Beng spreads love, foes hate it

Continued from page 1 their welfare are her priorities and even black propaganda will not stop her in helping the poor. And members of the City Council supporting Climaco and volunteers are also helping the mayor “feed the hungry and heal the sick.” Those behind the black propaganda wanted to vilify Climaco to advance their own political interests ahead of next year’s polls. They spread disinformation on social and mainstream media after residents continue to rally behind the popular mayor, who is now on her third and final term. “Torpe gat sos maga gente esos maga ta habla malo con el alcaldesa, bien bueno ya lang gane el mayora cay hasta este maga tiempo Covid el ayuda na maga pobre sin descanso. El maga arroz que ta dale ayuda el govierno local bien grande ayuda ya se. Esos ba maga

ta reclama o ta hace malo con Mayor Beng cosa ba sila ya puede hace? Nada!” a supporter of Climaco said. Anti-Climaco trolls also stepped their attacks on social media and most of their accounts are either fake or fictitious. But despite the black propaganda campaign against Climaco, the mayor remains popular even in social media and proof of this is the spike in the number of her followers on Facebook. Climaco’s Facebook page is now being followed by more than 363,000 people from nearly 359,000 fans in March. The number of her social media followers ballooned to over 363,000 from only 133,000 in 2018 – a year before she was re-elected and won by a landslide over former mayor and lawmaker Celso Lobregat. Her followers increased by more than 47,000 compared to last

year’s 312,000 which was more than 200% from 2018. Climaco’s followers and supporters said she is leaving behind a legacy of good governance responsive to the needs and welfare of the Zamboangueños. Trolls and political foes continue their black propaganda against Climaco, taking advantage of the health situation in criticising the mayor’s pro-poor program in an effort to influence and boost those they are supporting. Climaco has repeatedly lambasted fake news and disinformation being peddled by her detractors and called on the public to carefully scrutinize news or stories created to deliberately misinform or deceive unsuspecting readers and influence their views for political interests. “El black propaganda ta continua y el fake news, false information na so-

cial media ta continua hace calayat el cuantos maga persona que tiene mal intencion para destrosa el govierno local, para destrosa el esfuerzos del govierno por de ila vested interest,” Climaco previously told the Zamboanga Post. “Y el los demas personas, como venganza contra con el govierno cay no puede estos maga gente influir con el gobierno local. Por cuantos años, el ataque contra na administracion sin descanso por causa de politica,” she added. Climaco said the local government continues to work hard for the welfare of the people while her foes are busy spreading black propaganda. In one of her weekly columns, “Sunday Reflection,” Climaco said she leaves ev-

erything to God. “Where would I hewn my strength if not from God alone who placed me here? Despite the toxicity of politics, bien mabuling gayod, I am here to respond to the calling of God to change systems to be able to deliver quality service to the people. Just as in Jesus’ ministry, there were noisy, angry, and divisive voices that became obstacles in His mission. I too, navigate into these destructive obstacles that try to lure me away from my mission and my focus on my work,” she wrote. “Politics is the main challenge that continues to distract our efforts to address the real problems of Covid-19. Malicious claims, spreading of baseless accusations and giving people false hope in doing what is popular…

and all these for personal and political agenda? Very divisive and distractive as it is an obstacle to unity in these times of crisis. This is the cross a leader must carry, to deny oneself for the people. Not to let the distractive voices be an obstacle in following Jesus and our mission to serve. No matter how heavy our crosses may be, do not let obstacles block God’s love to grant you hope and a future!” she added. In the end, Climaco quoted Jeremiah 29:11 and wrote: “For I know the plans I have for you, declares the Lord, plans to prosper you and not to harm you, plans to give you hope and a future.” She also thanked the Zamboangueños for their unwavering support and love for her. Also present during the inauguration were Social Welfare Assistant Secretary Jade Jamolod,

Health Regional Director Dr. Joshua Brillantes and Presidential Assistant for the Visayas Secretary Michael Dino. (Mindanao Examiner) Continued from page 1 auxiliary units, including barangay tanods to carry firearms, which was previously allowed by Circular 2008-013 of the National Police Commission. “While we acknowledge that barangay tanods play a complementary role to local authorities in the maintenance of the

peace of order in their respective communities, we firmly reiterate that they are not authorized to carry any firearm in the performance of their duties even if they own these firearms,” Año said, adding, the law is clear that registered firearms of local governments shall only be issued to a government official or em-

ployee with a permanent plantilla position. “Since the barangay tanod position is not part of the plantilla, barangay tanods are, therefore, not authorized to bear firearms while on duty,” he said. Año called on all local chief executives to direct all barangay tanods within their respective jurisdiction not to carry any firearm while in the performance of their duties and functions or face charges from the DILG. Under DILG Memorandum Circular (MC) No. 2003-42, barangay tanods may only use nightstick with teargas and handcuff. Año said if a barangay tanod feels that they are in a potentially dangerous situation they can always seek the help of the local police or other barangay tanods. (Rhoderick Beñez and Malou Cablinda)

Continued from page 1 travellers at the Licomo border. During the August 11 conduct of antigen tests to dozens of travellers, two men who are essential workers, tested positive for the deadly respiratory disease. Two persons who had close contacts with the duo also tested positive after all of them underwent RT-PCR tests. They were immediately isolated and under observation. It was unknown how many others had close contacts with the four men before they tried to enter Zamboanga City. The names of their companies were not made public. The national government listed essential economic or key workers as those under the A4 priority list in the mass vaccination and these are the following: Commuter transport (land, air, and sea), including lo-

gistics, frontline government workers in the justice, security, transport, and social protection sectors; public and private wet and dry market vendors; frontline workers in groceries and supermarkets; delivery services; workers in manufacturing for food, beverage, medical, and pharmaceutical products; frontline workers in food retail, including food service delivery; frontline government workers, frontline workers in financial services; teaching personnel in medical and allied medical courses of higher education institutions, including personnel handling laboratories; frontliner workers in hotels and accommodation; priests, pastors, religious leaders; construction workers in government infrastructure projects, and security guards and personnel assigned in establishments, offices, agen-

cies, and organizations. Mayor Beng Climaco has lauded border guards for strictly enforcing the health requirements for all travellers, including essential workers and those authorized to travel whether they are fully vaccinated or not. The mayor reminded travellers anew to present their S-PASS aside from negative Covid-19 test results every time they enter Zamboanga City. S-PASS is short for Safe, Swift, and Smart Passage Digital Travel Management System developed by the Department of Science and Technology which is being used across the country upon order of the Department of the Interior and Local Government during this pandemic period. It was institutionalized this year as a one-stop-shop application or communication for travellers. (Zamboanga Post)

Covid survivors get aid, more to receive help Continued from page 1 financial assistance for Covid-19 survivors to help them and their family during this time of the pandemic. Mayor Beng Climaco recently led the distribution of aid in the western coast. The pay-out was facilitated by the City Social Welfare and Development Office and the City Treasurer’s Office. The distribution of the

financial aid was witnessed by Councilors Pinpin Pareja, Cesar Jimenez and Bong Atilano, among other officials and barangay leaders. The aid is part of the supplemental budget approved by the City Council. Climaco said the Covid-19 survivors received up to P5,000 each. “Those who experienced moderate to mild Covid-19 are entitled

to P3,000 each while those who suffered severe infection will get P5, 000 each. This is in line with our thrust on helping the most who suffered the brunt of the Covid-19 pandemic. Ayuda, comida y busca la vida este tiempo de pandemina,” she said. The mayor said at least 124 Covid-19 survivors received financial aid. (Zamboanga Post)

2 men arrested trying to smuggle traders into Zambo TWO MEN who are residents of Tungawan town in Zamboanga Sibugay province are facing criminal charges after police arrested them trying to facilitate the entry of two local businessmen without Covid-19 test and S-PASS required by the City Government. Police identified the arrested as Nuruddin Samsuddin, 38; and Rodrigo Maquilang, 52; who are residents of Barangay San Pedro in Tungawan town. The duo tried to smuggle the businessmen into Zamboanga City in exchange for P3,000 but members of the 1st Zamboanga City Mobile Force Company guarding the border foiled the attempt. The identities of the businessmen were not made public and it was unknown whether they would also be charged or not. Police said the modus operandi of Maquilang was to accompany the travellers so they could walk past the border control point pretending to be residents in Barangay Licomo. And Samsuddin on the other hand would drive the travellers’ vehicle on the pretence that he took over the task from another driver who delivered the car to the border. Mayor Beng Climaco praised the police for their swift action and for exert-

ing efforts in preventing the illegal entry of travellers who have no health documents. “The apprehension of the two individuals sends a strong message that Zamboanga City does not tolerate activities that put lives of Zamboangueños at risk,” she said. Security forces at the border have arrested dozens of people trying to illegally cross Zamboanga City without RT-PCR tests and S-PASS. Climaco has repeatedly reminded travellers to present their S-PASS aside from negative Covid-19 test results every time they come here. S-PASS is short for Safe, Swift, and Smart Passage (S-PaSS) Digital Travel Management System developed by the Department of Science and Technology which is being used across the country upon order of the Department of the Interior and Local Government during this pandemic period. It was institutionalized this year as a one-stop-shop application or communication for travellers. The mayor issued an executive order making it mandatory for all travellers - whether they are fully vaccinated or not - entering Zamboanga to present their negative RT-PCR test result, especially now that there have been hundreds of cases

of the highly transmissible Delta variant of the Covid-19 in the country. Climaco ordered a strict border control and implementation of the health protocols in Zamboanga. She said travellers must have negative Covid-19 test results, whether by Saliva RTPCR test or nasopharyngeal RT-PCR test, before they enter Zamboanga. She previously issued Executive Order 651-2021 that mandates all inbound passengers, whether APOR (Authorized Persons Outside Residence) or private individuals, regardless of reason or purpose of entry, including transit travellers to present negative RT-PCR test result within 5 days from date of specimen collection and their valid identification cards before they can enter Zamboanga City. The mayor said these are temporary measures designed to curb the sudden spike in Covid-19 cases in order to promote the health and safety of the general welfare of the citizens. The local government also started random rapid antigen tests among travellers, including those under essential services, at all entry points here to help curb the spread of Covid-19, especially the Delta variant. (Zamboanga City)

Photos released by Barangay Labuan show its own isolation facilities.

Barangays put up own isolation facilities Continued from page 1 for all barangay across the country to put up their own isolation units as the Covid-19 pandemic remains a serious problem and poses grave risk to public health. Mayor Maria Isabelle Salazar, chairperson of the local Covid-19 task force, said at least 164 beds from different barangay isolation facilities in District 1 and 225 more from District 2 are now available for use. Climaco did not say how barangays out of the 89 in Zamboanga have complied with the order. But the mayor said more barangay leaders are also

It’s been 3 months already since nag request kami for the relocation (ng kable ng kuryente) and they gave us a letter saying that it’s for schedule, but until now wala pa rin,” saysay ng nag-reklamo.

(Zamboanga Post)

putting up their own isolation facilities, adding, just last week, Barangay Labuan has initially made available a four-bed isolation area for Covid-19 patients with separate toilets and bath rooms for men and women. She said Labuan’s barangay’s disaster response building is also set for completion this year and serves as a permanent isolation facility. The Department of the Interior and Local Government (DILG) also ordered all barangay officials to mobilize their Barangay Health Emergency Response Teams to help respond to the pandemic. “Malaking bagay ang pagtatayo ng BIU sapagkat dito natin maaaring ilagak ang mga coronavirus patient na hindi kritikal ang mga sintomas. So that hospitals can concentrate on serious symptoms needing medical interventions,” Interior Secretary Eduardo Año said, referring to the barangay isolation units. He said all barangay officials must lead in the enforcement of strict quarantine rules and to ensure that residents follow the quarantine guidelines and health protocols. Barangay officials who do not follow the order will face sanctions, he added. Año said barangay officials should also ensure citizens are practicing proper quarantine and social distancing measures, and that immediate health protocols are in place. He said that barangay officials may face charges of gross neglect of duty, gross negligence and insubordination for failing to perform their responsibilities under the state of public health emergency. But many barangay officials here have nothing to say, but complain. Some claimed they do not have sufficient funds for BUIs while other barangay officials said they have no available space for isolation facilities and have always relied on the City Government for help.

Climaco said the local government also set up isolation facilities and targets to make available at least 2,000 beds for Covid-19 patients. And this is on top of the isolation facilities built by the Department of Public Works and Highways (DPWH). The DPWH said it is also ramping up the on-going construction of additional isolation facilities here with construction of an “off-site modular hospital and popup dormitory” for health workers, according to Secretary Mark Villar, who added the conversion of the old Zamboanga Convention Center in Pasonanca into Covid-19 facilities will provide additional isolation or quarantine area for treatment of asymptomatic and moderate Covid-19 patients. The 182-bed facility in Barangay Pasonanca will provide space for hospitals to discharge non-emergency Covid-19 cases and effectively allocate hospital beds for more severe and critical patients. The facility is intended to augment the two quarantine tents with 20 beds also in Pasonanca which was completed in March. Both facilities are managed and operated by the City Health Office and City Disaster Risk Reduction Management Office under supervision by the Department of Health. The DPWH is also constructing a modular hospital with 22 beds for moderate, severe to critical Covid-9 patients at the Mindanao Central Sanitarium General Hospital (MCSGH) in Barangay Pasobolong and will be operated by the Zamboanga City Medical Center with equipment supplied by the DOH; and a dormitory with 16 rooms and double decker beds medical personnel. Five buildings and a covered court at the Regional Drug Treatment and Rehabilitation Center also at the MCSGH compound will also be converted into a 300-bed quarantine facility and dormitories with 30 beds for health workers.
