Beng in talks with other Covid vaccine makers Continued from page 1 met with representatives of other vaccine manufacturers for additional doses. Climaco said the local government will allocate P100 million for additional Covid vaccines following talks with US-based Johnson & Johnson. She also thanked Davao City Mayor Sara Duterte for including Zamboanga in the talks. “The City Government will use the remaining P100 million for other vaccine brands as we just recently met with US-based Johnson & Johnson among others. Again, thank you to Mayor Sara Duterte for inviting Zamboanga City in her discussions with Janssen,” she said. Pfizer-BioNTech and Moderna have also their own Covid vaccines and so are Russia with its Sputnik and China’s Sinovac and Sinopharm. Johnson & Johnson recently announced topline efficacy and safety data from the Phase 3 ENSEMBLE clinical trial, demonstrating that the investigational single-dose Covid-19 vaccine in development at its Janssen Pharmaceutical Companies met all primary and key secondary endpoints. The vaccine candidate was 85 percent effective in preventing severe disease across all regions studied, 28 days after vaccination in all adults 18 years and older. Efficacy against severe disease increased over time with no cases in vaccinated participants reported after day 49. Climaco said the City government is closely coordinating with the national government for the acquisition of Covid-19 vaccines since Zamboanga is a priority area. “With the emergence of a new variant of the virus, we must not let our guards down. We continue to work hard while balancing other functions of government to keep our city safe, restore our vitality as

a people, and continuously repair our economy.” “As Mayor of this City, I vow that we will not stop doing our jobs and we will continue to sincerely serve our City to keep our people safe just as we have always done since 2013. It takes the whole-of-government effort to accomplish this task. Poreso, ta continua lang siempre el deaton maga programa y proyectos na seguridad, salud y educacion,” she said. Priorities Climaco said the local government’s vaccination program will prioritize healthcare workers, essential and other frontline service providers, and vulnerable populations such as the elderly and poor. The deal she recently signed with AstraZeneca worth a $2 million (or roughly P100 million) are good for some 205,000 residents. Climaco, who heads the local task force on Covid-19, signed the agreement with AstraZeneca based on the approved authorization of the City Council. The local government’s vaccination program will cover 694,696 residents or 70% of the projected 2021 population of 992,423 inhabitants. The initial P200 million for the purchase of the vaccines are included in the P4.38-billion 2021 Executive Budget of the local government, according to Climaco, who is also a member of the Committee on Vaccine Availment of the League of Cities of the Philippines. She said the local government has been closely coordinating with the national government and the Department of Health, the Food and Drug Administration, and the Inter-Agency Task Force on Emerging Infectious Diseases, including vaccine czar Carlito Galvez, for the purchase of the Covid-19 vaccines. Herd Immunity City Health Officer Dr. Dulce Amor Miravite has

said the vaccines will be available by the 3rd quarter of this year, adding, the local government is now working on plans for the mass inoculation following the guidelines from the Department of Health (DOH). “Tene kita guidelines from the DOH, el deaton maga priority groups, con quien kita una man vaccinate and ta mira kita el strategy deaton de que manera hace,” she said, adding, that the local government is targeting at least 70% of the populations in order to reach herd immunity. “Ta habla gane for Covid, at least 70% del population should be protected to have herd immunity para puede man protect con aquellos maga vulnerable populations deaton. Si tene kita budget and available deaton supplies for the vaccine, actually puede kita man vaccinate more than 70%. Pero ta habla gane kita, at least 70% to be protected for us to have herd immunity,” Miravite explained. Herd immunity is a form of indirect protection from infectious disease that occurs when a sufficient percentage of a population has become immune to an infection, whether through vaccination or previous infections, thereby reducing the likelihood of infection for individuals who lack immunity. Climaco said: “The immediate future looks daunting now, but hope is everywhere. This too shall pass. And as in past crises, I am confident that we, as a City, will not only surmount this pandemic. We will bounce back stronger and greater than ever. Cay ta crea iyo na favor del Dios y na de aton unidad, ay sale kita mas mafuerza, mas valiente, mas resiliente y lleno de esperanza para keda victorioso na maskin cosa pa man desefios kita ay enfrenta.” (Jasmine Mohammadsali, Zamboanga Post)

Climaco said the improved situation was largely due to various health measures the local government imposed since last year. “We created our local inter-agency task force and created a framework for our response that covers four major task groups - entry point quarantine, contact tracing, treatment and containment including risk communications.” “We immediately identified, established and equipped our treatment facilities at the Zamboanga City Medical Center for moderate to severe cases and the Ateneo de Zamboanga University Lantaka Campus for those with mild symptoms with a total capacity of 60 beds,” she said. The mayor said the local government also constructed quarantine and isolation facilities – the 4 Ligtas Covid Center Community Isolation Facility Building at the sprawling Zamboanga Economic Zone and Freeport Authority; the Cabatangan Evacuation Center with 50 beds, and partnered

with 38 hotels too for the quarantine of returning residents and overseas workers. She said the City Tourism Office, which is in-charge of returning residents and overseas workers, has already catered and assisted over 7,300 “locally stranded individuals” and more than 1,300 returning overseas workers. “We also intensified our border control by establishing checkpoints and the conduct of curfew monitoring, putting up of control points on City boundaries including coastal and maritime patrol. Our personnel from the City Health Office along with other member agencies of the local task force, are assigned in these points of entries on land, air and sea to oversee that health protocols are followed and profiling of people who are coming in is being done to ensure monitoring and for quarantine and testing if need be,” Climaco said. The local government, she added, established medical telephone

consultation, and referral and transport of patients from quarantine and isolation facilities to the hospital and barangays and vice versa. But despite the downtrend in Covid cases, Climaco said residents should strictly follow the health protocols and community quarantine guidelines. “We need to strictly follow the health protocols- use face mask and face shield in public places and to wash hands frequently and follow physical distancing always and avoid crowded areas or mass gatherings,” she said. The mayor also praised the dedication of medical professionals and health workers, including police and military frontliners who risk their own safety for others. “We recognize all of them for their dedication and hardwork. You are all our heroes who continue to shine amidst this pandemic and toil daily so that others may live and be free from the virus,” she said. (Zamboanga Post)

Potable water system for 7 barangays

(Mayor Beng Climaco inaugurates potable water system in Barangay Quiniput. (Giana Andrion) ZAMBOANGA MAYOR Beng Climaco inaugurated recently the Sagana at Ligtas na Tubig Para sa Lahat (Salintubig) Program and assured that the local government will continue working with the Zamboanga City Water District (ZCWD) to ensure potable

water supply where it is needed. Climaco together with ZCWD General Manager Leonardo Rey Vasquez and ZCWD Chairman of the Board Arnold Atilano, and officials from the Department of the Interior and Local Government

(DILG) and barangay officials led by Chairman Jose Vicente Ramillano held the inauguration in Barangay Quiniput. The mayor said some 12,000 meters of pipelines were laid to provide potable water supply to Barangays Talon-Talon, Maasin, Patalon, Recodo, Cawit, Mampang and Quiniput. The program is designed to provide water supply systems for barangays and enhance the capacity of the local governments and water service providers in the planning, implementation, and operation of water supply facilities. It also aims to increase water service for the waterless population by 50% and reduce incidence of water-borne and sanitation related diseases by 20% and to improved access of the poor to sanitation services by at least 10%. Security forces praised Continued from page 1 together with Task Force Zamboanga and the Zamboanga City Police Office, that we have maintained again zero bombing, zero kidnapping and zero piracy in our seas for five straight years. Muchas gracias tambien con Consejala Pinpin Pareja, our action officer for peace and order for all the efforts done,” she said. But the mayor was quick to say that terrorism does not rest, adding “It may have been hampered by Covid-19, but LGUs (local governments) like ours, must remain on their toes for evolving threats.” Climaco said: “Re-

cently, we had terror threats to Zamboanga City which include potential kidnapping and IED attack by foreign-led bombers. We mobilized the Region and the City with preventive measures of all combined security forces, the LGUs down to the barangays. Zamboanga City Police Office reported that they received more than 200 information reports pertaining to plans, sightings and all forms of illegal activities of threat groups and other criminal elements.” “While we have to focus on maintaining measures to fight Covid-19, the threat of terrorism, violent extremism and crime remains. Zamboanga City is no stranger to incidents of terror as attested by the 2013 siege of Zamboanga (by members of the Moro National Liberation under Nur Misuari). Thus, we reiterate our stand,” she said. Even while under the pandemic, Climaco emphasized that the local government continues to maintain efforts in preventing and countering violent extremism and

terrorism so as not to give terrorists the opportunity to take advantage of the health situation now. “Our mandate versus violent extremism is to deny terrorists opportunity to conduct terror activities. We deny terrorists by beefing up security and target hardening of key spaces and infrastructure in the City, by building and strengthening community resilience by engaging the local communities as partners in peacekeeping. We fortify our walls but we build bridges,” Climaco said. “We continue to build community resilience which is key versus terror and violent extremism. We have ongoing community dialogues, a joint undertaking of national and local government with local police, hijab patrollers, and Salam volunteers made possible with support from the US Department of State, Bureau of Counter Terrorism,” she added. Security forces have neutralized several Abu Sayyaf members in Zamboanga in recent months. (Zamboanga Post)

Residents warned, follow health protocols or… LOCAL AUTHORITIES have issued a stern warning against violators of the health protocols and community quarantine guidelines following daily apprehension of hundreds of people who broke the law. Mayor Beng Climaco also ordered police and military to intensify their campaign against violators of the health protocols in an effort to curb the spread of the deadly Covid-19. Climaco said she ob-

served that many residents flagrantly disregard the health protocols and do not wear face mask and face shield in public places, and others violate curfew law. She directed security forces to intensify enforcement of the 10 p.m. to 4 a.m. curfew hours as the threat from coronavirus remains unabated. She said some business establishments were also ordered closed for operating during curfew hours. Only emergen-

cy cases and health and frontline workers and those who are authorized to go are exempted from the curfew law. Many pedicab drivers in different barangays also violate the health protocols and continue to ferry passengers more than the allowed by the national Covid task force. It was unknown why barangay officials fail to impose the health protocols and community quarantine guidelines. (Zamboanga Post)

Black propaganda condemned Continued from page 1 relief and support efforts to disprove and counter the propaganda of hate and division that do not contribute to healing, to community solidarity, to a more caring, optimistic and nurturing culture that her administration aims to build to counter this pandemic. “Too much negativity will not foster peace, will not foster progress and will not bring prosperity to our people. Covid-19 has increased vulnerabil-

ity of our communities and our youth to hate, to polarization and extremism. Narratives are even twisted to build distrust versus the government such as conspiracy theories in social media that say government fabricates Covid numbers so it can get more funds and support from the national government. We also received accusations that the local government abuses its powers because as it implements strict yet necessary Covid regula-

tions,” she said. And recently, an erroneous report by the Department of Health (DOH) on the sudden spike of Covid cases in Zamboanga resulted in fear and confusion, and even anger against the local government, according to Climaco. The mayor said the Covid fatigue has made people more prone to distrust and disregard government guidance and information. “Many feel restricted by the

Covid-health measures. We have curfew, limited recreational activities, and strict requirements for masks, face shields and social distancing and these are taking a toll on everyone’s mental health and well-being, which has also led to cases of depression, and sadly, even suicide,” Climaco noted. Last year, she also lambasted fake news and false information being peddled by her detractors and called on the public to carefully scrutinize

news or stories created to deliberately misinform or deceive the people. “El black propaganda ta continua y el fake news, false information na social media ta continua hace calayat el cuantos maga persona que tiene mal intencion para destrosa el govierno local, para destrosa el esfuerzos del govierno por de ila vested interest,” Climaco said. “Y el los demas personas, como venganza contra con el govierno cay no puede estos maga gente

influir con el gobierno local. Por tantos años, el ataque contra na administracion sin descanso por causa de politica,” she added. Climaco said the black propaganda is a gross distortion of the truth, adding, the local government continues to work hard for the welfare of the people while her foes are busy spreading black propaganda ahead of the 2022 national and local elections. Children play by the sea coast in Zamboanga City. ZAMBOANGA CITY has re-opened its famous tourism spots in an effort to collect revenues and help revive the local economy and offer livelihood to those affected by the Covid-19 pandemic. City Tourism Officer Sarita Sebastian said tourists and guests coming from outside Zamboanga City will have to comply with the health requirements such as round trip ticket, confirmed hotel booking for accommodations, medi-

cal certificate, and a valid RT-PCR test result. She said these requirements must be emailed to destinozamboanga@gmail.com, adding, tourists may stay for 5 days, but those who will be staying for more than 5 days will be required to take another RT-PCR test at their own expense. Tourists are expected to visit the world-famous Great Santa Cruz Island and the Las Once Islas. Sebastian reminded

the public to observe the visitation rules and regulations for each tourist site, both of which require prior booking and reservation. She said children are not allowed to visit any of the tourism destinations because they prohibited by the national Covid task force to go out of their house. The islands are open every Wednesday, Thursday, Saturday, and Sunday. (By Jasmine Mohammadsali and Zamboanga Post)

POLICE HAVE been ordered to run after electricity thieves following reports of continued pilferage of electric transmission lines. Bernardo Florece, Jr., now the Officer-in-Charge of the Department of the Interior and Local Government, said police are also ordered to assist local governments and power distribution utilities in inspecting electric facilities and identifying and penalizing power thieves. “We received reports on the theft of power cables and rampant use of

illegal jumpers, especially in informal settler communities. We have therefore directed the PNP and LGUs to work with electric distribution facilities in pinning down power thieves who illegally use electricity or commit theft of electric power transmission lines and materials,” Florece said. He tasked the police and local governments to assist power utilities in preventing and removing obstructions to electric power lines. To ensure that pow-

er pilferers will be made to account for their illegal acts, Florece enjoined the local governments to enact ordinances parallel with the national laws on anti-electricity pilferage and include mechanisms to identify and penalize violators. He also asked the Bureau of Fire Protection to provide the PNP with relevant information on fire incidents caused by damaged, destroyed, or compromised electric power transmission lines or facilities. Sunday Reflection by Mayor Beng Climaco

Seeds, blankets for Zambo Mayor Beng Climaco poses with her team. Reading II 1 Cor 7:32-35 “Brothers and sisters: I should like you to be free of anxieties.” THE PANDEMIC lockdowns have created sadness and increased people’s anxiety for loss of job, livelihood, face to face encounter, freedom from mobility and the loss of lives. It is very difficult as children are also affected because of the need to finish their learning modules. Seeing the anxiety of pupils and parents, I wrote to Sec. Leonor Briones, of the Department of Education, to review the system to ease the burden on pupils and parents. We all need a venue to release our tensions to be in a comfort zone in navigating this pandemic.

1 Cor 7:35 “I am telling you this for your own benefit, not to impose a restraint upon you, but for the sake of propriety and adherence to the Lord without distraction.” Here I am reminded to keep my eyes focused on the task at hand and my mission to serve till the end of my term. I thank God for the SOCA, the accomplishments of every Department and individuals who contributed. Christian Olasiman and team had a longer version, but I trimmed it down to the minimum yet it still ran for two hours more. I am reminded not to focus on the noisy detractors. SENATOR Cynthia Villar recently donated vegetable seeds and blankets to the Zamboanga City government and intended for flood victims here. The donation was received by Mayor Beng Climaco and City Administrator Apple Go from Jaydrick Johnson Yap, the president of the Southern Philippine Deep Sea Fishing Association, and vice president at YL Fishing Corporation based in Zamboanga. Climaco said the donation included some reading materials on home gardening. “Muchisimas gracias Senator Cynthia Villar. The seeds will be distributed to interested residents for backyard gardening. Through home or backyard gardening, people can grow their own food and improve nutrition,” she said. Villar, the chairperson

Sulu

of the Senate Committee on Environment and Natural Resources, urged the public to start urban agriculture and home gardening projects, especially now that prices of vegetables are high. She said starting a home garden is not only sustainable, but beneficial as well since the work suspension and mandatory home stay imposed by the government due to the Covid pandemic created an opportunity to start worthwhile activities at home.

“Sa atin na nasanay na laging may ginagawa, nahihirapan tayo paano papalipasin ang oras. Planting is something you can start alone or with your family. It’s a way of introducing agriculture to our children,” Villar said. Last year, Climaco a lover of plants and an environmentalist - also urged locals to start their own backyard gardening and sell vegetable and flowers, even fruit trees as an additional livelihood.
