soldiers, girded with firearms confiscated from enemies and with bombs made out of cheap materials. “Obligado and the military spin doctors are daydreaming that they can sweeten the image of the fascist Oplan Bayanihan by demonizing the NPA and the revolutionary struggle. Three years into the US-Aquino regime, the Armed Forces of the Philippines is nowhere smooth, soft and pro-people in the eyes of the peasants, workers and the millions of Filipino masses,” he said. “The Armed Forces of the Philippines is thoroughly exposed as the protector, coddler, running dogs of the US imperialist mining and other big business, bureaucrat capitalists and landlords,” he said. “The bacteria and poison are not found in the NPA bombs, but in the AFP headquarters, camps, detachments and in the AFP echelons itself.” (Mindanao Examiner)

Radio announcer killed in Iligan City PAGADIAN CITY – Motorcycle gunmen shot dead a radio announcer in an attack in Iligan City in southern Philippines, media organizations reported. The attack, which occurred in Buru-un village, killed Fernando Solijon, who worked for Love Radio run by Manila Broadcasting Corporation. Solijon was heading to his car from a party when the gunmen arrived and shot him several times and then fled after the attack.

Police are still investigating the motive of the killing and whether it was connected to his work. Solijon’s killing is the 19th since President Benigno Aquino was elected into office. Aquino has repeatedly vowed to bring justice to the families of journalists murdered in the country. Just early in August, an unidentified gunman also killed freelance news photographer Mario Sy in General Santos City also in

southern Philippines. Sy was shot in front of his terrified family inside their house. The motive of the murder is still unknown up to now, but Sy was a contributor to Mindanao Bulletin and Sapol Bulletin newspapers in the region. Prior to Sy’s murder, two tabloid columnists Bonifacio Loreto and Richard Kho - who wrote for Aksyon Ngayon - were fatally shot by motorcycle gunmen in Commonwealth village in Quezon City in Luzon Island. Rebels bomb steel pylon in Southern Philippines Newspaper editor killed

COTABATO CITY – Suspected rebels blasted a steel pylon in the southern Philippines and resulting to a power failure in several areas in the restive region where security forces are fighting terrorism and rebellion. No individual or group claimed responsibility for the weekend attack, but the military suspect rebels were behind the blast in Sultan Kudarat town in Maguindanao province. There was no report of casualties from the bomb-

ing and efforts are being undertaken by authorities to restore electricity in the area. The pylon is being maintained by the private transmission firm National Grid Corporation of the Philippines. Security forces are battling members of the Bangsamoro Islamic Freedom Movement, who are pursuing an independent state in the region, which is also home to the larger Moro Islamic Liberation Front now negotiating peace with Manila. MANILA – Filipino gunmen shot dead a newspaper editor in Calapan City in Mindoro province, the media watch dog National Union of Journalists of the Philippines reported. It said Vergel Bico, 43, who worked for the Bandera Pilipino newspaper, was driving his motorcycle when shot by motorcycle gunmen tailing him in the village of Pachoca. The assailants escaped after the shooting. NUJP said Bico was rushed to hospital, but died along the way. He was the second journalist murdered in a week time. Gunmen also killed radio announcer Fernando Solijon in Iligan City in southern Philippines on August 29. Joe Leuterio, president of the Oriental Mindoro Media Club, condemned the killing of Bico and urged the provincial police force headed by Superintendent Ronaldo de Jesus to arrest the murderers and give justice to the murder of the victim. Policemen win in 2013 COPS search ZAMBOANGA CITY – Two local police officers are among this year’s winners in the search for “Country’s Outstanding Police Officers in Service” or COPS. The two – Inspector Arlan Dalumpines, head of the Zamboanga City Police Investigation and Detective Management Branch; and Senior Police Officer 1 Eduardo Covarrubias, leader of the Anti-Vice Operative Group – join the elite roster of outstanding officers on the country. Their exemplary dedi-

cation to the police service, among others, was cited by the organizers - Metrobank Foundation, Rotary Club of New Manila and PSBank. Aniceto Sobrepeña, president of the Metrobank Foundation, has informed and congratulated Zamboanga Mayor Maria Isabelle Salazar for having two winners in this year’s search. Salazar, proud of the two local officers, announced this during a flag raising ceremony at City Hall.

2 killed in Basilan ambush BASILAN PROVINCE – Unidentified gunmen ambushed two employees of a financing company in the restive province of Basilan in the southern Philippines, police said. It said the attack killed Jennifer Timtim and Saud Macalangcom – who both worked for KFI Center for Community Development Foundation. The ambush occurred in the village of Ubit in Lamitan City.

Police said the attackers carted the collections of the employees before escaping. No individual or group claimed responsibility for the killings, but gun attacks are a common occurrence in Lamitan City where hired killers and bandits are actively operating. Just recently, two teachers - Rodolfo Saavedra and his wife Gloria - were killed and their companion Ellen

Cubico, was wounded in an ambush also in Lamitan City. The three were travelling on a motorcycle in the village of Maloong Canal when an unidentified gunman attacked them. The assailant took the victims’ motorcycle and escaped towards Isabela City. The killings of the teachers drew widespread condemnation in Basilan province. (With a report from Richard Falcatan)

Charity workers seized in Basilan BASILAN PROVINCE – Gunmen have seized two teachers working for a Catholic charity foundation in the restive province of Basilan in the Muslim autonomous region in southern Philippines, officials said. Officials said the gunmen raided the staff house of the Charity Children Foundation in the village of Tairan in Lantawan town late on Wednesday and abducted Frederick Banot and Cherden Masong. Members of the Special Forces, who were alerted by the abductions, pursued the raiders, but did not catch up with them.

“The victims were forcibly taken by the gunmen and dragged them to waiting speedboats and fled under cover of darkness,” Capt. Jefferson Somera, a spokesman for the 1st Infantry Division, told the regional newspaper Mindanao Examiner. He said Brig. Gen. Felicito Virgilio Trinidad, a regional army commander, also ordered troops to track down the hostages and their captors and to help police authorities in providing or securing charitable workers in the province. Non individual or group claimed responsibility for the abductions, but

Abu Sayyaf rebels and bandits are actively operating in the province and have been previously blamed for many kidnappings for ransom and killings. The foundation helps in various programs aimed at uplifting the lives of ethnic Badjao and Yakan tribes in Basilan, one of five provinces under the autonomous region. Both the provincial and regional governors and the local town officials have not issued any statement about the raid and the unstable peace and order in Basilan, just several nautical miles from Zamboanga City. Kidnapped Zambo trader freed ZAMBOANGA CITY – A Filipina trader who was kidnapped along with her boyfriend in Zamboanga City has been freed in the southern Philippine town of Talipao, police said. Police said Nancy Gonato, 38, was released, but the fate of Ronnie San Dagon, 50, remains unknown. The couple was kidnapped in April 7 inside a private wharf in the coastal village of Baliwasan where the duo runs a buying station for lobsters and other marine products. It was not immediately known whether ransom was paid for the freedom of the woman, but the kidnappers had previously demanded P10 million in exchange for

the victims. Jolo town Mayor Hussin Amin said the woman was freed in Talipao town and then taken to the provincial hospital for medical examination shortly after meeting with government leaders and police and military commanders in Jolo. “Our security is tight in Jolo town,” Amin told the regional newspaper Mindanao Examiner. The couple owns a company called Ocean World Marine Products in Zamboanga City. The local police said at least 5 gunmen were involved in the kidnappings and the motive of could be connected to the couple’s business and huge debts.

It was not immediately known whether the captors are members of the Abu Sayyaf which has been blamed by authorities for the spate of kidnappings for ransom in southern Philippines. No individual or group claimed responsibility for kidnapping of the couple which occurred barely a month after the Abu Sayyaf freed a kidnapped Australian adventurer Warren Rodwell in exchange for P4 million ransom. Rodwell was seized by 5 gunmen, who posed as policemen, from his seaside house in Ipil town just outside Zamboanga City in December 2011. (Mindanao Examiner)

The Sulu Area Coordinating Center, built during the time of then Sulu Gov. Sakur Tan and now provincial vice governor, is a facility established as a proactive, reactive, and post conflict mechanism to address various concerns at regional and local levels of governance and to solve problems of coordination and response. Abdulla said the Area Coordinating Center functions both as a system and as a council for planning, integrating, directing, supervising, and implementing line-up government programs and projects particularly on political, socioeconomic, cultural, religious, development, security and information issues. Engineer Jamir Abubakar, of the Consumer Protection Division of the Department of Trade and Industry (DTI), said the inter-agency ConsumerNet9 has passed a resolution urging city and municipal and provincial councils to pass legislations that would regulate the use of those materials. and polystyrene which are the base materials in the manufacture of plastics and Styrofoam are nonbiodegradable, hence adding to the mountains of garbage that do not decompose even after a hundred years. COTABATO CITY – An unidentified group fired several mortar rounds in the town of Shariff Saydona Mustapha in Maguindanao province in the Muslim autonomous region southern Philippines. The Mindanao Human Rights Action Center (MinHRAC) reported that the mortar bombs were fired from the village of Buayan in Datu Piang town towards the direction of Dasawao village and in the mountains of Ganta and Bakat. It said the areas had been abandoned since last month due to sporadic fighting between troops

and rebels. “No displacement occurred as there were no residents in the villages. Residents have not returned home yet since the fighting in Dasawao on August 12. MinHRAC grassroots monitors are closely monitoring the situation,” it said in a bulletin sent to the regional newspaper Mindanao Examiner. ZAMBOANGA CITY – A Filipino fisherman died after he was impaled by a needlefish off a seaside village off Zamboanga City in southern Philippines, police said. Police said the 63year old Jesus Guerrero died after he pulled out the fish that struck his throat while fishing with his son and brother off Talabaan village. Chief Inspector Ariel Huesca, a regional police spokesman, said the Guerrero was hit in the throat after the fish leaped out near his wooden boat. “The man died from his wounds,” he said. Guerrero’s son said he rushed his father to the shore, but he died along the way. “It was tragic. My father was impaled in the throat. We still got the fish that killed my father,” he said, adding that he and his father had been fishing the past seven years in the same area and was aware by how deadly the fish can be. “It was really an accident. And this accident should be a warning to other fishermen how deadly the fish can be,” he said. (Mindanao Examiner)

Kanya-kanyang palusutan ngayon ang mga mambabatas, partikular ito sa mga nagbigay ng kanilang milyonmilyong pork barrel fund sa mga diumano’y bogus o kaduda-dugang nongovernmental organizations na siyang itinuturong sabit sa P10-bilyong proyekto na nakuha mula sa PDAF. Basang-basa na ang papel ng mga NGOs dahil sa mga bintang ng anomalya. Diyan nabubuhay ang mga NGOs, lalo na yun mga humihingi ng pondo mula sa ibang bansa upang manatili ang kanilang operasyon at yumaman ang mga nasa likod nito, bagamat hindi naman lahat! Naku po, talagang kahiya-hiya ang mga may kinalaman sa mga kalokohan sa PDAF. Dapat rin isama ang mga partylist groups sa pagsusuri ng PDAF upang malamang kung saan napunta ang kanilang pork barrel. Meron nga diyan eh nakapagpatayo ng maraming bahay, pero kung umasta eh akala mo kung sinong malinis! Ang dapat natin hintayin mula sa Commission on Audit ay ang special report nila sa PDAF sa taong 2010 hanggang 2013 - sa ilalim ng kasalukuyang administrasyon. Tignan natin ang limpak-limpak na salapi at pondong inbinigay ni Pangulong Benigno Aquino sa Autonomous Region in Muslim Mindanao at gayun rin sa mga mambabatas na kaalyado ni Pangulong Aquino. Dapat rin imbestigahan itong Department of Budget and Management upang malaman ng publiko kung may anomalya ba ito o wala sa kalakaran ng PDAF. Aba eh yun mga mambabatas na bumabatikos sa pamahalaang Aquino hanggang ngayon ay walang nakukuhang PDAF kung kaya’t ang labanan ay sipsipan sa Malakanyang. Bagama’t may kautusan si Pangulong Aquino na tanggalin na ang PDAF - dahil sa lumalakas na panawagan ng publiko ay siguradong pangalan lamang ang mawawala diyan dahil maraming mga mambabatas ang hindi pabor dito. Gayun rin ang mga pulitikong may asawa, anak o kapatid sa Kongreso at Senado. Hindi kaya ni Pangulong Aquino na tuluyang tanggalin ang PDAF dahil makaka-apekto ito sa kanyang political plan sa 2016. Pero nalimutan na yata ni

Pangulong Aquino na ang magdadala sa kanya ng boto ay hindi ang mga mambabatas kundi ang mga governors at mayors! Di ba nanalo si ex-AMIN partylist congressman Mujiv Hataman sa halalan bilang ARMM governor bagamat wala naman siyang puwersa o impluwensya sa mga nasasakupan ng ARMM maliban sa Basilan na kung saan ito lumaki at kahit na hindi solido ang suporta sa kanya doon? Di ba nanalo ang mga senador ni Pangulong Aquino sa ARMM dahil sa matinding pangangampanya ng mga governors ng Basilan, Sulu, Tawi-Tawi, Lanao at Maguindanao? So, tignan natin sa 2016 at tiyak maganda ang labanan sa susunod na halalan. Araw-araw ay makikita sa Zamboanga ang mga PUJ at PUV na punong-puno ng pasahero - may mga nakasabit sa estribo at maging sa bubungan ay puno pa rin. Ngunit ang nakapagtataka ay hindi man lamang sila hinuhuli sa kalsada gayun napaka-obvious naman ng paglabag ng mga drivers sa batas trapiko. Maging ang Land Transportation Office - na understaff at kulang sa tao - ay walang magawa sa mga ito dahil ang unang dapat kumilos sa nasabing problema ay ang traffic section o division ng lokal na pulisya. Hihintayin pa ba natin magkaroon ng malagim na aksidente bago kumilos? Ang dahilan ng pulisya at LTO ay kakaunti lamang ang bumibiyaheng PUJ at PUV sa east coast ng Zamboanga kung kaya’t pinapayagan na lamang ang overloading at mga pasahero sa bubungan ng mga jeep at mini-bus. Hindi naman nakalagay sa batas na kung kaunti lamang ang jeep ay pahayagan ang mga pasahero na sumabitat magsiksikan sa bubungan. Pero mabilis sa hulihan ang mga awtoridad kung illegal parking ang sasakyan, o kaya kung nagbebenta sa mga bangketa ang iilan. Aba, eh dapat asikasuhin na ito ni Mayor Maria Isabelle Salazar! They are quick to clarify that Prof. Nur Misuari is still their leader to reckon with. The reason why their group desires the national dispensation under Pres. Noynoy Aquino III, to recognize and to fully implement the Final Peace Agreement forged between the MNLF and the GRP. They believe that with such a fulfillment, Misuari won’t go to the extent in declaring Independence for Mindanao. “We want to assuage the feelings of Misuari and his still large group by asking the national government to fully implement the FPA,” they chimed. In their Resolution – affirming the sustained advocacy of the MNLF Senior Leaders and Commanders to the Primacy of the l996 GRP-MNLFV – OIC Final Peace Agreement (FPA) and the current GRP-MNLF – OIC-PCSP Tripartite Implementation Review of the FPA, the group is seeking their underscored major points (as stated in their Resolution) to be heard and acted upon by the national gov’t as soon as possible. Amongst them are: Ready to recommend (for government to act) among the leaders to join or constitute the membership of the MNLF peace panel for the resumption of the GRP-MNLF-OIC/PCSP tripartite meeting as soon as possible..; Welcome the proposal to achieve a more comprehensive and inclusive political solution to the Bangsomoro problem through convergence of the two peace processes involving the MNLF and the MILF. Totoh Tan ang mga estudyante na mag-aral ng maiigi upang maabot ang mga pangarap sa buhay at maging isang responsableng mamamayan. Iniutos rin ni Gov. Totoh Tan ang pagpapagawa ng pathway na

dinaraanan ng mga magaaral matapos na mapuna ang mga putik doon. Kamakailan lamang ay nakipag-usap rin si Gov. Totoh Tan si Education Sec. Armin Luistro na kung saan ay inilutang nito ang ibat-ibang isyu at kabilang dito ang mga sahod ng guro at paaralan, bukod sa mga iba pa. Nagpasalamat rin si Sec.
