‘Dia de Alcalde’ brings smiles, hope to residents

Dia de Alcalde in Barangay Santa Maria. (Kathy Wee Sit) TENS OF dozens of families have benefitted from Mayor Beng Climaco’s humanitarian program dubbed “Dia de Alcalde” in Barangay Santa Maria as the local government continues to roll out various services for Zamboanga’s poor and the elderly. Climaco spearheaded the recent caravan that offered free health and dental services, haircut, among others, including veterinary and agri demonstrations. She also thanked the dedication of all those who participated in the humanitarian program, especially those in the frontline of the Dia de Alcalde. “Ta continua el

She has repeatedly vowed more support for senior citizens, echoing her promise made two years when Climaco thanked them for their valuable contributions to Zamboanga. welfare or well-being of senior citizens. It is being implemented by the City Health Office (CHO), City Social Welfare and Development Office (CSWDO) and Office of the City Mayor (OCM). And aside from Largo Vida program, Climaco

also provides cash incentives to senior citizens celebrating their birthday as provided in a local ordinance. Considered also as the first of its kind in the history of Zamboanga, the distribution of the cash gifts covers all the 98 barangays here.

Under the ordinance, the birthday cash incentives are given annually starting this year to all senior citizens: P500 for ages 60 to 69; P700 for ages 70 to 79; P800 for ages 80 to 90; P1,500 for ages 91 to 94 and P2,000 for ages 95 to 99. (Zamboanga Post)

It found no probable cause and substantial evidence against Climaco and the others who were accused of violating Section 3(e) of Republic Act (RA) No. 3019 and Article 177 of the Revised Penal Code, and OMB-M-A-17-0599 for conduct prejudicial to the Best Interest of the Service, Dishonesty, Grave Abuse Authority, Grave Misconduct, Oppression and violation of RA No. 6713. The Ombudsman also found no probable cause to indict council members for violation of Article 177 of the Revised Penal Code as “they merely expressed support to the action taken by the city government. For essentially the same reasons and for lack of substantial evidence, respondents are not administratively liable. Wherefore, the complaints were dismissed.” The charges stemmed from the operation of eMedia without a Mayor’s permit and the eventual issuance of a closure order by Climaco and the councilors who passed a resolution supporting the move. In a 10-page Joint Resolution dated December 18, 2018, a copy of which was received only on February 3, 2020 by the City Legal Office, the Graft Investigation and Prosecution Officer Rey Mar Ondi found no

evidence showing that respondents had acted with manifest partiality, evident bad faith or gross inexcusable negligence in order to warrant their indictment for violation of Section 3(e) of RA 3019. The Ombudsman further stressed that procedural due process was complied with considering that several notices were in fact sent to eMedia prior to the issuance of the closure order. Also a dialogue was held between the concerned parties. Records showed that eMedia, which has been in the multimedia business since 2013, entered into a management contract with Westwind Broadcasting Corporation, a legitimate broadcasting corporation, to be the latter’s sole and exclusive program and content producer in Zamboanga City. Last year, the Ombudsman also junked two other charges filed by eMedia against Climaco. There was no immediate reaction from eMedia. Climaco has repeatedly reminded business owners and operators to comply with the local government requirements if they want to operate here. Citing, Section 6.2 of the Department of the Interior and Local Government-Department of Trade and Industry Joint Memorandum Circular 01, Series 2016, she said all business permit applicants are mandated to comply with national laws and regulatory requirements. “Among the legal essentials are proof of business registration, business capitalization, occupancy permit, contract of lease

and barangay [village] clearance. For other industries, such as media, a business permit can only be obtained if the said outfit has complied with statutory requirements specifically the legislative or congressional franchise to operate,” Climaco said. “Based on records, a number of business establishments are not compliant with requirements under the law and are facing sanctions. Under the Local Government Code, the chief executive is empowered to impose penalties on violators of the law. This, based on Section 16 of RA No. 7160 or Local Government Code, which states that every local government unit shall exercise the powers expressly granted, those necessarily implied therefrom, as well as powers necessary, appropriate or incidental for its efficient and effective governance and those which are essential to the promotion of the general welfare,” she said. Climaco’s supporters and Netizens hailed the Ombudsman’s decision. Exorbitant airport parking fees slammed WHILE AIRPORTS elsewhere in Mindanao, Visayas and Luzon do not charge parking fees on motorcycles and cars, the Civil Aviation Authority of the Philippines (CAAP) in Zamboanga City not only imposed parking fees at the local airport, it also raised the amount unjustifiably from P10 to P22.40 now. Even those who are only picking up or dropping passengers at the Zamboanga International Airport have to shell out money to pay for the parking fees and CAAP charges P11 for each motorcycle passing through and P22.40 for cars, vans or pickup trucks. The amount

also included 12 percent Value Added Tax. But despite the exorbitant amount on parking fees, the Zamboanga airport not only lags behind international standards, it lacks infrastructure to accommodate travellers. Its rest rooms were dirty, it has no adequate chairs and comfortable waiting sheds at the arrival area and its interior is antiquated. “Why do we have to pay for parking fees? Davao (Francisco Bangoy International Airport) is not charging parking fees. Laguindingan airport in Misamis (Oriental) is not charging parking fees, and even Jolo airport in Sulu

does not charge parking fees, so why would Zamboanga (International Airport) impose exorbitant fees considering the current state of this facility?” one private car owner asked. Officials of CAAP Zamboanga cannot be reached for their reaction to the mounting complaints. CAAP is a member of the so-called “Billionaires’ Club,” an elite circle of Government-Owned and Controlled Corporations that remit billions of pesos to the national government. It is an attached agency of the Department of Transportation and responsible for implement-

ing policies on civil aviation in order to ensure safe, economical, and efficient air travel. As an independent regulatory

body with quasi-judicial and quasi-legislative powers, the CAAP is mandated to set comprehensive, clear and impartial rules

Search is on for abducted Sulu doc SECURITY FORCES were searching for a Filipino doctor who was seized by gunmen in Sulu’s capital town of Jolo last week. Dr Daniel Moreno, who is in his 60s, was snatched just after dusk of February 4 in a daring assault carried out by at least four armed men disguised as soldiers. Moreno’s clinic is not far from the police headquarters. It was unclear how the gunmen managed to pass through military checkpoints around the town without being detected by soldiers and even policemen. Jolo is under tight security following twin suicide bombings by an Indonesian couple at a

local Catholic church in January last year that killed and wounded dozens of civilians and soldiers. No individual or group claimed responsibility for the latest abduction, but the proISIS terror group Abu Sayyaf has been largely blamed in previous ransom kidnappings in Jolo. The militants, who were fighting for the establishment of a caliphate, resorted to kidnappings to fund the purchase of weapons and terror attacks in the restive region dominated by Christians.
