Barangay tapped to disseminate correct info

Mayor Beng Climaco with BION officers. (Bong Serondo) Continued from page 1 Climaco was also joined by Philippine Information Agency Regional Director Noemi Edaga and Department of the Interior and Local Government Zamboanga City Director Ginagene Vano. The BION is a joint project of the local government’s Risk Communications Team in collaboration with the Philippine Information Agency, Department of Health and City Health Office and it will serve as the localized information network system. She said true and factual information is very important, especially now that fake news found its way on social media and even used by unscrupulous individuals to take

advantage of the pandemic to malign the government and other people for their own selfish interest. She said social media are also flooded with advertisements of medical products and gadgets that promise a cure or treatment for Covid-19. Quoting one campaign of the World Health Organization or WHO, Climaco said: “As the world responds to the Covid-19 pandemic, we face the challenge of an overabundance of information related to the virus. Some of this information may be false and potentially harmful.” “Inaccurate information spreads widely and at speed, making it more difficult for the public to identify verified facts and advice

from trusted sources, such as the local health authority or WHO. However, everyone can help to stop the spread. If you see content online that you believe to be false or misleading, you can report it to the hosting social media platform.” Climaco, a popular politician in Zamboanga, has been the target of fake news and black political propaganda mounted by her foes ahead of the 2022 national and local polls. Last month, the local task force on Covid-19 chaired by Climaco, also launched the “Tiene Cuidao” campaign, an information drive against the coronavirus pandemic in an effort to eliminate or slow down the spread of the deadly respiratory disease. The campaign - also from the Risk Communications Team - highlights minimum health standards and personal responsibility in protecting self, community and city from the virus. “When we say tiene cuidao, it is an expression of love and affection. I am telling you that I care for you, that I am thinking of you, that I am waiting for your return, happy and safe,” Climaco said. Climaco has appealed patiently over and over again to residents to always follow the community quarantine guidelines and observe physical distancing. But despite her appeals, many continue to defy health protocols. (Zamboanga Post)

Covid warnings do not scare defiant folks

Chaotic traffic situation everyday, especially during rush hours, in Tetuan Highway is largely attributed to undisciplined motorists who disregard traffic laws such as these defiant motorcycle drivers who occupied the opposite lane of the road. Traffic enforcers also fail to apprehend or penalize these violators. (Zamboanga Post) LOCAL AUTHORITIES continue to apprehend hundreds of violators of community quarantine guidelines and ordinances despite repeated warnings by the task force on Covid-19 and the police. The Roving Patrol Compliance Team headed by Albert Santa Teresa together with members of the Task Forde Ordinance and policemen and soldiers have fined or penalized violators by the

hundreds the past weeks. Many of those fined had no quarantine pass with them while the others violated traffic laws and ordinances. Mayor Beng Climaco has not tired in reminding residents to strictly follow the quarantine guidelines and the health protocols to prevent the spread of the deadly respiratory virus that had killed dozens since the pandemic began in March.

But many locals are defiant and undisciplined, making it even difficult for authorities to enforce the guidelines and the local laws. “Adhering to quarantine guidelines and minimum health standards will be our simple contribution to our fight against Covid-19. Tiene cuidao firmi y sigui maga reglamento y protocol para evita con el Covid,” Climaco said. (Zamboanga Post)

Zambo remains under MGCQ ‘Duterte satisfied with how LGUs response to Covid’ Continued from page 1 1,200 since the pandemic began in March with active Covid cases a little over 400. Climaco, who repeatedly appealed to residents to strictly follow the community quarantine guidelines, said more efforts are needed to prevent community transmission of the virus. She again thanked medical frontliners and barangay officials and health workers, for working hard to contain the spread of the virus which had claimed the lives of at least seven dozen people, mostly with underlying medical conditions. “We need to all work together here to stop the spread of coronavirus and please follow strictly the quarantine guidelines and observe health protocols

such as washing hands with soap and water, and practise physical distancing at all times when in public places and wear face mask,” Climaco said. Zamboanga is among highly urbanized areas in the country which are under modified general community quarantine due to low number of Covid cases because of the local government’s efforts despite political attacks against Climaco by her foes. Even President Rodrigo Duterte said he is satisfied with how the local governments responded to the pandemic. And he also cited the work of the barangay health workers. “Well, anyway, I’m really satisfied with the response of the local government. Alam mo sa totoo lang mga kaba-

Kung hindi kami mag… If we cannot serve, if we cannot work, then we might as well get out of government and ask somebody else to take over.” “Itong sabi ko na noon, the earlier fears on what organization to use, I said, “What organization?” Government itself is one big organization. And government is really a government, an organization dedicated to the needs of the people. Hindi na kailangan niyan. Kaya ito nandito na ngayon. We are using the barangay health workers,” he said during a recent public ad-

Tawi-Tawi Covid-19 patients flock to Zambo Continued from page 1 increasing number of Covid-19 patients from Tawi-Tawi province now in local hospitals. The influx of patients has aggravated the situation in already congested isolation facilities here. Tawi-Tawi has over four dozen active Covid cases, but the brunt of the impact of the pandemic has affected at least 6 dozen medical frontliners, including 8 doctors who are infected with the virus. Because of this, the Integrated Provincial Health Office was forced to temporarily close to prevent the spread of the deadly viral infection. Climaco said she convened an emergency meeting of key departments under the Zamboanga Task Force Covid-19 which she chaired in an effort to find solutions to the problems. She said Secretary Carlito Galvez, Chief Implementer of the Philippines’ Declared National Policy against Covid-19, assured her the IATF-EID, headed by Defense Secretary Delfin Lorenzana,

will put up a task force that will address or come up with better calibrated response on the health situation in Tawi-Tawi. The Task Force, according to Galvez, will be composed of the following – the Department of National Defense, the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM), Office of the Civil Defense, Western Mindanao Command, Department of Social Welfare and Development and the Tawi-Tawi provincial government, and other concerned government agencies. He said a contingent from BARMM led by the Ministry of Health and IATF-EID will collaborate with Zamboanga’s task force on Covid-19 to help address the health situation in Tawi-Tawi. Climaco said Galvez also told her that the Department of Health will facilitate the establishment of Covid testing laboratories such as the GeneXpert instrument for Tawi-Tawi. “We thanked the IATF-EID through Secretary Galvez

for responding to our request without hesitation,” she said, stressing that strong collaboration between government agencies is urgent to ensure that all steps are being taken to curb the spread of the virus. Last month, the Tawi-Tawi IATF-EID headed by Governor Yshmael Sali held an emergency meeting due to the sudden spike in Covid cases. The meeting deliberated about strategies on how to address the health crisis while taking into consideration the economic interest of the people. It also urged the police to implement existing quarantine rules, and advises the public to strictly follow the health protocols such as wearing of face mask and observing social distancing. The provincial government also gave out P10,000 support allowance to each of the health workers infected by Covid in recognition of their service as they are now in isolation after being exposed to the virus. dress. In Mindanao, Lanao del Sur in the Muslim autonomous region is the only province which

is placed under the strict modified enhanced community quarantine. The National Capital Region, Batangas, Tacloban

City, Bacolod City, Iligan City, and Iloilo City are all under general community quarantine until end of October. (Zamboanga Post)

Beng renews commitment to indigenous community

Mayor Beng Climaco speaks before members of the indigenous tribes in Zamboanga City. (Photo by Bong Serondo) Continued from page 1 Zamboanga that the local government will continue to protect the welfare of the native tribes and respect their culture and traditions. Climaco, who is a strong advocate of equality among her people, recently joined a meeting with the representatives of the indigenous community along with Secretary Allen Capuyan, chairman of the National Commission on Indigenous People, and other government agencies in Limpapa. She said the meeting was part of a consultation with the indigenous tribes and tackled issues and concerns affecting them, including the coronavirus pandemic and ancestral domain in Zamboanga. The NCIP is the primary government agency that formulates and implements policies, plans and programs for the recognition, promotion and protection of the rights and well-being of indigenous peoples with due regard to their ancestral domains and lands, self-governance and empowerment, social justice and human rights, and cultural integrity. Zamboanga has 5 indigenous communities

- the Subanen, the Sama Bangingi, the Kolibugan, the Bajau and the Iyyakan or Yakan, but the Tausug is also settled in Zamboanga. Tribal leaders thanked Climaco and Capuyan for consulting them on various issues and concerns affecting the indigenous community. Climaco has been very supportive of the welfare of the members of the indigenous community or “Lumad” - a common word in many of the mayor’s major speeches when referring to the tri-people here - the Christians, Muslims and Lumads. And in one international forum, Climaco winner of the 2018 World Mayor Commendation for services to local government and her commitment to the community - answered a question from Army Colonel Leonel Nicolas, who asked the mayor: “Zamboanga City is a melting pot of Christians, Muslims and Lumads. How do you plan to further enhance the unity and understanding between people from different backgrounds in Zamboanga City?” And Climaco replied: “The key is social inclusion. And we have found

this as a very effective tool in order to make everyone accountable, responsible and involved in uniting our diverse community in a city with the 6th biggest population and 3rd in terms of size, in the country. The city has an Ordinance creating the Zamboanga Interfaith Council, which brings diverse groups to discuss key issues and address matters that are needed to prevent bigotry and bias. We have always adopted pluralistic and non-discriminatory policy initiatives; maintained ties with various religious organizations of civil society, and facilitated and promoted interfaith activities in the City, because we believe that we are one Zamboanga City – the Christians, Muslims, and Indigenous Peoples.” “We are a Government that recognizes the voice of everyone and we value consultative, collective and collaborative processes in governance through citizen participation and stakeholder empowerment. In our administration, no creed, color, group or religion will be left behind. Everyone is instrumental in the decision making process.” (Zamboanga Post)

Zambo tightens ASF monitoring

A photo from the Office of the City Veterinarian shows a veterinary worker inspecting a truck transporting live hogs in Zamboanga City. IN AN effort to prevent the entry of the virus which causes the deadly African swine fever in hogs, Mayor Beng Climaco established the ASF Prevention and Control Committee in response to the viral outbreaks in Luzon and some parts of Mindanao. Climaco issued Executive Order No. BC 596-2020 which underscores the need for the immediate adoption of the National African Swine Fever prevention program to protect Zamboanga from the dreaded animal disease and protect the swine industry and stakeholders. The ASF Prevention and Control Committee shall be chaired by the City Veterinarian and composed of the following members: the City Disaster Risk Reduction and Management Officer, City Agriculturist, City Health Officer, and City Environment and Natural Resources Officer. Also forming part of the ASF Prevention and Control Committee are representatives from the regional of-

fices of the Department of Agriculture, Bureau of Animal Industry – Veterinary Quarantine Office, National Meat Inspection, Food and Drug Administration, Civil Aviation Authority of the Philippines, Philippine Ports Authority, Zamboanga City Police Office, Task Force Zamboanga and the Philippine Coast Guard as well as the president of Zamboanga City Hog Raisers, Regional Advisory Committee on Animal Diseases Control and Eradication, and the Philippine Veterinary Medical Association – Western Mindanao Chapter. Five teams of varying composition shall assist the ASF Prevention and Control Committee and shall be responsible for the conduct of regular surveillance activities; the immediate diagnosis of suspected premises and initiation of stamping out procedures and the implementation of the prescribed biosecurity measures and regulation or prohibition of animal and human movement.

And also the periodic identification and consolidation of data related to swine population and swine holding operations, as well as the information, education and communication of all matters, updates and preventive strategies. Climaco said all concerned local and national government agencies, and all barangays here, including stakeholders and other concerned sectors, are directed to be more vigilant in reporting any occurrence or suspicion of the disease in their areas and to provide all necessary assistance to the different ASF teams deployed there. Smuggling of pork, pork by-products, and processed meat products shall also be promptly reported to the Philippine Coast Guard or the Zamboanga City Police Office. According to the World Organization for Animal Health, the ASF virus is transmitted by direct contact, ingestion of garbage or swill feeds containing unprocessed infected pig meat or pig meat products, ticks and biting flies, and contaminated premises, vehicles, equipment and clothing. While not a human health threat, the ASF is capable of annihilating the entire swine industry. As of yet, no vaccine or treatment exists to combat the virus. But stringent importation policies, early detection and strict biosecurity measures are being carried out to ensure Zamboanga City remains ASF-free. (Claudine Uniana)

First Aid Sa Masakit Na Ngipin

HEALTH

Ni Dr. Willie T. Ong

A

Bought Alaska powdered milk, pero yellow na ang color nito...I filed a complaint with Jacob Trading sa Messenger, which is the distributor ng Alaska sa Zambo, but they did not reply...so I filed another complaint sa Alaska Milk in Manila thru their Messenger account and got a reply and apologized and after a month they replaced several dozens of my milk with a few cans of milk, a couple of creamer and powdered milk...and I stopped patronizing Alaska Products...and for Alaska Jacob Trading...your customer service sucks big time! Good Job Soldiers!

‘Army intercepts van loaded with smuggled cigarettes’

M

SUNDAY REFLECTION by Mayor Beng Climaco (TODAY’S) readings teach us Christ’s ultimate humility. Philippians 2:8 - Christ humbling himself to the point of death in perfect obedience to the Father which brings us to the Gospel Matthew 21: 28-32 on two sons’ response to the Father’s request. Fr. Karel San Juan, SJ’s homily exhorts us to “listen, follow, and act with purity of intention and desire to strive to struggle daily in humility in faith and courage to be like Christ.” (Today), I recall what was realized last Friday (September 25) when Admiral Eric Kagaoan of the Naval Forces Western Mindanao and Protected Areas Management Officer Richard Aliangan together with DENR, ADZU and ZCMST, initiated the Artificial Pyramid Coral Reefs project for the Great Santa Cruz underwater biodiversity. As a City Councilor, I remembered being Active with Air Force, Navy and Silsilah Dialogue in visits to Santa Cruz and helping the community together with the Ateneo de Zamboanga to protect the marine biodiversity. In 2003, after Ma’am Caling’s dinner for the Mindanao Business Conference at La Vista del Mar, I was introduced to Major General TP Salazar by a classmate in WMSU, Lt. Col. Rolly Gomez. TP was his Commanding General who was a diver active in protecting the coral reefs in Tukuran (town in Zamboanga del Sur). He even established a garden at Yllana Bay complete with their MOA. We had meetings with Ateneo and

funded marker buoys for Santa Cruz. In December 2003, I was invited by the Jaycees to Pagadian and the Commanding General of the Tabak Division, and I recited our rosary for the first time in the Shrine of our Lady of Fatima. The group from Rotary and Ateneo also met to learn about the Yllana Bay project and we had a night safari at the open sea. It was the love for and the protection of environment, that brought us together where God had other plans to unite us for life. In 2009, we committed ourselves in Consecration to God in the Sacrament of Marriage and offered a bouquet to our Lady of the Assumption in Panglao (in Bohol). In our reception held on a small island, we released fish to the sea instead of doves - something I learned from a Buddhist temple in Thailand. The sands of Santa Cruz and Panglao remind us of God’s precious environment. Last Friday, I saw the plans being realized with the project of the Navy. When I reached Centro Latino docking area, orange buoys by the Protect Wildlife under Dr. Rey Navacilla awaited installation. Indeed, if we let our hearts beat to God’s call, and act on them; they will be realized in God’s perfect time. May we say ‘Yes’ to God at all times and act on our ‘Yes’. Borrowing Fr. Ben Sim, SJ’s reflection, we end with Cardinal Newman’s reflection and prayer: “God has committed some work to me which he has not committed to another. I have my mission – I may never know it in this life, But I shall be told it in the next. … “Therefore, I will trust him. He does nothing in vain. He may prolong my life, he may shorten it; He knows what he is about. … “O my God, I will put myself without reserve into thy hands.” Amen.
