USAID exec honored in Zambo Continued from page 1 Protect Wildlife Project following the completion of management plans for Islas de Santa Cruz, Pasonanca Park and Watershed, the assessment of Once Islas here. Mayor Beng Climaco and City Administrator Apple Go led local officials and employees in thanking Navacilla, who was received a certificate of commendation and a City Council resolution expressing gratitude for the USAID program. She said the Protect Wildlife Project - a partnership between the United States and the Philippines - donated complete sets of computer equipment to the local government in an effort to further boost environmental and fishery protection here. The donation was coursed recently through the Office of the City Environment and Natural Resources (OCENR) and the Office of the City Agriculturist (OCA), according to Climaco, adding, the equipment will help in the daily operations of OCENR and OCA in maintaining their data base intended for re-
cording, retrieving and analysing data related to apprehensions, seizures and other information related to enforcing environmental and fishery laws here. Part of the donation was environmental plans developed in partnership with the local government and technical assistance from the USAID. The documents included the Zamboanga City Central Mangroves Framework, Ayala Watershed Management and Development Plan and Manicahan Watershed Management and Development Plan, Zamboanga City Biodiversity Strategy and Action Plan and the Environment Code of the City of Zamboanga. The P1.2-billion, five year, Protect Wildlife biodiversity conservation project was launched in March 2017 by the U.S. government through USAID which partnered with the Department of Environment and Natural Resources and aims to help protect and manage the country’s diverse habitats and species. The project is also designed to address biodiversity loss and illegal
wildlife trade in some of the most vibrant and vulnerable ecosystems in the country. And it uses a comprehensive strategy that combines technical assistance for government and civil society partners, partnerships for conservation financing, behavior change campaigns and social marketing, science and technology, and environmental law enforcement. This holistic approach promotes partnership among environmental stakeholders and empowers those best positioned to address biodiversity loss and the illegal wildlife trade. Aside from Zamboanga City, the provinces of Tawi-Tawi and Palawan, which host some of the most bio-diverse habitats and unique species in the country, are included in the project because they are also exposed to various human-induced threats such as poaching and trafficking of wildlife, destructive fishing practices, and loss of habitats from widespread conversion of forests, wetlands, and mangroves to settlements and agricultural lands. While in Zamboanga, the 26-year old Gray also met with Mayor Beng Climaco who accompanied her to Yakan village. She also visited century old City Hall where fans cheered her on. “I had to undergo my third swab test per advice of doctors. I marched on being tested and woke up anxious the next day as the results were not yet out. I called up Red Cross and was told the doctor has to analyse the result and Jan told me not to worry! It was the feast of St. Therese of the Child Jesus and I surrendered to God the anxiety and uncertainty of every swab test,” ani Climaco.
“We are called to be stewards of God’s vineyard to be responsible for ourselves and our families. As I make this, I am aware of the loss of lives and struggle of friends with Covid. May we take God’s call to care for each other and value life,” wika pa ni Climaco. Let us live out our duty to make sure we abide by Covid protocols and security measures to keep our loved ones and Zamboanga safe,” dagdag pa ng alkalde.
“I got the email: NEGATIVE! Gracias a Dios! Covid is dangerous that even US President Donald Trump and the First Lady were not spared,” ani Climaco. Beng tackles Covid disinformation with world mayors Continued from page 1 practitioners united in building social cohesion and community resilience to counter violent extremism in all its forms. The SCN builds collaboration between mayors, political actors and frontline teams to tackle polarisation, hate and violence in local communities in every major global region. The network catalyses, inspires and multiplies community-centric approaches and action to counter violent extremism through peer learning and expert training. It operates with a set of fundamental principles, agreed by all members that protect and promote human rights and civil liberties in all aspects of its work to prevent violent extremism. SCN’s call for support highlighted the extraordinary challenges faced by cities and communities in the face of a public health crisis, as well as economic and social fall out, and called on the international community to counteract and prevent critical threats from taking hold at community levels brought about by dangerous disinformation and coordinated exploitation of fear. Statement Climaco and the other mayors signed a document and below is the full text of this: “As we continue to respond to COVID-19, cities, towns and urban areas are at the eye of the storm. Not only are our communities facing a public health crisis of historic proportions, we are also dealing with the devastating economic and social fallout of this pandemic. This situation poses fundamental questions for local leaders about how we sustain cohesion as we struggle at the same time to deliver economic inclusion or social services. Moreover, as we navigate these extraor-
dinary challenges, our efforts are threatened by a proliferation of dangerous disinformation, the aim of which is the deliberate and sometimes coordinated exploitation of fear, threatening the health of our citizens and fostering suspicion and hatred between communities. If left unchecked, this could seriously undermine our democratic values and contribute to fresh waves of polarisation and extremism. As the mayors, governors and city leaders of a network founded five years ago with a central mission to counteract and prevent these critical threats from taking hold at community levels, we are on the immediate frontline in responding to this crisis. Now, more than ever before, our efforts require support and commitment from our partners on a global basis. Just as we commit to redoubling our efforts at the community level to tackle hate, polarisation and extremism, we call on our partners to recognise the urgency of the challenges we face at this critical moment. If we are to tackle these challenges to the cohesion, peace and security of our communities we must call on the international community to: Recognise the unique role local leaders play around the world in building resilience and preventing the spread of hate, polarisation and extremism; Commit support to efforts that comprehensively track dangerous disinformation, sharing analyses with partners to inform and empower grassroots, civic and local-level responses to international threats; Improve cooperation and collaboration between national and local governments to enable coordinated, effective and sustainable prevention and resilience efforts;
Equip mayors, governors and city leaders with the means, resources and capabilities these threats and circumstances require.” Climaco - who was among the panel of global leaders and speakers tapped to share their experiences in leading local government efforts on the ground - also reaffirmed Zamboanga’s commitment to fight extremism and radicalisation by strengthening communication and the roles of families, women, and youth in grassroots communities in a virtual side event of the SCN at the United Nations General Assembly. Impressive biography The Zamboangueña mayor’s impressive political biography below is also posted on the SCN website. “Maria Isabelle “Beng” Climaco finished her Secondary Education in New Jersey, USA. She is a Teacher by profession and holds a Master’s Degree in Family Counselling from the Ateneo de Manila University. She holds a rank of Lieutenant Colonel as a Reservist in the Philippine Army. She is a volunteer in the Stress Debriefing program for Filipino soldiers. Amongst them is the Scout Ranger Battalion- the liberators of the recent Marawi Siege. She was also a Resource Person on Crisis Management for newly elected Mayors of the country. She served as a topnotch City Councilor for two terms and Vice Mayor. In 2007, she was elected member of the House of Representatives and headed the delegation to the Australian Political Exchange. She was one of the principal authors of Republic Act 9710, the Magna Carta of Women. She then became the youngest and only woman Deputy Speaker in the 15th Philippine Congress. These roles enabled her to con-
tinue her grandmother Isabel’s legacy, who was a suffragist in championing the Women’s right to vote. She became the 2nd Lady Mayor of Zamboanga City. Three months into her leadership, she faced her biggest challenge, the 2013 Zamboanga Siege, a humanitarian crisis as declared by the United Na-
tions. She rallied the City, and led a unified effort towards its rebuilding and rehabilitation- building back a better Zamboanga. In 2016, she was appointed by President Rodrigo Duterte as Chairperson of the Regional Peace and Order Council IX. Under her watch, Zamboanga, one of the largest cities
in the country with almost a million people, was adjudged as the Most Improved City in the country. In 2017, Mayor Climaco was recognized as the Most Outstanding Mayor in the Philippines by the Federation of Local Councils for Women. Security, Health and Education are her priorities.” (Zamboanga Post)

Under the Bayanihan to Recover as One Act or the Bayanihan II Law, the DILG was authorized to hire at least 50,000 contact tracers to ramp up the government’s contact tracing program. DILG Secretary Eduardo Año said the contact tracers are the game-changer in the Covid-response since this will cut the transmission

Under the DILG guidelines, contact tracers will earn a minimum of P18,784 per month in a contract of service status. Among their responsibilities are to conduct interviews, profiling, and perform an initial public

Yubenco Supermarket guard accused of groping ZAMBOANGA CITY – A female security guard was accused of groping a woman at a supermarket here at a time health authorities and local government are strictly implementing physical distancing amid the coronavirus pandemic. The woman went to the office of the Zamboanga Post to tell her ordeal in the hands of the security guard. She said she was groped by the security guard at the entrance of the Yubenco Supermarket in Barangay Tetuan. “I was groped. I was the only one groped
among other female customers lining up at the entrance. It was like a scene at an airport in the US where passengers are search thoroughly, but Yubenco is not a US airport and this happened while everybody is observing physical distancing due to Covid,” she told the Zamboanga Post. The shopper said she complained to the supermarket supervisor and called the security guard and others manning the entrance. “I was only told (by the supervisor) that they will just talk with the security guard about the incident,” she said, add-
