Zamboanga was granted separate representation for the first time in 1984 after being re-classified as a highly urbanized city on November 22, 1983. And the enact-

ment of Republic Act No. 9269 on March 19, 2004 increased Zamboanga’s representation by re-apportioning it into two congressional districts which began to elect their separate representatives in the 2007 elections. Residents are also supporting the establishment of the additional legislative district, saying, any funds allocated by Congress will greatly support the local government’s infrastructure projects and other programs and benefit the public. They said a female detainee from Kenya, who has been showing signs of Psychosis, was tied to the wall with both hands and was made to stand the whole day. “Children are not spared from verbal abuse by growling wardens and immigration officers. Many of the young detainees were in need of medical attention,” Migrante said, quoting one mother as saying. Migrante said children subjected to these kinds of excruciating ordeal are susceptible to psychological stress and emotional trauma which can lead to life-long behavioral consequences.
