Continued from page 1 governments were given in 4 categories: 3rd - to 6th Class Municipalities; 1st - to 2nd Class Municipalities, Component Cities, and Highly Urbanized Cities. The awarding was recently held during the 7th Regional Competitiveness Summit and Awards Ceremony at the Philippine International Convention Center in Manila. A total of 1,518 local governments participated in this initiative. The Department of the Interior and Local Government (DILG) has also commended Climaco and the local government of Zamboanga for its efforts in implementing President Rodrigo Duterte’s order to clear public roads of all obstructions that may impede the flow of traffic and people. Paizal Abutazil, the DILG regional director for Western Mindanao, said Zamboanga City obtained 90 points – the highest points beyond the passing mark set by the national government, and praising the local government efforts and Climaco.
Abutazil led the validating team of the national government in Zamboanga and the following criteria were the basis of the rating: Ordinance, wherein the City scored 14 out of 15 points; Inventory- the City got a perfect score of 5; Road Clearing – the local government got 45 out of 50 points; Displacement Program earned for Zamboanga 8 out of 10 points; Rehabilitation Efforts gave the City Government 13 out of 15 points; and Grievance Mechanism with a perfect score of 5 for a total points of 90. Climaco thanked the validating team and Zamboanga passed with flying colors, saying, the accolades should go to all the barangay officials, the citizens and those who contributed to the “united” efforts of the Zamboangueños. Commissioner Aileen Lourdes Lizada, of the Civil Service Commission, also praised Climaco during a surprise inspection to check on compliance of civil service rules in government offices. Lizada, who also visited other re-
gions in the country, noted a number of “best practices” at City Hall during her group’s inspection. One of them is the wearing of identification cards by civil workers with Climaco as the best example. She also said the Public Assistance Desk at the main entrance of City Hall is very responsive to the public and the presence of an institutionalized human resource department at City Hall, among others. Zamboanga City was also given a special recognition by the Philippine Chamber of Commerce and Industry for being a finalist in the 2019 Business Friendly LGU Award. City Administrator Apple Go said the special recognition exemplifies the commendable initiatives of the Climaco administration towards good governance reforms that promote trade and investments and significantly contribute to local economic development. City Health Office gets 4 ambulances THE ZAMBOANGA CITY Health Office now has four new ambulances and four more are expected to arrive soon as part of Mayor Beng Climaco’s priority program.
City Administrator Apple Go led the turnover of the vehicles to the City Health Office (CHO) under Dr Dulce Miravite, who said the ambulances will greatly help develop
healthy communities and strong health system. Miravite praised Climaco and all those who have supported the purchase of the ambulances and thanked them, saying, it will provide adequate, quality and timely emergency transport services to patients in the barangays. Zamboanga has at least 16 lying-in clinics and only two have ambulances. As part of the local government’s health program, the CHO has established lying-in clinics to serve as health care facility for pregnant women and other patients. (Zamboanga Post)

Climaco has previously rejected similar requests by the MNLF to hold its meetings here and told the former rebel group to be “sensitive and perceptive of the fact that the scars of the September 9, 2013 Zamboanga siege caused by the MNLF remain unhealed and fresh in the hearts and minds of Zamboanguenos.” The mayor was referring to the attack by the MNLF here that resulted to the deaths of dozens of innocent civilians and the destruction it left, including the tens of thousands of families displaced by the violence. tember 9 as a “Special Day of Remembrance” in honor of all those who perished in the siege that lasted for 3 weeks. Supporters of Misuari, the MNLF chairman, attacked Zamboanga after declaring independence and their failed attempt to raise the Bangsamoro Republik flag at City Hall. The siege displaced over 100,000 people and affected the economies of Basilan and Sulu which are dependent on Zamboanga for their trades and goods. Misuari has publicly denied involvement in the siege of Zamboanga. In 2016, Climaco – who stood firm against the MNLF during the entire period of the crisis – has banned any so-called peace rally or gathering of the MNLF members in Zamboanga City. Misuari signed a peace deal with Manila in September 1996 ending decades of bloody war. After the peace agreement was signed, Misuari became the governor of the Muslim autonomous region. But despite the peace accord, he said there was a widespread disillusionment with the weak autonomy they were granted. Under the peace agreement, Manila would have to provide a mini-Marshal Plan to spur economic development in Muslim areas in the south and livelihood and housing assistance to tens of thousands of former rebels to uplift their poor living standards. Cabatangan It was the second attack by MNLF in the past decade. In November

2001, hundreds of MNLF members occupied the Cabatangan Complex and held hostage dozens of civilians, including children; and another group also attacked a military base in Sulu province in an effort to stop the elections in the Muslim autonomous region after Misuari was ousted as governor. More than 100 people were killed in the fighting and in the end, then Mayor Maria Clara Lobregat allowed the attackers to leave Zamboanga in exchange for the hostages. Misuari then escaped by boat to Malaysia, where he had been arrested and deported to the Philippines and was eventually pardoned and released by President Gloria Arroyo in exchange for MNLF support to her election bid as well as her allies in the Senate and Congress in 2004. He also ran several times for governor in Sulu even while under detention, but lost. Now, President Rodrigo Duterte said he wanted to resume the peace process with Misuari and ordered police and military not to arrest the MNLF chieftain. (Zamboanga Post)

1 lb. chicken cut into serving pieces 1 lb. pork belly cubed 1 piece Knorr Pork Cube 1 piece potato cubed 1 piece red bell pepper sliced 1 piece green bell pepper sliced 1 1/2 tablespoons curry powder 3/4 cup green peas frozen
INSTRUCTIONS : 1. Heat oil in a coking pot. 2. Pan-fry potato for 1 minute per side. Remove from the pot and place in a clean plate. 3. Pan-fry chicken for 1 to 1 ½ minute per side. Remove and set aside. 4. Using the remaining oil, saute onion, garlic, and ginger. 5. Once the onion softens, add pork. Cook until outer part turns light brown.

Cook for 15 to 18 minutes. 9. Add pan-fried potato, bell peppers, and green peas. Cook for 5 minutes. 10. Season with patis and ground black pepper. Transfer to a serving plate. Serve.

Ito ang inireklamo ni A. Arceo Amio at sa kanyang comment sa Facebook page ni Mayor Beng Climaco ay isinalaysay nito ang mapait na karanasan na kanilang na sinapit ng kanyang nakaratay na kapatid sa kanilang bahay sa Barangay Tugbungan, at sa kabiguan diumano ng Zamboanga City Medical Center na matugunan ang kanilang medical emergency. Sa kanyang post, sinabi ni Amio na umaga pa lamang ay tumawag na sila sa Zamboanga City Medical Center upang makuha ang kapatid at agad na madala sa pagamutan, ngunit inabot na umano sila ng alas 4 ng hapon ay wala pa rin dumating na ambulansya. Unang idinahilan ng Zamboanga City Medical Center ay ang kawalan ng stretcher dahil ginamit umano ito ng isang pasyente kung kaya’t hindi masundo ang kapatid nito. Maging ang rescue unit ng Barangay Tugbungan ay nilapitan rin ni Amio ngunit wala rin itong stretcher. Napilitan ang pamilya ni Amio na tumawag na lamang ng ambulansya sa pribadong West Metro Hospital upang dalhin sa pagamutan ang kapatid, ngunit bukod sa napasama ang kalagayan ng pasyente ay nagbigay rin ng malaking problema sa kanila ang mataas na bayarin sa ospital. Nabatid na nasa In-
tesive Care Unit ngayon sa West Metro Hospital ang kapatid ni Amio na isang legal researcher pala ni Konsehal Kim Elago.
