POSITION: Senior Project Manager (Category 1), Business Environment 1. Objective(s) and linkages to Reforms Ukraine has made a considerable progress in establishing better business climate – implemented reforms of regulations, laws and permits. However, economic performance is going slowly. Despite apparently sound reforms, business complains about day-to-day problems with bureaucracy and administrative barriers to investment, including inconsistent interpretations of laws and procedures in different parts of the country. This situation also leads to a conclusion on poor implementation of fairly high quality strategies and laws. The Government is conducting a series of measures to improve business climate in Ukraine, starting from holding of CMU deregulation sessions, where adopted sets of deregulation projects that improve Ukraine's Doing Business Rank. Reform Support Team (RST) at the Ministry of Economic Development and Trade of Ukraine (MEDT) being a group of Ukrainian professionals (non-civil servants) funded on a temporary basis by international donors provides targeted technical support and assists the MEDT in the implementation of reform aimed to establish better business climate in Ukraine. A Senior Project Manager on Business Environment will support the Government of Ukraine and in particular MEDT in coordinating of the better business climate establishment in Ukraine, specifically through implementation of deregulation initiatives, realization new approaches in smart specialization and innovation policy. 2. Duration and proposed timeframe Duration of assignment is until 30 June 2019. Subject to the availability of funding, the performance of the selected consultant and the specific needs of the RST, this appointment may be extended. The Consultant shall deliver services in Ukraine and for no less than working 20 days per calendar month. 3. Main Duties and Responsibilities Manage Business Environment direction, including strategic planning, communications and partners outreach Develop working relations with the key stakeholders responsible for the business climate establishment in Ukraine (public authorities, business associations, NGOs, scientific institutions etc.) Liaison with BRDO, RDO, donors and other stakeholders in reform development and activities management Ensure close coordination and cooperation with MEDT on deregulation issues Resolution of problems and obstacles encountered during implementation process, identifying and communicating important issues requiring decision of RST Director and/or Reform Council Establish a model for business requests, reply, follow-up’s, assessment and advise on establishment a business climate Build an effective team within Business Environment direction. Ensure that the team understands and works towards clear and shared goals. Project management support (development of project/reform implementation plan, risk management, change management, etc.) Preparation of timely and quality reports and status updates on reform implementation progress to the Minister and RST Director, as well as for publication

Main anticipated deliverables Business Environment direction’s strategy plan is developed Working relationships with the key stakeholders responsible for the business climate are established Close coordination and cooperation with MEDT on deregulation issues is Established Systematic model for processing business requests and follow-up’s is developed Recommendations, proposals, procedures and management tools on establishing better business climate in Ukraine are developed Assistance to the MEDT on improvement Ukraine's Doing Business Rank is provided Deliverables for each team member in accordance with the operational plan are achieved with a minimum deviation Regular progress reports on reform development and implementation are prepared Established team, assigned roles, allocated resources 5.1 Qualifications and skills: Master degree in finance, economics, law, or business administration Strong organizational management, communication and presentation skills PC literacy (PowerPoint, Excel, Word; Visio and Project is an asset) Fluency in Ukrainian and English 5.2 General professional experience: Preferably more than 10 years of general professional experience (minimum 5 years), preferably 5 years of experience in project management, public or business administration, business consulting 5.3 Specific professional experience: Proven knowledge and professional experience in public management Experience with the reform implementation in Ukraine, especially as related to regulation policy Experience with government entities and their mandate and processes is an asset Experience in leading multidisciplinary teams is an asset
6. Assignment Value The estimated monthly value of this consultancy position is in the region of 1200-1800 EUR. The funding source of this assignment is the EBRD Ukraine Stabilisation and Sustainable Growth Multi-Donor Account (MDA). The contributors are: Denmark, the European Union, Finland, France, Germany, Italy, Japan, the Netherlands, Poland, Sweden, Switzerland, the United Kingdom and the United States of America.
