Public parking areas, transport modernization and traffic woes are top priorities now Continued from page 1 She said the Local Traffic Ordinance is also undergoing a careful study to amend some of its provisions. “The Code has to be dynamic in light of the changing times,” she said in a statement. The proposed amendments include the establishment of loading and unloading zones as well as jeep terminals for both east and west coast bound public utility vehicles and routes will be properly identified according to the demand of the riding public. Go said the transport associations are also coming up with storage areas. She said the City Government is to introduce new measures to address traffic violations and impose road discipline in the streets. She said while the City Government maintains that there shall be no phase out tricycles, the transport modernization program of the administration of May-

City Administrator Apple Go speaks at a news conference. (Kathy Wee Sit) or Beng Climaco will benefit thousands of legitimate tricycle drivers who can now file a loan with lending institutions to upgrade or purchase additional tricycle units through their cooperatives. Nearly 200 tricycle drivers have already applied for the modernization program. Go said the Local Transport Public Route Plan, a requirement of the Land Transportation Franchising and Regulatory Board, is

about to be completed. She said the modernization program will soon cover passenger jeepneys as well. Associations of jeepney drivers and operators have welcome the proposed modernization program of the Climaco administration. Go said she is confident that the plans will be achieved within Climaco’s third and last term. “That is the goal, it can be achieved,” she said. (Zamboanga Post)

3 engineers face charges, suspended over collapse of Sinubong covered court Continued from page 1 Mayor Beng Climaco said the trio Romeo Hiso, Santiago Solis, Jr. and Sherwin Alan Rabago - all from the City Engineer’s Office were formally charged following a preliminary investigation. The engineers were also told to answer the charges against otherwise they be considered to have waived their right. The City Government has a grievance committee, a collegial body organized to specifically handle administrative charges against local government officials and employees. Climaco said Hiso, chief of the Construction and Maintenance Division, has allegedly failed to supervise Solis, the project engineer, and review and check plans and specifications and conduct periodic inspection” of the covered court project at school. She said Hiso certified in the Statement of Work Accomplishment that the project was implemented in

accordance with plans and specifications despite huge variance of the actual building and the plans. On the other hand, Solis reportedly failed to supervise the work of the contractor to ensure that the steel trusses are properly welded, failed to conduct satisfactory field inspection. He also failed to review whether the actual structure complies with the plans, and failed to ensure quality and structurally safe project, including his failure to properly rectify the structure after at least 3 complaints by the school principal, according to Climaco. She added that despite all those failures, Solis certified in the Statement of Work Accomplishment that the project was “implemented in accordance with plans and specifications” despite huge variance of the actual building and the plans and issuance of Inspection Report stating that the project is completed

and found to be in order. Climaco said Rabago, chief of the Material Testing and Quality Control Division, has failed to review whether the actual structure complies with the plans, and failed to properly rectify the structure after complaint by the principal.” In addition, Rabago certified in the Statement of Work Accomplishment that all materials used for the said project passed all requirements of the Materials Testing and Quality Control and in conformity to the standard specification and special provision of the contract. Climaco emphasized that the failure of the 3 engineers to act according to their mandated duties resulted to the collapse of the covered court and injured 9 students, placing their lives in grave danger because of their gross neglect, to the damage and prejudice of the local government and the students. 1.

Tawi-Tawi to get floating solar farm TAWI-TAWI – The island town of Sibutu here will be the first fishing community with a floating solar farm to power an ice plant and a cold storage equipment, and also serve as a raft or payao to attract and catch fish. The floating solar farm is being introduced in the Philippines by the Norwegian company SN Power in partnership with Aboitiz Power. The partner companies have established the first prototype in Magat Dam in Isabela province in northern Lu-

zon which is capable of generating 200MW. The Department of Agriculture and the Bureau of Fisheries and Aquatic Resources will jointly fund the project which is worth about P20 million. The new technology is expected to improve and enhance the productivity of the fisheries sector. Agriculture Secretary Manny Piñol said that while fishermen in remote and isolated islands could catch a huge volume of fish, the absence of ice

and cold storage discourages them from catching more than what their family could consume. The floating solar farm can also generate power which could be stored in batteries to provide light to the fishing communities; serve as a huge payao where small fish species would gather and attract big fish species like tuna; and function as a fish cage in coves or near the coastlines for the production of high value fish.
