Raz said the local government will also continue its efforts to clear public roads of illegal structures and obstructions to ease the flow of traffic. “Our efforts are continuing. Paizal Abutazil, the DILG regional director for Western Mindanao, said Zamboanga City obtained 90 points – the highest points beyond the passing mark set by the national government, and praising the local government efforts and Climaco. Abutazil led the validating team of the national government in Zamboanga and the following criteria
were the basis of the rating: Ordinance, wherein the City scored 14 out of 15 points; Inventory- the City got a perfect score of 5; Road Clearing - the local government got 45 out of 50 points; Displacement Program earned for Zamboanga 8 out of 10 points; Rehabilitation Efforts gave the City Government 13 out of 15 points; and Grievance Mechanism with a perfect score of 5 for a total points of 90. Climaco thanked the validating team and Zamboanga passed with flying colors, saying, the accolades should go to all the barangay officials, the citizens and those who contributed to the “united” efforts of the Zamboangueños. “We will sustain the momentum that we have in our efforts to keep our roads cleared of any obstructions. In his complaint, Hussin said he was talking to another poll watcher when Arasad confronted him about the photos he allegedly took using a cell
phone. Hussin showed the phone to Arasad to prove that he did not take any pictures of him, but Arasad suddenly punched him below the jaw and he fell to the ground from a platform. The fall, Hussin said, fractured his elbow aside from the contusions and abrasion he suffered as a result from the attack. Because of the seriousness of his injuries, Hussin
needed medical attention for 3 months and spent a huge amount for medicines and other hospital bills. Court records show that Arasad admitted to the crime and claimed self defense alleging that Hussin attacked him first. That dangerous line of thinking impelled him to hit Hussin, according to the court. Two women, who witnessed the assault, also testified in favor of Hussin, saying, it was Arasad who first hit Hussin. “Evidence shows that as a result of the punching, Hussin fell from the ground floor platform and a few meters below. Whether or not the resultant injury was by praeter intentionem, Arasad must be held answerable. The fracture Hussin sustained entailed long term phys-
ical therapy for complete restoration,” Judge Alcala said in his decision. He convicted Arasad to “suffer imprisonment

Body of decapitated woman found off Basilan province BASILAN – Filipino fishermen have recovered a decapitated body of a woman off the southern province of Basilan, a major stronghold of pro-ISIS terror group Abu Sayyaf, blamed by authorities for the spate of ransom kidnappings in the restive region. The body, whose head, arms and legs had been chopped off, was found recently floating near the island of Lawi-Lawi off Lantawan town. The identity of the cadaver remains unknown. Her head and limbs have not been found. Authorities said it launched an investigation to determine the identity of the woman and who was behind the gruesome
killing. Earlier this month, six gunmen abducted a British man, Allan Arthur Hyrons, 70, and his Filipina wife Welma Paglinawan Hyrons at their resort in Alindahaw village in Zamboanga del Sur’s Tukuran town, about 287 kilometers from here. The abductors dragged away the victims to the sea where a motorized boat was waiting and then escaped under cover of darkness, according to the police. Police have released four pictures of men tagged as “persons of interest” in the abduction of the couple. A caretaker at the resort said two of the suspects rented a cottage and waited for the couple to
arrive home. Aside from the resort, the couple also owns the Hyrons College in the town. Provincial Governor Victor Yu pledged to give P1 million reward to anyone who could point the exact location of the abductors. No individual or group has claimed responsibility for the abductions, but this occurred during an extended martial law in the region where security forces are battling Muslim extremist group Abu Sayyaf and other militants fighting for the establishment of a caliphate in Mindanao. panlasangpinoy.com INGREDIENTS : • 1 1/2 lbs. liempo • 1 piece Knorr Pork Cube • 10 ounces pork blood • 3/4 cup white vinegar • 1 stalk lemongrass crushed • 1 piece onion chopped • 2 thumbs ginger crushed INSTRUCTIONS : 1. Prepare the pork by boiling until tender. Start by boiling water in a cooking pot. Add bay leaves, whole peppercorn, salt, and pork belly (liempo).Boil for 45 to 60 to 60 minutes or until pork gets tender. 2. Remove boiled pork from the pot. Place it in a clean plate. Let it cool down for 5 minutes. Save the pork stock for later. 3. Rub 2 teaspoons salt all over the boiled pork. Let it stay for 10 minutes. 4. Heat oil in a deep-fryer or cooking pot. Deep-fry the boiled pork for 8 minutes. Remove from the fryer and let it rest for 5 minutes.Put the pork back into the fryer and continue to fry for 3 minutes more, or until crispy. Slice the crispy pork into bite-

Stir thoroughly while waiting for it to boil. 9. Add Knorr Pork Cube. Stir. 10. Add vinegar. Let the mixture boil. Stir and add sugar. Continue to cook uncovered until the mixture reduces to half. 11. Add peppers and cook for 2 minutes. Transfer to a serving plate. Serve. Share and enjoy! 5.

TWO BARANGAY CHIEFTAINS here who failed to fully implement President Rodrigo Duterte’s order to clear public roads of illegal structures and obstructions have remained defiant in answering why they should not be slapped with administrative charges. The local government also said it has not received any answers from the barangay officials on the “show cause” order issued against them for their failure to comply satisfactorily with Mayor Beng Climaco’s instruction for them to abide by Duterte’s order.
This was confirmed by Assistant City Administrator Cesar Raz, who said that a show cause order was issued to the barangay chieftains after the Regional Validating Team headed by Regional Director Paisal Abutazil, of the Department of the Interior and Local Government on October 3. Raz did not identify which barangays failed Duterte’s order and not even the names of their chieftains. But despite the failure of the barangay chieftains to fully comply with the order, the DILG com-
