Climaco, who chairs the local and regional security councils, said terror groups continue to target highly populated areas, including Zamboanga, for propaganda purposes. “The target of these terror groups is to move to highly populated areas and that is why - with the grace of God and the cooperation of the Muslims, Christian, Lumad Zamboangueños, and our security forces, my directives to our security forces is to deny terrorists the opportunity to conduct terror in our beloved Zamboanga as they will always have that aspiration to conduct terror in Zamboanga because our population is big,” she said. The mayor said the local government is working closely with the police and military to ensure the safety and welfare of the Zamboangueños and vital installations. “We have been working with Western Mindanao Command’s Lieutenant General Corleto Vinluan and other intelligence units of Zamboanga, and I have met with him and PRO-9 Brigadier General Jesus Cambay, Jr. and there should be more cohesive efforts in our coordination with the local governments and we really have to stay vigil because of the threats of bombings, car bombing, suicide attacks and kidnappings,” she said. Climaco urged citizens to report to authorities any suspicious persons or baggage. “Your cooperation is important in our efforts to fight terrorism. Let us help our authorities defeat terrorism and protect Zamboanga and its people from harm,” she said. Abu Sayyaf Just recently, General Camilo Cascolan, chief

of the national police, announced the capture here of four Abu Sayyaf militants, including a senior member of the terror group with links to ISIS. Cascolan said one of the suspects, Hassan Anang Mohammad, who was captured in his hideout, is being implicated in the brutal murder of the 71-year old Doroteo Gonzales in May 2009. Gonzales, a carpenter in Zamboanga City, was beheaded in Basilan province after his family failed to pay P25 million ransom in exchange for his life. Mohammad was the second militant arrested in Gonzales’ murder. In August, Brig. Gen. Jesus Cambay Jr, the regional police chief, also announced the capture of Jamiul Nassalon in Caliran village in Zamboanga Sibugay’s Mabuhay town. Cascolan said three other militants - Kadija Sadji, 31; Abdulman Sarapuddin Tula, 32; and Jailani Al-Rafee Sakandal, 31, were also captured in their hideout. He said security forces recovered an improvised explosive hidden in a can of cookies, including two hand grenades, one .45-caliber pistol, rifle ammunition, batteries, concrete nails, electronic items and an ISIS flag. He said the operations were carried out by members of the Police Re-

gional Office-9, Regional Intelligence Group, Special Action Force, and the Criminal Investigation and Detection Group. “Background investigation revealed that Sadji and Tula are both members of the Abu Sayyaf group and ISIS financial conduits of Dawlah Islamiya under Mundi Sawadjaan. Tula is identified in police records as in-charge of procuring logistics and provisions for the groups of Sawadjaan and Radullan Sahiron in Sulu.” “Sadji is the wife of Al Asgar, son of the late Abu Sayyaf founder Abdurajak Janjalani. She belongs to the same financial conduit cell with Amaida Salvin who was arrested in Zamboanga City in April 16, 2019, and Merhama Abdul Sawari, alias Meng, who was among four Abu Sayyaf group sleeper agents who died in a police operation in Parañaque City last June 26,” Cascolan said. He said Sakandal is an active member of the Philippine Coast Guard and is being interrogated to determine his role in the activities of the Abu Sayyaf. Climaco said her main priorities remain the same and these are security, health and education. “This budget encompasses all of our social and health-related needs during this crisis. It aims to feed the hungry and heal the sick, hence let us listen to the needs of our people and find it in our hearts to see that this is more than a fiscal plan – it is our roadmap to health and recovery from the global challenge, that is Covid-19,” she said. old; nonagenarians or those who are 90 to 99 years old; and centenarians or those who are 100 years old and above; and another P5 million for people with disabilities. “Since our society’s patriarchs and matriarchs are in need of these social protection programs, now more than ever, as well as our PWDs and other vulnerable sectors, we have included twenty-six million pesos million appropriation for the birthday benefits of our elderly people, and one million pesos for the Octogenarian, Nonagenarian and Centenarian; and five million (pesos) for PWDs,” the mayor stressed, adding, other social programs included in the budget are the P187 million “Largo Vida” Program, which is expanded to include not only the distribution of medicines to elderly people and other vulnerable members of the communities, but also vitamins and health supplements. And the P65-million “Ayuda La Vida Program” intended to provide community livelihood projects for various sectors including the night market and “ukay-ukay” stall holders; P50 million for the “Cuida Vida Program” (Soup Kitchen Program) - a mobile feeding initiative to sustain the daily meals of the marginalized and most affected families of the Covid-19 pandemic. She said the budget also has P50 million for “Salva Vida Program” which is intended to provide food packs and family hygiene kits to low-income families in disadvantaged rural and urban

communities; P15 million for the outreach services to all of Zamboanga’s 98 barangays; and P100 million for “Socialized Housing Programs”. “As evident in our plans and programs, the beneficiaries of this budget are not limited to a privileged few. This budget, by all intents and purposes, is for all the compueblanos of Zamboanga because as the Mother of this City, I will always be driven by my instinct to protect and nurture my children from the economic turmoil and ill effects of this pandemic,” Climaco said. And because of that, she said her administration provided the needed funding to ensure surge capacity management of health personnel and health facilities. She added that P112 million are provided in the budget for Covid-10 contact tracing programs, and P14.7 million as additional aid to all barangays for Covid-19 related activities of their Barangay Health Emergency Response Teams (BHERT); and P358 million for drugs and medicines, which includes P 200 million for the procurement of coronavirus vaccines. Climaco said there is also P42 million for the “Medicare Para Sa Masa Program” to increase PhilHealth (Philippine Health Insurance Corporation) coverage and number of sponsored members from 8,900 beneficiaries to 11,823; and P100 million for construction and rehabilitation of hospitals and health centers plus P110 million for the construction of multi-purpose buildings and P11 million more for the construction of emergency

She said the budget for the economic aspect, includes P12 million funding as utility subsidy for 6,000 registered micro, small and

medium enterprises; P50 million for “Siembra Vida Program” which is intended to provide training, livelihood and caravan projects, including activities of the agri-fishery sector; and a total of P 906 million for investments in infrastructure and developmental projects. While Climaco appeals for legislators’ support in approving the budget, the mayor’s supporters assailed those who are criticizing or questioning the 2021 Executive Budget, saying, her opponents are politicizing the issue for their own vested interest ahead of the 2022 national and local elections. The 1489cc engine developed 290bhp and legendary driver Sir Stirling Moss took the car to an incredible 245.64mph. And by 1959, MG returned to the salt two years and set more records. Public market to have new sewage treatment plant THE LOCAL government is finalizing details for the construction of a sewage treatment plant for the public market in downtown Zamboanga. Part of the funds for the project came from the National Sewerage and Septage Management Program (NSSMP) of the Department of Public Works and Highways (DPWH), according to

Mayor Beng Climaco. Climaco recently met with representatives from the Zamboanga City Water District (ZCWD) and DPWH to finalize details of the P120-million project. She said P77 million of the entire amount was a grant from NSSMP and the rest shall be shouldered by the ZCWD with the local government providing the area for the project.

The sewage treatment plant will replace the outdated facilities of the ZCWD. Sewage treatment is the process of removing contaminants from wastewater. Security forces lauded MAYOR BENG Climaco lauded the police and military for securing the city’s grandest celebration called “Zamboanga Hermosa Festival” despite the limited public participation due to the coronavirus pandemic. “Miles de gracias con el sector de seguridad por el tranquilo celebracion de Fiesta Pilar principiando na primer dia de novena, Octubre 3 hasta na culminacion del maga actividad este dia, Octubre 12,” Climaco said. “Your unrelenting efforts and dedication to serve the Zamboangueños amidst the uncertainties is proof of your commitment to keep Zamboanga City safe and secure,” she added. Among those whom the mayor praised and thanked

were the Western Mindanao Command under Lt. Gen. Corleto Vinluan and the Regional Police headed by Brig. Gen. Jesus Cambay, Jr. and all those who secured Zamboanga during the festival, especially the Our Nuestra Señora La Virgen del Pilar Shrine. Gen. Camilo Camilo Pancratius Cascolan also lauded the local and regional police during his recent visit here where he joined Climaco in the turnover of the newly-rehabilitated police building in downtown Zamboanga. Also present during the ceremony were Cambay, Vice Mayor Rommel Agan, Councilors Josephine Pareja and Jimmy Villaflores; Col. Rexmel Reyes, the city police

chief; and Maj. Elmer Solon, commander of Police Station 11, and other officials. The rehabilitation project was funded by the Climaco administration and part of the mayor’s priority and flagship program. Cascolan thanked the mayor for the project. Since 2013 when she was first elected, Climaco’s administration invested nearly to P2 billion for the security sector that covered infrastructure projects, logistics, fuel and maintenance, communication facilities, computers and office supplies, firearms and ammunition and allowances for policemen, among others.
