TOR PM Procurement

POSITION: Senior Project manager (Category 1, Implementation of Public Procurement Reform) 1. Objective(s) and linkages to Reforms A Reform Support Team (RST) at the Ministry of Economic Development and Trade (MEDT) of Ukraine is a group of Ukrainian professionals (non-civil servants) funded on a temporary basis by the donors that provides targeted technical support and assists the Ministry in the design and implementation of sectorial strategies and priority reforms. The RST will assist in filling the capacity gaps in the design and implementation of priority reform strategies and programs, while strengthening links and partnerships between the Ministry priorities and relevant donor support.

Public procurement reform is one of the top priorities for MEDT. New version of Public Procurement Law made application of eProcurement system ProZorro obligatory for all contracting authorities (ca 25 000 tender committees) as of August 1, 2016. ProZorro team has set its priorities on promoting public procurement reform and ProZorro, as its driver, to new potential suppliers who have not still tried ProZorro. Moreover, Prozorro team aims at developing monitoring activities by civil society, improving educational and capacity building activities for contracting authorities and suppliers.

The Project Manager is responsible for (1) development of the general work plan of public procurement reform in MEDT, reports and status updates on reform implementation progress to the Minister and RST Director (2) supervision of public procurement reform priorities with focus on stabilization of eProcurement system ProZorro, simplification of eProcurement system for users and improvement of procurers’ professional level, (3) development of internal documents on public procurement reform (budgets, reports) requested by donors and IFIs. 2. Duration and proposed timeframe: Duration of assignment is till 30 June 2019.Subject to the availability of funding, the performance of the selected consultant and the specific needs of the RST, this appointment may be extended.

3. Main Duties and Responsibilities:  Assist in monitoring of key public procurement reform’s directions in the Ministry of Economic Development and Trade and Department for Public Procurement Regulation  Assist in development and monitoring of adoption/implementation of the new version of the PP Law to be adopted by the end of 2018, in line with PP reform Strategy/Road map for harmonization  Support in preparation of aggregated and detailed reports on public procurement reforms' implementation proceeding for RST Director, relevant stakeholders  Coordination of such reform’s directions as development and promotion of e-procurement tools and approaches, stabilization of e-procurement system ProZorro.

4. Main anticipated deliverables:  Development and law implementation of Life Cycle Costing concept  Development and implementation of Formula pricing approach  Development and Implementation of Best Practice Tool integrated with Technical specification tool  Development of Electronic tender documentation system possibilities  Pilot project of Green Procurement implementation  Regular aggregated progress reports on reform development and implementation to the Reform Council and the donors 5. Qualifications, Skills and Experience: 5.1 Qualifications and skills:

     

Impeccable ethical standards, outstanding leadership skills Master’s degree in economics, finance, law or management.

Strong analytical skills with the ability to interpret complex legal and commercial information Strong interpersonal skills for management of various stakeholders with varying interests PC literacy (advanced PowerPoint, Excel, Word) Fluency in Ukrainian and English

5.2 General professional experience: 

Preferably more than 10 years of general professional experience (minimum 7 years), preferably 5 years of experience in project management, public or business administration, business consulting

5.3 Specific professional experience:  Proven knowledge and professional experience in project management  Knowledge and experience in public procurement is an asset  Familiarity with the reform agenda in Ukraine, good understanding of policy formulation process is an asset  Experience in leading multidisciplinary teams is an asset 6. Assignment Value The estimated monthly value of this consultancy position is in the region of 1200-1800 EUR. The funding source of this assignment is the EBRD Ukraine Stabilization and Sustainable Growth Multi-Donor Account (MDA). The contributors are: Denmark, the European Union, Finland, France, Germany, Italy, Japan, the Netherlands, Poland, Sweden, Switzerland, the United Kingdom and the United States of America.
