International peace keepers are tasked to monitor and oversee the ceasefire process between the Philippine government and the Moro Islamic Liberation Front which signed an interim peace deal with Manila in 2014. Ayala Corporation proposes water investment in Zambo Continued from page 1 reason. It has been long pending with the ZCWD. Ayala Corporation acquired 140 million common shares of Manila Water Co., Inc. representing a 5.7% interest in the water utility. The shares were acquired from its strategic partner, Mitsubishi Corporation, which has been a long-time partner of Ayala since 1974 and has been a shareholder of Manila Water since 1997. Apart from Manila Water’s concession in Metro Manila’s East Zone, the company currently has four domestic water businesses which include Boracay Water, Laguna Water, Clark Water, and a bulk water supply project in Cebu. Combined, these businesses serve a population of 8.0 million Filipinos and Manila Water has continued to expand coverage and consistently reduce non-revenue water or system leakage over the past years. Manila Water has also expanded into water businesses around the ASEAN region, particularly in Vietnam where its expertise in water service and quality has been validated with the acquisition of two bulk water supply facilities in Ho Chi Minh City. Its leakage reduction project in Ho Chi Minh City which started in 2008 has outperformed its target and has benefited 25% of the city’s 6 million population. Mayor Beng Climaco has welcomed the investment proposal, especially at this time where many barangays are suffering from lack of water supply. “We welcome this development and we hope the ZCWD will act on it accordingly to improve our water supply,” Climaco said in a recent television

While she praised the investment proposed by the Ayala Group of Companies, Climaco said there are other considerations that ZCWD must take such as retrofitting of water pipes in most government offices due to leaks and wastage of water. “So we have to look at the system on how to reduce the water revenue and how to utilize the rain water as well,” Climaco said, adding, public cooperation and discipline are needed to save water. “The bottom line here is individual discipline - discipline in observance of traffic rules, discipline in disposal of garbage, and discipline in water usage,” she said. Climaco has assured the public that the local government is doing its best to help end the water crisis here. Some of the complaints were: “I called them 3x because

there is a broken pipe in the main road, but it’s been almost a month but no action. It’s not our loss actually because it is before the meter. So if they don’t care it’s not my problem anymore.” “They don’t deliver water every day, we don’t have enough water to use! Very poor service as ever!” “Dear Zamboanga City Water District management, we are from Pasonanca and yet we suffer a lot regarding the water system. For how many days now we don’t have a good water supply. We are experiencing the same with the people from Carmen Valley because we have the same pipeline. We pay a lot for water, but look at it now, we need to go to the river just to wash our plates and we need to carry water from the river to use in the bathroom. My son yesterday got a wound on his hand because he stumbled at the side of the river bank. ZCWD, pls do something.” And the worse part of it, the ZCWD have not responded to any of the complaints posted on its social media account which is filled only with water rationing advisories. With the theme “Diversidad, Resiliencia y Alegria,” Mayor Beng Climaco along with Councilors Crisanto dela Cruz, John Dalipe, Jimmy Villaflores and Vincent Paul Elgo, led the opening of the festival with a grand show of colors, music and dances as a prelude to the myriad of activities that will take place in October. “The festival is a celebration of culture, history and faith of the Zamboangueños,” said Climaco as she invited everyone around the globe to come and celebrate the Zamboanga Hermosa Festival and

The Zamboanga Hermosa Festival features many activities such as the colorful street dance competition where different schools fight for the title -

from the street to the main event - which everyone will show their best talent. The joyous celebration usually draws thousands of local and foreign tourists to the “City of Flowers” to participate in the event. Among them is the Regatta de Zamboanga or vinta (sail boat) racing and the colorful street dancing. Another event, the “Mascota de Zamboanga” which showcase the talents, craftsmanship and creativity of Zamboangueño fashion designers in creating traditional wardrobe used during the Spanish era. During the festival, hundreds of stalls are put up by travelling merchants from Luzon and Visayas to showcase their products in an open bazaar. Regional trade exposition is also being held during the Zam-

boanga Hermosa Festival. In the past festival, a beauty pageant and parade of lights, including the Chavacano Video Music Festival and a dance party, Danza La Vida, highlighted the event. Residents also feasted on grilled foods held nightly as part of the “Zamboanga Smoke Out – Grilled Food Fiesta” by the seaside. The festival also features weeklong novena masses, cultural shows, agricultural fairs, art, photo and flower garden exhibits, torch parades, fireworks, and carnivals. Zamboanga City had been under Spanish rule in the past and was also used as a base for American soldiers. The area around Zamboanga Peninsula has been occupied by indigenous people as early as 30,000 years ago. The

first inhabitants were the Subanons and Lutaos and later, the Islamized ethnic groups of Samals, Bajaus, Tausugs, and Yakans. The official festival logo and soundtrack “Vene ya na Zamboanga,” (Ven a Zamboanga) the calendar of activities, guidelines of the different competitions and festival merchandises, among others were also unveiled during the launching held at the Marcian Garden Hotel and attended by more than 300 people. It also saw the unveiling of the Zambo Hermosa App, an online platform for local tourism, events, foods and places and a collaboration of the Hermosa App NGO group and the City Government. The app is downloadable online where one can get access to the services

of the City Tourism Office, get updates on the activities of the Zamboanga Hermosa Festival as well as access to tourism products and services offered by the locals. Christian Olasiman, head of the City Government’s Special Events Team, said the Zamboanga Hermosa Festival celebration will center on three distinct, yet very important core values that defined the bedrock of the Zamboangueño communities and their continued resurgence as a people – Diversidad, Resiliencia y Alegria or Diversity, Resilience and Joy. Climaco said the ELA is a product of a 3-day painstaking and careful consideration of all flagship programs identified by the different sectors and clusters that complement the S.H.E. Program, including the various issues in Zamboanga such as electricity, water, traffic, garbage and socialized housing for the poor, among others. S.H.E. refers to Security, Health and Education – which is Climaco’s flagship program. The final copy of the 2020-2022 ELA is expected to be soon. Last year, Climaco pledges more support for senior citizens here after praising and thanking them for their valuable contributions

in many ways to Zamboanga City. She also released cash incentives to the elderlies as part of her priority programs for senior citizens. It is the first time for the local government to have given so much attention for the senior citizens. It is only during Climaco’s time that senior citizens in different barangays are receiving the much needed attention and care through the local government’s various medical assistance and incentive programs called Largo Vida which literally means “Long Life”. Largo Vida is part Climaco’s benevolent programs dedicated to the welfare or well-being of senior citizens. It is being implemented by the City Health Office (CHO), City Social Welfare and Development Office (CSWDO) and Office of the City Mayor (OCM). And aside from Largo

Vida program, Climaco also provides cash incentives to senior citizens celebrating their birthday as provided in a local ordinance. Considered also as the first of its kind in the history of Zamboanga, the distribution of the cash gifts covers all the 98 barangays here. Under the ordinance, the birthday cash incentives will be given annually to all senior citizens: P500 for ages 60 to 69; P700 for ages 70 to 79; P800 for ages 80 to 90; P1,500 for ages 91 to 94 and P2,000 for ages 95 to 99. Climaco is a strong advocate for the welfare of the poor and the children, and the youth through her various humanitarian programs and barangay projects which are well received and appreciated by the people because they have not experience anything like it in the past administrations. Climaco’s fire truck donation was supported by members of the City Council and in response to President Rodrigo Duterte’s modernization program for fire fighters. It is also Climaco’s vision to make Zamboanga City even more resilient and progressive She said the six-wheeler, diesel-engine fire trucks can each carry some 3,000 liters of water and are all Euro 4 compliant. Euro 4 is a globally accepted European emission standards for vehicles that require the use of fuel with significantly low sulfur and benzene contents which means cleaner emissions and less pollution in the environment. Aside from the trucks, the local government also provides allowances, among others to the fire department as part of Climaco’s firm commitment to security. BFP Regional Direc-

tor Senior Superintendent Sydney Besana and Zamboanga District Fire Marshal Superintendent Jhufel Brananola expressed their gratitude to Climaco and members of the City Council for the new fire trucks. Branola said the new trucks will boost their fire fighting capabilities. He said the trucks will be deployed to different fire stations in various barangays. For his part, Fire Director Leonard Banago praised Climaco for her support to the Bureau of Fire Protection. Climaco vows to continue supporting the fire department. Last week, Climaco attended the National Resilience Summit in Quezon City where she shared her administration’s accomplishments on disaster preparedness. The summit emphasized the importance of coherence and the role of all stakeholders in attaining national resilience against calamities and disasters. The two-day event on “A Whole-of-Society Approach: On the Road to Resilience” also served as a knowledge-sharing platform for all disaster risk reduction manage-

ment stakeholders that attended the summit. Climaco shared the local government’s investments on S.H.E. Program and efforts being conducted at the community level to ensure a more resilient Zamboanga. She also stressed Zamboanga’s risk and resilience challenges which are physical, environmental and deeply historical and socio-cultural. “In building resilience for Zamboanga, we believe that human security is at the core of reducing risk. There must be systemic solutions based on context that go beyond the traditional approach in security and that solutions must be targeted and efforts coherently whole-of-society,” she said. “Resilience is achieved when individuals and their institutions prepare, adapt and transform to minimize exposure and vulnerability to address all current and future risks,” Climaco added. The event was organized by the National Disaster Risk Reduction Management Council and the National Resilience Council along with civil society groups. (Zamboanga Post)

2 lbs. beef chuck cubed 1 1/2 cup red wine 3 cups beef broth 4 strips bacon chopped 15 pieces pearl onion 3 ounces tomato paste

Local Government Secretary Eduardo Año also issued a memorandum addressed to all local chief executives to clear public roads on President Duterte’s order.
