projects based on his mere whim,” the complaint reads. Other DAP expenditures were also lump-sum discretionary spending such as additional pork for local officials in the form of “support for LGUs” and various local infrastructure projects. They said that to enlarge the presidential pork, Aquino withheld funding for so-called “slow-moving projects” and took control of the savings of agencies that
were previously used for personnel development. The benefits of ordinary teachers and other government employees suffered because the so-called “savings” were being centralized to fatten the presidential pork. Some 900 Special Allotment Release Orders of the more than 1,000 total DAP SAROs were reportedly given to lawmakers and this bolsters the complainants’ allegations that DAP truly intended to function as presidential pork. Aquino approved the DAP in 2011 on the recommendation of the Development Budget Coordination Committee and the Cabinet Clusters as a “stimulus package” by the government for various programs and projects. From 2011 to 2012, DAP funding reached P142.23 billion - P83.53 billion in 2011 and P58.70 billion in 2012 – and most of the funds went to healthcare, public works, housing and resettlement, agriculture, tourism, road infrastructure, school infrastructure, rehabilitation and extension of light rail transit systems, and electrification project in the villages. Last year, some P15.13 billion in DAP funds were also released by Budget Secretary Butch Abad and these went to the police and redevelopment of the Roxas
Boulevard in Manila and other rehabilitation projects in areas affected by typhoons. Alhamdulillah, All Praise is due to Allah, Lord of all Worlds who by His Mercy and Compassion willed our completion of the obligatory fast during the entire month of Ramadhan this year. The constituents of the Municipality of Maimbung join their brethren here in Sulu and around the world in celebrating the Feast of the end of Fasting or Eid’ Fitr. During the entire month of Ramadhan, Allah commanded that we abstain from the most basic of human needs, food, water, and other daily intake, and licit relationship between husband and wife from Fajr or daybreak until sunset. What makes Fasting more distinguishably different or special from any other of Allah’s commands were the obligatory abstentions from things which are lawful and legal to us. The Fast is truly a test on the believers’ faith and belief. Allah encourages the faithful to be extra generous and charitable especially to the poor and the needy during the month of Ramadhan and to exercise greater patience and tolerance. It will be ideal indeed if such practices be carried over beyond the month of Ramadhan and for the seeds of goodwill and compassion for our fellowmen be sown more firmly in our hearts. We are also grateful to Allahu Subhanahu wa Taala, that no untoward incident was brought upon us and disturb the observance of the Blessed and Holy Month. May Allah continue to bless us and our land with abundance and instills the spirit of brotherhood in Islam that we may strengthen the bond which can propel us to better times ahead for our people and the development of Maimbung, our beloved Province of Sulu, our country the Philippines, and the Muslim Ummah throughout the World! Swiss Interchurch Aid, Task Force Mapalad build homes for Typhoon Yolanda survivors

he Task Force Mapalad, a peasant organization in the Philippines, said a total of 1,817 disaster-resilient houses were recently turned over to families victimized by typhoon Yolanda (Haiyan) in the four farming towns of Pilar, Panay, Pontevedra, and Dao in Capiz province in western Visayas. Through a community program dubbed “Pasasalamat: Ululupod (SamaSama) Sa Pagbangon” in Barangay Binaobawan in Pilar town in Capiz, Task Force Mapalad said in just five months - from February to July this year - the beneficiaries themselves, who were organized into teams, were able to construct safer homes in 13 villages with assistance and training from the Swiss Interchurch Aid or HEKS (Hilfswerk der Evangelischen Kirchen Schweiz). It said the beneficiaries of the program are now bet-

Melody Nicolas, HEKSTFM Shelter Project manager, explained that building houses to replace those destroyed by Yolanda was not an easy task as construction did not only mean putting up new shelters or repairing those damaged by the typhoon. “It is not just about building a house, but building it safer. We had to make sure that the shelters were resilient enough to adapt to climatic conditions and natural hazards in the area as well as to the impacts of climate change,” said Nicolas, in a statement sent to Cebu Examiner. She said HEKS and TFM made sure that the project would empower Yolanda victims and support local livelihood while the construction of the houses were on-going. “If we were on our own, it would take us five years to build the houses. Through
this project with HEKS and TFM, we are able to trust ourselves and rely on our capabilities to rebuild our own homes,” Joyce Bonita, a resident of Binaobawan village, and one of the beneficiaries of the HEKS-TFM Shelter Project, said in the same statement.
