CEBU CITY - Filipino leader Benigno Aquino commemorated the 28th anniversary of the EDSA People Power Revolution - that toppled the Marcos dictatorship - in Cebu City in central Philippines. Aquino, accompanied by Interior Secretary Mar Roxas - whom the President is building up as his successor in 2016 led the first ever commemoration of the 1986 revolution at the Cebu Capitol grounds. Government media reported that Aquino traced the peaceful revolt’s roots in Cebu City - where his mother, then President Corazon Aquino, was campaigning when informed of the failed military coup led by Armed Forces chief Fidel Ramos and Defense secretary Juan Enr ile against President

Ferdinand Marcos. The Philippine News Agency said Aquino ditched his prepared speech and his teleprompter and told the crowd that he was speaking from his heart. Aquino said the first chapter of the EDSA revolt started in Cebu. He recounted that when he came to Cebu in 1983 after the assassination of his father, Senator Benigno Aquino, Jr., he saw no sign of the dictatorship. ”Parang malaya na ang Cebu (It seemed Cebu was already free),” he said. Cebu was then the bastion of the opposition against the late dictator Ferdinand Marcos. Aquino also recounted that Cebu took care of her mother during the early stages of the EDSA revolt. He said his

mother spoke at a rally at the Fuete Osmena in Cebu City on February 22, 1986, announcing the start of a civil disobedience campaign against Marcos when Ramos and Enrile defected to the opposition in Manila. Aquino said EDSA was the symbol of the Filipinos’ love for his fellow Filipino. ”People went to EDSA not for any personal gain,” he said. Others with Aquino in Cebu were Gov. Hilario Davide, Vice Gov. Agnes Magpale, Cebu City Mayor Michael Rama, Cebu lawmakers Raul del Mar, Luigi Quisumbing, Rodrigo Abellanosa, Wilfredo Caminero and Samsam Gullas; Secretaries Paquito Ochoa, Herminio Coloma, Corazon Soliman, Voltaire Gazmin, Panfilo Lacson and Rene Almendras.

3 killed in Basilan ambush BASILAN – Three people were killed in ambush in the troubled province of Basilan in the Muslim autonomous region in southern Philippines, an army spokesman said. Capt. Jefferson Mamauag, of the 1st Infantry Division, said the jeep was travelling in the village of Bohe Baca in Tipo-Tipo town when gunmen attacked the vehicle with automatic weapons. He said one passenger was also wounded in the ambush believed to be

connected to a clan war. Those killed in the attack have been identified as Amir Saribin, 21; Halim Randa, 18 ; and Hadji Alih Ibrahim, 38; and the wounded passenger as Haber Cuevas, 25. Mamauag, quoting a report from Lt. Col. Cristobal Julian Paolo Perez, commander of the 18th Infantry Battalion, said the jeep – owned by Hakim Tahil – was heading to Lamitan City when the attackers opened fire on the passengers.

“Rido is likely motive of the attack,” Perez said. Rido is the local term for clan war or family feud, which is not uncommon in Basilan, just several nautical miles south of Zamboanga City. Perez said troops retrieved the corpses in the area after they cleared the village and handed them over to their respective families. Authorities are investigating the attack to determine who were behind the ambush. (Mindanao Examiner)

2 abducted construction men freed by Sayyafs ZAMBOANGA CITY – Suspected Abu Sayyaf gunmen have freed two construction workers they seized in the southern Philippine province of Sulu, officials said. Officials said Jimal Abdilla, 30, and Kilder Sakandal, 45, were released safely in the village of Liang in Patikul town – the same area where gunmen abducted them.

Senior Superintendent Abraham Orbita, the provincial police chief, said the duo was blindfolded by their captors and eventually freed. “We are investigating the abduction. The two men are now reunited with their families,” Orbita told the regional newspaper Mindanao Examiner. The duo was driving a truck heading to Jolo

town when gunmen flagged down the vehicle at the village and seized them. The abduction occurred despite the presence of a marine base in the town. No individual or group claimed responsibility for the abduction of the two men, who are both construction workers in Sulu. (Mindanao Examiner)

Malaki’s body was discovered by civilians who phoned the police about the killing. Last year, two armed men also attacked and killed Kenneth Bernardo, a Petron gas depot employee in Zamboanga City. The assailants stopped the 25-year old Bernardo who was also traveling on a motorcycle and then stabbed him in the body. The assailants escaped after the attack. Traders raise business concerns in Central Mindanao COTABATO CITY - Various sectors have expressed their concerns over several issues affecting traders and other stakeholders in Mindanao. These concerns were tackled during the recent “Business Connectivity Consultation for Central Mindanao: Cotabato Airport and Polloc Port” where some representatives from various sectors attended the meeting spearheaded by the Regional Board of Investments (RBOI) Shamera Abobakar, the RBOI information officer, said among the recommendation and concerns raised during the consultation were the following: 1. There was no prior public consultation with

the business sector and the flying public with regard to airport renovation or airlines’ limited flight schedule causing passengers and cargoes to pass via General Santos City or Davao City, as such the participants appealed for a public consultation by the Department of Transportation and Communication; 2. To make a formal request to Vic Lao, the airport contractor, to fast track the rehabilitation and repair of the Cotabato Airport since this has caused double handling expenses resulting to the rise in prices of commodities including passengers’ fare; 3. To organize a monitoring team led by the private sector that will keep track of the on-going re-

habilitation of the Cotabato Airport; 4. Investors, foreigners, aid and donor agencies personnel and government officials of the ARMM and the national government have a hard time scheduling meetings in Cotabato City, the administrative capital of ARMM as well as, in Manila due to the lack of daily flights; 5. The representatives from Civil Aviation Authority of the Philippines informed the participants that the Notice to Airmen will expire on February 28, 2014 and that normal flight schedule will resume daily immediately provided that repair will be from 5 p.m. to 3 a.m. Abobakar said a resolution was also passed by the participants appeal-

After I read the substance of the book- the documentary they have both made I have seen the step by step clarity of explanation of the Predecessor of Law 101coded 1902-101-1405-18221857-1936-2006-2013. It is in this light that I have found out that they are the real heirs and successors of Sultanate of Sulu and North Borneo, I have made the 6 simple criteria that differed them from CLAIMANTS. They have acquired an ICJ RULING in October 10, 2013 after they have submitted their vital documents to International Court of Justice and was duly received by HRH RICKY NATHANIEL, THE SOVEREIGN LORD WINDSOR SUPREME JUSTICE AND SOVEREIGN JUDGE 445-AM0115432 “LI QI” THE INTERNATIONAL COURT OF JUSTICE (ICJ), HAGUE, THE NETHERLANDS THE INTERNATIONAL COURT OF JUSTICE (ICJ) SUPREME JUSTICE; INSAAAAF ON THE MAPHILINDO AGREEMENT TREASURY REF: 0261472AXIS BANK LIMITED TREASURY DEPARTMENT INTERNAL REFERENCE: THE SOVEREIGN ROYAL IMPERIAL COMPAGNIE MONEGASQUE DU BANQUE DE MONACO, MEDIA 1. I had confirmation from Brunei Historical Directors , that the King and Queen of Sulu & North Borneo had handed personally the documents and were duly received by HRH Ricky Nathaniel of the Royal International Court of Justice, International Law Arbiter, Paramilitary of NATO – OTAN, etc. 4. “WHEN SHALL PEACE PREVAIL IN MINDANAO AND SULU? Since time immemorial Mindanao and Sulu has never been lifted up from restiveness done by continued Spanish conquests against the rule and to ruin the Kingdom in the East. The kingdom was never given the chance to live in peace and harmony with all its subjects from defending the fierce attacks of the Spaniards in collaboration with the natives of Luzon and Visayas. Raja Sulaiman of Manila, Raja MudahOtic of Maguindanao, Raja Buayan of Dadiangas, and Raja of Sulu were the four Rajas that defended Mindanao and Sulu and the entire country from these foreign evil designed to subjugate them and be under their control from the Spanish authorities to Japanese and American occupations, and the Filipino government that Mindanao and Sulu still suffering from the remaining clutches of colonialism. The constituents of the kingdom were with patience and bravery under the able leaderships of the four Rajas defended and courageously fought for their people and homeland, Because of this unbounded political happenings, it had closed its door to world progress and development and be with the other highly civilized countries of the world. Being a famous kingdom the Royal Suluk Empire of the East, it had collected tributes from the different neighbouring countries in Asean. Its richness and bounties of wealth were felt unsafe for the kingdom to keep and protect. Thus, consisting of eight shipments of trip loading all its gold and other valuables were shipped to Manila and deposited it to Fr. Antonio Diaz/Sta. Romana and Mcleod Tagean Tallano for safekeeping and protection. These are the 617,500 Metric Tons of Gold and 500,010 karats of Diamonds at the hands and care of a religiously pious people in Manila who at the end formed and made part in the conspiracy with then Atty. Ferdinand E. Marcos to kill the last Monarch of the Kingdom of the East the

Lupah Sug United Kingdom of Sulu and North Borneo. The question is, when will peace prevail to reign in Mindanao and Sulu? If we traced back to the past, the kingdom of the East the Lupah Sug United Kingdom of Sulu and North Borneo was already a citadel of trade in Asia as early as in the 7th Century. It had already a closed relationship with the neighbouring countries in Asean in trading and commerce up to the 15th century. It only made it worst when Spaniard authority in Manila tried to expand and spread its political authority to reach Mindanao and Sulu in strongly attacking with full force to let the kingdom submit and surrender to the Spanish Authority of the King of Spain. These coercive attacks were resisted and ensued series of fighting from the many expedition conquests to conquer the stronghold of the kingdom in Mindanao and Sulu. Because of their failures of the many attempts to take hold and defeat the fighters of the Kingdom, Mindanao and Sulu were dubbed as the “unconquerable land”. Analysing from the historical events that took place in Mindanao and Sulu, it is a clear manifestation that the only way to stop all these things is to return to this kingdom their sovereign authority and be respected and honoured to form their own governance through its legitimate heirs and successors as the lawful and rightful heir to moral ascendancy to the throne of the Sultanate of Sulu and North Borneo. The International Court of Justice through the Lord Windsor His Royal Highness Ricky Nathaniel, Supreme Justice and Supreme Para Military Sovereign Judge has already identified and recognized the ICJ Sovereign Judge of Sulu and North Borneo His Majesty Raja (King) Mohammad Ghamar Mamay Hasan Abdurajak, Sultan of Sulu and North Borneo and the ICJ Sovereign Judge of Sulu & North Borneo Her Royal Highness Queen Maria Makiling Helen Fatima Nasaria Panolino Abdurajak the Queen of the Sovereign Royal Imperial Govern-

House to look into delay of airport rehab project in Cebu CEBU CITY – Cebuano Rep. Gerald Anthony Gullas Jr. said he has called

bilitation and expansion of the Mactan-Cebu International Airport Passenger

Terminal. The rehabilitation is a public-private partnership project and Gulas – in filing House Resolution 863 urged the House committees on Good Government and on Transportation to jointly inquire into the circumstances surrounding delay in the project. “We want…resolved right away, so that the national government may finally receive the multibillion-peso payment for the right to perform the project,” Gullas said in a statement sent to the regional newspaper Mindanao Examiner. The National Treasury is expected to book the payment as extraordinary income – “money that

would go a long way in supporting vital social programs,” Gullas said, adding the payment is on top of the billions of pesos that the final project awardee is anticipated to spend in order to build a new worldclass international terminal capable of handling eight million passengers every year; enlarge and modernize the existing terminal, which will be converted into a completely domestic passenger-only station; and install all the required equipment. He said the awardee is also expected to run both the new and existing terminals for up to 25 years. “We wish for the project to be carried out as soon as possible, as we are counting on it to help propel Cebu’s economic and jobs growth in a big way in the months ahead,” Gullas said. “Immediately, we see the project generating thousands of construction-related jobs that will directly benefit low-income households in Cebu. Once completed, we are also very hopeful that the bigger terminals will permanently employ more Cebuanos.” Gullas said the new facilities will further stimulate travel and leisure-related industries through-

out Central Visayas, a key tourism hub. The project will also give more meaning to President Benigno Aquino’s PPP strategy in delivering high-value infrastructure projects, for the purpose of driving economic expansion and producing badly needed new jobs, he said. He said after several months of preparation, including the technical prequalification of 7 prospective bidders from the private sector, the Department of Transportation and Communications finally opened the financial bids for the concession on December 12, 2013. In the financial bidding, the tandem of Megawide Construction Corp., and Bangalore, India-based GMR Airports Ltd., emerged with the highest offer of a P14.404billion payment for the right to perform the project, according to Gullas. However, the project awarding has since been deferred, following a complaint lodged by the second-highest bidder, the tandem of Filinvest Development Corp., and Changi Airports MENA (Middle East and North Africa) Pte Ltd., which offered P13.999 billion, he said.

Youth group protests poverty, high prices A FILIPINO YOUTH GROUP called Anakbayan commemorated this year’s anniversary of the EDSA 1 uprising with a rally in front of the Manila Electric Company main office in Ortigas Avenue in Pasig City protesting the spate of price hikes and galloping poverty and unemployment rates under the Aquino administration. Vencer Crisostomo, national chairperson of Anakbayan, said recent surveys showed that up to 13 million Filipinos are currently jobless, as well as the combined P9.48/kwh MERALCO power rate hike, are natural outcomes of the President Aquino’s economic policies. “Aquino is merely continuing the policy direction of his successors: opening up our economy to foreign plunder and exploitation at the expense of a self-suffi-

cient manufacturing and agricultural sectors,” he said in a statement sent to the regional newspaper Mindanao Examiner. Crisostomo explained that the policies of deregulation and privatization have in the previous decades led to the formation of monopolies in the power and oil industries. He said these monopolies, in turn, have been linked to alleged price manipulation, as in the case of the coordinated shut-down of power plants last year leading to the P4.15/kwh hike in the MERALCO generation charge. Crisostomo also blamed the Aquino administration’s framework of ‘foreign investment-dependent growth’ for the ballooning unemployment despite increases in the country’s gross domestic product.

“The problem with relying on foreign capital is that it does not foster development in more than a few sectors of the economy,” he said, citing studies by the IBON Foundation which say that growth in the mining, construction, and BPO sectors have not led to similar growth in others. “Also damaging are the policies passed by the government to attract foreign investments, such as the freezing of wage levels, as well as the granting of tax exemptions to foreign corporations. With more than three years under his belt, it is clear that Aquino has no intent in changing his economic direction and policies,” he added. Crisostomo said better jobs and lower prices and a new economic framework is only possible under a new regime.

OFWs rally in Hong Kong, denounce policy on foreign domestic workers MANILA - Members of the Asian Migrants Coordinating Body of the International Migrants Alliance picketed in front of Hong Kong's Immigration Department to denounce its policies on foreign domestic workers. The AMCB-IMA accused Hong Kong of desperately trying to cover up serious flaws on its foreign policies, citing the case of Indonesian worker Erwiana Sulistyaningsih, who was forced to break contact with her family for six months and barred from leaving her employers' flat in Hong Kong. The 23-year old maid was also tortured by her employers. “Coming on the heels of Erwiana’s case, the Hong Kong government is desperately trying to cover up the serious flaws on its policies on foreign domestic workers by lying and creating the phantom problem of job-hopping among FDWs,” the AMCB-IMA said in a statement sent to the regional newspaper Mindanao Examiner. Its members rallied at the Immigration Department to denounce the Security Bureau’s claims of job-hopping among FDWs to collect severance payment and money for airfare. “Job-hopping among FDWs for reason the government says and for the bases they claim is highly-improbable if not bordering on a total lie. First of all, an FDW cannot collect severance payment if they worked for less than 12 months. Sec-

Filipinos picket in Hong Kong. ondly, the so-called financial gains after termination including the one-month salary in lieu of notice as well as the airfare are not even enough to cover even half of what the agencies charge us. There is no rational or practical reason for an FDW to job-hop,” Dolores Balladares, spokesperson of the AMCB-IMA, said in a statement sent to the regional newspaper Mindanao Examiner.

The group also questioned the legitimacy of using the data the Secretary for Security Lai Tung-Kwok relayed to the public to show the so-called jobhopping practice of FDWs. “We should note that the 1,372 applications are only suspected job-hoppers based on unreasonable and arbitrary criteria. Of this, 170 were rejected based on unproven allegation of job-hopping to collect pay-

ment. The 158 who voluntarily withdrew their application cannot also be conclusively classified as job-hoppers. The Security Bureau is not even making a mountain out of a molehill but actually creating an issue where none exists at all,” Balladares said. The release of these dubious data, Balladares said, is highly suspicious given that the topic is being drummed up

by the government and political parties known for their anti-migrant stands in the middle of national and international calls to review the Hong Kong policies that expose FDWs to different forms and degrees of abuses like what happened to Erwiana. “They want to project that we are abusing the system whereas the truth is, this system has failed Erwiana and all FDWs in protecting our rights and wellbeing. The Two-Week Rule, mandatory live-in employment arrangement and other exclusionary policies of Hong Kong have made what happened to Erwiana possible. The truth is that HK policies are seriously flawed and have in need of immediate and comprehensive changes,” Balladares said. The AMCB-IMA implored the Hong Kong government to stop diverting the issue and creating a baseless public scare and instead look into the demands for review of policies on FDWs. “They should just stop the lies and the scare-mongering. The malicious claims of jobhopping and making it appear that FDWs are engaged in a criminal act – though there’s no law against job-hopping in Hong Kong – are unjust and make Erwiana and all FDWs victims twice over of a system that abuses and enslaves migrant workers,” Balladares said.

Philippines, China in new dispute over Scarborough Shoal MANILA –The Philippines demanded an explanation from China over the reported firing of water cannons at Filipino fishermen at the Bajo de Masinloc or Huangyan Island being claimed by both countries. The island, also called Scarborough Shoal or Scarborough Reef, is located between the Macclesfield Bank and Luzon island in the Philippines in the South China Sea or as Manila now claimed as the West Philippine Sea. The Department of Foreign Affairs summoned the Chargé d’Affaires of the Chinese Embassy in Manila to strongly protest the efforts of China to prohibit Filipino

fishermen from undertaking fishing activities in Bajo de Masinloc. “Bajo de Masinloc is an integral part of the Philippines and over which the Philippines exercises sovereignty, sovereign rights and jurisdiction. Philippine fishing vessels have been routinely, continuously, and peacefully and sustainably fishing in Bajo de Masinloc,” the DFA said in a statement sent to the regional newspaper Mindanao Examiner. “The Department likewise strongly protests the acts of harassment and the manner by which these were committed by China to forcefully drive away Philippine fishing vessels from

Bajo de Masinloc. Finally, the Department vehemently protests the acts of China when its law enforcement vessels drove away Philippine fishing vessels seeking shelter in the Philippines’ Bajo de Masinloc during inclement weather,” it added. The DFA said it received reports that two Filipino fishing boats were harassed by a China Coast Guard vessel with Bow Number 3063 on January 27 in Bajo de Masinloc. It said vessel continuously blew its horn and then doused the fishing boats with water cannons for several minutes. It said 9 similar reports of harassments of Filipino fishermen were committed by Chinese Maritime Law Enforcement Agency vessels last year, where even during bad weather conditions Philippine fishing boats were driven away from the area. The Chinese news agency Xinhua said Beijing does not accept Manila’s protest on alleged firing of water cannon at Filipino fishermen. “China has indisputable sovereignty over the South China Sea islands and adjacent waters, Huangyan Island included,” said embassy spokesman Zhuang Hua, adding that Chinese government vessels are conducting regular patrols in waters within China's jurisdiction. “We urge the Philippine side to work with the Chinese side to resolve differences through bilateral consultations and negotiations,” Zhuang Hua said. Special Forces seized boat loaded with illegal lumber off Basilan BASILAN – Government soldiers handed over a boatload of confiscated lumber in Basilan province in the Muslim autonomous region, an army spokesman said. Capt. Jefferson Mamauag, of the 1st Infantry Division, said members of the Special Forces seized the 50-foot boat transporting some 2,500 board feet of Yakal or Shora astylosa. The boat was bound for Zamboanga City when intercepted by soldiers.

Mamauag said the group of Lt. Col. Eliglen Villaflor was patrolling the shorelines when it spotted the boat. Villaflor, in his report, said villagers have earlier tipped them off about the lumber which came from the town of Sumisip. He said troops escorted the boat to a patrol base and handed it over to the Department of Environment and Natural Resources. Maj. Gen. Felicito

Virgilio Trinidad, Jr, the division commander, commended the efforts of the 4th Special Forces Battalion for the apprehension of the boat. “The accomplishment manifests the growing concern and vigilance of the residents in Basilan against illegal logging. Indeed, this is a clear sign that the spirit of Bayanihan is alive in this part of the country,” he said in a statement sent to the regional newspaper Mindanao Examiner.

The military said it has no reports of bombing of NGCP pylons in Mindanao. “We have no reports about any bombings or attacks on steel pylons operated by the NGCP. We also do not know the cause of the blackout,” Capt. Alberto Caber, a spokesman for the Eastern

Mindanao Command, told The Mindanao Examiner. In Western Mindanao, Capt. Maria Rowena Myuela, a regional military spokesperson, said they also have no reports of any attacks on NGCP towers. “We also have no reports about it, but we were told by the Zamboanga City Electric Cooperative that the power outage was caused by an abnormal supply of electricity,” she said in a separate interview. Earlier in February, suspected rebels bombed, but failed to topple a power pylon of the NGCP in Sultan Kudarat town in Maguindanao province. The 6th Infantry Division blamed the attack on the Bangsamoro Islamic Freedom Fighters who are waging a separatist war in the restive region of Mindanao. Last September, rebels also blasted a steel pylon in the same town cutting electricity supply in several provinces. (Mindanao Examiner)
