The City Social Welfare and Development Office and the Office of Senior Citizens Affairs spearheaded the distribution of incentives. The grant of the cash privilege is only one of the programs for senior citizens that debuted under the Climaco administration. Mayor Beng Climaco said the elderly and those in the vulnerable sector will largely benefit from the 2021 Executive Budget amounting to P 4.38 billion. The unique configuration of fiscal plans assimilate all the previously identified needs of the City and the new challenges brought about by the Covid-19 pandemic. She said her main priorities remain the same since even before she became mayor in 2013 and these are security, health and education. “This budget encompasses all of our

social and health-related needs during this crisis. It aims to feed the hungry and heal the sick, hence let us listen to the needs of our people and find it in our hearts to see that this is more than a fiscal plan – it is our roadmap to health and recovery from the global challenge, that is Covid-19,” Climaco said. She said some P26 million are also appropriated for the “birthday” benefits of senior citizens and P1 million for octogenarians or person who is from 80 to 89 years old; nonagenarians or those who are 90 to 99 years old; and the centenarians or those who are 100 years old and above; and another P5 million for people with disabilities. “Since our society’s patriarchs and matriarchs are in need of these social protection programs, now more than ever, as well as our PWDs and other vulnerable sectors, we have included twenty-six million pesos million appropriation for the birthday benefits of our elderly people, and one million pesos for the Octogenarian, Nonagenarian and Centenarian; and five million (pesos) for PWDs,” the mayor stressed, adding, other social programs included in the budget are the P187 million “Largo Vida” Program, which is expanded to include not only the distribution of medicines to elderly peo-

ple and other vulnerable members of the communities, but also vitamins and health supplements. And the P65-million “Ayuda La Vida Program” intended to provide community livelihood projects for various sectors including the night market and “ukay-ukay” stall holders; P50 million for the “Cuida Vida Program” (Soup Kitchen Program) a mobile feeding initiative to sustain the daily meals of the marginalized and most affected families of the Covid-19 pandemic. She said the budget also has P50 million for “Salva Vida Program” which is intended to provide food packs and family hygiene kits to low-income families in disadvantaged rural and urban communities; P15 million for the outreach services to all of Zamboanga’s 98 barangays; and P100 million for “Socialized Housing Programs”. “As evident in our plans and programs, the beneficiaries of this budget are not limited to a privileged few. This budget, by all intents and purposes, is for all the compueblanos of Zamboanga because as the Mother of this City, I will always be driven by my instinct to protect and nurture my children from the economic turmoil and ill effects of this pandemic,” Climaco said. Climaco said even in malls, shoppers do not properly use their face shield. She called on mall executives to strictly enforce the proper use of face shield and face mask to avoid the potential spread of Covid-19.

She said physical distancing, the wearing of face mask and face shield can lower the chances of virus transmission. And quoting a report by the Department of Health, the mayor said: “According to recent studies, the wearing of face masks reduces transmission by 96% for N95 masks, and 67% for non-N95 masks, while the observance of physical distancing by one meter can reduce the chance of transmission by 82% with protection increasing as distance is lengthened. Moreover, studies also show that the use of face shields can be used complementary to face masks to further reduce transmission.”

Dr. Dulce Amor Miravite, head of the City Health Office, said unless there are available vaccines, Covid-19 remains a deadly disease for everyone, especially the elderly and those with existing medical condition. “Out fight against Covid-19 is far from over. It will continue and until we have the vaccine and have herd immunity, everyone must contribute and must individually be responsible to protect each other,” she said. Miravite said Zamboanga has nearly 200 active Covid-19 cases with over 150 recorded deaths since the pandemic began in March. (Zamboanga Post)

Use of face shield, mask now mandatory in all public places THE INTER-AGENCY Task Force on Emerging Infectious Diseases or IATF-EID has ordered the mandatory use of face shield and face mask in all public places in an effort to lessen the risk of transmitting the deadly Covid-19 disease. In a recently released guidelines, the IATF-EID said: “All persons are mandated to wear full-coverage face shields together with face masks, ear loop masks, indigenous, reusable, or do-it-yourself masks, or other facial protective equipment which can effectively lessen the

transmission of Covid-19, whenever they go out of their residences, pursuant to existing guidelines issued by the national government subject to fair and humane penalties or punishments that may be imposed by LGUs or implemented by law enforcement agencies, respectively.” It also urged local governments to use IATF-endorsed contact tracing and contact monitoring applications - StaySafe.ph and TanodCOVID - where they are available or use community-based contact

tracing and contact monitoring. While the IATF-EID only now ordered the mandatory use of face mask, Zamboanga City has been practising this since October. Mayor Beng Climaco, who chairs the local Covid-19 task force, strictly ordered the implementation of mandatory wearing of face mask and face shield in public places that largely helped the local government control the spread of the deadly respiratory disease. Zambo, Rural Transit prepare for resumption of provincial travel

(Eldrich Uy) EXECUTIVES FROM the Zamboanga City Integrated Bus Terminal and the Rural Transit Mindanao have met recently and discussed the preparation for the resumption of travel between provinces, and other matters, including health protocols among passengers. Zamboanga Supervising Transportation Regulation Officer Rafael Derick Garcellano Evangelista III and Rural Transit Mindanao officials headed by Pagadian Branch Manager German Avenido held the meeting at the terminal’s office. Evangelista said the meeting centered on the preparatory activities, coordination, and health protocols in case the provincial and city borders will be opened to allow interprovincial or straight bus travel tentatively scheduled for January 16, 2021 as proposed by the Land Transportation Franchising and Regulatory Board (LTFRB). He said the final plans to open up the border to a pointto-point (P2P) straight interprovincial travel is still tentative and subject to review and con-

currence between the LTFRB, local governments and bus companies. Evangelista said Avenido has discussed how the Rural Transit Mindanao will schedule bus trips, provision of number of buses per route, and rates. He said they are waiting for the LTFRB to convene all stakeholders to another meeting as this would provide information to all on how the agency intends to implement the P2P. “The Zamboanga City Integrated Bus Terminal is prepared for the resumption of provincial travels and we have been strictly implementing the health protocols set by the authorities,” Evangelista said. Also in the meeting were other Rural Transit Mindanao officials Roland Aballe, Tata Abasolo, and Efren dela Cruz, and Ronie delos Reyes and Richard Lim who were with Evangelista. Rural Transit Mindanao said: “We make sure you’re safe on your trip following the New Normal. So we are asking all passengers to follow the safety

protocols that we have implemented so that we can avoid Covid-19.” The Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF-EID) has allowed provincial buses in point-to-point (P2P) routes to resume operations, said Presidential Spokesperson Harry Roque. He said the resumption of provincial bus operations was approved under IATF Resolution No. 88. “Provincial buses in pointto-point routes approved by the Land Transportation Franchising and Regulatory Board and the local government unit of destination, including their stop-over or transit terminals may resume their operations,” Roque said, quoting the resolution. He said P2P provincial buses will be allowed unhampered passage through the different local governments en route to the destination. The Department of Transportation, through the LTFRB, is directed to craft the necessary operational guidelines. Since June 1, the LTFRB gradually allowed the resumption of services of more modern jeepneys, P2P buses, UV Express units, taxis, transport network vehicle services, provincial buses. The LTFRB also reminded passengers, drivers, ticket conductors, and operators to always wear face mask and face shield, refrain from talking, eating in public transport, maintain proper ventilation of the vehicle, regular disinfection, bar anyone with Covid-19 symptoms, and to always follow the “one-seat-apart” physical distancing rule. Zambo cops told to stay alert LOCAL POLICE forces are in heightened alert following a gun attack at a checkpoint that left a policeman wounded. The attack occurred recently in Curuan where two motorcycle gunmen opened fire on one of two policemen manning the checkpoint. The gunmen stopped at the checkpoint and shot Corporal Cesar Gacosta and the attack sparked a brief gunfight, according to Captain Marvin Baclayo, the police station commander in the area.

He said Gacosta’s companion traded gunfire with the attackers forcing them to flee on foot under cover of darkness, leaving behind their motorcycle and a pistol. “We are tracking down the gunmen,” Baclayo said, adding, they are investigating the motive of the shooting. It was unclear whether the attack was an act of terrorism or anything else. No individual or group claimed responsibility for the attack and police cannot say whether the gunmen were wounded in the

exchange of fire. “We still don’t know if the gunmen were wounded in the firefight,” Baclayo said. Baclayo said the wounded cop was rushed to hospital. He said police recovered at least 10 bullet shells from the site and believed fired from a .45-caliber pistol and a 9mm pistol. The shooting came as Zamboanga tightened its security following fresh intelligence reports that Abu Sayyaf terrorists may strike at any opportune time. (Zamboanga Post)

Mayor Beng Climaco speaks to Covid-19 contact tracers. COVID CONTACT tracers hired by the national government have sought the help of Mayor Beng Climaco in appealing for the release of their meager salaries despite the grave risk they undergo in doing their jobs. Climaco has personally requested the Department of the Interior and Local Government (DILG) to expedite the release of salaries of hundreds of contact tracers deployed in Zamboanga City. Ginagene Uy, the DILG City Director, explained that the delay in the submission of

administrative requirements such as the tax identification number and the ATM account numbers from the Land Bank of the Philippines and some discrepancies in the daily time record and accomplishment reports by the contact tracers. The mayor said she spoke with Paisal Abutazil, the DILG regional director, and told him the concerns of contact tracers. Climaco said she was told that the DILG is now processing the salaries of contact tracers, not only those assigned here, but in the entire Zamboanga Peninsula.

“Director Abutazil sought for understanding because they have to process over 3,000 documents (for the salaries),” Climaco said, adding, in Zamboanga City alone, the DILG hired only 656 contact tracers to help the local government track down people who have contacts with Covid-19 patients or those positive for the deadly respiratory virus. Climaco has repeatedly expressed her gratitude to the contact tracers and commended them for their dedication in helping the City Health Office. (Zamboanga Post)

This (last) week, the ICT Council had a virtual session on Zamboanga being a Digital City. Amor Maclang, a resource person asked me what message I could give the Mayors. The grace of the office is something I learned from Sr. Agnes, my Carmelite mentor. All of us have a purpose in life. And for Mayors who were elected in this time of the pandemic, we were not given the mandate by accident. This is something I have held sacred because I look back from 2013 from the time I was given the mandate by the people of Zamboanga, I look at it as God’s grace of the office I serve. When I became Vice-Mayor because Mayor Caling died in 2004, I was fearful to take on such an unexpected mission. I remember Monsignor Chito Araneta teaching me: he/she whom God calls, He sustains. Zamboanga Siege happened and we had the humanitarian crisis, but God guided me through Jer. 29:11 – “For I know my plans I have for you says the Lord, plans to prosper you and not to harm you, plans to give you a hope and a future.” Amor Maclang was one of those who witnessed our difficult journey and today in 2020 still believes in the potentials of Zamboanga City. She is one of those remarkable people who see so much hope in our City and the opportunity for progress with Michael Lim and the ICT Council. The grace of the office for me is God’s divine strength to help me face the burden and difficulty that come my way in serving our City. At that time, we lost hope of investment and today - City Mall, KCC (Mall de Zamboanga) and SM (City Mindpro) are here. All are God’s blessings in this most difficult times to assure our people of God’s love. This pandemic opened doors for my leadership journey to be expressed in national and international zoom conferences with the help of the millennial of the City Government. The journey to where I am was very difficult and I attribute it all to God’s grace and our Blessed Mother’s powerful intercession with Saint Jo-

seph. As I navigate the difficulty from the pandemic management, loss of lives and loss of jobs, the Executive Budget being delayed and derailed, the loss of hope and anger and frustration felt by people today, I hang on to the joy of Advent this Sunday brings. May pagasa pa ba? Tiene pa ba esperanza el vida? The Second Reading answers the question above: Reading 2, 1 THES 5:16-24 Rejoice always. Pray without ceasing. In all circumstances give thanks, for this is the will of God for you in Christ Jesus. Do not quench the Spirit. Do not despise prophetic utterances. Test everything; retain what is good. Refrain from every kind of evil. May the God of peace make you perfectly holy and may you entirely, spirit, soul, and body, be preserved blameless for the coming of our Lord Jesus Christ. The one who calls you is faithful, and he will also accomplish it. This is the hope, the expectation I enjoin us to put our Faith in Jesus, our God Emmanuel, who will come upon us this Christmas.
