in Bosnia and Herzegovina

Energy sector reform, use of renewable energy sources, energy efficiency and market liberalization are the topics that will be of interest to citizens of Bosnia and Herzegovina in the years to come. With the aim of establishing a dialogue on these topics and creating a momentum among stakeholders to continue the initiated reforms, USAID Energy Investment Activity (EIA) project and the Deutsche Gesellschaft fĂźr Internationale Zusammenarbeit (GIZ) are organizing the Third Energy Summit. The Energy Summit will be held under the auspices of the Ministry of Foreign Trade and Economic Relations of BiH, State Electricity Regulatory Commission, Republika Srpska Energy Regulatory Commission and Federation Electricity Regulatory Commission. Through panel discussions, presentations and workshops the attendees will discuss the strategic approach to the energy sector, electricity market, energy efficiency, renewable energy sources and other interesting topics.

Panel I - Strategic Planning and Development of Energy Sector The energy sector is facing many challenges, both inside and outside. The opening of the market and the impact of the region, the construction of new generating capacities based on renewable energy sources, the need for development of replacement and the new capacities, the impact of the implementation of energy efficiency measures, the need for investments due to the emission reduction – these are all factors to be taken into account when deciding in which direction to focus further development of

the sector. This and other issues are in the framework of legal obligations arising from the membership in the Energy Community and the commitment to EU accession. These and other issues related to the future of the energy sector in BiH will be discussed with the most relevant stakeholders in the energy sector. The introduction to the discussion will be presentations that suggest possible directions for development of the energy sector, primarily from the perspective of building new power plants.

Panel II - The Future of the Electricity Market and Incentive Schemes Opening of the electricity market in Bosnia and Herzegovina has started: since there are new suppliers, some customers changed supplier while other customers negotiated new prices of electricity with their “traditional” suppliers. BiH joined the initiative for faster development of the regional electricity market and therefore is committed to the establishment of the regional balancing market, day ahead market, and intraday market. In the following period

the entry of significant capacities based on renewable energy sources is indicated, and Europe is choosing a new system of incentives for electricity generation from renewable sources. This panel will discuss the experience of new suppliers, reaction of Elektroprivredas to the new circumstances, impact of renewables on the electricity market and preconditions for the establishment of the regional market and BiH’s participation in it.

Panel III - Potential and Possibilities of Energy Efficiency Energy efficiency provides clear potential for new investments, new jobs, ensures lower energy consumption and financial savings in all development sectors in Bosnia and Herzegovina. The laws on energy efficiency have now been adopted in both entities, which was a prerequisite for the systematic implementation of the energy efficiency measures. The

adoption of the National Energy Efficiency Action Plan, including the adoption of the entity Action Plans, is foreseen to occur in the period to come. The goal of the panel discussion is to exchange opinions and experiences between businessmen and experts with a view of mobilizing the full potential of energy efficiency.

Session for the members of Focus Group: How to activate the BiH energy service market ? * * Energy service market in BiH is still in the beginning phase encountering many barriers. Nevertheless, bearing in mind the interest of Bosnia and Herzegovina to reduce energy consumption as well as the commitment of the country to fulfil its goals for energy savings, it is of utmost importance for the country to establish new financial mechanisms and activate its energy service market. The necessity for creating a structured market for energy services has become more

clear and apparent in the last years, after identifying a need to generate both private and public sector investments, consequently leading to strengthening of the local economy and reducing the public expenses. The Workshop should serve as a platform for getting a comprehensive view of the market, and clearly defining the necessary future steps each of the stakeholders should commit to in order to help establish the energy services market.

Technical Workshop – Energy Modelling With the goal to use its resources in an optimal way, on its way to the European Union, BiH needs to use the best international practices. In accordance to the European Union energy policy, BiH will work on the setting the 2030 and 2050 targets. Therefore, the country needs tools to perform analyses of the development scenarios and economic modelling of the power sector, including Moderator: Adnan Rondic

the benefits of renewable energy sources and energy efficiency. These models will provide decision making options based on relevant data and scenarios. The main objective of this Workshop is structured and well moderated dialogue among all interested groups based on an input presentation on entity and country energy models and scenarios for Bosnia and Herzegovina.

Technical Workshop – Renewable Energy Sources – Support Schemes Support schemes for various renewable energy technologies were adopted by both entities. The transition to a market-based approach for granting the support remains to be achieved in both entities. A mechanism to transfer the costs of incentivizing renewable energy to all customers in a fully liberalized market is missing. The reforms of the support schemes in both entities have been started. shall provide answers to which support schemes can increase the RES-E share in Bosnia and Herzegovina cost-efficiently. The aim of this workshop is to engage the wide public by discussing what the market-based support schemes mean for the future of renewable in Bosnia and Herzegovina, as well its impact on the potential investors and other various actors in the field.

Panel IV - Strategic Planning in the Small Hydro Power Plants Sector Since Bosnia and Herzegovina has adopted National Renewable Energy Action Plan and has a target for a small hydropower development, the key challenge is to identify those river stretches which should be kept free from hydropower development and potentially appropriate river stretches for new hydropower plants and their hydropower potential which have the least/minimum possible impact on environment. One of the leading questions

in the Power sector is the determination between energy or environmental relevance. Austria like many other countries members of the EU have successfully answered this question with the application of the strategic planning approach in hydro power sector. Therefore, presentation on Austrian case will be an introduction to the panel discussion on strategic planning in small hydro power sector in Bosnia and Herzegovina.

Panel V - Conditions for Investing in the Bioenergy Projects in the Region (BiH, Croatia and Serbia) The generation and use of energy from biomass represents one of the greatest potential for the local sustainable development through: the creation of sustainable jobs, utilization of residues from forests and agriculture, economy competitiveness increase, security of energy supply, environmental protection and the neutral emission of carbon dioxide. In order to increase the use of biomass, it is necessary to, first of all, clearly identify all the potentials, create a policy and

strategy at all government levels for the use of biomass and to remove the legal, social, financial and market barriers. Experiences from the neighboring countries, such as Croatia and Serbia, are of the great importance for BiH. The bioenergy panel will include discussion, with the eminent experts from the neighboring countries and the investor from BiH, about experiences in the areas of strategic planning, incentive mechanisms and biomass supply chain.
