She said with technical assistance from United States Agency for International Development (USAID) - Protect Wildlife Project and inputs from other national regulatory agencies, academe and stakeholders, the Office of City Environment and Natural Resources drafted developmental plans and frameworks which include the Management and Development Plans of the Great and Little Santa Cruz Islands Protected Landscape and Seascape and the Pasonanca Natural Park, the Forest Land

Use Plan for 2019-2027 and the Zamboanga City Central Mangrove Forest Framework covering Barangays Mampang and Talon-Talon and adjacent barangays that are teeming with mangrove forests to help stabilize the coastline and cushion the impacts of climate change to sustain livelihood and food security in the nearby communities. Climaco also said the local government has updated the draft management and development plan of priority watersheds under a co-management agreement with the Department of Environment and Natural Resources for the Ayala and Manicahan watersheds and pushed for the completion of Biodiversity Management Framework program for habitat and wildlife management as well as build-up the capacity of the local inter-agencies on law enforcement against wildlife trafficking. “One of last year’s noteworthy achievements in wildlife management in coordination with the City Tourism Office was at Sirommon Island in Barangay Dita and Barangay Panubigan by

setting-up of enclosures at the nesting sites of the endangered species of marine turtle hatchlings against predators and assisted in releasing them to their natural habitat,” Climaco said. “Similarly, the USAID - Strengthening Urban Resilience for Growth with Equity Project also provided assistance in organizing a multi-sectoral group in the drafting of the Environmental Code of Zamboanga City which aims to promote sustainable development and resiliency with its framework that contained and defined our environmental policies and regulations. It is now undergoing the review and consultation process by the Sangguniang Panlungsod for possible enactment into an ordinance,” she added. All these accomplishments made Zamboanga City a recipient of the prestigious Green Thumb Award by the Manila Times through its Philippines Top Model Cities, recognizing the local government through Climaco’s leadership that prioritizes the well-being of the environment. Miravite echoed the mayor’s call to residents to maintain proper hygiene by regularly washing hands with soap and water, and drink enough water, avoid alcohol and smoking and to cover mouth and nose when coughing or sneezing, and not to spit in public areas. According to Science Alert which quoted China’s National Health Commission Minister Ma Xiaowei, a person with the Wuhan coronavirus could be infectious to others before they know they have the virus. Xiaowei said someone with the virus could show no symptoms they have the coronavirus anytime between a day and 14 days. During that time, an

asymptomatic person is also infectious and could

spread the coronavirus to others, which makes it

Romualdez led embassy personnel in welcoming “fellow public servants from the cities of Davao and Zamboanga, headed by remarkable women mayors Sara Duterte and Beng Climaco.” Climaco was accompanied by her executive assistant Michael Angelo Saavedra, who also thanked the US government for the opportunity to be part of the important event. “Thank you US State Department for the opportunity to be part of the International Visitor Leadership Program for the second time. Excited to be part of this dynamic team,” Saavedra said. He also chronicled Climaco’s activities and said the mayor met with other American officials during the 88th Winter Meeting of the US Conference of Mayors. He said the event touched on thematic discussions that

included public safety, policing, among others. Saavedra said Climaco also had meetings with “Strong Cities Network Mayors,” such as Louisville Mayor Greg Fischer, Chattanooga Mayor Andy Berke and Los Angeles Mayor Eric Garcetti. And Climaco spent a whole day at the State Department for various meetings with Ambassador Atul Keshapt, of the Bureau of East Asian and Pacific Affairs; and Ambassador Nathan Sales, of the Bureau of Counterterrorism. They also visited the headquarters of the United States Agency for International Development and met with Gloria Steele, Asia Bureau and former Mission Director to the Philippines. Climaco, Saavedra added, attended meetings with the Department of Homeland Security and ADAMS (All Dulles Area Muslim Society) Center. ADAMS, in Virginia, is one of the largest mosques in the US and serving 5,000 Muslim families. It offers a wide variety of services. OOD NEWS for the remaining beneficiaries of the government housing project under the Zamboanga City Roadmap to Recovery and Reconstruction (Z3R) because the National Housing Authority (NHA) has allocated additional P692.83 million funding for the purchase and development of properties where permanent houses will be constructed.

All set for ‘Dia de Zamboanga’ celebration PREPARATION IS under way for the celebration of the 83rd Dia de Zamboanga, one of the most important celebrations in Zamboanga City where in February 26, 1937 the first set of city officials, led by Mayor Nicasio Valderrosa, was sworn into office. The Dia de Zamboanga, a special non-working holiday, is celebrated with various activities and among the events prepared for the celebration are the Zamboanga Hip-Hop Competition, Dia de Sen. Roseller Lim, #ZamboLoveFest, Zamboanga Film Festival, Inter-school Drum and Lyre Competition, Zamboanga Hip-Hop Dance and Open Cheer Dance Competition and the Zamboanga Music RunVolution 4.0. A program will also be held at the Joaquin F. Enriquez Memorial Sports Complex and followed by civic-military parade. History According to Wikipedia,

the leadership of Zamboanga was in the hands of the commander of its Spanish garrison, Fort Pilar, during the Spanish era (15211898). When General Vicente Alvarez established Zamboanga as a sovereign republic, the leadership was vested upon its president. Upon the firm establishment of American colonization and dissolution of the Republic in 1903, Zamboanga, as a municipality, was placed under the Moro Province, a semi-military government consisting of five districts: Zamboanga, Cotabato, Davao, Lanao and Sulu. During this period, Zamboanga hosted a number of American regional governors, including General John J. Pershing, who was military commander and governor of the Moro Province from 1909 to 1914. On September 15, 1911, the Legislative Council of the Moro Province passed Act No. 272 converting the municipality into a city with a commission form of gov-

ernment but was amended to be effective on January 1, 1912. Frederick Christopher Bader was appointed mayor of the city. After Bader’s term ended in 1914, Victoriano Tarrosa, a native Zamboangueño was appointed to replace him. Upon the establishment of the Department of Mindanao and Sulu in 1914, Zamboanga City was reverted into a municipality run by a municipal president. When the Commonwealth government was established in 1935, calls to convert Zamboanga into a city increased. On September 23, 1936, through Assemblyman Juan Alano, the National Assembly of the Philippines passed Commonwealth Act No. 39 making Zamboanga a chartered city consists of the present territorial jurisdiction of the municipality of Zamboanga, the municipality of Bolong, the municipal district of Taluksangay, the whole island of Basilan and the adjacent islands,

the municipality of Isabela, the municipal district of Lamitan, and the municipal district of Maluso. It was later signed by President Manuel Quezon on October 12, 1936. The charter made Zamboanga as the largest city in the world in terms of land area. The charter also called for a government headed by a city mayor to be appointed by the President of the Philippines; and a city council to be composed of the city engineer, city treasurer, three elective councilors and two appointive councilors. In a jubilant celebration held outside the City Hall, the new city government was formally inaugurated on February 26, 1937 and Valderrosa was appointed as mayor while Doroteo Karagdag, Agustin Natividad, Santiago Varela, Faustino Macaso and Pedro Cuevas, Jr. were appointed as councilors. Although born in Bacolod, Negros Occidental on October 11, 1891, Valderrosa spent most of

his career in Western Mindanao, mainly in Zamboanga and Basilan. In 1930, he was appointed Secretary and Treasurer of the province of Zamboanga and served until his appointment as mayor in 1937. At this time, the city mayor is directly appointed by the President of the Philippines. During his term, he was known for transferring the Moro village from the thriving tourist spot of Cawa-Cawa Boulevard to its present location in Campo Islam. He also constructed the road network in Basilan. In 1939, Valderrosa on the request of President Quezon, was assigned to the newly created chartered city of Baguio, which was experiencing administrative problems as a fledgling city. He became also Basilan’s first city mayor when it separated from Zamboanga in 1948. The street that passes through the Zamboanga City Hall is named in honor of Valderrosa. (Zamboanga Post)

In his letter to Mayor Beng Climaco, NHA General Manager Marcelino Escalada Jr, said the additional funds will cover the acquisition of the Chiong property at P23.15 million; development of Chiong property for Ayer Village III at P62.87 million; acquisition of Omar property at P25 million; development of Omar property at P98.53 million; acquisition of SPDA property covered under Presidential Proclamation 471 at P20.92 million; concreting of 4 foot bridges projects at P100 million; completion of Vale Vista Phase IV for the remaining 417 units at P137.34 million and the concreting of 5 foot bridge projects at P225 million. All these will cost a total of P692.83 million. Climaco said the NHA also approved the realignment of remaining Z3R funds amounting to P105 million for the provision of solar panels to houses on stilts, concreting of foot bridges at Sitio Hongkong in Rio Hondo and the immediate repairs of Z3R wooden foot bridges. All the projects will be implemented by the NHA. She said the local government will undertake the repair of wooden foot bridges. (Zamboanga Post)
