Unauthorized MNLF forums under watch

Climaco rejected the MNLF request and did not issue any permit to Taguid-id and Kamlian following the recommendation of the police and military authorities. “Upon recommendation by the security forces, the city government of Zamboanga has denied the request of the Moro National Liberation Front for a permit to conduct a forum on peace process and federalism,” she said. The forum was supposed to take place on October 30. Capt. Edwin Duco, a police spokesman, said they have recommended to the local government not to issue any permit that would allow the forum, citing, security and public concerns. “We recommended to the City Government to deny and disapprove the request for a permit,” he said. Charge Them Now, Climaco wants organizers of that forum charged after residents in several barangays had panicked and fled their homes, fearing the MNLF would launch attacks again in retaliation for the foiled forum. Climaco, also the chairperson of the city and regional peace and order councils, said instructed the local police force headed by Colonel Thomas Joseph Martir to invite for questioning the organizers of the forum and to file whatever

charges fit against them for causing undue chaos and panic among residents. She said it appeared that there is a pattern by certain individuals who would use the name of the national government and even that of President Rodrigo Duterte to make profit out of fees to be collected from such forum. “The matter has to be blottered and investigated by the police to prevent repetition of the same in the future. Find out what charges to be filed against them, probably misrepresentation,” Climaco said. Galvez said they are supporting Climaco’s order to the police and investigate the matter. “We therefore support the call of Zamboanga City Mayor Isabelle ‘Beng’ Climaco-Salazar for authorities to look on this matter and prevent further misrepresentation that can create misunderstanding, confusion and unnecessary public alarm,” he said. Peace Process Galvez said the Duterte administration continues to engage with Misuari in the peace process. “In parallel, we would like to clarify issues over the engagements between the Government and the MNLF, particularly with the group of MNLF founding chairman Nur Misuari. Under the peace Agenda of President Rodrigo Roa Duterte, the government shall continue to engage MNLF Founding Chair Nur Misuari to complete the remaining commitments under the 1996 Final Peace Agreement by virtue of the Tripartite Review Process and the Bangsamoro Coordinating Forum with the OIC.” “In compliance with our peace agenda, OPAPP recently organized the GPH-MNLF Joint Peace Coordinating Committees

in order to have continuous dialogue, coordination and collaboration with the MNLF in maintaining lasting and enduring peace in Mindanao, particularly in troubled Island of Sulu. We are advising some quarters, particularly those who are not privy in the dialogues, to refrain from issuing premature statements that will derail the current peace efforts of the Duterte administration,” Galvez said. Climaco has previously rejected similar requests by the MNLF to hold its meetings here and told the former rebel group to be “sensitive and perceptive of the fact that the scars of the September 9, 2013 Zamboanga siege caused by the MNLF remain unhealed and fresh in the hearts and minds of Zamboanguenos.” The mayor was referring to the attack by the MNLF here that resulted to the deaths of dozens of innocent civilians and the destruction it left, including the tens of thousands of families displaced by the violence. Raids Six years after deadly siege by hundreds of armed MNLF members, residents here are still crying for justice which remains elusive for the victims of the attack. Climaco also set September 9 as a “Special Day of Remembrance” in honor of all those who perished in the siege that lasted for 3 weeks. Supporters of Misuari, the MNLF chairman,

attacked Zamboanga after declaring independence and their failed attempt to raise the Bangsamoro Republik flag at City Hall. The siege displaced over 100,000 people and affected the economies of Basilan and Sulu which are dependent on Zamboanga for their trades and goods. Misuari has publicly denied involvement in the siege of Zamboanga. In 2016, Climaco – who stood firm against the MNLF during the entire period of the crisis – has banned any so-called peace rally or gathering of the MNLF members in Zamboanga City. ment was signed, Misuari became the governor of the Muslim autonomous region. But despite the peace accord, he said there was a widespread disillusionment with the weak autonomy they were granted. Under the peace agreement, Manila would have to provide a mini-Marshal Plan to spur economic development in Muslim areas in the south and livelihood and housing assistance to tens of thousands of former rebels to uplift their poor living standards. In November 2001, hundreds of MNLF members occupied the Cabatangan Complex and held hostage dozens of civilians, including children; and another group also attacked a military base in Sulu province in an effort to stop the elections in the Muslim autonomous region after Misuari was ousted as governor. More than 100 people were killed in the fighting and in the end, then Mayor Maria Clara Lobregat allowed the attackers to leave Zamboanga in exchange for the hostages. Misuari then escaped by boat to Malaysia, where he had been arrested and deported to the Philippines and was eventually pardoned and released by President Gloria Arroyo. He said they have sent letters to owners of edifices recommending repairs, revisions or retrofitting of buildings that were found to have minor cracks during inspections, although these were su-

perficial and did not show serious problems in terms of structural integrity. Building owners were also advised to clear passageways to emergency exits as well as to submit evacuation plans to the City Disaster Risk Reduction and Management Office for evaluation. Navarro said during inspections, not only are the buildings’ integrity is being checked, but

compliance to provisions of the National Building Code as emphasized by Climaco. The National Building Code (Presidential Decree No. 1096) is a government policy covering technical requirements in constructing or renovating buildings and structures to secure the life, health, property and welfare of the Filipinos. ‘Dia de Alcalde’ brings love, hope to poor Zambo residents

(Kathy Wee Sit) HUNDREDS OF POOR families continue to benefit from the “Dia de Alcalde” love caravan - an outreach program in Zamboanga City - as part of the support of the local government to the indigent members of the society. Just recently, the caravan dubbed as “Servicio de Govierno mas serca na barangay,” again brought humanitarian and various government services to residents of Barangay Zambowood. The Dia del Alcalde continues to bring government services closer to barangay folks in line with Mayor Beng Climaco administration’s thrust on Security, Health and Education. The beneficiaries of the caravan are provided with free medicines and

health and dental services, among others. It is supported and participated by private groups and the military’s Task Force Zamboanga. Aside from regular Dia de Alcalde caravan, Climaco also has medical assistance and incentive programs for the elderly population here dubbed as “Largo Vida” which literally means “Long Life.” Largo Vida has been a part of Climaco’s benevolent programs dedicated to the welfare or well-being of senior citizens. It is being implemented by the City Health Office, City Social Welfare and Development Office and Office of the City Mayor. And aside from Largo Vida program, Climaco also provides cash incentives to senior citizens

celebrating their birthday as provided in a local ordinance. Considered also as the first of its kind in the history of Zamboanga, the distribution of the cash gifts covers all the 98 barangays here. Under the ordinance, the birthday cash incentives will be given to all senior citizens: P500 for ages 60 to 69; P700 for ages 70 to 79; P800 for ages 80 to 90; P1,500 for ages 91 to 94 and P2,000 for ages 95 to 99. It is only during Climaco’s administration that senior citizens are receiving the much needed attention and care through various local government humanitarian and propoor programs with the support of the members of the City Council. Zambo’s support for PWDs continues GOOD NEWS FOR all people with disabilities in Zamboanga. The local government continues to strengthen - even as it has institutionalized programs and services for persons with disabilities - even before the enactment of Republic Act 10070 in 2010 which establishes mechanisms to ensure implementation of programs and services for PWDs. City Ordinance 354 establishes the operation of the Persons with Disabilities Affairs Unit (PDAU) under the supervision of the City Social Welfare and Development Office (CSWDO). Since 2011, PDAU continues to serve the 98 barangays and has the support of the national and local governments as well as non-government organizations, People’s Organizations and other PWD stakeholders. With the CSWDO as the

lead department in the formulation, implementation and coordination of social welfare and development policies and programs for the poor, vulnerable sector and disadvantaged PWDs, the PDAU and its stakeholders have achieved a number of laws intended to benefit the PWDs of Zamboanga. And these include the City Ordinance 505 which provides cash incentives to active PWDs; free assistive devices such as wheelchairs, crutches, canes and hearing aids; PWD organizations in the barangays in coordination with the 7 CSWDO field offices and barangay councils; employment of PWDs in big establishments such as malls and department stores; active participation of PWDs in sports through Paralympic games and mechanisms for the filing of charges against violators

of PWD local and national laws. Also the City Government has appropriated budget for celebrations related to the PWD sector such as the National Disability Prevention and Rehabilitation (NDPR) Week, PHILSPADA, Zamboanga Hermosa Festival and Christmas party – all facilitated by the Office of the City Mayor, Gender and Development (GAD) Unit and the Barangay Councils. As of 2018, the PWD sector has a representation in the Local Youth Development Council fulfilling the government assurance that no sector will be left behind. Gout Arthritis at Mataas ang Uric Acid Ang gout ay isang pangkaraniwang sakit. Ang sintomas ng gout ay ang matinding pamamaga at pananakit ng mga kasu-kasuan ng mga daliri ng paa, kamay at tuhod. Sobrang sakit ang gout. Para malaman kung gouty arthritis nga ang sakit, kailangan natin suriin ang Uric Acid sa isang blood test. Kapag mataas ito, gout ang dahilan ng iyong arthritis. Iba kasi ang gamutan ng gout sa ordinaryong arthritis lamang. Nakukuha ang gout sa 2

bagay: (1) Lahi - Namana sa magulang, (2) Pagkain - Mahilig kumain ng mga pagkaing mataas sa uric acid. Ano ang pagkaing dapat iwasan ng isang taong may gout? Sa mga gulay, iwasan ang pagkain ng asparagus, cauliflower, mushroom at spinach. Mataas ito sa uric acid. OK lang ang kanin, pero dapat bawasan ang oatmeal at whole grain cereals. HPlace the pork loin in a bowl. Add soy sauce (you may also add salt if desired). Marinate for 10 minutes. Pour the cooking oil in a pan then apply heat. Combine the flour and cornstarch in a bowl then mix until both ingredients are evenly distributed. Dip the marinated pork in beaten egg then on the flour and cornstarch mixture. Deep fry the pork (coated with corn-

Family of slain Zambo cop gets financial assistance from Beng MAYOR BENG CLIMACO handed over a check as financial assistance to the family of murdered policeman Patrolman Pedro Umpad, who was shot while on duty in Zamboanga City. Umpad’s family and relatives in Basilan’s Isabela City met with Climaco recently and thanked the mayor for her support. Climaco expressed sympathies to the sister and other relatives of Umpad, who was killed while trying to run after a group of youngsters engaged in drag racing at Nuñez Extension before dawn of October 13. Climaco said the policeman “dedicated his life in response to the call for security of Zamboanga” and hailed Umpad’s ultimate sacrifice as gallant and heroic. Police said Umpad’s shooter, Madzlan Abdurajak Saruana, and his motorcycle driver, Alsid Jackaria Ismail were both arrested three days after Umpad was fatally shot.
