Under the direction of what became kno wn as the Commission for the Chinese Education, based inn Hartford, Conn., A plan was developed to send Chinese stu dents to the United States to study for fif teen years and then return to China in or der to serve their homeland. The two Chi nese nationals who headed the Commi ssion, Chen Lan-Pin and Yung Wing (who graduated from Yale in 1854, becoming the first Chinese citizen to graduate from an American university) was the pri meira Chinese delegation to the United Union of .
