the collection efficiency of ZAMCELCO. “This is a big help to the marginalized electricity consumers considering the situation now,” he said. He said the P53.264 million cash assistance will also be used to pay ZAMCELCO power suppliers and transmission services. “These are passthrough charges and the money goes to power suppliers,” Tiu said, referring to fees paid to other companies who operate and maintain the electricity network. Climaco said the cheque forms part of the local government’s second wave of relief assistance to residents affected by the Covid-19 pandemic. Last month, Climaco also handed over some P29.36 million in cheque to the Zamboanga City Water District or ZCWD as part of its assistance to tens of thousands of bonafide concessionaires. ZCWD led by Gener-

al Manager Leonardo Rey Vasquez and the (Chairman of the) Board led by Jose Vicente Atilano III received the cheque. Climaco said the P500 one-time cash subsidy to water concessionaires was also part of the City Government’s second wave of assistance. Just like in ZAMCELCO, the subsidy will be credited to the account of all bonafide water concessionaires upon payment of their bill. “This has been our promise to the people of Zamboanga,” she said. The ZCWD will deduct the P500 subsidy from the water bill of residential and semi-commercial accounts. And for those with water consumption of less than P500 a month, the remaining amount will be deducted in succeeding bills until the subsidy is consumed. The deduction will be reflected in the consumers’ water bills and covered by an official receipt. (Zamboanga Post)

Coronavirus cases here spiked after the national government allowed the return of thousands of LSIs, OFWs and those deported from Malaysia. And this was aggravated by the Balik-Probinsya Program introduced by Senator Bong Go in an effort to decongest the National Capital Region which is one of the epicenters of Covid-19 cases in the country. Zamboanga now has nearly or over 150 active Covid-19 cases from a little over a dozen in April after the local government, through its Task Force Covid-19 headed by Climaco, managed to flatten the pandemic curve. “As we have all anticipated, the opening of commercial flights, the entry of local stranded individuals and returning overseas Filipinos, and the easing of restrictions will put the city at greater risk for illnesses due to Covid-19,” Climaco said. “Nohay kita falta na de aton maga aviso con el publico. eracion de todo amediante este pandemia.” Climaco previously met with Regional Health Director Dr. Emilia Monicimpo, City Health Officer, Dr. Dulce Miravite and Councilor Jimmy Villaflores, the mayor’s action officer on health; and the chiefs of different hospitals here, as well as the representative of the local chapter of the Private Hospitals Association of the Philippines and discussed further preparations amid the spike in Covid-19 cases. She also had a meeting with City Police Director Colonel Thomas Joseph Martir and Task Force Zamboanga Commander Colonel John Divinagracia, City Administrator Apple Go and Councilor Josephine Pareja and discussed the strict implementation of MGCQ guidelines. Many residents had been reported to have violated the health protocols, especially the wearing of face masks in public places, and for not carrying their quarantine pass. Dozens of motorcycle riders were also apprehended carrying passengers which is not allowed by the national task force on

Covid-19. Climaco reminded residents to always carry their quarantine pass if they go out for work or to buy essential goods. She said residents should all the more be compliant of quarantine guidelines and follow the minimum health standards. “Strict compliance of the guidelines and the minimum health standards should be a personal responsibility of each and every resident of the city,” she said. Every time Climaco holds a virtual presser to brief the public on the progress of the battle against Covid-19, she always tell residents to maintain cleanliness and avoid holding their face, nose, mouth and eyes and frequently wash hands with soap and water, and at all times wear face mask and observe physical distancing – at least a meter apart from each other in public places. “We continue to appeal to the public to remain vigilant, strictly comply with the quarantine guidelines and continuously practice minimum health standards - wear face mask, frequently wash hands, observe physical distancing

and avoid non-essential movement or activities,” she said. Climaco appealed to the Department of the Interior and Local Government and the Inter-Agency Task Force on Emerging Infectious Diseases to intervene after other local governments stopped accepting their returning residents fearing Covid-19 contagion, and virtually making Zamboanga City the hold-

ing area for them, thus also raising the risks for contamination. Many of the LSIs came from Manila and Cebu where Covid-19 cases are high. “This poses a problem to the city and its residents, and we hope to ask the national government to intervene so that these individuals will be able to go home safe and sound in their own place,” she said, stressing that the current crisis demands

the support and cooperation of everyone in an effort to stop the further spread of the virus. Despite this huge problem, Climaco said the city government continues to work with its partners in the private sector, and “we continue to collaborate with our co-implementer, the National Resilience Council to conduct the web-base geo-special risk data-base on Covid-19 pandemic.” (Zamboanga Post)

1,400 students to help barangay health workers

SOME 1,400 students will benefit from the Special Program for the Employment of Students (SPES) of the local government of Zamboanga. The City Social Welfare

and Development Program said students aged 21-30 years old will be hired by the City Government and the Department of Labor and Employment (DOLE) for a 20-day work period to start on July 23 and ends August 14. This was also confirmed by Mayor Beng Climaco to the Zamboanga Post, saying, each beneficiary will receive a daily salary of P503.09 and 60% of which will be paid by the City Government while the 40% is shouldered by the

DOLE. Climaco said beneficiaries should be in school – either in college, high school or vocational and even out of school youth. “We really want to help our students, especially during these difficult times,” she said. City Social Welfare Officer Socorro Rojas said SPES beneficiaries will be assigned in the barangays to assist the Barangay Health Emergency Response Teams, as well as in disinfection and sanitation. Maglagay ng anti-itch cream o calamine lotion sa apektadong balat – Nagbibigay ang doktor ng 1% hydrocortisone cream na pangtanggal ng kati. Maaari rin uminom ng anti-allergy na tableta kung sobra ang pangangati. 3. Iwasang kamutin

Atro Mining told to answer ‘show cause’ order

(Giana Andrion) ATRO MINING has allegedly defied an order by the local government of Zamboanga to stop its operations inside the city’s watershed area in Barangay Vitali. The City Government issued a “show cause” against Atro Mining Vitali, Inc. to explain why its mining operations and all activities in Vitali should not be permanently stopped and closed. Mayor Beng Climaco, a

strong environmental advocate, signed the order, citing 8 issues that Atro Mining should explain and answer. The order was served by Assistant City Administrator Cesar Raz and received by Engr. Percival Bertuso Jr., Atro Mining resident manager. Climaco said the Mineral Production Sharing Agreement (MPSA) by and between the Department of Environment and Natural Resources (DENR) with Hard Rock Mineral Trading, Inc.

(HARD ROCK) was entered into without prior consultation with the local government as mandatorily required under the Local Government Code and rendering the MPSA null and void from the beginning. The Hard Rock entered into an Exclusive Mines Operating Agreement (EMOA) with Atro Mining Vitali, Inc. (ATRO), whereby Hard Rock assigned its rights, interest and participation under its MPSA to ATRO.

The show cause order also emphasized that Hard Rock’s MPSA which covers an area of 2,077.30 hectares is situated inside the Vitali watershed and that on June 5, 2002, the Sangguniang Panlungsod passed and approved Resolution No. 566 declaring Ayala, Culianan, Manicahan, Bolong, Curuan, and Vitali as watershed and protected areas. It added that under City Ordinance No. 273, otherwise

known as the “Revised Zoning Ordinance of Zamboanga City” enacted on December 19, 2005, Vitali watershed is identified as one of the 6 watershed areas of Zamboanga City. And on December 12, 2019, the Sangguniang Panlungsod unanimously enacted and approved Resolution 1771 earnestly requesting the DENR to cancel and not to implement the MPSA No. 237-2007-IV entered into by DENR with Hard

Rock Mineral Trading, Inc. relative to the mining operations of Atro Mining Vitali, Inc. and thereby joining and supporting the position of Climaco on the matter. Climaco said the Vitali watershed is considered as vital and critical source of Zamboanga City’s dwindling water supply now and in decades to come and should be preserved and protected for generations to come.
