just one week. Eggs are laid under the scale cover and hatch into a stage called crawlers that are dispersed by the wind, on clothing of people, or on the feet of birds and other flying animals. He said they are now using biological and chemical spray to kill the insects and stop the spread of the infestation. He said the species Aspidiotus destructor is endemic in Basilan and a minor pest of coconut, but the newly reported, Aspidiotus rigidus, is invasive and causing outbreaks and not known to be present before in the province. Sayyaf-trained Malaysian militant, 2 others arrested ZAMBOANGA CITY – Three Malaysian nationals, one of them trained by the Abu Sayyaf and Jemaah Islamiya in the southern Philippines, had been arrested in Sandakan town in the Malaysian eastern state of Sabah, reports said on Friday. Malaysian authorities did not release the names of the three men, but one of them is a naval personnel and the other is a civilian who were said to have aided the entry of the militant to Sabah through the southern Filipino province of Tawi-Tawi. The men were arrested during an anti-ter-
rorism operation, the second in Sandakan since April where authorities also arrested 11 other militants. It was not immediately known how Malaysia was able to track down the militants in Sabah, but it earlier foiled a terror plot which was supposed to be carried out in targets in India. In the Philippines, the police said it heightened patrol at sea in the southern part of the region as part of a measure to strengthen security in area. Senior Superintendent Rollen Arino, commander of the regional
maritime police force, the efforts are aimed at securing the coastline and the sea against lawless elements and to ensure the safety not only of the region, but the citizens as well, especially those sea travelers. “We have heightened security and double our patrol to ensure the safety of the region and the people against lawless elements,” he told the regional newspaper Mindanao Examiner. Resting of Ampatuan case premature, massacre fund misused MANILA - The private prosecutors in the Ampatuan Massacre trial have asked Justice Secretary Leila de Lima to reconsider the state prosecutors' move to rest their case. They also allege that the funds for the trial have been misused. In a letter to the Department of Justice (DOJ) Secretary Leila de Lima and the state's panel of prosecutors dated 5 March 2014 lawyer and private prosecutor Nena Santos said "The resting of the case is premature," particularly against suspects Andal "Unsay" Ampatuan Jr., former mayor of Datu Unsay town, Maguindanao province, and Sukarno Dicay, former officer-in-charge of the Maguindanao Provincial Police Office. On 28 February 2014, state prosecutors submitted to Branch 221 of the Quezon City Regional Trial Court a manifestation that they were no longer inclined to present more evidence against all arraigned accused and were ready to rest their case against 28 accused. On 27 March 2014, a report from the Philippine Daily Inquirer quoted de Lima as reacting to Santos's argument, telling reporters that "We (the state prosecutors and I) will still decide on that . . . We will discuss about it until I make my final decision." Santos argued in her letter that the Court had
not yet fully admitted the testimonies presented to prove conspiracy behind the massacre, pending the decision of the Court of Appeals on motions to discharge suspects who have been asked to become state witnesses. Santos represents the families of 27 Ampatuan Massacre victims, including Maguindanao governor Esmael Mangudadatu, husband of victim Genalyn Mangudadatu. On 23 November 2009, 58 people, 32 of whom were journalists and media workers, were killed in Ampatuan town, Maguindanao province, in a single incident of election-related violence connected to the political rivalry between the Ampatuans and the Mangudadatus. Santos added that the Court cannot grant the resting of the case because Andal Jr.'s defense first has to present counter evidence. "It only created a false hope on the part of the victims and the public that the conviction will soon come to pass." Freedom Fund for Filipino Journalists (FFFJ) lawyer Prima Quinsayas agreed with Santos's observation. In a text message to CMFR on 3 April 2014, Quinsayas said the state prosecutors should have at least waited for the Court's ruling on the Formal Offer of Evidence (FOE) in the bail petitions of Andal Ampatuan Sr.,

No leads on attacks on twin Zambo brothers ZAMBOANGA CITY – Police have not released any new information on the investigation to the shooting of two brothers - both working in the government - in Zamboanga. Motorcycle gunmen shot and wounded Michael Cuevas, manager of the Philippine Veterans Affairs Office in Zamboanga City, and Angelo Cuevas, the supply officer of the Zamboanga Sibugay Provincial Health Office. They were shot last week by two motorcycle gunmen in the village of Tetuan. The two brothers were heading home on their motorcycle when one of the
gunmen shot them. The assailants fled after the attack thinking they had killed their targets. Despite their wounds, the victims managed to drive to the nearest hospital. Police said crime investigators recovered bullet casings of .45-caliber pistol in the area. The motive of the attack is still unknown, but police said it launched an investigation into the shooting. Gun attacks are not uncommon in Zamboanga City where hired killers are actively operating and largely blamed for the spate of murders here. (Mindanao Examiner)

The judge hearing the trial, Judge Jocelyn SolisReyes, told the state prosecutors herself during a hearing on 12 March 2014 that "Under the rules, the petition for bail must first be resolved before the evidence-in-chief," and that the petition for bail will only be resolved after the defense presents rebuttal evidence. Judge Solis-Reyes ordered the state prosecutors to instead rest their case only for those accused who have waived presenting rebuttal evidence. DOJ undersecretary Francisco Baraan III, head of the department's team investigating and prosecuting cases of journalists killed, defended the state prosecutors' move in an interview over the news program Bandila aired on 26 March 2014. "We had an opening to ask for separate trials for some of the accused whom we know, based on our evaluation, we have good evidence against,"
Baraan was quoted as saying in Filipino, referring to the new guidelines released by the Supreme Court (SC) on 10 December 2013 to speed up the trial. Two of the guidelines compelled the Court to order the prosecutors to manifest against which of the accused they had no more evidence to present. "I don't want to mention it in public … (but) there's a strategy here," the Bandila report quoted Baraan as saying. Both Santos and Quinsayas said state prosecutors had been keeping private prosecutors out of the loop since the start of 2013. On 3 April 2014, Judge Solis-Reyes rejected from the prosecution panel's FOE against the bail petition of Andal Jr. the testimonies of the following accused being eyed as state witnesses: former councilor Mohammad Sangki and former police officers Rex Ariel Diongon and Rainer Ebus. This was despite petitions still pending in the appellate court for those suspects to be discharged, as now allowed by the SC's new guidelines. Massacr e fund assacre misused In a separate letter Santos sent de Lima on 14 February 2014, the private
prosecutor alleged that government funds for the trial have been misappropriated, based on several occasions that Santos mentioned in her letter. In one instance, Santos alleged that the massacre fund was made to appear as if it was used to pay hotel costs for a meeting of private and public prosecutors with Baraan and Witness Protection Program (WPP) director Martin Meñez, when it was really the private prosecutors who footed the hotel bill of PHP120,000.00 (about USD2,600.00). In the same 26 March report in Bandila, the DOJ said Santos's accusations were baseless, quoting Meñez who said that he already discussed the letter with Santos and showed her that the funds were properly accounted for. But after TV Patrol's report aired, Santos told CMFR she was surprised Baraan and Meñez granted interviews for TV and that she was still planning to file a complaint with the Ombudsman, with other private prosecutors testifying for her. In a letter dated 7 April, Secretary de Lima replied to Santos's complaint, saying there was no need for an internal investigation. "Considering such
satisfactory explanation (from Baraan, Meñez, and the panel of state prosecutors), it appears that you got your facts wrong and the issues in your letter are without basis," de Lima said in her reply. Sought for comment, Santos told CMFR that in a one-on-one meeting in February, "SOJ (Secretary of Justice de Lima) said she will remove Baraan and Paula (executive assistant Paula Garcia, who Santos alleged Baraan assigned to handle funds and expenses) but will retain Emily (Senior Assistant State Prosecutor Emilia Victorio, Garcia's supervisor). As a classmate and a friend daw namin, we spare her. That is her decision – not mine." DOJ records confirmed Garcia was "dropped from roll," effective 1 April 2014, because of her "failure to report to work." The last time she showed up for work could not be verified. CMFR sent a letter on 19 May 2014 to de Lima asking for confirmation of or comment on Garcia and Baraan's removal. Man takes partner, 4 children hostage in Dipolog City DIPOLOG CITY – Police on said a 29-year old man has surrendered peacefully after holding his partner and the woman’s four children by her first marriage for 13 hours following a heated argument inside their house in Dipolog City in the southern Philippine province of Zamboanga del Norte. Police said the drama began when Junrey Duhaylungsod engaged his partner Shahani Señoron, 23, in a heated argument and eventually holding the woman and
her children hostage. The argument broke out after Duhaylungsod told his partner to discipline her children. Police convinced Duhaylungsod, who was armed with a kitchen knife, to free all hostages and he released them all, one after the other, and surrendered without a fight to the police led by Superintendent Joven Parcon. Duhaylungsod has been detained the police jail while officers prepare charges against him. (Mindanao Examiner)

2 Sayyaf militants captured in Zamboanga City SECURITY forces arrested two Abu Sayyaf militants tied to the kidnappings of Australian and American citizens in an operation in Zamboanga City in southern Philippines, officials said. Inspector Dahlan Samuddin, a regional police spokesman, said Jimmy Nurilla and Bakhrin Haris were arrested by policemen and soldiers in their hideout in Sangali village. store just outside the police headquarters. His arrested came after commandos raided an Abu Sayyaf hideout in Zamboanga’s Santa Maria village and killed 2 militants and captured 6 others following a firefight that wounded one policeman. In January, security forces in Zamboanga City captured another member of the notorious Abu Sayyaf group, Jun Akilan who was implicated in several kidnappings in the region. Akilan was arrested in the village of Talabaan while visiting his family. Lands for farmers assured MANILA - The Aquino government said it will continue distributing lands to farmer-beneficiaries even if the Comprehensive Agrarian Reform Program ends this month. Deputy presidential spokesperson Abigail Valte said the Department of Agrarian Reform continues to issue Notices of Coverage for the land distribution. "What is important is the issuance of Notices of Coverage for lands covered by CARP and despite the expiration on June 30 this year, land acquisition and distribution could continue," she said. "Medyo paspasan na talaga ang Department of Agrarian Reform dahil palapit na ang deadline. At
kung mapapansin niyo sa inyong mga pahayagan ay halos araw-araw may makikita kayong napapublish na Notice of Coverage at mahahaba ho ‘yung mga pangalan," she added. Valte said President Aquino has certified the CARP extension bill as urgent, but Congress failed to act on it. Farmer groups expressed fear that the expiration of the CARP will affect land distribution in the country, especially poor farmers who rely on parcels of land they till. Some 600 landless farmers from Negros, Batangas and Quezon provinces have marched to Manila in their bid to meet with Aquino anew.
Task Force Mapalad, the federation of landless farmers seeking the full implementation of the CARP, said the marchers will link up with another delegation of 300 farmers from Mindanao, mainly from Bukidnon, Davao and Surigao provinces in Mindanao who are demanding that 10,000 hectares owned by big landlords be covered by CARP and distributed to them. Cagayan de Oro City Archbishop Antonio Ledesma and TFM President Alberto Jayme said direct presidential action is needed to spur the DAR to act in issuing Notices of Coverage over properties covered by the program before June 30.
PHILIPPINE Police Director General Alan Purisima has ordered an increase in patrol and to strictly enforce gun-control in an effort to curb the rising criminality following the spate of highprofile killings in the country, government spokesman Herminio Coloma said. He said Purisima issued the order during a command conference on June 16 where police forces were told to increase visibility through intensified patrols and checkpoints, stricter enforcement of gun-control measures, neutralization of guns-for-hire and implementation of search warrants for loose firearms. Coloma said the increased police visibility and checkpoints would deter criminals.
He said Purisima also ordered to fast track the processing of applications to fill up 18,568 vacancies for police officers, and 13,000 positions for non-uniformed personnel as authorized by the National Police Commission. The hiring of additional police officers will improve the ratio to one police officer for every 579 citizens from the present ratio of one cop for every 675 citizens. “Another important move taken by the Philippine National Police is the stricter enforcement of gun control pursuant to its duty as the chief implementing agency for Republic Act No. Republic Act No. 10591 or the Comprehensive Firearms and Ammunition Regulation Act passed in
2013,” Coloma said. Before the May 2013 elections, the PNP conducted Oplan Katok, a nationwide door-to-door campaign to verify ownership of registered firearms. “This was also aimed at neutralizing partisan armed groups or private armies. The successful conduct of this campaign resulted in a significantly lower incidence of electionrelated violence, especially in known hot spots,” Coloma said. But legitimate gun owners said the police should run after hired killers and not those people, particularly businessmen and professionals, who carry guns for their own protection against lawless elements.

CAGAYAN DE ORO CITY – Police arrested a man accused as behind the killing of a Filipino radio broadcaster Joas Dignos in the southern Philippines. Police said Dionisio Daulong was arrested in the house of his partner in the village of Paitan in Bukidnon’s Quezon town. Daulong, a member of a notorious criminal gang, is being accused in the murder of the broadcaster in November 29 last year. A village official was also arrested for allegedly protecting Daulong, a known killer-for-hire, who is also being linked to several more murders and frustrated murders and robberies in the province. in Maramag town, was shot and killed by two motorcycle gunmen in front of the CAP Building along Sayre Highway in Valencia City in Bukidnon province. Just recently, another radio broadcaster Nilo Baculo, 67, was shot dead by an unidentified gunman near his home in Calapan City in Oriental Mindoro province, about 140 km southwest of Manila. The murder of Baculo, who previously sought court protection following a death threat, remains unresolved and so were hundreds of other journalists murdered across the country the past decades. Baculo in 2008 asked a court for protection after
learning of a plot to kill him from the hired gun contracted to carry out the hit, but it was turned down for a reason that the broadcaster failed to substantiate his request. Following the court’s denial to protect him, Baculo said: “Our justice system is rotten. You have to die first before you can prove that a threat does exist.” Baculo, who hosted a news talk and public service program “Isumbong Mo kay Ka Nilo” over radio station dwIM in Calapan City, was the 165th journalist murdered in the Philippines – the 33rd under the watch of President Benigno Aquino, and the fourth this year. Fire eats up Zambo bungalow ZAMBOANGA CITY – A bungalow burned in after its owner left a rechargeable fan plugged in an electrical outlet in Zamboanga City in southern Philippines, official said. Officials said there were no casualties in the fire that gutted the house of the Dela Cruz family in the village of Putik, but the blaze spread to the garage where a Pajero sport utility vehicle was parked. A caretaker of the house said it took fire fighters over 30 minutes to respond to the fire call and
the first to arrive came from the central headquarters in downtown Zamboanga, although there were fire engines in nearby villages. “We don’t know why it them so long to come. The fire has already consumed much of the house, including the Pajero and it’s good that the vehicle did not explode,” the caretaker told the regional newspaper Mindanao Examiner. Floods submerge Maguindanao towns COTABATO CITY – Thousands of villagers were affected by flash floods in Maguindanao province in the Muslim autonomous region in southern Philippines, authorities said. At least a dozen towns have been submerged under water after the Rio Grande River overflowed following days of heavy rains. There were no immediate reports of casualties, but the flooding has affected farmlands, mostly rice fields. Authorities said the ar-
eas flooded were the towns of Kabuntalan, Shariff Saidona Mustapha, Sultan sa Barongis, Mamasapano, Datu Salibo, Datu Sangki, Datu Montawal, Rajah Buayan, Ampatuan and Pagalungan, among others. Maguindanao has been experiencing flash floods every year during the past decades and rhetoric promises of politicians to address the problems only added to the woes of the locals who blamed their leaders for the poor flood system in the province. Motorcycle man dies in road accident TACURONG CITY – A motorcycle driver was killed in a head on collision with a van in Tacurong City, police said. Police said the van driver, Alejandro Guire, 53, of General Santos City, surrendered to the police after the accident that killed Daryl Barri, 22, a resident of Sultan Kudarat’s Bagumbayan town. The accident occurred before dawn at the national highway where both
vehicles were travelling on opposite directions. Barri’s family has claimed his body, but it was unknown whether the victim’s parents would press charges against Guire, who is now detained at the local police jail. MANILA - International human rights group Civicus and the Philippine-based rights group Karapatan issued an appeal the other day to the 47 member states of the United Nations Human Rights Council (UNHRC) to urge the Philippine government to stop the attacks against indigenous peoples and environmental activists in the country. In an oral intervention delivered by Karapatan Secretar y-General Cristina Palabay before the UNHRC and the Office of the High Commissioner for Human Rights during the 26th Human Rights Council sessions in Geneva, she cited the forcible evacuation of indigenous Manobos in Talaingod town in Davao del Norte province on Mindanao Island due to military bombings and operations against the New People's Army rebels. Palabay also indicated that the Manobos’ refusal to allow mining companies to encroach on their
lands exposed them to threats and harassment. “They have become victims of the Aquino government’s counter-insurgency program, Oplan Bayanihan, and they are tagged as members or supporters of the New People’s Army,” she said. “Mining companies, including Indophil Resources, have applications covering the land where the indigenous Manobos live, for gold, silver, copper, and other minerals. Their plight is akin to the situation of the indigenous communities where SMI Glencore/Xstrata has mining projects. Antimining activists, indigenous leaders and children were killed by military and paramilitary groups, and justice remains elusive for them,” she added. Both human rights groups appealed to the UN Human Rights Council to urge Manila to recognize and respect the rights of communities and human rights de-
fenders, who bear the full adverse impact of business, especially big mining, activities. They asked the Council to call on the Philippine government to adhere to international human rights standards, including the UN Guiding Principles on Business and Human Rights. Palabay also spoke on the issue in a side event on civil society space and protection of human rights defenders jointly organized by international organisations Article19, CIVICUS, ICNL, ECNL, the World Movement for Democracy and the Permanent Mission of Ireland. 1 soldier killed, another wounded in Zambo clashes PAGADIAN CITY – Communist rebels killed one government soldier and wounded another in separate clashes in the southern Philippines, officials said. Officials said New People’s Army rebels attacked a soldier, who was a member of the 53rd Infantry Battalion, in the village of Ocapan in Zamboanga del Sur’s Guipos town. The soldier, whose identity was not released by the military, tried to fight off the attackers, but had been killed, according Capt. Franco Suelto, a
spokesman for the 1st Infantry Division. “The soldier managed to return fire but was outnumbered by rebels and he sustained gunshot wounds on his chest and head that caused his instantaneous death. Troops of 53rd Infantry Battalion Immediately responded in the area found the lifeless body of the victim without his issued firearms,” he said. Suelto said troops were tracking down the attackers. “A pursuit operation was immediately launched to bring the suspects to justice. The name of the soldier was withheld prior in-
forming his nearest of kin,” he said. He said the slain soldier was also a member of the army’s peace and development team involved in various humanitarian programs in the province. “We extend our deepest sympathies to the families and friends of the soldier killed. He died protecting the Filipino people and in pursuit of peace and development. It is unfortunate and sad that our soldier was ambushed while serving the people. He said one soldier, from the 10th Infantry Battalion, was also wounded in a clash over the weekend in the village of Midatag in Leon Postigo town in Zamboanga del Norte province. Norwegian man arrested on sex charges MANILA – Philippine policemen arrested a 61year old Norwegian man accused of sexually abusing two Filipino teenagers in Olongapo City in Zambales province just outside Manila. Police said a local judge Richard Paradeza ordered the arrest of Hoverstad Torgeir, who also goes by the alias Thorn, for abusing two
girls, both age 15, after their parents sought assistance from authorities. Policemen led by Superintendent Rogarth Ocampo arrested the foreigner in his rented room where cops found sex toys and nude pictures of Filipino children. Officials said the victims told police investigators that Torgeir - who passed himself off as a film-
maker to be able to lure minors to pose in nude in exchange for money - allegedly abused them in three different occasions from March to April this year. The victims said their photos were allegedly sold by Torgeir to other foreigners through the Internet. The foreigner did not give any statement about the accusations against him. (Mindanao Examiner)

Ilegal na droga, ilegal na sugal, kaya nga ba? By Leo Diaz REPUBLIC ACTS, Revised Penal Code at marami pang ibang kahalintulad at isahog mo na rin ang hindi ko na kayang isiping mga "Task Force", "Special Units" mula mismo sa hanay ng ating tagapag-patupad ng batas kaugnay sa aking tatalakayin subalit sa tinagal-tagal ko na sa industriya; mukhang hindi ko man lamang maramdaman at ng ating mga kababayan kasama na ang ilang sektor sa lipunan ang masasabi kong kalutasan ng lahat ng usaping ito! Ang illegal na droga ay hindi lamang usapin sa ating bansa kundi maging sa marami pang bahagi ng mundo at hindi lingid sa ating kaalaman na higit na mas bihasa at mas komprehensibo ang mga gamit ng ibang bansa kaugnay sa naturan bunga na rin ng madalas ay "tatag at desididong" operasyon ng mga illegal na droga. Kartel? mga ilang "mahihina" na nagagamit upang magdala ng illegal na droga idagdag mo na rin ang nakakatuksong halaga at tila wala man lamang halos kahirap-hirap na pagkamal ng pera. Kung sa illegal na sugal naman sa ating bansa; marahil ako mismo ay naniniwala na mas likas sa sambayanang pilipino mula sa antas ng lipunan o kabuhayan sa "middle at lower class" ay nababaling ang atensiyon sa sinasabing "pakikipagsapalaran" upang kumita ng madalian gamit lamang ang sinasabing suwerte o buwenas. Iyan lamang ba kaya ang kadahilanan kung bakit sa kabila ng mga umiiral na mga batas sa kaugnay na usapin ay patuloy pa rin sa pamamayagpag ang mga "sindikato" o di kaya ay mga "big time" sa larangang ito at tila hindi tuluyang mawala sa lipunan? "Philippine Drug Enforcement Agency" (PDEA) mga CAIDSOTF, MAIDSOTF at iba pa na kung bibigyang puna mo nga naman ay sandamukal na ang mga huli, ikinulong, kinasuhan ay ano at nariyan pa rin ang problema sa kanilang tungkulin? Kung ang batas na umiiral ay wasto o tama nga sa mga gumawa nito; kung ganoon nasa nagpapatupad nga ba ang diperensiya at patuloy sa pamamaygpag ang mga sangkot? O, baka naman ang ugali rin ng marami sa atin na mahilig mag-"eksperimento" na maski mali ay sige pa rin? O, baka naman sa panig ng ating otoridad ay iyang aking napuna sa ilang kaso na napawalang sala ay ang "planting of evidence" upang masasabi lamang ninyo na kayo ay may nagagawa sa inyong gawain gayong sa katotohanan ang mga naglipanang mas "malalakas, maimpluwensiya o protektado" ay mas madalas na "malibre sa bintang" at mabaling ang pansin sa mas di naman

Hindi rin ako sang-ayon sa ilang sinasabi ng lokal na pamunuan base umano sa suhestiyon ng ilang sektor na gawing legal na lamang ang operasyon ng illegal na sugal; unang dahilan na lamang ay ang katotohanang hindi maaring saklawan ng lokal na batas ang umiiral na batas sa kapuluan habang sa kabila nito ay tanging ang mga otorisado lamang ng batas na mga ahensiya ang may karapatang magbigay ng tamang aksiyon sa nasabing bagay at kapag ito ay naisa-katuparan, mas naniniwala ako na higit na marami ang aabuso. Ang "Jueteng" sa bahagi ng Metro Manila at Luzon, ang mga sugal sa Visayas at Mindanao na "Last four, three, at two" na pawang hango sa bola ng lotto; sinu-sino nga ba ang mas nakikinabang? Droga at sugal- basta napapaloob sa illegal batay sa isinasaad ng batas: ang kalutasan lamang na aking nalalaman ay ang pagsama-sama ng sambayanan at mga sektor sa lipunan upang ang mga ito ay labanan kasabay na lamang ng pang-unawa sa mga "naatasan o tagapag-patupad" na nalalabuan lamang. COA questions calamity aid given to 4,200 Cebu City employees Scholarships sa GSIS giuswag
THE COMMISSION on Audit (COA) has questioned the P20,000 given last year to each official and employee of the Cebu City government following the twin calamities - a magnitude 7.2 earthquake on October 15 and super typhoon Haiyan on November 8 - that affected Central Visayas, the Philippine News Agency reported. In its report on Cebu City’s financial transactions last year, COA said the grant violated section 12 of Republic Act 6758 or the Salary Standardization Law, provisions of the Local Government Code and COA Circulars. It said the P20,000 in calamity assistance was given to 4,224 recipients. Cebu City Mayor Michael Rama wanted to give a Christmas bonus to city officials and employees last December, but because the expense would push the budget for personal services overboard, the grant was referred to as calamity assistance, according to reports.
The grant was approved by the City Council, but Councilors Margarita Osmeña and Lea Japson did not accept their share because they were not badly affected by the calamities. Eugene Elizalde, head of the Program on Awards and Incentives for Service Excellence, the committee that recommended the grant, said the money would help hasten the recovery of employees who suffered from the calamities. COA pointed out, however, that it was given without prior approval of the Office of the President as provided for under Administrative Order No. 37 dated November 21, 1998. It also found out that the calamity financial assistance was not sourced or taken from the Local Disaster Risk Reduction and Management Fund or Calamity Fund, but charged against funds of the Office of the City Administrator and the transactions were recorded as donations.
