Zambo agricultural sector cited, hailed MAYOR BENG Climaco has cited the significant role of the agriculture sector in Zamboanga City following an orientation attended by members of local rural-based organizations. The orientation was
organized by the City Agriculturist Office and it tackled plans and programs of the local government aimed at improving rice and corn production, fishery program and the High Value Crops Development Program (HVC-

It was the second batch of garbage trucks distributed to different barangays since last month. The first group to receive the trucks were Barangay Santa Maria, Labuan, Cawit, San Jose Gusu, Calarian, Canelar, Camino Nuevo, San Roque, Pasonanca, Maasin, Limpapa, Tetuan, Tugbungan, Putik, Pasobolong, Boalan, Guiwan, Vitali, Curuan and Zambowood. Climaco said the local government purchased 96 trucks to help augment or provide garbage trucks to the different barangays and enable officials to effectively maintain cleanliness in their respective areas. She said the local government has appropriated some P250,000 for each barangay for the trucks’ maintenance and fuel expenses. The mayor thanked the City Council members and all those who supported the purchase of the trucks. Eight of these trucks, she said, will be for the use of the Office of the City Environment and Natural Resources which is in-charge of collecting garbage in the central business. Barangay officials expressed their appreciation
to Climaco’s efforts in providing garbage trucks. And Netizens who follow Climaco’s Facebook account also praised the mayor for her hard work and dedication in making Zamboanga a better place to live in. We have to rally behind our leaders in keeping our City clean and progressive,” he said. For Gani Leaño, he said: “This is good news and I hope the local government will execute this properly. Back when I was in high school, we were urged to practice SWMP (solid waste management program) in school. But since we notice how the garbage collection is treated (mixing all three bins together), it discouraged us to keep segregating waste as time pass by and as well as preaching among fellow students how to do so.” “I hope this time it will be implemented not only in the segregation process,
but as well as the handling and eventually processing of waste. Let’s help each other because this is an impossible goal if we don’t help each other. Good luck Zamboanga,” Leaño said. And Leaño was right because despite the efforts of the local government to strictly follow the Republic Act No. 9003 or Ecological Solid Waste Management Act of 2000, garbage collectors themselves destroy garbage bags to collect bottles and plastics and other things they can sell and virtually use up their time in this malpractice. Under this Act, the solid waste shall be characterized for initial source reduction and recycling element of the local waste management plan. A separate container is required for each type of waste for on-site collection properly marked as “compostable”, “non-recyclable”, “recyclable” or “special waste.” Waste segregation shall primarily be conducted at the source including household, commercial, industrial and agricultural sources. The local governments are also mandated to establish Materials Recovery Facility in each barangay or cluster of barangays designed to receive, sort, process and store compostable and recyclable materials efficiently. The residual wastes shall then be transferred to a long-term storage or disposal facility or sanitary landfill. No open dumps nor any practice or disposal of solid waste that constitutes open dumps for solid waste shall be allowed. (Zamboanga Post)

Ngunit huwag mangamba, karamihan ng sakit ng ulo ay hindi delikado. Una, kung ang sakit ng ulo ay sumasabay sa pagbasa ng diyaryo o pagtrabaho sa harap ng computer, malamang may diprensya ang iyong
mga mata. Magpagawa ng salamin at magpatingin sa optometrist o ophthalmologist. Pangalawa, kung labas pasok ka sa malamig at mainit na lugar, puwede din sumakit ang ulo. Hindi po ito masama. Tortilla Española INGREDIENTS : • 1 tablespoon olive oil, or more if needed • 2 large potatoes, peeled and thinly sliced • salt and pepper to taste • 1/4 teaspoon smoked paprika, or to taste • 1 sweet Spanish onion, thinly sliced • 6 eggs • 1 teaspoon olive oil • 1 bunch fresh parsley, coarsely chopped • 1 tablespoon olive oil

Preheat an oven to 350 degrees F (175 degrees C). In an ovenproof skillet over medium heat, heat 1 tablespoon of olive oil until it shimmers, and place the potatoes into the hot oil. Season with salt and pepper, and sprinkle with smoked paprika. Pan fry the potatoes, stirring and tossing occasionally, until they are beginning to soften, about 8 minutes. Stir in the onion, and cook, stirring occasionally, until the potatoes and onion are slightly browned and the onion is translucent, about 10 more minutes. Take the skillet off the heat, and allow to cool for about 5 minutes.

Beat the eggs with 1 teaspoon of olive oil in a large bowl. Stir in the parsley, add the potato-onion mixture, and lightly combine. Heat 1 tablespoon of olive oil in the skillet over medium heat until it shimmers, then gently spoon the egg-potato mixture into the hot skillet. Reduce heat to medium-low, and shake the skillet a few times to help release the omelet from the bottom of the skillet. Slide the skillet into the preheated oven, and bake until the omelet is puffed and the top is golden brown, about 5 minutes. A toothpick inserted into the center of the omelet should come out clean. Cut the omelet into pie-shaped pieces, and serve hot.

Zambo readies ‘BOSS’ THE LOCAL government has begun preparations for the Business One Stop Shop (BOSS) in an effort to streamline the application and renewal of business permits in Zamboanga. The operations of the BOSS will be at the Centro Latino beginning at 8 a.m. to 8 p.m. on the first working day of January and shall run until January 20, according to the Business Permit and Licensing Division. Mayor Beng Climaco urged business owners and those planning to up business in Zamboanga to come early at the BOSS and bring their complete requirements to facilitate the release of their permits. The ease of doing business in Zamboanga is expected to further improve
after the local government developed an action plan to strengthen more the implementation of building permits and certificate occupancy systems (BPOS). Climaco said while the local government has already streamlined the processing of necessary permits it will continue to improve the BPOS for the benefit of the business sector and to attract more investors to Zamboanga. Just this year, a workshop dubbed “Strengthening Urban Resilience for Growth with Equity (SURGE) Project,” facilitated by the United States Agency for International Development (USAID) also provided a venue for local government officials to assess its current procedures and identify necessary steps to ensure the
implementation of the Joint Memorandum Circular No. 2018-01 and Republic Act 2018 No. 11032 or the Ease of Doing Business Act of 2018. The workshop was attended by 36 representatives of various department of the local government. It identified strategies that will reduce the lag time in the issuance of building and occupancy permits and guarantee the smooth operations of the BPOS one-stop shop. As next steps, the local government with the assistance of USAID-SURGE will draft the amended executive order for the creation of a BPOS technical working group, co-location of various offices, and revisiting the checklist and relocation of the BPOS office.
