POSITION: Senior PPP Expert (Category 2, Reform of SOE governance and Privatization) 1. Objective(s) and linkages to Reforms A Reform Support Team (RST) at the Ministry of Economic Development and Trade of Ukraine (MEDT) is a group of Ukrainian professionals (non-civil servants) funded on a temporary basis by the donors that provides targeted technical support and assists the Ministry in the design and implementation of priority reforms. The RST will assist in filling the capacity gaps in the design and implementation of priority reform strategies and programs, while strengthening links and partnerships between the Ministry’s priorities and relevant donor support. The Senior Expert’s primary focus is to ensure introduction of a modern PPP processes and practices to the MEDT within the framework of Public-Private Partnership, as well as appropriate capacity building support in the MEDT. The Senior PPP Expert is also responsible for successful establishment of the PPP Agency, yearly planning and assessment tools creation, legal and financial framework of the PPP Agency. 2. Duration and proposed timeframe Duration of assignment is until 30 June 2019. Subject to the availability of funding, the performance of the selected consultant and the specific needs of the RST, this appointment may be extended. 3. Main Duties and Responsibilities
Active engagement into capacity building in the MEDT in terms of: Public-private partnership, Annual planning and assessment process development; training and development program; Support of PPP Agency establishment; Provide assistance in the work on a new PPP Project Pipeline which will provide long term view as to which projects and sectors Ukraine will prioritize when delivering PPPs; Presentation materials for the International Financial Institutions regarding to PPP; Analysis of materials (legislation, experience of other countries) related to PPP, preparing reviews.
4. Main anticipated deliverables:
All necessary legal acts on PPP prepared; All necessary legal documents for the establishment of the PPP Agency prepared; The Annual plan, including KPI and Individual development plans for PPP Agency created; New PPP strategy for 2019-2023 to be approved desirably together with the PPP Project Pipeline developed.
Qualifications, Skills and Experience 5.1 Qualifications and skills:
Impeccable ethical standards;
Master degree in Law or Economics; PC literacy (PowerPoint, Project, Excel, Word; Visio is an asset); Fluency in Ukrainian and English.
5.2 General professional experience
More than 3 years of general professional experience.
5.3 Specific professional experience
Excellent interpersonal and communication skills; Experience in drafting legal acts is an asset; Experience in PPP is an asset.
6. Assignment Value The estimated monthly value of this consultancy position is in the region of 800-1400 EUR. The funding source of this assignment is the EBRD Ukraine Stabilization and Sustainable Growth Multi-Donor Account (MDA). The contributors are: Denmark, the European Union, Finland, France, Germany, Italy, Japan, the Netherlands, Poland, Sweden, Switzerland, the United Kingdom and the United States of America.
