POSITION: Associate Expert (Category 3, Public administration reform) Position status: new, vacant 1. Objective(s) and linkages to Reforms A Reform Support Team (RST) at the Ministry of Economy and Trade of Ukraine (MEDT) is a group of Ukrainian professionals (non-civil servants) funded on a temporary basis by the donors that provides targeted technical support and assists the Ministry in the design and implementation of priority reforms. The RST will assist in filling the capacity gaps in the design and implementation of priority reform strategies and programs, while strengthening links and partnerships between the Ministry’s priorities and relevant donor support. On 26 April 2017 the Government presented a conceptual approach towards the reorganization of ministries. The Concept foresaw establishment of new policy directorates in the ministries following a comprehensive review of the distribution of policy portfolios within and between the ministries on the basis of functional analysis. The process started in the Secretariat of the Cabinet of Ministers, 10 pilot ministries and two pilot agencies. It is meant to be completed in the remaining ministries based on the lessons learnt from the pilot exercise. The staff of the new directorates is expected to be recruited in line with the RSP Concept implementation schedule. Main purpose of RST PAR team is to Strengthen PAR in MEDT reform from within and successfully support launch of the 1st Directorate in MEDT in line with the principles and objective defined in the PAR Strategy The Associate Expert’s primary focus is to ensure introduction of modern HR business processes and practices to the MEDT within the framework of Public administration reform and capacity building in the MEDT. The Associate Expert is also responsible for quality of the acquired staff, leading MEDT Organizational survey and Action plan execution, assisting PAR team on organizational and research matters. prep 2. Duration and proposed timeframe: This consultancy appointment has an estimated overall duration until 31 December 2019. Subject to the availability of funding, the performance of the selected consultant and the specific needs of the RST, this appointment may be extended. The Consultant shall deliver services in Ukraine and for no less than working 20 days per calendar month 3. Main Duties and Responsibilities: • Active engagement into Public administration reform and capacity building in the MEDT including functional review • Active engagement into recruitment process of key staff to the MEDT, subordinated public bodies/agencies and SOEs. • Active engagement in building formal internal communication flows • Develop training materials for MEDT staff • Coordinate Cultural projects execution (internal trainers practice, check-lists creation and others according to Cultural action plan) 3.1 Main anticipated deliverables: • Creation and execution of Organizational Masterplan • Internal flows within department created, staff is trained • Proposal on organizational structure is created 4. Qualifications, Skills and Experience: 4.1 Qualifications and skills: • Impeccable ethical standards • Master degree in, economics, business administration,HR, psychology or social science. • PC literacy (PowerPoint, Project, Excel, Word; Visio is an asset)
• Fluency in Ukrainian and English 4.2 General Professional experience: • Preferably more than 5 years of general professional experience (over 2 years), preferably 3 years of senior HR/business consulting experience 4.3 Specific Professional experience: • Excellent interpersonal and communication skills • Ability to broadly support managers, including experience with facilitating communications, scheduling and information management • Analytical skills and ability to work with big data
5. Assignment value The estimated monthly value of this consultancy position is in the region of EUR 400-1000 EUR. The funding source of this assignment is the EBRD Ukraine Stabilization and Sustainable Growth Multi-Donor Account (MDA). Contributors to the fund are Denmark, Finland, France, Germany, Italy, Japan, the Netherlands, Norway, Poland, Sweden, Switzerland, the United Kingdom, the United States and the European Union, the largest donor.
