The task force is comprised of representatives from City Veterinary Office, National Meat Inspection Service, Task Force Ordinance, and Business Permits and Licensing Division. Climaco said strict protocols will be observed to monitor and regulate the entry of hog and pork products here as a measure against the conta-
gious animal disease. The Department of Agriculture said the first ASF outbreak started on July 25 in mostly backyard pigs in the provinces of Rizal and Bulacan and then spread elsewhere in Luzon. Dr. Arnedo Agbayani, Assistant Zamboanga City Veterinarian, said live hogs and pork products that do not have proper paperwork and certification will not be allowed entry. “These requirements include the health certificate and the veterinarian shipping permit, a document which all city and provincial veterinarians have been directed to provide in light of the ASF scare in Luzon,” Agbayani said. Agbayani said they have set up checkpoints in entry and exit points in Zamboanga to ensure that no infected hogs and its pork products slip past the city. “If may napapansin kayong nagbebenta, please don’t hesitate to report to us immediately because this is one source

The FDA in May has ordered the pull-out from the markets of all processed pork products such as luncheon meat imported from Russia, Ukraine, Czech Republic, Moldova, South Africa, Zambia, Hungary, Bulgaria, Belgium, Latvia, Poland, Romania, Mongolia, Vietnam, and Cambodia. AFS is a large, double-stranded DNA virus in the Asfarviridae family. The virus is transmitted to pigs through direct contact with infected pigs, their waste, contaminated clothing, feed, equipment and vehicles, and in some cases, some tick species. Although ASF cannot be transmitted to humans through contact with pigs or pork, the virus causes a haemorrhagic fever with high mortality rates in domestic pigs; some isolates can cause death of animals as quickly as a week after infection. NGCP blamed for voltage fluctuation in Zambo ‘But ZAMCELCO faces bigger problem with WMPC’
Continued from page 1 demanding explanation for its poor services, and to improve the transmission of electricity to the cooperative. But NGCP - in charge of operating, maintaining, and developing the country’s power grid - has ignored all communications sent by ZAMCELCO for a still unknown reason. Now, ZAMCELCO wants the national government to look into the NGCP and help resolve the problem after local residents complained of broken electrical appliances due to the fluctuation of voltage. There were also reports that voltage
fluctuation and the sudden surge of electricity sparked fires in Zamboanga. It has previously blamed the power outages in Zamboanga and other parts of Western Mindanao to the trees and vegetation planted along its transmission facilities. The NGCP consortium is comprised of Monte Oro Grid Resources Corporation, Calaca High Power Corporation and the State Grid Corporation of China and it holds the 25-year concession contract and the 50year franchise to operate the power transmission network.
Its board of directors are Zhu Guangchao, Shan Shewu, Liu Ming, Liu Xinhua – of the State Grid Corporation of China; and Filipinos Henry Sy, Jr., Robert Coyiuto, Jr., Jose Pardo, Francis Chua, Anthony Almeda, and Paul Sagayo, Jr. WMPC But aside from voltage fluctuation, ZAMCELCO is also faced with a bigger problem after Western Mindanao Power Corporation (WMPC) threatened to cut off electricity supply if it fails to pay over P97 million in debts. In April this year, WMPC cut off electricity supply to ZAMCELCO
- now under the management of Crown Investments Holdings, Inc. and Desco Inc. - after it refused to pay its overdue account of P235 million. Crown Investments Holdings, Inc. and Desco Inc. took over ZAMCELCO in January after bailing out the heavily-indebted and poorly-managed electric cooperative for P2.5 billion. Now ZAMCELCO claims that WMPC had overbilled the electric cooperative since 2015 by P440 million. WMPC is being run by Alto Power Management Corporation, a partnership between Alsons Consolidated Resources, Inc. through Conal Holdings Corporation and Toyota Tshusho Corporation of Japan. It also operates diesel plants of the Mapalad Power Corporation in Iligan City and the Southern Philippines Power Corporation in Sarangani province. It was unknown whether former ZAMCELCO officials had knowledge of the overbilling or not, but many executives had been sacked the past years by the National Electrification Administration on corruption allegations. Now both ZAMCELCO and WMPC are locked in a legal battle with Zamboanga suffering the brunt of the business rift between the two companies. ZAMCELCO also stopped buying electricity from WMPC and is now scouting for new suppliers. It also acquired more expensive diesel-powered generators to be able to supply Zamboanga’s power demand of at least 80 megawatts. Local Mayor Beng Climaco had repeatedly brokered in the dispute and managed to convince ZAMCELCO to initially pay its overdue accounts to WMPC to resolve the power outages here. power outages which began in February have already affected the local economy with many business establishments spending more on fuel to run their generators for hours on a daily basis. The lack of household electricity also put heavy burden on residents and many of them rely on ZAMCELCO for power supply because they cannot afford to buy their

And ZAMCELCO - whose manager then was George Ledesma – blamed the power crisis to El Niño weather phenomenon and maintenance shutdown of hydro and coal-fired power plants in Mindanao. ZAMCELCO could only wait for the construction of the 100-megawatt coal-fired power plant of Alsons Power Holdings which was set to begin operation in 2016 in the village of Talisayan. But Alsons failed to start building its facility and cited many reasons for the long delay – from the failed Moro rebellion here in 2013 to the P900-million enhancement program it was demanding from ZAMCELCO as an assurance it could pay them for the stable supply of electricity. Even today, Alsons has not started construction of its coal-fired power plant here and ZAMCELCO said it would not purchase electricity from Alsons or what it is called now the San Ramon Power, Inc. due to the current problems involving its demand for WMPC to refund
the P440 million so it can return it to electric consumers. Vice Mayor Rommel Agan also filed an urgent motion with the Energy Regulatory Commission (ERC) for ZAMCELCO and WMPC to maintain a status quo while both firms are trying to forge a new compromise agreement in settling the problem. Review Contracts Climaco also asked ZAMCELCO board of directors to conduct a thorough review of all existing contracts entered into by the cooperative with power producers. She asked the board of directors to “review all existing contracts the power utility firm has entered into during the past and previous managements.” The review on all ZAMCELCO’s contracts is necessary to ensure the cooperative’s operation is effective and responsive to the needs of its member-consumers and making sure that it is financially viable and technically capable, Climaco said. “We really want that anyone who sits in the Board helps the consumers of Zamboanga on how we will be able to attain a 24-hour electricity that is stable and without voltage fluctuations, and affordable,” she said. The OIC had played a vital role in the peace process between the Philippine government and MNLF where Misuari is the chairman. Presidential Spokesman Salvador Panelo said the coordinating committee will serve as a venue to seek for the cooperation of the MNLF to achieve immediate peace in Sulu province by, among others, helping in combatting the Abu Sayyaf militants and to convincing MNLF relatives to return to the folds of the law. “The GPH-MNLF Coordinating Committee can expect the full support of the Office of the President, as we move towards our common goal of resolving the conflict that have caused deaths, suffering, and dislocation among the Muslims and Christians alike,” Panelo said. “In resolving the Muslim rebellion in Mindanao, every undertaking that may lead to a lasting peace and prosperity to that region must be tried and tested until its fruition. Zambo Sieges Misuari signed a peace deal with Manila in September 1996 ending decades of bloody war. After the peace agreement was signed, Misuari became the governor of the Muslim autonomous region. But despite the peace accord, there was a widespread disillusionment with the weak autonomy they were granted. Under the peace accord, Manila would have to provide a mini-Marshal Plan to spur economic development in Muslim areas in Mindanao, and livelihood and housing assistance to tens of thou-
sands of former rebels to uplift their poor living standards. But in 2001, Misuari’s loyal forces and former rebels, who joined the military and police following the signing of the peace deal, attacked a key army base in Sulu’s Jolo town and civilian targets in Zamboanga in an effort to stop the government from calling an election in the Muslim autonomous region where Misuari wanted to be a perpetual governor. He then escaped by boat to Malaysia where he had been arrested and deported to the Philippines and was eventually pardoned and released by then President Gloria Arroyo in exchange for MNLF support to her
election bid, as well as her allies in the Senate and Congress in 2004. And in September 2013, MNLF members attacked Zamboanga City for the second time, sparking fierce clashes that lasted for weeks, and left hundreds of people dead and wounded, and displaced over 300,000 civilians. Many of the raiders were killed, but the others managed to escape following the failed rebellion. Misuari, who is accused of rebellion by authorities for the deadly attacks, is being protected from arrest by Duterte, who interceded to the police and military on behalf of the former rebel chieftain so he would be free to move around without any
fear of being arrested. Duterte, who admitted being a good friend of Misuari, also admitted that he intervened to allow Misuari to travel abroad to attend two conferences of the Organization of Islamic Cooperation in Abu Dhabi and Morocco despite criminal charges against the MNLF leader. Misuari is also facing graft charges at the Sandigan Bayan over the alleged anomalous purchase of education materials when he was governor of the defunct Autonomous Region in Muslim Mindanao. Misuari denied all criminal and graft accusations against him. OIC Despite all these charges against Misuari,
the OIC continues to support him. And in 2017, the OIC Secretary General, Dr. Youssef Al Othaimeen, in support of the peace process even convened the 4th Session of the Bangsamoro Coordination Forum in Abidjan, Cote d’Ivoire on the margins of the 44th Session of the Council of Foreign Ministers. The OIC said it continues to deal with the MNLF through the Jeddah formula. The meeting discussed the prospects of the peace process under the Duterte administration and is part of the efforts of the OIC to close ranks between the MNLF and MILF (Moro Islamic Liberation Front which also signed a peace accord with Manila in 2014) and to help in the process of merging the two peace tracks and to consolidate realization of the inalienable rights of the Muslim minority in southern Philippines for a peaceful, just and durable settlement of their problem. MILF leader, Sayyaf linked to kidnapping of British man, wife PAGADIAN CITY – A rogue leader of the Moro Islamic Liberation Front (MILF) has been linked to the kidnapping of a 70-year old British man, Allan Arthur Hyrons, and his Filipina wife, Welma Paglinawan, in Tukuran town in the southern Philippine province of Zamboanga del Sur. Professor Rommel Banlaoi, chairman of the Philippine Institute for Peace, Violence and Terrorism Research, has told the Malaysian newspaper Daily Express that the couple was spotted in Upper Maladig village in Lanao del Norte’s Sultan Gumander town and being held by at least 8 gunmen led by MILF leader Abdul Alip on the same day they were abducted, October 4. Banlaoi said the couple may have been handed over to the Abu Sayyaf because of Alip’s links to the terror group. There were reports that the kidnappers demanded P50 million for the safe release of the victims.
“The Hyrons are now believed to be under the Abu Sayyaf in Patikul, Sulu province. However, it is also possible that the couple is being held in other areas. The couple was previously seen on board a fast craft that docked in the coastal Barangay of Picong, Sultan Naga Dimaporo municipality, Lanao del Norte province on October 4.” “On the same day, the Hyrons were seen in Barangay Upper Maladig, Sultan Gumander, also in Lanao del Norte while being guarded by eight armed members of the Moro kidnap for ransom group led by a certain Abdul Alip who is known to be a rogue MILF leader who has links with ASG leaders in Basilan. This is from ground sources validated by intelligence sources,” he said. Police said the couple was seized by 6 armed men on the night of October 4 shortly after they arrived at their resort in Alindahaw village. The abductors dragged away the
victims to the sea where a motorized boat was waiting and then escaped under cover of darkness. A caretaker at the resort has confirmed that two of the suspects rented a cottage. Aside from the resort, the couple also owns the Hyrons College in the town. Provincial Governor Victor Yu pledged to give P1 million reward to anyone who could point the exact location of the abductors. The British Embassy in Manila expressed concern over the safety of Hyrons. The embassy appealed to the Philippine media to “possibly refrain from posting or take down any news coverage related to this as it could possibly jeopardise the welfare of those involved.” The kidnappings occurred during an extended martial law in the South where security forces are battling Muslim extremist groups and communist rebels in the restive region. Mayor Beng Climaco said the plastic ban is part of the solid waste management program of the local government. Last December, Quezon City Rep. Winston Castelo filed House Bill No. 8692 calling for the phasing out of single-use plastic products. The proposed law prohibits enterprises from manufacturing, importing and selling single-use plastics. Just this February, Climaco has urged shoppers and market goers here to use paper or buri bags instead of non-biodegradable plastics after she signed an order prohibiting the use of shopping bags made of polyethylene. Climaco also signed Executive Order BC4532019 banning the use of non-biodegradable plastic bags during weekends also as part of the local government’s ecological solid waste management program. The order enjoins all business establishments, markets and residents not tom use plastic bags. She said most plastic bags are considered as non-biodegradable being made of polymer substance known as polyethylene that cannot easily be decomposed by microorganisms and shall remain as environmental pollutant, thus
posing health risk. According to Climaco, data on waste characterization showed that non-biodegradable waste accounts for 40% of the total garbage disposed and 17% of this constitutes plastics. The order, she added, is complementary to the existing broad-based and comprehensive approach policy on solid waste management. “This (executive order) is an initial priority action on waste reduction for non-biodegradable materials towards the enactment of an ordinance, proposing an inclusive approach to regulate the use of non-biodegradable and disposable plastic sando bags and the like as bagging materials, including the enforcement of regulatory procedures on the use and trade, and the penalty clause thereof,” she said. Climaco also instructed the Zamboanga City Health Office and Zamboanga City Environment and Natural Resources Office to conduct massive information and education campaign on the effects to the environment of the use of plastic bags. But despite this, grocery stores and public and supermarkets continue to violate Climaco’s order. Shop-o-Rama and Yubenco Supermarket are also top violators of this order and continue to use plastic bag during weekends. According to plasticfreechallenge.org, sin-
gle-use plastics or disposable plastics such as grocery bags, straws, coffee stirrers, soda and water bottles and most food packaging are used only once before they are thrown away or recycled. It said only 10-13% of 300 million tons of plastic are recycled each year because the nature of petroleum based disposable plastic makes it difficult to recycle and they have to add new virgin materials and chemicals to it to do so. Additionally there are a limited number of items that recycled plastic can be used. “Petroleum based plastic is not biodegradable and usually goes into a landfill where it is buried or it gets into the water and finds its way into the ocean. Although plastic will not biodegrade (decompose into natural substance like soil,) it will degrade (break down) into tiny particles after many years. In the process of breaking down, it releases toxic chemicals (additives that were used to shape and harden the plastic) which make their way into our food and water supply,” it said. “These toxic chemicals are now being found in our bloodstream and the latest research has found them to disrupt the Endocrine system which can cause cancer, infertility, birth defects, impaired immunity and many other ailments,” it added.
