TRIBESMEN URGED TO RETURN HOME

A

Teduray tribal leader has urged his fellow tribesmen - who fled more than four decades ago following the outbreak of Muslim rebellion in Mindanao- to return to their ancestral land in Mount Firis in Maguindanao province. Timuay Melanio Ulama, now a member of the Bangsamoro Transition Commission, said it is time for the tribesmen to return to their own domain because there is now peace in Mindanao after the signing of a political deal between the Aquino govern-

ment and the Moro Islamic Liberation Front rebels. The Comprehensive Agreement of Bangsamoro signed by peace negotiators in March will pave the way for the creation of a new autonomous region which will be home to Muslim, Christian and the indigenous tribes in Mindanao. The new region will replace the current Autonomous Region in Muslim Mindanao comprised of Basilan, Sulu, Tawi-Tawi, Lanao del Sur and Maguindanao, including the cities of Lamitan and Marawi. he draft law on the new Muslim homeland in Mindanao is still being reviewed by the Aquino government before the President signs it to ensure it complies with the provisions of the Philippine Constitution. Presidential spokesman Edwin Lacierda said the Bangsamoro Basic Law which was submitted in April by the Bangsamoro Transition Commission is still being evaluated and studied by the Office of the President and the Chief Presidential Legal Counsel Alfredo Caguioa. “We are making sure that this will stand judicial scrutiny. To a large extent, we want to make sure that when it goes to Congress, it will be as smooth as possible,” Lacierda said. Manila has recently signed the Comprehensive Agreement on Bangsamoro with the Moro Islamic Liberation Front, the country’s largest Muslim rebel group, but its leaders are worried over the delays in Aquino’s signing of the draft law. Once Aquino signs the draft law, it would be submitted to Congress for ratification before it can be decided on a plebiscite - probably before the year ends - in Muslim areas in southern Philippines that would make up the new Bangsamoro autonomous region and replace the current Autonomous Region in Muslim Mindanao that has

suffered from decades of poverty, corruption, and conflict. Lacierda said the delay in the signing was due to the evaluation of the draft law. “It is the evaluation of the bill itself. They have to go through each and every provision just to be sure that it is in sync with the agreement,” he said, adding, Aquino wanted to be sure that the Bangsamoro Basic Law (BBL) can stand on its own, should there be a challenge to its constitutionality. “We can assure Chairman Mohagher Iqbal that the Bangsamoro Basic bill will reflect the Comprehensive Agreement on the Bangsamoro and its annexes,” Lacierda said. Iqbal is the chief MILF peace negotiator and also chairman of the 15-member Bangsamoro Transition Commission. “We are seriously worried about the delay in signing of the BBL by President Aquino and this further delay the implementation of the peace agreement – the Comprehensive Agreement on Bangsamoro – and it creates problems not only to the Aquino government, but the MILF as well. It’s a political problem and government has to address this quickly because we are running out of time here,” he told the regional newspaper Mindanao Examiner. Lawyer Anna Basman, head of the CAB legal team, said: “Our Constitution itself provides the justification for the asymmetry and reserved

a separate set of provisions for two particular areas in the country – Muslim Mindanao and the Cordilleras.” “This progressive and enlightened section recognizes the uniqueness of the peoples belonging to these areas and provides for their rightful exercise of self-governance. The Bangsamoro Basic Law as the enabling law for the establishment of the Bangsamoro precisely aims to operationalize this constitutional objective.” Presidential peace adviser Teresita Deles has previously said that the BBL is likely to be certified as an urgent bill by Aquino, but some lawmakers and various groups were saying that the accord was unconstitutional and vowed to challenge it in court. But despite the government insistence that the BBL is legal, Aquino, up to now, has failed to act on the passage of this to Congress, and officials only give rhetorical statement every time the issue is raised in public. Leyte Rep. Ferdinand Martin Romualdez has accused the Palace of delaying the transmittal of the draft law to Congress for approval before it adjourns this month. He said lawmakers must ensure that the Bangsamoro Basic law is within the Constitution. U.S. wants custody of bomber

T

he United States wanted to take custody of a Filipino bomber accused as behind the slaying of two U.S. soldiers in the southern Philippines, a local security official said. Security forces captured Miraji Bairullah in the town of Indanan after soldiers and policemen tracked him down in his hideout. An informant tipped off authorities about the bomber, who is a member of the Moro National Liberation Front. Bairullah is currently being interrogated by authorities in an undisclosed place.

Bairullah is long wanted both by the Philippines and the U.S. for the bombing that killed SSG Jack Martin and SFC Christopher Shaw, and a Filipino soldier in the village of Kagay in Indanan town on September 29, 2009. The U.S. soldiers were on their way to inspect a school project with Filipino troops when their vehicle rolled over a landmine. U.S. troops under the Joint Special Operations Task ForcePhilippines are deployed in Sulu since 2006 and aiding the Philippine military in defeating the Abu Sayyaf that authorities said have links

with the al-Qaeda and Jemaah Islamiya. Although security officials deny U.S. forces were directly involved in combat operations, there were numerous reports from civilians that American soldiers actually participated in the operations aimed at capturing or killing militant leaders in Sulu and other areas in the restive southern region of Mindanao. A US soldier was also killed and another wounded in a bomb attack at a roadside cafe near an army in Zamboanga City in October 2002. Malaysia releases Filipina woman freed by Abu Sayyaf ZAMBOANGA CITY – Malaysia has released Filipina resort worker who was freed by the Abu Sayyaf along with a Chinese holidaymaker kidnapped in Sabah. Malaysian authorities last week handed the 40year old Marcy Dayawan to the Philippine Embassy in Kuala Lumpur. Dayawan and Shanghai woman Gao Huayun, 29, were freed on May 30 in Parang town in the southern Filipino province of Sulu after a leader of the former rebel Moro National Liberation Front, Nameh Sangkula, negotiated with the kidnappers for the release of the victims. They were whisked by Malaysian officials to a waiting speedboat and then brought to Sabah. “The Philippine Embassy in Kuala Lumpur took over the care of Ms. Marcy Dayawan, a Filipina receptionist at the Singamata Resorts off Semporna in Sabah, who

was abducted with Chinese tourist Gao Hua Yun on April 2. She was turned over to Embassy officials Sunday evening, June 1, and is expected to return to the Philippines shortly,” the Philippine Embassy said in a statement sent to the regional newspaper Mindanao Examiner. The Kuala Lumpurbased news website The Rakyat Post reported June 1 that the Royal Malaysia Police detained Dayawan shortly after she arrived in Sabah. The report quoted Sabah Police Commissioner Datuk Hamza Taib as saying that Dayawan is being interrogated in by the Royal Malaysia Police in Kuala Lumpur in connection to the investigation into the kidnappings. “We will detain her further until we are satisfied and confident that she is not involved in the kidnapping incident,” he said. The police commissioner said Dayawan was an illegal worker and had

entered Sabah illegally. He said the Filipina was employed by resort just two months before the kidnappings. “And if Marcy, who had entered Sabah illegally, is proven to be clean, she will be deported to her country of origin,” he said. But the Philippine Embassy, quoting Malaysian authorities, said Dayawan was not considered a suspect in the kidnapping. “During the hand-over, Malaysian police authorities told Embassy officials that they did not consider her as an accomplice to the kidnapping plot and had cleared her of speculations. Ms. Dayawan said that she was given the choice to remain in the Philippines after her rescue, but she decided to return to Malaysia partly to clear her name,” it said. It said it is also alarmed by the spate of cross-border kidnappings perpetrated by criminal elements from Mindanao,

saying this has detrimental impact on Filipinos residing in Sabah. “We wish that these groups desist from conducting such criminal activities, as many of the affected people in Mindanao and Sabah share a common heritage and have close affinity and blood ties. Carrying out or tolerating these criminal actions is a disservice to one’s country, fellowmen and kin,” the Philippine Embassy said. It was not immediately known from Philippine authorities how much ransom was paid to the Abu Sayyaf or how tapped Sangkula to negotiate with the terrorist group, blamed for terrorism and spate of kidnappings in Mindanao region. The kidnappers originally demanded RM36.4 million or equivalent to almost P500 million for the safe release of the Chinese woman and had threat-

ened to behead Dayawan if ransom is not paid. Philippine authorities have tagged Abu Sayyaf commanders Murphy Ladja and Alhabsi Misaya in the kidnappings. Malaysia Prime Minister Datuk Seri Najib Tun Razak insisted that no ransom was paid for the release of the hostages. Director-General Datuk Mohammad Mentek, of the Eastern Sabah Security Command, has previously linked the kidnappers to the 2000 kidnappings of 21 mostly European holidaymakers and Asian workers at the Pulau Sipadan resort; and also in the kidnapping in November of a Taiwanese woman on Pom Pom Island, also in Sabah. Malaysian authorities also said gunmen snatched May 6 a Chinese fish farm manager in Lahad Datu town in Sabah and clashed briefly with pursuing patrol before dis-

appearing into the southern Philippines. At least 5 armed men on a speedboat intruded into the Wonderful Terrace and seized the 34-year Yang Zai Lin after he came out to check the commotion at the farm. The latest abduction has forced Sabah authorities to declare curfew and travel restrictions in several areas there. In November last year, the al-Qaeda linked Abu Sayyaf group kidnapped a Taiwanese tourist Chang An Wei, 58, after killing her husband Hsu Li Min, 57, in a daring cross-border raid in Sabah’s Pom Pom Island. The woman was eventually released a month later near the village of Liban in Talipao town in Sulu after paying ransom. 1,200 learning centers open in ARMM COTABATO CITY - BRAC Philippines in partnership with the Department of Education and Australian Government formally opened some 1,200 learning centers in five provinces in the Autonomous Region in Muslim Mindanao. And along with the free education and the free learning materials, all students in BRAC Learning Centers were also provided with essential hygienic materials such toothbrush with polypaste fluoride and soap for hand washing as part of their daily school activities. Department of Education Secretary Armin Luistro and Regional Education Secretary Jamar Kulayan also inspected the opening of classes in Maguindanao’s South Upi town and mingled with students. The Department of Education in partnership with Australian Aid-Basic Education Assistance for Mindanao (BEAM) are building at least 9 schools and are also renovating five classrooms in the area. AusAid also handed over coffee processing tools and equipment to Luistro and Kulayan for Upi Agricultural School. Operating through the remotest areas of ARMM,

BRAC Philippines through the Alternative Delivery Model Project of Basic Education Assistance for Muslim Mindanao Program provides alternative quality education to more or less 40,000 out of school children from the disadvantaged communities of the region. In Maguindanao, Lanao Del Sur, Tawi-Tawi, Sulu and Basilan, a total of 488 kindergartens and 203 Grade 1, including 411 Grade 2 and 118 Grade 3 are now operational. This is on top of the 312 learning centers in Maguindanao; 619 in Lanao del Sur and 118 more in Tawi-Tawi. Sulu and Basilan provinces have 108 and 78 learning centers respectively. BRAC Philippines established learning centers in remote and deprived villages of ARMM where access to primary education is difficult for many children like absence of schools, conflict and unstable condition, inadequate transportation facilities and low family income. The project trailing the value of inclusiveness aims to cover more school-less barangays in the most underprivileged communities in the hope to lessen the illiteracy rate not only in

ARMM, but other areas of the country. The charitable foundation (Stichting) BRAC International in The Hague was formed on March 16, 2009 and is actively involved in development programs such as health, education, agriculture, livelihoods, targeting the poor, human rights and legal services programs. Aside from the Philippines, BRAC International has also programs in Afghanistan, Sri Lanka, Pakistan, Uganda, Tanzania, South Sudan, Sierra Leone, Liberia and Haiti. On the hand, Australia is continuing its support to improve the delivery of basic education to Muslim school children in ARMM through the BEAM. Just this year, the Australian Agency for International Development inaugurated a building it funded for the Department of EducationARMM. The new building will bring together the financial and human resource management of Department of Education-ARMM and the project office of the BEAM program under one roof. This will substantially improve the policy development and planning in education for ARMM.

The BEAM-ARMM, a six year education program of Department of Education (ARMM) under lawyer Jamar Kulayan in partnership with AusAID, aims to benefit over 500,000 children in the region and help construct new classrooms, science laboratories, and school libraries; provide schools with water and sanitation facilities and learning materials; and improve quality of teaching by training teachers. It targets the most disadvantaged children in 300 villages without public schools. The program will cover both public and private madaris and will also provide employment-related skills training for 20,000 out-of-school youth to equip them to better access economic opportunities. DAVAO CITY – The military’s Eastern Mindanao Command has strongly condemned the hostaging of 5 forestry surveyors by communist rebels in Compostela Valley province. Captain Alberto Caber, an army spokesman, said the New People’s Army must pay for its crimes. “We strongly condemned this atrocity and even civilians are no longer safe anymore,” he told the regional newspaper Mindanao Examiner. Rebels have freed all the hostages last week to Davao City Rodrigo Duterte who negotiated witht the NPA. The rebels previously said the five men, Ken Wong, Chrisandro Favela, Tim Sabino, Nico Lasaca - all working for the private Skyeye UAV Services (Skyeye, Inc.) based in Quezon City and their driver Jonas Loredo would only be freed if the company stops all its surveillance and intelligence activities in areas where the NPA is actively operating. The group was captured May 30 in the village of New Leyte in Maco town after they had been caught flying drones to survey the town. The Eastern Mindanao Command earlier said rebels snatched six surveyors Kendrik Wong, Nico Lasaca, Chris Favila, Matthew Cua,

Jonas Loredo and Tim Sabina. Daniel Ibarra, a spokesman for the NPA, said the 5 men were arrested in “culpable violation of the policy of the People’s Democratic Government for bringing in of surveillance gadgets, for undertaking reconnaissance of base guerrillas of the New People’s Army and, thus, abetting the enemy’s counter-revolutionary campaign against the revolutionary forces and environmental plunder.” Ibarra said they also seized one Sky Surfer drone and two units of multirotor drones, including two laptops and a GPS navigation equipment from the men, who arrived in Maco town on May 28. He said the men admitted that they were hired by the Department of Environment and Natural Resources to conduct an aerial survey and mapping in Maco for the government’s reforestation program. There was no immediate statement from Skyeye UAV Services owned by Matthew Cua and Carlos Ezekiel. Recruitment agency suspended for giving 2 visas to Filipina maid MANILA - The Philippine Overseas Employment Administration has suspended a recruitment agency for allegedly issuing two sets of different working visas to a Filipina maid bound for Dubai in the United Arab Emirates. Administrator Hans Leo Cacdac said he ordered the preventive suspension of Chanceteam International Services, Inc. after stopping the woman who was carrying visas for the position of sales staff and servant - from leaving the country. He said this was discovered after the woman presented the two different visas at the pre-departure verification desk at the Ninoy Aquino International Airport.

The woman admitted during an investigation that she was handed two visas by the recruitment agency. She told investigators that her agent directed her to present the visa bearing the “sales staff” at the airport and the “servant” visa to her employer in Dubai. She said her agency instructed her to tell the POEA officers at the airport that the “ser vant” visa was obtained on her behalf by her cousin in Dubai, but she mistakenly presented all two visas to inspectors. Cacdac said the recruitment agency committed serious violations. There was no immediate statement from Chanceteam International Services.

Hundreds of houses burned in Zambo City ZAMBOANGA CITY – More than 300 houses were burned after a huge fire swept through a Muslim neighborhood in Zamboanga City in southern Philippines, officials said. Officials said the conflagration broke out during a

power outage in Campo Islam in the seaside Lower Calarian, but the cause of the fire is still unknown. The fire, which broke out lasted for hours and fire fighters had difficulty in controlling the blaze because of the narrow passages in the area.

Village officials estimated the number of houses in the area to be between 300 to 400, but initial reports from the Bureau of Fire Protection said over 100 houses were burned and the damaged to property was more than P3 million.

Residents, who lost their homes, took shelter in safer areas while the others sought refuge in nearby John Spirig Elementary School. There was no immediate report of casualties, but many people were hurt in the stampede that erupted in the village after the fire razed wooden houses in alleys. One fire fighter Edward Natividad was also injured in the blaze. Residents tried to protect their houses from the fire by dousing water, but they were no match to the blaze that quickly spread in the neighborhood near a huge oil mill owned by the International Copra Corporation. Mayor Maria Isabelle Salazar rushed to the area to see the plight of the victims and ordered social workers to attend to the residents with her leading the relief operations. City Hall also put out pictures on its official Facebook page showing the conflagration. The local police chief, Senior Superintendent Angelito Casimiro, was also in the village supervising the security in the area. (With a report from Ely Dumaboc)

40 Ways To Conserve Water http://www.wateruseitwisely.com There are a number of ways to save water, and they all start with You. 1. Monitor your water bill for unusually high use. Your bill and water meter are tools that can help you discover leaks. 2. When washing dishes by hand, don't let the water run while rinsing. Fill one sink with wash water and the other with rinse water or fill the sink basin or a large container and rinse when all the dishes has been soaped and scrubbed. 3. Wash your fruits and vegetables in a pan of water instead of running water from the tap. 4. Collect the water you use from rinsing fruits and vegetables, then reuse it to water houseplants. 5. Don't use running water to thaw food. Defrost food in the refrigerator for water efficiency and food safety. 6. Some refrigerators, air conditioner and ice-makers are cooled with wasted flow of water. Consider upgrading with air-cooled appliances for significant water saving. 7. Turn of the faucet while you shave to save up to 300 gallons a month. 8. Bathe your young children together. 9. Water your lawn and garden in the morning or evening when temperatures are cooler to minimize evaporation. 10. Turn off the water while you wash your hair to save up to 150 gallons a month. 11. When cleaning out fish tanks, give the nutrient-rich water to your plants. 12. Use a broom instead of a hose to clean your driveway and sidewalk to save water every time. 13. If your shower fills up a one-gallon bucket in less than 20 seconds, replace the showerhead with water-efficient model. 14. Use a water-efficient showerhead. They're inexpensive,easy to install, and can save you up to 750 gallons a month. 15. To save water and time, consider washing your face or brushing your teeth while in the shower. 16. We're more likely to notice leaks indoors, but forget to check outdoor faucets, sprinklers and hose for leaks. 17. Listen for dripping faucets and running toilets. Fixing a leak can save up to 300 gallons a month or more. 18. Shorten your shower by a minute or two and you'll be saving up to 150 gallons per month. 19. Keep a bucket in the shower to catch water as it warms up or runs. Use this water to flush toilets or water plants. 20. If your toilet flapper doesn't close after flushing, replace it. 21. Upgrade older toilets with water efficient models. 22. Use sprinklers for large areas of grass. Water small patches by hand to avoid waste. 23. Put food color in your toilet tank. If it seeps into the toilet bowl without flushing, you have a leak. Fixing it can save up to 1,000 gallons a month. 24. Designate one glass for your drinking water each day or refill a water bottle. This will cut down on number of glasses to wash. 25. Grab a wrench and fix that leaky faucet. It's simple, inexpensive, and you can save 140 gallons a week. 26. When doing laundry, match the water to size of load. 27. Soak pots and pans instead of letting water run while you scrape them clean. 28. Turn off the faucet while brushing your teethand save 25 gallons a month. 29. Encourage your school system and local goverment to develop and promote water conservation among children and adults. 30. Use a hose nozzle or turn off the faucet while you wash your car. You'll save up to 100 gallons every time. 31. Leave lower branches on trees and shrubs and allow leaf litter to accumulate on the soil. This keeps the soil cooler and reduce evaporation. 32. Wash you pets outdoors in an area of your lawn that needs water. 33. When you give your pet fresh water, don't throw the old water down the drain. Use it to wash your trees or shrubs. 32. If you accidentally drop ice cubes when filling your glass from the freezer, don’t throw them in the sink. Drop them in a house plant instead. 35. While staying in a hotel or even at home, consider reusing your towels. 36. Have your plumber re-route your gray water to trees and gardens rather than letting it run into the sewer line. 37. When you save water, you save money on your utility bills too. Saving water is easy for everyone to do. 38. Water only when necessary. More plants die from over-watering than from under-watering. 39. Report broken pipes, open hydrant and errant sprinklers to the property owner or your water provider. 40. Teach your children to turn off faucets thightly after use.

Stable electricity for Bohol assured

he National Grid Corporation of the Philippines (NGCP) a ssured Boholanos for stable power service in the province amid the increasing power consumption accelerated by the province's rapid development. This as the P1.1 billion expansion project of the NGCP in Barangay Sambog in Corella town will improve the power distribution in the province. Contrary to earlier speculations, the project has nothing to do with the rumored construction of SM shopping mall, but is expected to cater to the increasing power demand in the province. Winifred Paguia, head of the NGCP Visayas Project Division, said they are set to complete its

After the reconfiguration last June 1, NGCP proceeds with the finishing touches to be able to energized the Bohol Backbone Transmission Project (BBTP) by June 30 and it is expected to bring more reliable power transmission services to at least 60 barangays in the towns of Balilihan, Carmen, Catigbian, Corella, Cortes, Dagohoy, Sagbayan, San Miguel and Ubay. The Corella substation serves as a new power delivery point to reduce the load of Ubay. This project will ensure stable and reliable power supply in Bohol to serve the growing demand as the development framework of the provincial government has been expanded to cover ICT indus-

try and the BPO sector, in addition to agriculture and tourism as economic drivers. NGCP said aside from addressing Bohol’s load forecast, the project will also benefit the whole Visayas in the future as it will “reinforce the highvoltage transmission backbone and ensure that the power grid remains secure and reliable”. NGCP also recommended for Bohol to acquire power sources that are sustainable and renewable such as solar and hydro. Bohol is being served mainly by the Tongonan geothermal as well as hydro power plants in Balilihan, Loboc and Sevilla towns and the 16MW Bohol Diesel Power Plant in this city. (Elvira Bongosia)

Some P60 billion in funding has been allocated for those areas - Tacloban City P25.6 billion; Leyte with P22.7 billion; Cebu at P10.9 billion and Samar P5.1 - and these will go to infrastructure, shelter and resettlement projects. Gover nors Gover nor Hilario Davide III of Cebu, Dominic Petilla, of Leyte and Sharee Ann Tan pf Samar, including Tacloban City Mayor Alfred Romualdez presented their respective rehabilitation and development plans. Many typhoon survivors still need shelter, among other

support infrastructure. Part of the funding will go to the Department of Health and Department of Education. “Our objective is to alleviate the suffering of the survivors in the most expeditious but efficient manner. Our goal is to build back better, so the typhoon prone areas will be better prepared for future disasters as powerful if not stronger than Yolanda, which we now regard as the new normal,” Lacson said. Lacson expressed optimism that the rest of Yolandaravaged areas like Iloilo, Aklan, Antique, Capiz, Biliran, Negros Occidental, Palawan can also submit their respective rehabilitation and development plans to fast track their recovery.
