Mayor Beng Climaco (Kathy Wee Sit) ZAMBOANGA MAYOR Beng Climaco has called on everybody to pray for the safety of those affected by the eruption of Taal Volcano in Batangas province. She appealed to residents to include in their prayers the hapless vic-
tims of the calamity that has affected tens of thousands of people in the province and nearby areas due to volcanic quakes and ash falls since last week. The area around the volcano remains under Alert Level 4 which means
that a hazardous eruption can occur at any time. Climaco said the City Government will donate P5 million as financial assistance to families and local governments affected by the volcano eruption in Batangas. Continue on page 2
MAYOR BENG Climaco has thanked all those who participated in the concerted polio immunization drive spearheaded by the Department of Health and the City Health Office. Climaco cited hardworking health workers and volunteers who helped in the recent anti-polio campaign dubbed “Sabayang Patak Kontra Polio” that vaccinated nearly 214,000 children which was over the target of only 205,507 children aged zero months to less than 10 years old. “Un ciudad sin enfermedad remains to be the goal of the City Govern-

City Health Officer Dr. Dulce Amor Miravite said this round of the polio immunization drive provided the bivalent oral polio vaccine which covers the types 1 and 3 of the polio virus. According to the World Health Organization (WHO), there are 3 types of wild poliovirus (WPV) – types 1, 2 and 3. The first outbreak in the country in September last year was a confirmed case for type 2 which resulted in the first round of
the polio vaccination drive with the monovalent OPV (mOPV) from November 25 to December 7, 2019. The monovalent OPV is given to children from 0 months to less than 5 years old. The bivalent OPV is given to children from 0 months to 10 years old. Last November, a confirmed case for type 1 polio was confirmed in Basilan. This resulted in the round 1 immunization drive for the bivalent OPV this January. Miravite said follow-up rounds will be
spearheaded for both monovalent and bivalent OPVs. Round 2 for the monovalent OPV will be from January 20 to February 2. And the next rounds of follow-up for the bivalent OPV will be from February 17 to March 2 (round 2) and from March 23 to April 4 (round 3). “We are also very thankful to our barangay health workers, volunteers, police, media, even our NGOs, our hospitals, our schools. Climaco’s speech which lasted over an hour was lauded by officials and those who attended her State of the City Address. She thanked the members of the City Council for their support to the various programs and projects of the local government, citing Zamboanga’s P4.26 billion budget which was passed and approved by law makers. “This time, we must think big and dream even bigger for Zamboanga,” Climaco said, stressing that her administration remains faithful to its purpose of improving the well-being and social needs of her constit-
uents. She said a sizeable bulk of this year’s budget has been allocated for social services. “The overall standing of this sector in this year’s total allocation clearly manifests our unceasing efforts to promote Security, Health and Education above all else - these have always been the battle cry of this administration since day one,” she said. In her speech, Climaco said the local government allocated some P100 million for the popular “Largo Vida” program for senior citizens. The funds would be used to purchase medicines for the elderly population of Zamboanga; and P26 million for birthday cash incentives and P6 million for free cinema for senior citizens. She said for the first time, at least 500 Persons with Disabilities (PWDs) will soon receive cash incentives from the City Government after the passage City Ordinance No. 505. The local government, she said, will also construct Zamboanga’s very own “Balay Silangan” in Barangay Pasonanca. Some P10 million in funds were allocated for the in-house reformation center for drug offenders, and another new building for the expansion of the Mendicants Center in Barangay Cu-
lianan worth P5 million. She said the 2020 budget also included allocation for the completion of the on-going climate-change resilient school buildings at Don Gregorio Evangelista Memorial School in the following barangays - Santa Catalina, Arena Blanco West Elementary School, Calabasa Elementary School, Landang Gua Elementary School, and Upper Pasonanca Elementary School. And Sinubong National High School, Mercedes Central School, Vitali Central School, Boalan Elementary School, Cristino M. Paragas Memorial Elementary School in Quiniput, Baluno Elementary School, Canelar Elementary School, Lunzuran Elementary School, Pasobolong Elementary School, Sinubong Elementary School, Rio Hondo Elementary School and at the Zamboanga City High School Main. This project is worth P306 million. Climaco said some P80-million is also made available for a school building at the Colegio de la Ciudad de Zamboanga and for the hiring of additional teachers, personnel and staff to expand the operation and programs of the new college. She also announced further rehabilitation and
improvement of the Joaquin F. Enriquez Memorial Sports Complex worth P30 million and at the Mayor Vitaliano Agan Coliseum for another P40 million, including the P8.7 million rehabilitation and improvement of the main public market and Santa Cruz Commercial Complex. Climaco said the local government will also put up resettlement and evacuation centers in the amount of P150 million and will continue to fund the site development of the City Disaster Risk Reduction Management Office Building with Command Center in Cabatangan worth P30 million. This building will serve as the command, control and coordination unit on all emergency responses in Zamboanga. SOCA Highlights “After completing the desiltation of the Tugbungan River a few years ago, we also completed in 2019 the desiltation of the Vitali River in the amount of P7.9 million. The dredging of river is periodically being done in order to maintain depth of the river channel and remove silts to address flooding issues at downstream areas.” “We have completed the asphalt overlay of the roads at the central business district and the city roads in Barangay Zone II, Zone III, Zone IV, Camino Nuevo, Santa Catalina and Santa Maria, all amounting to a total of P116.9 million.” “Our social services also received a huge chunk of the budget last year. By virtue of City Ordinance No. 466, the local government was able to grant 26,000 senior citizens of their cash incentives. Likewise, City Ordinance No. 481 providing Libre Cine to senior citizens was launched last year. Since last year, we have been implementing the best in class Command Center with 12 large format displays to monitor the 130 full high definition cameras installed around the central business district that can provide video analytics such as face recognition, unattended object detection and smart searches for specific objects.” “For our fight against illegal drugs, the Zamboanga City Police Office together with the Philippine Drug Enforcement Agency conducted a total of 1,062 operations, which included 968 buy-bust operations, 23 interdictions, 45 search warrants, 11 warrants of arrest, 14 police response, and one Oplan-Sita resulting in the arrest of 1,416 drug personalities, which included 13 who are high value targets. Confiscated during the said operations were 11,428.4 grams of shabu with a total estimated street value of P77 million. For 2019, we have declared 9 out of 98 barangays as drug free. Enhorabuena to Barangays Pasilmanta, Landang Laum, Tictapul, Sibulao, Lumayang, Lanzones, Capisan, Dulian in Upper Pasonanca and Tigbalabag for being drug-cleared. There is still so much work to be done but we are gaining grounds in our fight against illegal drugs. Efforts to have more drug-cleared barangays will continue, with PDEA targeting a total of 20 drug-cleared barangays for 2020.”

1/4 cup extra-virgin olive oil 2 cloves garlic, smashed 1 onion, chopped 2 carrots, chopped 2 stalks celery, chopped 1/4 cup tomato paste 1 tablespoon minced fresh rosemary

Heat 3 tablespoons olive oil in a large pot over medium-high heat. Add the garlic and cook, stirring, until golden, about 2 minutes. Add the onion, carrots and celery and cook, stirring occasionally, until the vegetables start softening, 12 to 15 minutes. Stir in the tomato paste and rosemary and cook until the tomato paste darkens in color, about 3 minutes. Stir in 6 cups water, the chickpeas with their liquid, the parmesan rind, 1 teaspoon salt and a few grinds of

pepper. Bring to a boil, then reduce the heat and simmer until the vegetables are soft, about 10 minutes. Remove 1 cup of the soup (chickpeas, vegetables and broth) and puree in a blender, then return to the pot. (Alternatively, partially puree the soup in the pot with an immersion blender.) Stir the pasta and escarole into the soup. Cook until the pasta is tender and the escarole is wilted, about 6 minutes. Remove from the heat and stir in the grated parmesan. Top each serving with the remaining 1 tablespoon olive oil and more parmesan.

Beng welcomes resumption of Zamboanga to Kota Kinabalu PAL flights ZAMBOANGA CITY Mayor Beng Climaco has welcomed the resumption of Philippine Airlines flights from here to Kota Kinabalu, saying, this southern port city has a lot to offer to Malaysian investors citing the strong economic growth and excellent business climate. “This is good news for us and Malaysia, particularly Sabah because we shall both benefit from the economic prosperity this will bring. We welcome the resumption of PAL flights to Kota Kinabalu,” Climaco said. The Mindanao Development Authority said PAL flights to the Sabah capital will start on March 31, adding, the Zamboanga City-Kota Kinabalu air connectivity is a major project of the Brunei-Indonesia-Malaysia-Philippines East Asian Growth Area (BIMP-EAGA) under the Transport Cluster in convergence with the Joint Tourism Development Cluster. It also said that Datuk Christina Liew, Sabah Deputy Chief Minister of Tourism, Culture and Environment, expressed optimism to the resumption of PAL flights to Kota Kinabalu.
According to Chairman Carl Moosom, of the BIMP-EAGA Business Council in Sabah, the carrier of the PAL inaugural flight is a Bombardier 400 WD 86-seater aircraft with schedules on Tuesdays, Thursdays and Saturdays from Zamboanga to Kota Kinabalu (8 a.m.9:45 a.m.) and from Kota Kinabalu to Zamboanga (10:45 a.m.-12:30 noon). In Sulu, Governor Sakur Tan also suggested that PAL opens direct flights from the capital town of Jolo to Kota Kinabalu, saying the local airport can accommodate even a C130 cargo plane and has amenities to serve international flights. He said the flights from Jolo to Kota Kinabalu will also benefit travellers and business men from Sulu and Tawi-Tawi province. Last September, Garuda Indonesia Airlines also opened the Manado-Davao flights. Business owners who fail to renew, register establishments face fines BUSINESS OWNERS who failed to renew or register their establishments after the January 20 deadline set by City Hall will have to pay a fine of 25% and additional 2% on monthly payables. Since late last year, Mayor Beng Climaco repeatedly reminded business owners and traders and those planning to put a business here to prepare early their documents and requirements for business permits to avoid delay in renewal of permits and licenses. Climaco also streamlined the system of the Business One Stop Shop (BOSS) which puts all government agencies involved in the renewal and registration of all kinds of business permits and licenses in one venue, and process applications in 2 steps: apply and pay and release of business permit for new registration
and verify and pay and release of business permit for renewal.
