DOH Undersecretary Dr. Abdullah Dumama Jr (Field Implementation and Coordination Team for Visayas and Mindanao) sent a letter recently to Mayor Beng Climaco and lauding the efforts of the

local government. “We commend the dedication and hard work of health care staff and community health volunteers, who made sure that every target child was given anti-polio drops,” Dumama said. He said the highly successful anti-polio campaign amid the “extraordinary time” of the Covid-19 pandemic resulted in the DOH Undersecretary Dr. vaccination Continue on page 2 Abdullah Dumama Jr

DOH lauds Zamboanga City for successful anti-polio drive Mayor Beng Climaco during the anti-polio drive.

Continued from page 1 of 119,421 children aged 0-10 years old. “The DOH wishes to sustain high coverage of routine immunization in the health centers and hospitals in order to free the children from vaccine-preventable diseases, in particular make the Philippines a polio-free country once again,” Dumama said. Climaco thanked the City Health Office (CHO) and health workers who took part in the anti-polio drive. The mayor was actively involved in the campaign and repeatedly called out to parents to have their children immunized against the highly contagious disease. She led the launching of the Sabayang Patak Kontra Polio 3 program in July and even joined the immunization campaign (for the bivalent oral polio vaccine) in an effort to contain and eradicate polio here. The anti-polio drive was organized by the DOH in partnership and collaboration with the CHO and the World Health Organization (WHO). The campaign seeks to prevent polio outbreak, a scenario health workers and officials are committed to avoid despite the complications and challenges posed by the Covid-19 pandemic. Local health workers

underwent a series of orientation on the minimum health standards, as well as infection control protocols amid the coronavirus pandemic prior to the start of the anti-polio program, according to Climaco, who thanked the DOH and WHO for the assistance. In the previous anti-polio drive in February, the local government vaccinated 221,917 children – more than 8% from its target. Last September 19, the DOH announced a polio outbreak in the Philippines and launched a

synchronized polio vaccination campaign which aims to boost immunization coverage against polio by giving three doses of the oral polio vaccine to all children regardless of their immunization status. The country has seen a decline of immunization coverage in the past few years, including for protection against polio. In 2018, at least 66% of children completed their oral polio vaccine (drops) doses and 45% received their inactivated polio vaccine (injection) dose. (Zamboanga Post)

Continued from page 1 the respiratory disease. More than 700 people have recovered from Covid-19 since the pandemic began in March, according to Climaco, and she largely attributed this success to hardworking medical frontliners who risk their own safety to save others from the grave. “The steady increase in the number of recovered patients is because the hard work of the medical frontliners and all the people who risk their own life in battling this pandemic and we thanked all of them,” she said by phone from her office. Climaco said while the active Covid-19 cases are over 400 with several dozen mortalities, and most of those who perished had underlying medical conditions. She again urged commercial establishments to

strictly adhere to health protocols and quarantine guidelines as part of preventive measures against Covid-19. “Our Establishments Inspection Team together with personnel from DTI, DOLE and BFAR conduct regular inspections in shopping malls, canning factories and other businesses to remind and warn against non-compliance of laws. If found violating the guidelines, the establishments are issued with notice of violation and citation tickets that prescribe penalties or fines,” Climaco said. Climaco reminded residents to wear face mask and face shield when in public places and observe physical distancing to avoid Covid-19 infection. “Also wash hands with soap and water, or sanitize them and avoid holding your eyes, mouth and ears. Please follow our

quarantine guidelines,” she said. President Rodrigo Duterte approved the recommendation of the IATF-EID in placing Zamboanga and the rest of the country under MGCQ. Duterte said that aside from the National Capital Region, the provinces of Bulacan and Batangas and cities of Tacloban and Bacolod are under stricter General Community Quarantine until end of the month. Iligan City is placed under stricter Modified Enhanced Community Quarantine to stem the rising number of Covid-19 cases. There are over 221,000 confirmed infections throughout the country with nearly 160,000 patients recovered from the disease that had already claimed the lives of more than 3,500 since March. Por tantos años, el ataque contra na administracion sin descanso por causa de politica,” she added. Climaco said the black propaganda is a gross distortion of the truth, adding, the local government continues to work hard for the welfare of the people while her foes are busy spreading black propaganda ahead of the 2022 national and local elections. She also cited the on-going P74-million Zamboanga City Waterfront and Heritage Walk Development Project in R.T. Lim Boulevard that her detractors claimed had been abandoned by the lo-

cal government. “The project is on-going and not abandoned as what propagandists peddle. It is being undertaken by a private contractor, who has until October 24, 2020 to finish the project. The notice to proceed was issued October 7 last year and with project duration of 206 days. The project was suspended last March 20 due to the Covid-19 pandemic and resumed July 16,” Climaco said. Green, Green, Green is funded under the Local Government Support Fund - Assistance to Cities (LGSF-AC) and it is the government’s public open space development program launched in 2017 by the Department of Budget and Management (DBM). It assists the Philippines’ 145 cities and their local government units in making their communities more liveable, sustainable, and well-connected through the development or enhancement of pub-

lic open space by creating esplanades, parks, arboretum, or botanical gardens, and building bike lanes, walkways, and green infrastructure. The program is a parallel endeavor to the massive national infrastructure development program Build, Build, Build. And the Zamboanga City Waterfront and Heritage Walk Development Project is one of the biggest public open space projects under Green, Green, Green. The city’s project focuses on upgrading and connecting R.T. Lim Boulevard and its neighboring thoroughfares in the waterfront city zone and heritage zone. Uniform and non-skid paving are used to improve the appearance and safety of the streetscape while speed tables will be built to connect sidewalks, making the corridor friendly to people on foot. Census begins in Zambo

A photo from the Philippine Statistics Authority shows Mayor Beng Climaco answering questions from a census enumerator. THE PHILIPPINE Statistics Authority or PSA has begun its 2020 Census of Population and Housing in Zamboanga City with Mayor Beng Climaco as among the first respondents. Climaco, also the head of the City Census Coordinating Board, welcomed census enumerators who came to her modest place and she answered questions on the socio-economic as well as household-level and housing characteristics. She urged residents to support the government’s survey which was originally scheduled in May,

but this had been moved to September due to the coronavirus pandemic. It will run until end of this month. The mayor said respondents and census enumerators must strictly follow health protocols to avoid Covid-19 infection. “Please observe physical distancing and wear a face mask or face shield,” she said. PSA Chief Statistical Specialist Conrad Sontillano said some 949 people were hired and trained as enumerators. He said the enumerators are equipped with personal protective equipment

when they go house-tohouse in all 98 barangays here for the census which will take about 15-30 minutes. The last census in Zamboanga City was conducted in 2015 where it registered a total population of 861,799. Among the barangay which have the highest population were Talon-Talon, Mampang, Tumaga, Tetuan, Calarian, San Roque, Pasonanca, Santa Maria, Baliwasan and Tugbungan. The census is a nationwide government undertaking that involves the collection, compilation, evaluation, analysis, publication and dissemination of data on population count. It includes demographic and socio-economic characteristics of population, housing characteristic, household characteristics and barangay characteristics in every barangay, city and municipality, province and region. It also aims to provide government executives, policy makers, and planners with population and housing data on which to base their social and economic development plans, policies and programs.

SUNDAY REFLECTION by Mayor Beng Climaco Matthew 17:21-27

“You are an OBSTACLE in my path...then Jesus said to his disciples, if you want to follow me, deny yourself. Take up your cross and FOLLOW ME!” (LAST WEEK), I was once again a reactor in a second series of webinars by the DILG and Union of Leagues of the Philippines representing the League of Cities of the Philippines as City Mayor. This is a learning series equipping participants to address the need for economic recovery and education at this time of the pandemic. The millennials of the City Government

of Zamboanga - Christian Olasiman, Jasmine Mohammadsali, Jessie Lapinid, Garnette Francisco and Bong Serrondo - are just a fraction of the hearts and minds embracing technology and navigating this new way of communication but very keen on nuancing the needs of our people and what we in government must do. God has blessed me with the opportunity of working with bright

secretions from the mouth or eyes. Consuming properly cooked poultry or eggs from infected birds does not transmit the bird flu, but eggs should never be served runny. Meat is considered safe if it has been cooked to an internal temperature of 165ºF (73.9ºC). H5N1 has the ability to survive for extended periods of time. Birds infected with H5N1 continue to release the virus in feces and saliva for as long as 10 days. Touching contaminated surfaces can spread the infection, especially to poultry farmers; a traveller visiting affected areas or those who are exposed to infected birds; and someone who eats undercooked poultry or eggs, and even a healthcare worker caring for infected patients or a household member of an infected person.

A photo from the Office of the City Veterinarian shows two workers getting blood sample from a domestic duck. Zamboanga has at least 8 bird flu hotspots. A person with H5N1 infection may experience typical flu-like symptoms such as cough, diarrhea, respiratory difficulties, fever, head-

young minds and being energized by their abundance of energy which inspires me and YES, gives me a reason to hope in the future. (Last night), I had to prepare for another talk for the Philippine Society of Public Health Physicians. Strategic Leadership in Health Crisis, When we at our best? A Reflection of a Politician!” I had to recount my leadership journey with 22 God-given years in public service. I recall how another young voice prodded me to heed God’s call and seek open windows in closed doors - Michael Angelo Saavedra, my high school student. As a neophyte in the City Council, my dad who was my mentor, taught me to be honest and to be a fiscalizer. He introduced me to the Local Government Code as one of his first gifts to me. Being a lawyer and Presiding Officer of the Sanggunian, he knew the law and wanted to impart to his only daughter the discipline of studying every piece of legislation being passed. Quien ba tata y nana no quiere dale el mejor para na anak? In my leadership journey, I am once again faced by the challenge of a health crisis brought about by the pandemic and the threat of terrorism in the region with the recent bombings in Jolo. Where would I hewn

ache, muscle aches, malaise, runny nose and sore throat – just like coronavirus disease or Covid-19. (Zamboanga Post)

my strength if not from God alone who placed me here? Despite the toxicity of politics, bien mabuling gayod, I am here to respond to the calling of God to change systems to be able to deliver quality service to the people. Just as in Jesus’ ministry, there were noisy, angry, and divisive voices that became obstacles in His mission. I too, navigate into these destructive obstacles that try to lure me away from my mission and my focus on my work. Allow me to share the insights of Jessie that he aptly describe as an obstacle - politics is the main challenge that continue to distract our efforts to address the real problems of Covid-19. Malicious claims, spreading of baseless accusations and giving people false hope in doing what is popular, but ultra vires contrary to law because local legislation cannot run contrary to national law. All these for personal, political agenda? Very divisive and distractive as it is an obstacle to unity in these times of crisis. This is the cross a leader must carry, to deny oneself for the people. Not to let the distractive voices be an obstacle in following Jesus and our mission to serve. This Sunday, no matter how heavy our crosses may be, do not let obstacles block God’s love to grant you hope and a future!

Jeremiah 29:11 “For I know the plans I have for you,” declares the Lord, “plans to prosper you and not to harm you, plans to give you hope and a future.”
