POSITION: Project Manager (Category 1), Deregulation
1. Objective(s) and linkages to Reforms The position is embedded in the Reform Support Team (RST) at the Ministry of Economic Development and Trade of Ukraine (MEDT). The RST assists the Ministry in filling the capacity gaps in the design and implementation of priority reform strategies and programs, while strengthening links and partnerships between the Ministry’s priorities and relevant donor support programs. The position is linked to the Deregulation and Entrepreneurship Development reform priority of the economic growth component under Ukraine 2020 Strategy. The ultimate aim of the deregulation reform is the establishment of favorable business climate, as specified in 2018 Government Action Plan. The Project Manager will ensure the coordinated actions for the following reform focus areas: facilitate the organization of the CMU Deregulation sessions; coordinate Deregulation projects preparation on time with responsible ministries using Deregulation 2.0 system; support Deregulation initiatives at Parliamentary Committees and working groups; contribute to internal control/audit reform by facilitating strategy updates, development of standards, capacity building; ensuring the effective external communication of the reform progress. 2. Duration and proposed timeframe Duration of assignment is until 30 June 2019. Subject to the availability of funding, the performance of the selected consultant and the specific needs of the RST, this appointment may be extended. The Consultant shall deliver services in Ukraine and for no less than working 20 days per calendar month. 3. Main Duties and Responsibilities Coordination and facilitation of the reform implementation process: ● coordination and facilitation of Reform Team activities ● engagement of relevant stakeholders (experts, government officials, donors, etc.) to Reform Team activities ● resolution of problems and obstacles encountered during implementation process, identifying and communicating important issues requiring decision of Senior Project Manager and/or RST Director and/or Reform Council Reform Teams (Working Groups) support: ● project management support (development of project/reform implementation plan, risk management, change management, etc.) ● organization of events, round tables, conferences and forums to engage stakeholders on key reform themes and policy proposals ● preparation of timely and quality reports and status updates on reform implementation progress to the Minister and RST Director, as well as for publication.
4. Main anticipated deliverables ● CMU Deregulation sessions are held in accordance with the plan

MEDT Deregulation projects are prepared on the regular basis and displayed in Deregulation 2.0 system Regular progress reports on reform development and implementation Communication plan of the particular reform developed and implemented (incl. public discussions on Deregulation prepared and held involving key stakeholders)
5.1 Qualifications and skills: ● Master degree in finance, economics, law, or business administration ● Strong organizational management, communication and presentation skills ● PC literacy (PowerPoint, Excel, Word; Visio and Project is an asset) ● Fluency in Ukrainian and English 5.2 General professional experience: ● Minimum 5 (preferably over 10) years of work in one or more areas related to the assignment (finance, economics, law or business administration/consulting) ● Preferably 5 years of experience in project management 5.3 Specific professional experience: ● Proven knowledge and professional experience in public management ● Experience with the reform implementation in Ukraine, especially as related to regulation policy ● Experience with government entities and their mandate and processes is an asset ● Experience in leading multidisciplinary teams is an asset
6. Assignment Value The estimated monthly value of this consultancy position is in the region of 1200-1800 EUR. The funding source of this assignment is the EBRD Ukraine Stabilisation and Sustainable Growth Multi-Donor Account (MDA). The contributors are: Denmark, the European Union, Finland, France, Germany, Italy, Japan, the Netherlands, Poland, Sweden, Switzerland, the United Kingdom and the United States of America.
