POSITION: Senior Expert (Category 2),HR/Strategic planning for Effective Regulation Institutional Capacity Building
1. Objective(s) and linkages to Reforms The position is embedded in the Reform Support Team (RST) at Ministry of Economic Development and Trade of Ukraine (MEDT). RST assists Ministry in filling the capacity gaps in the design and implementation of priority reform strategies and programs, while strengthening links and partnerships between the Ministry’s priorities and relevant donor support programs. The position is linked to the further development of Effective Regulation and Entrepreneurship Development reform priority of the economic growth component under Ukraine 2020 Strategy. The ultimate goal of the effective regulation reform is the establishment of favorable business climate, as specified in 2018 Government Action Plan. The position is dotted line connected with PAR projects within MEDT related to High performing team concept which is being implemented by RST PAR and other donors projects. The ultimate goal of position is to support capacity building, strategic planning and stakeholder management coordination within Effective Regulation/SME development division of Department of Regulatory policy and SME development by providing advisory services, sharing best practices on work process improvements and training Division staff. The Senior Expert will ensure the coordinated actions for the following reform focus areas in order to create sustainable work process and irreversible change management process within responsible Division in MEDT by work process design, staff training and coaching during new work process implementation: Coordinate work process and build the capacity for Effective Regulation division for the organization of the CMU Deregulation sessions and coordinating stakeholders by training staff on planning, priority setting and stakeholders management; Coordinate work process and build the capacity of Business Climate department for coordination of Doing Business initiatives implementation, including support for coordination of stakeholders and relevant staff training Coordinate work process design and build the capacity of Business Climate department for Effective Regulation projects preparation on time with responsible ministries by training project planning and execution skills. Coordinate work process and build the capacity of Effective Regulation for support Effective Regulation initiatives at Parliamentary Committees and working groups by training negotiations and stakeholder management skills; Coordinate work process and build the capacity of Effective Regulation/SME development Division for stakeholders management process, including Business Associations (EBA,ACC and others) and Regulatory bodies (other Ministries/State regulatory service and others) Implement elements of RBM (evaluation-planning-control cycle, KPI tracking), strategic planning, people management practices in line with High performing team concept. 2. Duration and proposed timeframe Duration of assignment is until 30 June 2019 with potential extension to 31 December 2019. Subject to the availability of funding, the performance of the selected consultant and the specific needs of the RST, this appointment may be extended. The Consultant shall deliver services in Ukraine and for no less than working 20 days per calendar month.
3. Main Duties and Responsibilities Capacity building (including work process design, strategy planning, training and coaching of staff during work processes implementation) for Effective Regulation/SME development reform delivery process: Work process design and build capacity within the department for RBM cycle and performance management by providing relevant trainings Build capacity within the department needed for engagement of relevant stakeholders (experts, government officials, donors, etc.) to Team’s activities (including work process design, strategy planning, training and coaching of staff during work processes implementation) build capacity within division for project management/strategic planning in order to support organization of key deregulation activities from Governmental strategic Action plan related to Effective Regulation and SME development Audit and build sustainable work processes (project planning, tasks distribution) within the department in order they can perform sustainable and manage effective regulation/SME development related projects including analyzing and sharing best practices and recommendations on work process improvement build the capacity for project management competency within Department (development of project/reform implementation plan, risk management, change management, etc.) by providing relevant training for staff Senior expert will also support PM Effective regulation and SPM Business climate with best practice analysis and materials preparation needed for activities listed above. 4. Main expected deliverables SE prepairs training materials for 1 training per month on project/stakeholder/people/strategy management. SE supports PM with analytics and best practice recommendations in to update Division strategy and Action plan for 1-3 years and takes part in work process design. SE organize internal workflow in order to provide quarterly KPI review SE is expected to design working processes within the Division in order they can reach their KPIs till the end of 2019 year, such as: -

CMU Deregulation sessions are prepared by Department`s staff in accordance with requests from business-environment the plan. SE role is to assist PM in work process design and implementation to ensure MEDT staff ownership of the process. Doing Business initiatives are implemented with overall rating growth for 10 positions in 2019. SE role is to take part in work process design (analyze and share best practices) and implementation to ensure MEDT staff ownership of the process. Public Dialogue process with involvement with BA is in place, top-10 requirements from BA are documented, aligned and planned for execution. SE role is to design work process and relevant training for staff in order they can lead the process 90% of actions from Governmental Strategic plan for SME related activities are performed by Department`s staff according to schedule, and, in particular, index of credits provided to SME is 150 versus year ago. SE contribution is relevant work process design, staff training and involvement, support and feedback during processes implementation. Communication plan of the particular reform developed and implemented by Department`s staff (incl. public discussions on Deregulation prepared and held involving key stakeholders) SE contribution is relevant work process design, staff training and involvement, support and feedback during processes implementation.
5.1 Qualifications and skills: ● Master degree in economics, management, social science or business administration, HR; ● Strong capacity building, organizational management, communication and presentation skills ● PC literacy (PowerPoint, Excel, Word; Visio and Project is an asset) ● Fluency in Ukrainian and English 5.2 General professional experience: ● Minimum 7 (preferably over 10) years of work in one or more areas related to the assignment (management, economics, business administration, consulting, HR) ● Preferably 5 years of experience in capacity building/organizational transformation ● Project management experience related to organizational transformation ● Organizational transformation experience in Public Sector is an asset ● Work experience in international companies/corporations with strong organizational culture is an asset 5.3 Specific professional experience: ● Experience with the reform implementation in Ukraine is an asset ● Experience with government entities ● Experience in leading multidisciplinary teams is an asset ● International coaching certificates is an asset
6. Assignment Value The estimated monthly value of this consultancy position is in the region of 1000-1400 EUR. The funding source of this assignment is the EBRD Ukraine Stabilisation and Sustainable Growth Multi-Donor Account (MDA). The contributors are: Denmark, the European Union, Finland, France, Germany, Italy, Japan, the Netherlands, Poland, Sweden, Switzerland, the United Kingdom and the United States of America.
