Climaco, in her Executive Order 607-2020, also imposed curfew from 10 p.m. to 4 a.m., but exempted from this are government workers who are on duty during the curfew hours, and medical doctors and veterinarians, public utility workers conducting construction or emergency activities; those who are attending a wake of a family member, and authorized persons out of residence.” A liquor ban is now
in effect Monday through Sunday and drinking in public places such as roads, alleys, open spaces and other similar places is strictly prohibited. And all city and national government celebrations and festivities, anniversaries and parties are also cancelled throughout the year. All private parties celebrated at home to mark personal family milestones are encouraged to be kept simple and there is now a strict prohibition on videoke, video singko and karaoke inside private property due to online class of students. Climaco said only quarantine pass holders shall be allowed to get out of their houses to access basic needs such as food and medicines, and other acts now allowed under the MGCQ guidelines set by the national government’s Inter-Agency Task Force on Emerging Infectious Diseases. One passenger and 1 driver are only allowed for ordinary motorized tricycles while 1 driver and 2 passengers are allowed for bigger Piaggio or Bajaj tricycles. Despite the strict implementation of the MGCQ guidelines by the local task force against Covid-19 headed by Climaco, police and military, and enforcers of local ordinances continue to apprehend hundreds of violators daily. Zambo joins children’s celebration THE LOCAL government is celebrating the National Children’s Month with Mayor Beng Climaco ensuring priority programs for children, especially at this time of the Covid-19 pandemic. Climaco said her priority programs for children is reflected in the great share of the 2021 Executive Budget which up to now has not been approved by opposition councilors. “This (priority program) forms part in providing a platform for discourse on persistent and arising issues pertaining to children’s rights to survival, development, protection, and participation during and post-Covid situation,” she said. With the celebration theme “Sama-samang Itaguyod Ang Karapatan ng Bawat Bata sa Panahon ng Pandemya”, Climaco said this year’s celebration focuses on upholding children’s rights. She said under her administration, Zamboanga City has been one of the priority areas in the country of the US- funded programs, which in-
clude technical assistance on governance, security, peace and conflict resolution, education, environmental protection, urban planning, revenue generation and health, especially at this coronavirus pandemic. Manila received over P978 million ($19.5 million) in aid from the U.S. government to address the Covid-19 pandemic. And this was also complemented with donations of food, technology, and other assistance from American companies as a testament to their deep commitment to flatten the pandemic curve in the Philippines. Climaco said the local government submitted the budget to the City Council as early as September to give legislators ample time to evaluate and pass it at the soonest time possible. She said early approval of the budget by the City Council would have been best for DBM’s review to ensure the local government will not make disbursements that are disallowed or inoperative, or worst declare the appropriations ordinance inoperative in its entirety resulting on re-enacted budget next year. Climaco has repeatedly appealed to the City Council to consider the approval of the budget as a priority measure not only because it was “certified urgent”, but it addresses the people’s plight during these extraordinary times brought about by the Covid-19 pandemic. As a former Appropriations Chairperson in the City Council from 2001-2004, Climaco said “I had done my duty to scrutinize, question and conduct hearings on the budget but passed it on time.” She also recalled
that during her term in Congress as member of the Appropriations Committee “we ensured the (national) budget was approved on time.” She said as a result of the budget’s delayed approval, the allocated increase in subsidy of the 98 barangays for them to respond to the pandemic will be greatly affected and hamper operations and delivery of basic services. Vida Programs The local chapter of the Federation of Senior Citizens Association of the Philippines headed by its president, Elsa Natividad, also urged members of the City Council to approve the budget, saying, the local government’s various humanitarian programs for the elderly, particularly the Largo Vida through its 400 hardworking lifeliners, provides not only social services, but medicines and vitamins to thousands of senior citizens and vulnerable members of the community. The Largo Vida Program will get P187 million from the budget and also part of the local government’s social services is the “Ayuda La Vida Program,” which will have P65 million budget next year to provide various sectors with livelihood programs, including those in the night market and “ukay-ukay” stall owners. On the other hand, the “Cuida Vida Program” or Soup Kitchen Program will have P50 million allocation to cover mobile feeding initiative in a bid to sustain the daily meals of the marginalized and
most affected families of the Covid-19 pandemic. An allocation of P50 million is also included in the budget for the “Salva Vida” Program which is intended to provide food packs and hygiene kits to low-income families in disadvantaged rural and urban communities in the different barangays. The proposed budget likewise allocates P15 million for outreach programs to the 98 barangays, and P100 million for socialized housing programs. And P50 million for “Siembra Vida Program” intended to provide training, livelihood and caravan projects, including activities of the agri-fishery sector; and a total of P906 million for investments in infrastructure and developmental projects. Climaco said the 2021 Executive Budget is a unique configuration of fiscal plans which assimilate all the previously identified needs of the City and the new challenges brought about by the pandemic. “This budget encompasses all of our social and health-related needs during this crisis. It aims to feed the hungry and heal the sick, hence let us listen to the needs of our people and find it in our hearts to see that this is more than a fiscal plan – it is our roadmap to health and recovery from the global challenge, that is Covid-19,” she said. She said the Largo Vida Program includes some P26 million appropriated for the “birthday” benefits of senior citizens and P1 million for octogenarians or person who is from 80 to 89 years old; nonagenarians or those who are 90 to 99 years old; and centenarians or those who are 100 years old and above; and another P5 million for people with disabilities (PWDs). “Since our society’s patriarchs and matriarchs are in need of these social protection programs, now more than ever, as well as our PWDs and other vulnerable sectors, we have included twenty-six million pesos million appropriation for the birthday benefits of our elderly people, and one million pesos for the Octogenarian, Nonagenarian and Centenarian; and five million (pesos) for PWDs,” the mayor stressed. “As evident in our plans and programs, the beneficiaries of this budget are not limited to a privileged few. This budget, by all intents and purposes, is for all the compueblanos of Zamboanga
because as the Mother of this City, I will always be driven by my instinct to protect and nurture my children from the economic turmoil and ill effects of this pandemic,” Climaco said. And because of that, Climaco said her administration provided the needed funding to ensure surge capacity management of health personnel and health facilities. She added that P112 million are provided in the budget for Covid-10 contact tracing programs, and P14.7 million as additional aid to all barangays for Covid-19 related activities of their Barangay Health Emergency Response Teams; and P358 million for drugs and medicines, which includes P 200 million for the procurement of coronavirus vaccines. Climaco said there is also P42 million for the “Medicare Para Sa Masa Program” to increase PhilHealth (Philippine Health Insurance Corporation) coverage and number of sponsored members from 8,900 beneficiaries to 11,823; and P100 million for construction and rehabilitation of hospitals and health centers plus P110 million for the construction of multi-purpose buildings and P11 million more for the construction of emergency quarantine facilities. She said the budget included P12 million utility subsidy for 6,000 registered micro, small and medium enterprises. Supports The mayor said the local government continues to provide monthly allowances to about 7,812 public school heads and teachers, and also 1,878 members of the Philip-
pine National Police, the Bureau of Jail Management and Penology and the Bureau of Fire Protection. “This is a simple token and in recognition of the valuable support and contributions of our fellow public servants,” she said. “Moreover, we have increased the honoraria of 460 barangay health workers, 90 barangay nutrition scholars, 350 day-care workers and 980 barangay tanods from two thousand pesos to three thousand pesos per month, since we acknowledge
their courage and endless dedication in their field,” Climaco explained. Aside from those, the Climaco administration also provides aid to non-government entities such as the Boy and Girl Scouts of the Philippines, Philippine Red Cross, Cooperatives, drug rehabilitation center, farmers and fisherfolks and even the Reception and Study Center for Children, among others; and also to national government agencies – litigation courts and national high schools and others. The mall will use Trace Together, which is an end-to-end contact tracing solution to fight the spread of coronavirus disease. Mall-goers will be required to participate in Trace Together wherein they must scan the QR code at the mall entrances using their mobile device and declare information like name, address, mobile phone number, and
health condition status. The new mall will have at least 36 new tenants, however only 16 of these are expected to operate on the opening day and the rest in the coming months. SM City Mindpro is the 76th Supermall in the country and the seventh in Mindanao, but first in the western region of the Zamboanga Peninsula. Strategically located in a 13,078 square meter site along La Purisima Street and Campaner Street in Barangay Zone III, the four-level shopping mall creates a unique identity along the city’s popular thoroughfare and within a short walk to the well-known Metropolitan Cathedral, Plaza Pershing, Paseo Del Mar and nearby seaport. The mall will house the SM Store and SM
Supermarket as its major anchors. God surprises us in the best of times. Fr. Arnel Ang, S.J., tells us to cease the day, be attentive to God’s presence and wisdom, to guide us in our choices, actions and words. There is a need for fidelity to duty; do what we are supposed to do; to be aware and conscious, vigilant, and be prepared by anticipating what God would want us to respond to. This week, as observers, we tried to be awake following the US elections that took on sleepless nights of vigilance for the 270 mark of Electoral College. The need to be awake and ready to witness His and Her story
unfold. As observers from a distance, there are valuable lessons to learn from with relevance to our daily lives. St. Ignatius teaches us to “read the signs of the time” and what God teaches us. Last Friday, I expressed gratitude for the US Government through their troops who gave Zamboanga City three tents for frontliners to process our Covid response. Congratulations were in order for their Civic Duty to vote, people rediscovered the value of the right to vote. As far as the President-Elect Joe Biden spoke of healing, and very important is for me to realize the God-given mandate by the people to serve and do our duty. Public service means dedication to work for the people’s benefit especially in this pandemic. “Making herstory” was made by Vice President-elect Kamala Harris as the first female of mixed ancestry who spoke of women’s right and Black women’s right to vote.
For women we have a place in building a nation. We thank our grandmothers, my Abuelita Isabel Cortes Climaco, who was a suffragist, who championed Filipina women’s right to vote. Our democracy taken from the US with Susan B. Anthony, Elizabeth Cady Stanton, who led the National Suffrage Movement. As events unfold in this time of the pandemic, may we value our duty to protect the family with basic safety protocols that would protect our community. My Lola taught us the value of Love para Dios Patria y Familia. Indeed, God awakens us in ways that will surprise us for good. I thank Michelle Saavedra and her Kuya Mike (Marius Sotto Saavedra) and Edu for gifting me a book which is “Making herstory.” Gratitude to God for the opportunity to be Mayor, Wife, Tita and Lola para Dios, Patria y Projimo junto con La Virgen Maria! Over 50,000 children immunized

VER 50,000 children have been immunized here as the local government pushed the last leg of the anti-measles immunization program of the Department of Health in partnership with the local health office.

The Department of Health (DOH) and the World Health Organization (WHO) lauded Mayor Beng Climaco for her strong support to the program. Dr. Augusto Alpichi, of the DOH; and Dr. Minerva Vinluan, of the World Health Organization-Manila; together with CHO’s National Immunization Program Coordinator Cora Pagotaisidro also briefed the mayor on the progress of the immunization drive. Nearly 27,000 children here are expected to
receive the immunization before the end of the program. Climaco renewed her calls on parents and guardians to have their children immunized against Measles Rubella. “Please have your children vaccinated against Measles. This is for their own good,” she said.
