Zamboangueños told to observe health protocols, guidelines
MAYOR BENG Climaco has lauded all health workers in the frontline of the local government’s anti-polio campaign, saying, their hard work ensured the protection of the children against the disabling and life-threatening disease caused by a virus that spreads from person to person. “We would like to express our deepest gratitude to all our health workers and medical frontliners for their sacrifices and hard work

ZCMC, DOH explain delay in Covid lab test results
WITH THE rising number of new Covid-19 cases in Zamboanga City, Mayor Beng Climaco again reminded residents to observe health protocols and strictly follow the quarantine guidelines in order to prevent the spread of
the deadly respiratory disease. Climaco, who heads the Zamboanga’s task force on Covid-19, said there are now nearly 300 active Covid cases and at least 20 recorded deaths. But despite the increase in Covid cases, she said pa-
tients who recovered from the disease are now nearly 350. “We remind our residents to continue their efforts to protect themselves and protect others by wearing masks and other protective Continue on page 2
THE LACK or unavailability of RNA extraction kit and the increasing number of Covid-19 specimens from other provinces and Zamboanga City have caused delay in the results of laboratory tests. Climaco said residents should take precaution when in public areas. “We understand that we cannot totally put a halt to our movements
outside our homes as we have needs to consider and tasks to attend to. Please be careful when you go out. Please take every precaution you can and avoid unnecessary risks. Si puede, no mas ya sale na casa y si necesita gayot sale, siempre con cuidao,” she said. The local government, she added, is exhausting all efforts to fight the pandemic on different fronts. “As you all know Covid-19 is a public health
emergency. It is an economic emergency. It is a social emergency. We are doing our best to keep up and customizing our approach for the local situation while heeding national directives.” “We ask for your patience and understanding with the developments that come in and are implemented. Follow pronouncements and reports from official sources only,” Climaco said. (Zamboanga Post)
Frontliners lauded for hard work Continued from page 1 Climaco said. Health workers underwent a series of orientation on the minimum health standards, as well as infection control protocols amid the coronavirus pandemic prior to the start of the anti-polio program, according to Climaco. The local government, in collaboration with the Department of Health and World Health Organization, recently concluded the “Sabayang Patak Kontra Polio Round 3” after extending the program for a few days to allow health workers ample time to conduct intensive vaccination in different barangays that were placed
under lockdown due to the coronavirus pandemic. The anti-polio drive began July 20, with health workers trekking through dirt roads and far-flung areas - rain or shine - in order to vaccinate children aged 0 to 119 months old in all 98 barangays here Despite challenges in the implementation due to Covid-19, the vaccination drive was a success. In the last anti-polio drive in February, the local government vaccinated 221,917 children – more than 8% from the target. Last September 19, the DOH announced a polio outbreak in the Philippines and
launched a synchronized polio vaccination campaign which aims to boost immunization coverage against polio by giving three doses of the oral polio vaccine to all children regardless of their immunization status. The country has seen a decline of immunization coverage in the past few years, including for protection against polio. In 2018, at least 66% of children completed their oral polio vaccine (drops) doses and 45% received their inactivated polio vaccine (injection) dose. (Zamboanga Post. ZCMC, DOH explain delay in Covid lab test results Continued from page 1 several steps in the complex procedures in testing Covid-19 swabs. Dr. Justine Paber, a spokesman for the Zamboanga City Medical Center (ZCMC) - which operates the GeneXpert - and the Department of Agriculture (DA) laboratories, explained that the number of specimens to be tested for Covid-19 has dramatically increased and attributed the increase to patients coming from nearby provinces. He said aside from the bulk of specimens for testing, the DA RT-PCR machine, which could run 186 tests a day is now being operated manually the past days due to the unavailability of extraction kits, thus, the facility can only run 130 tests a day. Paber added that the GeneXpert machine at the ZCMC could run 16 tests every 2 hours or 96 tests daily. “Just the same, the machine’s capacity could not match the bulk of specimens to be tested every day,” he said. The GeneXpert is a technology that revolutionized TB molecular diagnostic testing and is capable of running tests for multiple diseases. Dr. Dennis Dacayanan,
of the Regional Epidemiology and Surveillance Unit (RESU) of the Department of Health, confirmed Paber’s statement on the delayed laboratory test results. He said the RESU conducts surveillance on 26 “notifiable diseases”, including Covid-19, and in Zamboanga City the numbers of Covid-19 positive cases have increased way beyond the daily test capacity of two laboratories here. A notifiable disease is any disease that is required by law to be reported to government authorities. Black propagandists and trolls spreading fake news and false information against Mayor Beng Climaco in social media have repeatedly blamed her and Dr. Dulce Amor Miravite, of the City Health Office; and the local task force on Covid-19 for the increase in active coronavirus here and the delay in the releasing of test results. Climaco expressed alarm over the rising number of Covid-19 cases here and has repeatedly appealed to the public to take extra measures to protect themselves from the deadly respiratory disease that had killed at least 20 people in Zamboan-
ga City. Coronavirus cases spiked after the national government allowed the return of thousands of stranded persons (LSIs) and overseas Filipino workers (OFWs), and even deportees (ROF) from Sabah, to their places of origin as part of the “Balik-Probinsya” program introduced by Senator Bong Go. Zamboanga now has nearly 300 active Covid cases. “As we have all anticipated, the opening of commercial flights, the entry of local stranded individuals and returning overseas Filipinos, and the easing of restrictions will put the city at greater risk for illnesses due to Covid-19,” Climaco said. “Nohay kita falta na de aton maga aviso con el publico. Necesita gayot el suporta y cooperacion de todo amediante este pandemia.” Climaco said residents should all the more be compliant of quarantine guidelines and follow the minimum health standards. “Strict compliance of the guidelines and the minimum health standards should be a personal responsibility of each and every resident of the city,” she said. fear of being accused of political partisan. One of Climaco’s old time supporters, Benito San Jose, said trolls and propagandists are believed being used by the mayor’s political foes and taking advantage of the health crisis that has put extreme pressure to the local government in fighting the pandemic and taking care of the welfare of the people. “Beng has her hands full. She is busy running this government and at the same time fighting this health (crisis), the coronavirus (pandemic) while taking care of Zamboangueños and make sure the disease stop spreading,” San Jose said. “But sad to say, anti-Climaco forces are heartless and they are bent on destroying the mayor because at stake here are the 2022 elections. They are not only heartless, but ruthless. They are political terrorists – these black propagandists and paid trolls are on the offensive now,” he added. Another follower of Climaco, who claimed to have campaigned hard for her the past decade, blamed the mayor for her “forgiving and compassionate” character. “Beng, being a very religious woman and devoted Christian, is very forgiving. Her compassion for other people and her persona are something that others (politicians) do not have, and that is also why she is being abused. Her kindness is being abused and disrespected by her antagonists for their personal gain and political interest,” he said. Last June, Netizens called on Climaco to sue those defaming and maligning her administration and to file libel charges against trolls and black propagandists besmirching her persona. In posts left on Climaco’s Facebook account, dozens of Netizens defended the hardworking mayor against all criticisms and fake news and false information spread by her foes. Even on Climaco’s Facebook page, trolls and black propagandists leave insulting comments. This after Climaco branded as “very malicious and very dangerous” the false information and fake
news being peddled by her foes and political trolls in the middle of the government’s effort to contain the spread of the pandemic. Climaco previously blasted propagandists, who are spreading fake news on social media, particularly on Facebook, and especially on the issue of the rising number of Covid-19 infections and the late releasing of test results by health authorities. “Actualmente este insinuations are very malicious and very dangerous, as Local Chief Executive you do not know what it feels every time I received a (report of Covid) positive case. No one would want to endanger Zamboanga City, aquellos que tiene malicioso pensamiento que ta pensa que ta queda kita alegre na maga caso positivo is very dangerous. Poreso gane este maga tiempo mas bueno pa si concentra ya lang kita na de atun trabaho imbes de hace calayat maga false information.” “We are really praying that every Zamboangueño be healed because if every Zamboangueño is healed then Zamboanga City will be able to recover. Stop insinuating and stop accusing (and) let us work together for the benefit of Zamboanga City,” Climaco said. Hays (sic).” This was also what Anna Marie Cabato-Araneta wrote: “Sue them Mayor Beng!” Jobet Bedayo commented: “Manda man imbistiga Mayor para once and for all sabe si kita si sikien se ang mga trolls.” Alberto Kwan Jr. urged Climaco not to be affected by those who criticized herm saying she is doing a great job. “Wag niyo sila pansinin Mayor...inggit lang mga yan... you’re doing a great job. Be safe always,” he wrote. One Netizen who goes by the name “Silver Spinner Etneciv” has left a strong worded message to those maligning Climaco and called them “monkeys.” “Chongo! Esos mga jente. Numas irbi sangre Mam Beng! We all know and we can see how much you care for us Zamboangueños. We love you,” he said.
Nel Irilis offered prayers to all those afflicted by Covid-19. “Let’s all pray for the healing and recovery of every (Covid-19) positive individuals in our city.” And Edmond Lape urged Climaco to fight the trolls. “Laban lang Mayor,” he wrote on the mayor’s social media page. But for Ivy Aguas, she suggested that Climaco should give out awards to trolls. “I am waiting Mam Beng, ase tu video para award kunel mga trolls kay ase yo na TikTok,”she said, referring to the Chinese video-sharing social networking service owned by ByteDance and use to create short dance, lip-sync, comedy and talent videos. Aguas added: “C balyente sila porke dummy account ta usa, cobardon man.” Christine dela Cruz has written a lengthy comment and branding the trolls as defamer for maligning Climaco on her own Facebook page. “Where are the trolls? Shame on you! Always complaining and defaming the reports in this page. Now with this post, looks like the so-called radical thinkers can’t seem to type a word. Good luck Mayor Beng and keep doing what is best for Zambo. Your dedication and concern for your constituents will prevail. God bless!” Netizens also expressed love and empathy for Climaco. “One for all, all for one kita Mam Beng, hope and pray that this pandemic will end soon. Salute to you our beloved Mayor, God bless you always, and our City of Zamboanga as well,” wrote Winnie Flores. “God bless Mam Beng, we love you,” said GGie Bongalos Ramones. “All the love and support to our beloved Mayor Beng Climaco! We love you Mayor Beng,” Anthony Juaton also commented. “Kasuhan na yan para di mamihasa,” said 1Rchell Llnipa, echoing what other Netizens urged Climaco to do.

Mayor Beng Climaco with President Rodrigo Duterte “Be strong Mayor Beng. Manada kame tan pray para kontigo. Mucho tu ya man touch mga lives, especially mga jovenes de amun time akel kwando hinde pa tu na politica. God bless and more power,” said Chiara Belle. Working Hard Climaco said the local task force on Covid-19 and health authorities are exercising all measures to ensure public safety despite being under the General Community Quarantine based on the decision of the Inter-Agency Task Force (IATF) on Emerging Infectious Diseases and approved by President Rodrigo Duterte. “We are really exercising every ounce of safety measures and sometimes people think the City Government is very slow, but we have to be safe than sorry,” Climaco said, adding, the local government has to set three vital measures to further combat the spread of the deadly Covid-19 disease following the emergence of new positive cases. “We have to set three very important measures: One is to strengthen the monitoring in our barangay health emergency response; second is to provide opportunity for data collection and contact tracing and next, we need to also prepare system and a module where every individual Zamboangueño is responsible enough when they are in public. So these three (important measures) have to be set in place so that we will be able to be in a more relaxed, new normal process in the city of Zamboanga,” she said. “Na favor de Dios, el de atun maga paciente de Covid-19 ta recobre embuenamente con el amor, ayuda y compacion del de atun mga medical
front-liners pero mientras tiene ta recobre, tiene tamen ta umenta el caso. We need to remain vigilant and to continue carrying out the minimum health protocols. To move forward and to rise from the challenges brought about by the Covid-19 pandemic, we need to balance el de atun health and the economy poreso ay esperanza kita el declaracion del national IATF so cosa ya ba el status del ciudad de Zamboanga,” Climaco added. City Health Officer Dr. Dulce Amor Miravite was also saddened by the spread of the black propaganda, saying, health authorities are working hard to ensure the safety of everyone against the Covid-19. Climaco said Zamboanga is facing a health crisis, yet her foes continue to take advantage of the pandemic in destroying the unified efforts of the local government in addressing the Covid-19 situation because of vested political interest. She said: “Bien grande el problema ahora, man politica pa kita? I need to keep my focus on the urgent task as Mayor rather than answering all your insinuations.” “I need to work because this is my sworn duty and the people of Zamboanga elected me to serve you as your Mayor, to protect our
City most especially in this time of the pandemic. With God’s grace and la Virgen Nuestra Señora del Pilar, este el de mio tercer termino que ustedes ya dale el victoria para sirvir con ustedes and I will not fail the people of Zamboanga. I will continue to do what is needed to protect our people and focus on what matters in this time of the pandemic with God’s grace, to heal the sick and feed the hungry,” she added. Climaco’s political supporters have previously denounced what they claimed was an orchestrated black propaganda peddled in social media, especially in sponsored public groups believed being funded by anti-Climaco forces. The black propaganda, they said is being used to attack Climaco’s integrity and her strong moral principles, and moral uprightness. And even the local government’s welfare programs are being maligned anti-Climaco groups to reinforce the spread of fake news on social media. Climaco’s political advisers also echoed the same suspicion and said all the black propaganda and fake news against the mayor is part of a strategy as early as today in preparation for the next elections. One of her adviser’s likened these black propagandists to a cancer cell that multiplies and attacks the good cells, but “the mayor’s hard work and outstanding and transparent governance is like a strong antibody that completely destroys the cancer.” This is Climaco’s last and final term and several political personalities are eyeing the top post and the vice mayoralty position, including the two congressional seats. Zambo LGU aids poor family in despair THE ZAMBOANGA City Social Welfare and Development Office (CSWDO), upon order of Mayor Beng Climaco, provided food aid to a poor family after the father diagnosed with Alzheimer’s disease suffered a stroke. Two of the man’s children are also with disabilities, according to CSWDO, adding, the family lives in a small dilapidated house in Barangay Ayala. “The food assistance forms part of the initial services extended to the family to cope with difficulties amid the Covid-19 pandemic. Financial assistance is also being processed while the children are set to be included in the City Government’s cash incentive for persons with disabilities.” “The parents will also
be enrolled in a pro-poor program of Mayor Beng for senior citizens so they can avail of the regular cash incentive for the elderly,” CSWDO said. In April this year when Zamboanga was in a strict community quarantine measure to prevent the spread of coronavirus disease, Climaco rolled out a program that benefited patients with chronic diseases by providing them with free transport services to help them in their medical needs. The local government tapped the ALTS-Coop taxi cabs for the free transport services for patients on chemotherapy, regular dialysis and physical rehabilitation from 8 a.m. until 5 p.m. Included in the program were patients on chemotherapy, regular dialysis and phys-
ical rehabilitation. This is also the first time in Zamboanga that the local government provided free transport services to medical patients, especially for those who rely on public transport or those who do not have vehicles at a time Zamboanga is under the enhanced community quarantine. Health is one of Climaco’s three priorities with security and education (Because S.H.E. Cares) as her concrete foundation to better serve the people of Zamboanga. Aside from free medical transport services, Climaco’s Largo Vida (Long Life) program also benefits the poor and the elderly by providing the medicines, among others. It is only during Climaco’s time that senior citizens in different barangays are receiving the much needed attention
