Last year, the peace panels signed the Bangsamoro Framework Agreement which would pave the way for the Muslim homeland. Under the accord, the Bangsamoro government would take a ministerial form, where members of the legislature who would be elected by the people and in return they would elect a chief minister among themselves. Philippines and MILF negotiators last month ended peace talks in Kuala Lumpur without a substantial agreement, especially on the remaining annexes on power-sharing and normalization. Negotiators are still locked on how to go about the power-sharing which represents the heart of the peace negotiations since it contains the list of powers reserved for the central government, powers exclusive to the envisioned Bangsamoro government, and concurrent or shared powers between the two. Any delay in the peace talks would impede the working timeline of the Bangsamoro Transition Commission, the body tasked to draft the Basic Law. (Mindanao Examiner)

Gunmen shoot 3 people in Pagadian City PAGADIAN CITY – Terror gripped anew the southern Philippine city of Pagadian following an attack that killed a woman and wounded her two companions. The victim, Remedios Robesquillo, 45, a fish vendor, was shot and instantly killed by two gunmen at Purok Zone 2 in the village of Muricay. Her companions – Mohammad Dacula,
21, and Marlon Lumawan, 30, were also attacked by the gunmen with .45-caliber and 9mm pistols. The assailants escaped after the attack and police said investigators retrieved at least 13 bullet casings in the area. The victims just came from the Tiguma public market and on their way home when the gunmen attacked them without
warning. No individual or group claimed responsibility for the latest attacks, but hired killers actively operate in Pagadian, the capital of Zamboanga del Sur and seat of the regional center in western Mindanao. Killings and gun attacks are not uncommon here where most of the cases are unresolved. (Mindanao Examiner)
Investigate OFWs abuses in Saudi MANILA - Filipino migrant rights group Migrante has urged Manila to investigate alleged abuses committed by Saudi immigration authorities on Filipino deportees in the Arab state. Filipinos who arrived here from Saudi Arabia told their harrowing experiences from the hands of immigration people. They said many Filipinos were rounded up in Saudi on immigration charges and other alleged violations after the ultimatum for undocumented foreign workers ended on November 3. Over a thousand Filipinos are stranded in Saudi and have put up tents outside the Philippine Consulate in Jeddah and there is no sign that the Aquino government would bring them home soon. “The revelations made by OFW deportees Amor Roxas, 46, and Yvonne Montefeo, 32, should be taken seriously,” MigranteMiddle East and North Africa coordinator John Leonard Monterona, said in a statement sent to the Mindanao Examiner.
Roxas and Montefeo who were among a group of 30 Filipino deportees, claimed they were treated like animals by Saudi authorities and that they and other Filipinos were arrested and chained inside a crowded prison. Monterona said his group and many overseas Filipino workers or OFWs are demanding prompt and concrete action from the Department of Foreign Affairs and the Department of Labor and Employment to address allegations of abuses in Saudi Arabia. “The DFA and DoLE should secure signed affidavits from OFW deportees detailing the circumstances and specific abuses and human rights violations. Then, a joint DFADoLE composite team should be tasked to study the OFW deportees affidavits to establish the grounds in filling diplomatic protest to Saudi govt. over abuses allegations,” Monterona said. He also urged the DoLE and the Overseas Workers Welfare Administration to
make it compulsory for the agencies to conduct psychological and stress debriefing of all Filipino deportees as an integral part of its welfare services. Just recently, M-MENA issued an appeal to the Saudi authorities to respect the rights and uphold the well-being of undocumented migrants. “We are expecting an intense crackdown of all undocumented migrants in the Kingdom of Saudi Arabia in the coming days. The undocumented migrants should be treated humanely as there were reports of abuses, manhandling, slapping, kicking, during previous crackdown,” Monterona said. He urged Saudi to ease up the imposition of immigration penalties and fines and instead implement swift deportation proceedings of apprehended undocumented migrants. DoLE estimated around 10,000 undocumented OFWs in Saudi Arabia and that 5,000 of them have been repatriated so far.
Man stabs 3 people before being shot in Ipil town ZAMBOANGA SIBUGAY – A man stabbed and wounded three people, including a cop, before he was fatally shot by a police officer in Ipil town in the southern Filipino province of Zamboanga Sibugay. Police said the assailant, Christopher Enguito, 20, stole two kitchen knives from a store called Saver’s Mart and ran away after he was accosted by a clerk. Outside the store, he attacked
Rosito Omelia without apparent reason and then stabbed another man, Roldan Tuble, while evading arrest from pursuing policemen. When cornered by policemen, Enguito attacked and wounded PO1 Arnel Dagatan, who was tried to arrest the man. Chief Inspector Ariel Huesca, a regional police spokesman, who was in the area with PO1 Jefferson Adjarani, shot
the attacker in his leg after he attempted to attack them. The assailant was rushed to hospital, but died while undergoing medical treatment. Witnesses told police investigators that Enguito had attacked every innocent people he saw on the street and that some managed to escape unhurt as went on a stabbing rampage while policemen were pursuing him. ZAMBOANGA CITY – Zamboanga City’s crisis management committee headed by Mayor Maria Isabelle Salazar has flatly rejected a local resolution passed by the City Council to temporarily lift the curfew here, especially during the observance of the traditional All Saints’ Day and All Souls’ Day. The CMC has imposed the curfew since September following three weeks of deadly street battles between security forces and separatist rebels who stormed several villages in Zamboanga. The fighting, which started September 9, killed and wounded over 400 people and forced more than 100,000 villagers to flee their homes. “In response to a City Council resolution calling for the lifting of the curfew, the CMC decided to retain the imposition of curfew from 12 midnight up to 4 a.m. Those spending the night in cemeteries (should) remain where you are during curfew hours and resume movement/activities after curfew,” it said. Christians, who practice the tradition observed during All Saints' Day and All Souls' Day, usually spend the nights at cemeteries with their family and pray and reminisce the past of their
departed. The CMC order virtually imprisoned those staying at cemeteries for 4 hours until they are allowed on the streets. Various sectors in Zamboanga have also been complaining on the continued imposition of curfew and members of the City Council are also calling for the lifting of this, but Vice Mayor Cesar Ituralde during the council session said it is up to the military authorities to decide whether to lift the curfew or not. Salazar has originally imposed a 9-hour curfew, after the fighting, she reduced the curfew to 5 hours – from 12 p.m. to 5 a.m. – from the original 8 p.m. to 5 a.m. in the whole of Zamboanga and then further adjusted this up to 4 a.m. Every night, dozens of civilians are being apprehended by the police for violating the curfew and many of them are briefly detained after interrogations. Even media workers need to get a so-called “curfew pass” from the CMC for them to be able to do their job at night. But the curfew pass is not a guarantee that journalists and reporters, especially those working for radio stations, would not be apprehended. A group of reporters from dxRZ Radyo

Provincial buses from Cagayan de Oro and Pagadian cities have cut off its trip to Zamboanga at night because of the curfew hours. The night scene in Zamboanga is a now a reminiscent of what the city looked like 20 years ago – dark and silent with just dogs roaming on the streets - and yet the local government has been appealing to residents to help rebuild Zamboanga from the ashes or war, and recently from the devastations brought about by natural calamities. Local legislators are also questioning now the continued imposition of curfew and its economic effects on Zamboanga, a month after military and police quelled a rebellion launched by the Moro National Liberation Front under Nur Misuari. 2 Globe Telecom contractors seized in Sulu ZAMBOANGA CITY – A group of gunmen seized two Filipino contractors working for Globe Telecom in the southern Philippines, police said. Police said an operation was launched to search for technician Nasri Abubakar, 40, and broadband antenna installer Dennis Aluba, 30, who were both abducted in the village of Latih in Sulu’s Patikul town. A third contractor, Aquino Hadjula, escaped abduction and reported the incident to a marine base in the town. "We are still searching for the victims and we still don’t know what is the motive behind the abduction or whether the Abu Sayyaf was involved in this," Senior Superintendent Abraham Orbita, the provincial police chief, told regional newspaper Mindanao Examiner. He said the victims - of QTel Company based in
Zamboanga City - were travelling on a motorcycle when gunmen stopped them. Hadjula escaped on another motorcycle while gunmen were firing on him. It was unknown why soldiers failed to detect the presence of gunmen in the village. There was no immediate statement from the town mayor Kabir Hayudini about the latest abduction. Yoly Crisanto, head for Globe Corporate Communications, said the incident was very unfortunate. She said the two victims are technical staff of QTel which was tapped by Nippon Electric Company to set-up network transmission requirement in the area as contractor of Globe. Just last month, suspected Abu Sayyaf gunmen also seized a hardware store owner, Archie Hablo, in Patikul town. The 29-year old Hablo, whose family owns the Sincere Enterprises in Jolo town, was travelling on a motorcycle with his brother Miko when gunmen, who were in a jeep, blocked their path and seized the businessman. Hablo’s brother managed to run and escape and reported the incident to authorities. The Abu Sayyaf is still holding several Filipinos and foreigners kidnapped in Tawi-Tawi province and Sulu. MANILA – Filipino migrants’ group Migrante has urged the Aquino government to stop ‘labor export’ to Saudi Arabia and instead invest in local job generation through genuine agrarian reform and national industrialization. John Leonard Monterona, Migrante-Middle East and North Africa coordinator, said Saudi’s Nitaqat scheme has left with little room for overseas Filipino workers in the Arab state which is now intensifying its own local workers over foreigners. “Since the re-intensification of Saudization in 2010 through Nitaqat scheme, Saudi Arabia’s protectionist labor program that aims to localize

Monterona said Saudi is gradually phasing out its labor importation.
2 wounded in shootout in Zambo town PAGADIAN CITY – A gunman was shot after he opened fire and wounded a cop who was trying to arrest in the town of San Pablo in Zamboanga del Sur province, officials said. Officials said the gunman, Edralin Villalon, was being arrested by PO1 Marjun Anghad, 26, when he pulled a pistol and shot the cop and hitting him on the left foot. Despite his wound, Anghad managed to shoot back at his attacker and wounded him on the leg and arrested the 36-year old man. Anghad and another cop, PO1 Marjun Cortez, responded to a report of indiscriminate shooting at Purok Quatro in the village of Pao where they spotted Villalon, a resident of Guinocolaly village in nearby Dinas town. Officials said a .45caliber pistol was recovered from Villalon. It was unknown whether the weapon was licensed or not or why Villaon was carrying the gun. (Mindanao Examiner)

Decorated marine commander takes over WESMINCOM ZAMBOANGA CITY – A decorated marine commander whose brilliant career made him one of the best in the Philippine military has been named as the next chief of the Western Mindanao Command in Zamboanga City in southern Philippines. Lieutenant General Rustico Guerrero, commander of the Western Command headquarters in Palawan province, took over Lieutenant General Rey Ardo who retired last week. Ardo was the military commander when hundreds of separatist rebels simultaneous attacked Zamboanga City in September. More than 400 people were killed and wounded in three weeks of street battles that also resulted in a humanitar-

Man burns poll office, cop dies in fire ILIGAN CITY – Philippine police are preparing charges against a man who allegedly burned down the office of the local Commission on Elections where a policeman was also killed. Police said the accused, Lumboy Conto, lost
in the recent village elections. The 47-year old Conto allegedly set the poll office in fire and trapping policeman Rey Borinaga. He was arrested by the police. Conto was reportedly with other companions,

False text messages trigger panic in Zamboanga school ZAMBOANGA CITY – Frantic parents rushed to a school to fetch their children after receiving text messages alleging that a new fighting between security and rebel forces erupted in Zamboanga City in southern Philippines. The text scare disrupted classes in TalonTalon village. School officials tried to calm down the children as parents panicked by the reports which turned out false. The text message said the fighting broke out in the neighboring village of Mampang where an oxygen explosion earlier killed a worker. One woman also rushed to the school to get her child and told the
other about the fighting which triggered panic among other parents.

Nurail Fajal told the regional newspaper Mindanao Examiner. He said the only incident in Mampang was the accidental explosion of an oxygen cylinder which killed one worker. “That’s the only report we have in Mampang where one person was killed (in the oxygen cylinder blast),” he said. Authorities have previously warned the public against spreading unverified text messages which can cause panic and fear. This after three weeks of fighting between troops and Moro National Liberation Front rebels in September left over 400 people dead and wounded. (Mindanao Examiner)
Village chieftain shot in Pagadian City PAGADIAN CITY – Gunmen riding tandem on a motorcycle shot and wounded a village chieftain in a broad daylight attack in Pagadian City in the southern Filipino province of Zamboanga del Sur, police said. Police said the victim, Abdul Racman Talumpay, 48, village chieftain of Dalapang in Labangan town, was shot near Agora Market along Pajares Avenue in Santa Lucia Dis-
trict. Talumpay was heading to the market to buy dried fish when one of two gunmen shot him with a .45-caliber pistol. The gunmen escaped after the attack. Talumpay was rushed to the hospital with a gunshot wound in the neck. The motive of the failed assassination is still unknown, but police launched an investigation into the attack and who were behind it.
Talumpay’s family did not give any statement to the media about the shooting or whether it was connected to politics or family feud. Gun attacks perpetrated by motorcycle gunmen are almost a daily occurrence in Pagadian City, where hired killers are actively operating. Many of the shooting incidents here are unresolved. Philippines urged to save OFW in Saudi death row MANILA – The Filipino migrants rights group Migrante-Middle East and North Africa urged President Benigno Aquino to exert all efforts to save the life of Filipino worker Joselito Zapanta who is facing the death penalty in Saudi Arabia . A Saudi court meted death to Zapanta in 2010 after he killed his Sudanese landlord in 2009 over house rental quarrel. Zapanta said he only defended himself from attack by his landlord. His victim’s family is asking Saudi riyal 4 million in blood money in exchange for forgiveness and the ultimatum had already lapsed. “President Aquino should have sent Vice President Jejomar Binay in his capacity as the presidential adviser on OFWs concerns last month or months before the November 3 ultimatum set by the Saudi court as manifested by the aggrieved family if his administration is really sincere in its effort to save
OFW Zapanta and others who are still on death row in Saudi Arabia,” M-MENA coordinator John Leonard Monterona said in a statement sent to the regional newspaper Mindanao Examiner. Monterona said Aquino’s appeal letter to the Saudis is not enough to save Zapanta’s life, adding the P6 million in blood money raised in the Philippines should be handed over to the family of the Sudanese through the Saudi Reconciliation Committee , a quasigovernment agency active in dealing negotiations between the aggrieved and offending parties involving death row cases. “If it is true that His Highness Saudi King Abdullah shouldered the Saudi riyal 2.3 million out of the total four million riyals plus the contributions from the Pampanga provincial government, from OFWs and OFW groups, and other con-
tributors, then there is a big chance that the Sudanese family will accept the initial amount of blood money to get a conditional waiver on Zapanta’s execution until the blood money will be completed,” Monterona explained. “Aquino could even share fund from its special purpose funds and presidential funds to complete the blood money to save the OFWs on death row like Zapanta, but this would not happen because of Aquino’s No blood money policy.” Monterona also lambasted the Department of Foreign Affairs for its failure to provide a Saudi lawyer to Zapanta during court hearings. “Only an interpreter was provided during case hearings. The DFA only provided legal assistance after the Saudi court meted death to Zapanta when the Zapanta family decided to file an appeal on May 2010,” he said.

New hack group penetrates Chinese cyberspace MANILA – A new hacker group called RaptorSwag boasted to have penetrated through databases of Chinese government agencies and was surprised how easily it was able to hack into the protected domain. “We took a stroll through China's internal security today, whistling with our hands tipping a hat as we greeted the guard at the front door. Without their notice, we slipped by unseen, shifting so much data from the Chinese government onto our main battle tank of highly sophisticated intrusions that it began to weigh us down. We had no choice. We had to drop it somewhere, and the twitter hoard looked like the best place to start,” it said. It said despite China’s projection as a powerful nation, RaptorSwag managed to “raped” China with a single SQL injection, the easiest of all attack vectors. SQL refers to “structured query language,” a standardized query language for requesting information from a database. SQL has been the favorite query language for database
