Zambo Land Use Plan approved! Continued from page 1 CLUP 2016-2025 of Zamboanga City. CLUP is a planning document prepared by local governments to rationalize the allocation and proper use of land resources. It also projects public and private land uses in accordance with the future spatial organization of economic and social activities. Mayor Beng Climaco said DHSUD has approved and ratified the CLUP during a recent online meeting presided over by DHSUD Secretary Eduardo Del Rosario. She said City Planning Officer Rodrigo Sicat also attended the meeting. With the approval of the CLUP, Climaco said the DHSUD will provide financial grants and assistance worth P60 million and P40 million for the site development of a housing project and evacuation center, respectively. She said DHSUD will also lobby for the transfer of the Cabatangan property owned by the Muslim autonomous region to the City Government, among others. The 72-hectare property was formerly under the Lupong Tagapagpaganap ng Pook or LTP in Region IX or Western Mindanao which was pur-

chased by the local government. When the LTP was abolished upon the creation of the Autonomous Region in Muslim Mindanao, the sprawling Cabatangan property was placed under the jurisdiction of the ARMM. Climaco stressed the importance of the CLUP and highlighted Zamboanga’s efforts to maximize land resources in cognizance with the needs of the various sectors of the population. The DHSUD also recommended to the local government to focus on high density public housing and to establish an operations center to monitor changes in the land use and zoning at the barangay level, and also to encourage preparation of barangay development plans anchored on the CLUP and to establish livelihood centers within resettlement areas, and resist reclamation projects. In 2015, Palafox Associates was awarded the contract to prepare Zamboanga’s CLUP. A draft CLUP was submitted to the local government in 2016 and was submitted to the Regional Land Use Committee for further improvement and refinement. On October 15, 2019,

the City Council passed Resolution No. 1384 approving the CLUP for 2016-2025 and was submitted to the DSHUD. According to Palafox Associates, the CLUP, Zoning Ordinance or ZO and Comprehensive Development Plan or CDP are aimed at rehabilitating and reconstructing Zamboanga City. It said the CLUP is a guide to address and sustain the overall growth and development of the city in line with its Local Climate Change Action Plan and Disaster Risk Reduction Management Plan. On the other hand, the CDP identifies priority sectoral programs (social economic, land use, transportation, infrastructure and utilities, environment, DRRM, and local governance and finance) and projects in accordance with the Department of the Interior and Local Government guidelines and will be within the framework of the CLUP. Both the CDP and the CLUP, ZO guide Zamboanga City’s growth and development in the next five to 10 years. The priority areas identified for Zamboanga City were Barangay Rio Hondo, Paseo del Mar, Sangali Fishport, Santa Cruz Island and Taluksangay Village. (Zamboanga Post, Jasmine Mohammadsali)

Covid-19 disease. Chief Covid-19 frontliner Mayor Beng Climaco said the vaccination program targeted prisoners who are included in the A2, A3 and A5 categories set by the Department of

Health. “Our mass vaccination program will include all residents of Zamboanga City and that includes persons deprived of liberty because Covid-19 does not choose its victims and we want to ensure the safety not only of our constituents, but the PDLs as well. As long as there are available supplies of vaccines, we will roll it out immediately to all sectors of the society,” Climaco told the Zamboanga Post by phone. She said the City Health Office has deployed vaccination teams and are working closely with the medical teams from the Bureau of Jail Management and Penology. At present, there are more than 3,000 inmates at the ZCRC. The mayor said prisoners at the San Ramon Penal Farm are also included in the vaccination program. (Zamboanga Post)

The mayor also reminded barangay officials to maintain the cleanliness of their respective places and ensure that all roads and walking paths are free from obstruction. Climaco said she noticed during one of her inspections that many roads and walking paths are again obstructed with parked cars, among others. She said barangay officials should clear public roads and spaces of all obstruction and to maintain the campaign as ordered by President Rodrigo Duterte. In July 2019, the Department of the Interior and Local Government (DILG) - upon Duterte’s order - issued Memorandum Circular 2019-121 which gave mayors 60 days “to exercise their powers

Because of Climaco’s efforts, Zamboanga was cited by the DILG for its vigorous road-clearing campaign, including the strict enforcement of the anti-littering, anti-garbage and anti-traffic laws and city ordinances. ‘Mental health’ app launched THE DEPARTMENT of Health and the USAID RenewHealth project launched the “Lusog-Isip”, the first mobile application for mental health and selfcare for Filipinos. Lusog-Isip was developed in response to the growing need for mental healthcare, especially at this time of the Covid-19 pandemic when the delivery of traditional faceto-face interventions has become more challenging. The application aims to expand access to culturally-adapted, evidence-based tools and interventions on mental health, emphasizing selfhelp and self-care. It also screens individuals so it can get a better sense of their overall well-being and how they usually cope with stress, before recommending ways they can help themselves through workbooks, exercises, audio guides, journaling, mood tracking, or simple self-care reminders. If users feel they really need to speak to someone, they can also access a list of mental health and psychosocial support service providers near them or online. “This app is a timely innovation and we thank our partners at USAID for making this a reality. As the DOH and our health workers strive towards

coping and living with this pandemic, we must find ways to care for the mental well-being of our fellow Filipinos who continue to suffer because of this current circumstance.” “Lusog-Isip is a selfcare app and one way we can make mental healthcare more accessible to those who need it,” said Frances Prescilla Cuevas, Chief Health Program Officer of the DOH Mental Health Division. The application is available for both Android and iOS devices through the Google Play and Apple App Store. The development of Lusog-Isip is also timely in Zamboanga City where the number of suicide cases is high due to depression. And only last week, two young men hanged themselves separately due to depression. Official data of national and local suicides cases were not immediately available, but last year, there were at least 20 cases of suicides in Zamboanga that prompted Mayor Beng Climaco to order the City Health Office to formulate a mental health program and for the City Budget Office to fund the project. City Health Officer Dr. Dulce Amor Miravite attributed these incidents to many factors, including stress due to the current health crisis. “With what

is happening right now due to the pandemic, this contributes to our stress. Those who cannot cope with or handle the stress well get depressed and some of them commit suicide,” Miravite said. “We are sad over the number of suicide incidents due to frustrations as a result of Covid-19, but as mayor of Zamboanga City together with the department heads and 98 barangays, we do everything possible to help alleviate the plight of our people, especially during these trying times of the pandemic. There is hope in our efforts in God’s grace,” the mayor said. Climaco said mental health programs are important, especially during this time of the pandemic. “Our local government requested the City Budget Office to study the program together with our mental health professionals,” she said. She said a team of medical officers from the City Health Office and other agencies have already met and will come up with a program addressing mental health issues. “We are concerned with everybody’s mental health and mental health awareness is very important and we need to raise the collective consciousness about mental health,” she said.
