W HEREAS, the MISS FLORIDA COMPETITION will celebrate its 84th installment at home in Lakeland, Florida at The RP Funding Center’s Youkey Theater June 24th-June 29th, 2019 bringing $2 million in economic impact to Lakeland and Polk County; and

W HEREAS, the MISS FLORIDA COMPETITION serves as a preliminary competition to the MISS AMERICA COMPETITION, the world’s largest provider of scholarship assistance for young women and one of the nation’s largest achievement programs; and W HEREAS, this summer’s newly crowned MISS FLORIDA 2019 will represent the State of Florida at the 2020 MISS AMERICA COMPETITION; and W HEREAS, MISS FLORIDA 2018 Taylor Tyson won the title in June 2018 when she competed with 40 other young ladies for the opportunity to represent the Sunshine State; and

W HEREAS, MISS FLORIDA Taylor Tyson competed in the 2019 MISS AMERICA COMPETITION and was named third runner up and a Preliminary Talent winner receiving additional scholarship support; and

W HEREAS, MISS FLORIDA will travel the state from the Panhandle to the Keys serving as a goodwill ambassador promoting the Miss Florida Scholarship Competition, and will serve as an advocate for the national partner of the MISS AMERICA Organization national platform partner, Children’s Miracle Network Hospitals; and

W HEREAS, MISS FLORIDA will become an ambassador for Advance Recovery Systems, Real Talk program for the prevention of teen substance abuse and also the promotion and protection of America’s Everglades to school children throughout state; and W HEREAS, the MISS FLORIDA’S OUTSTANDING TEEN program features ladies between the ages of 13 and 17 competing for the honor of representing the State of Florida at the 2020 MISS AMERICA’S OUTSTANDING TEEN PAGEANT in Orlando, Florida, accompanying MISS FLORIDA during her reign and serving as a goodwill ambassador throughout the state.

Scholarships are generously provided by the following colleges and universities and are subject to academic, admission and enrollment criteria established by each institution. As we prepared for this year’s competition, the 84th Miss Florida Competition, we were faced with many challenges. Those challenges were overcome with much perseverance. The determination of the Board of Directors and a group of believers rallied to make sure this year’s competition would be held without any hesitations. First, and foremost, thank you to the Miss America Organization for allowing us the opportunity to continue the tradition of the Miss Florida Competition. To the Board of Directors, your support, faith in me and vision to move forward has been a stronghold that has definitely pulled us through. To Allison Kreiger Walsh, Miss Florida 2006, what can I say? You are an incredible and absolutely amazing young lady! You embodied the ideals of this program during your year of service and have continued to do so each year by giving back exponentially. This year, you came forward to make sure the dreams of our candidates would not only be dreams, but could become reality. You’ve accomplished this in such a dynamic way. Saying thank you seems so small for the amount of time, energy and effort you’ve put forth for this organization and the candidates but I say it from the bottom of my heart. David Lang, your support, vision, enthusiasm, words of encouragement and the driving desire to make this the best Miss Florida Competition ever has been so very inspiring and up lifting to me – thank you. Carry O’Neal, the quiet partner, thank you for being the voice reason which was needed from time to time. Taylor Tyson, you are an awesome young lady! Your dedication to the title of Miss Florida has made us all so very proud. Your performance in each area of competition at Miss America was out of this world! Being named the best dancer and a semi-finalist at Miss America’s Outstanding Teen Competition are moments that we’ll be proud of for many years to come. You came forward without hesitation to offer your support to me and the entire Miss Florida Family. Thank you for continuing to afford opportunities to the candidates to be a part of this dynamic organization. Miss Florida

Judges Marian Arnold Marian Arnold is the Assistant Director for the University of Georgia scholarship pageant. She has been actively involved in all aspects of the pageant for the past 20 years. She has judged many Local and State pageants including Miss Charlotte/Miss Mecklenburg County Scholarship Pageant, Miss Columbia and Miss Capital City and Little Miss & Teen Miss SC State Pageant Also audited the Miss DC pageant. Marian is an accredited Miss America Preliminary judge. Marian is very active in her Church, she is the Wedding coordinator, and has been teaching Sunday school for the past twenty five years, In her community she serves on many civic organizations, and is the American Cancer Association’s Relay for Life organizer for her community. Marian resides in the Athens area with her husband Bob. They have two grown sons Rob and Jon, and have 3 grandchildren. Her hobbies include traveling, cooking and spending time with her family.

Lizzie Horton Peress Former Miss North Carolina, Lizzie Horton Peress, is a television broadcast meteorologist in Miami, Florida. She has appeared nationally on CBS This Morning, CBS Evening News, SPEED TV, and Fox Sports. “Liz” has reported and forecasted the weather for networks throughout the southeast including WPLG News and CBS4 in Miami, ABC-11 (WTVD) in Raleigh/Durham, FOX (WOFL) in Orlando, and WBTV in Charlotte, North Carolina. Amongst many accolades, Liz has earned the highly regarded NWA Seal of Approval. She is a member of both the National Weather Association and the American Meteorological Society. Lizzie graduated most recently from Mississippi State University with Bachelor of Geosciences degree with a concentration in Broadcast Meteorology. Prior to MSU, she attended Johns Hopkins University, where she received a Bachelors of Music in Vocal Performance and a Bachelors of Music Education from the esteemed Peabody Conservatory. She also studied at the Carolina School of Broadcasting in Charlotte, North Carolina, which was paid for in full by scholarship money earned through the Miss America program. She held the title of Miss Carolina Coast in 2005 and went on to win the title of Miss North Carolina on her first try in June of 2006, competing for Miss America in 2007. Her favorite aspect of competition is talent, as she is an accomplished classical singer, winning regional awards for her performances in both opera and musical theater. Liz has had the opportunity to perform the national anthem for the Carolina Panthers and the U.S. Davis Cup, and most recently performed alongside Andrea Bocelli on his U.S. tour stop in Miami. While Miss North Carolina, Lizzie picked the platform of Autism Awareness, traveling throughout the state to raise awareness and funding for those living on the spectrum. Today, she continues to volunteer her time in the community. Lizzie is a member of the Junior League of Greater Fort Lauderdale and the Master Chorale of South Florida, as well as singing in the Cathedral Choir at the First Presbyterian Church of Fort Lauderdale. Her greatest accomplishment, however continues to be serving as wife to husband Jonathan, and mom her two children Lola and Charlie, and their Boston Terriers, Rocky and Ziggie.

Andrea Apple Dr. Andrea Apple is a graduate of Lake Erie College of Osteopathic Medicine Bradenton where she graduated in the top five of her class. She completed her residency in Emergency Medicine at Mt. Sinai Medical Center in Miami Beach, where she served as chief resident. Currently, Andrea is board certified in emergency medicine and works at Bayfront Health St. Petersburg, the area’s only trauma center. She is also the medical director of the Florida School of EMS. Andrea is dedicated to education and frequently lectures at multiple academic settings including local colleges, conferences, grand rounds, medical school emergency medicine clubs, EMS education days, and Bayfront Health’s family medicine residency program. Andrea initially entered local Miss Florida Organization Programs, winning several awards including talent and interview. With three local titles, Miss Orange Blossom, Miss Kumquat Festival and Miss Dade City’s Kumquat Festival, she competed in the Miss Florida State Organization during 2006-2009, and was the recipient of interview, talent, and academic awards. In her last year at Miss Florida, she placed in the top 15, winning preliminary talent, non-finalist interview, and state and national academic awards. In her spare time, Andrea enjoys dancing with the American Racket clogging team representing the USA at international folk festivals, most recently in Brazil and South Korea. Andrea is very excited about her involvement this year with the Miss Florida Organization. She believes this organization provides many opportunities for young women. Judges Alan Cherkasky Alan Cherkasky is a board certified practicing Family Physician, he received his degree from Northwestern University, Evanston, IL and obtained his MD degree from Chicago Medical School. He completed his internship and residency training at Baylor College of Medicine and the University of Texas, Houston, TX. He is the longest "on air TV Doctor" in the United States since March 1981. An Ironman Triathlete 9 time finisher, Boston Marathon 15 time finisher, A cruise ship doctor, the assistant Team Doctor for the Houston Astros, Recipient of the American Medical Association's Jules Bergman Award for Excellence in Physician Broadcasting, and the State Medical Society of Wisconsin's Physician Citizen of the Year award.

Luis Perez Mr Perez is honored to be Judging the Miss Florida Pageant this year. He was raised in Sanford, Florida and currently resides in New Smyrna Beach. His Theatrical credits include being a Principal with the Joffrey Ballet, Performing in 13 Broadway Shows, Choreographing 2 Broadway shows, being in TV and Film as well as Directing and Choreographing several shows in the Regional arena. As an Educator Mr. Perez was the Head of Musical Theatre at Chicago College of Performing Arts at Roosevelt University and the Founder, Associate Dean and Chair of Musical Theatre at Manhattan School of Music.

Executive Producer

Wayne Gentry

Wayne Gentry – Producer – is the owner of ShowCase Video Productions. He began his career with the Miss Louisiana Pageant in 1976 as the Technical Director. He became the Executive Producer of the live Statewide Telecast of the Miss Louisiana Pageant in 1999. Since 2002 he has produced the Miss Florida Outstanding Teen Pageant and the Miss Florida America Pageant. The Miss Florida Pageant resumed their live television broadcast in 2009 which he was the Executive Producer. He has produced pageants for the International Cinderella Pageant, Louisiana Jr. Miss Program, and the Mrs. Louisiana America Pageant. His other experience includes television production for High School and College Football televised games, ESPN, Fox College Sports, MMA Fights, Ballet Mississippi, Showbiz National Talent Competitions, Crusades and Special Events. Wayne also produces the Cerebral Palsy of Louisiana Telethons across the State, Local and Statewide sports telecasts including The LA Sports Playback, The Louisiana Delta Ballet Company, The Twin City Ballet Company and other video productions. Wayne resides in West Monroe, Louisiana with his wife Marie. His son Richard is the Lighting Designer and Director of the RG Lighting Company a Division of ShowCase. He is also the Graphics Artist and produces for Showcase Video. Richard lives in Monroe, Louisiana with his wife Kelley. Wayne’s daughter Kristal lives in Monroe with her husband Brad, daughter Teresa and son Bradley, Jr. and is employed by Centurylink in Monroe. His Step-daughter Cara is a teacher and is married to Josh Morrison, Head Baseball Coach of OPHS and resides in Monroe with their children Easton and Caylor. His Step-son Josh Blake is a Navy veteran and lives in Reno, Nevada. Wayne is a graduate of the University of Louisiana at Monroe.

Choreographers Shalisa Sloan James Award-winning arranger and live and studio performer, Shalisa's voice can be heard on over 500 jingles around the globe. She co-created Toxic Audio (now Vox Audio), which won the Drama Desk for its NYC Off-Broadway show and was nominated for a Grammy. Shalisa voiced Tessa on the Emmy award-winning PBS show, The “Reppies”. Winner of the CARA a cappella award for “Best Female Vocalist”, Shalisa and her husband Jeremy own Entertainment Central Productions, the nation's leading producers of vocal shows and original song content for corporate events and theme parks. Her shows and recordings are featured daily at Universal Studios Orlando and Hollywood, Walt Disney World, Dollywood, and Motion Gate Dubai. Shalisa is the vocal director for all singing shows at Universal Studios Orlando and Universal Studios Hollywood.

Amber Nadelkov Amber is a dancer and choreographer in Central Florida. After spending many years expanding on her experience in cities such as New York City and Nashville, she currently holds a full time AEA dancer position at Walt Disney World in Orlando. In addition to her contract as a full-time performer, she teaches dance, choreographs, stages, and manages events. She loves to travel the states as a judge for regional and national dance competitions.

Nicole Rogowski Nicole graduated with a BA degree in Mercyhurst University’s Dance Program. She’s worked many jobs in the musical theater and ballet category, and has also worked as a dance model, teacher, and choreographer. Some of her favorite jobs include being a part of the opening casts of these shows: Hocus Pocus Villains Spelltacular, Mickey’s Royal Friendship Faire, Rivers of Light, and Beauty and the Beast on Disney Cruise Line’s ship the Dream. She’s been featured in the holiday Christmas filming at Walt Disney World, and many other special events. She lives with her husband and fur babies in West Palm Beach, FL. Nicole looks forward to working with these gorgeous individuals at the pageant this year as the choreographer’s assistant!

Hosts David Lang David Lang, a native Floridian, from Lakeland, earned both an undergraduate and graduate degree from Georgia Southern University, in Business and Marketing. He has been employed by Delta Air Lines for 35 years as a Fight Attendant Purser and In-Flight Service Facilitator. David is a member of Delta's prestigious Chairman's Club, celebrating the Top 100 Employees, out of 87,0000, at Delta Air Lines! He was also selected to be one of only ten Delta Flight Crew to staff the White House Press Charter Flights, accompanying Presidents Obama and Trump, on their international travels, including Africa, Asia, Australia and the Middle East! David also appears on the Delta Air Lines Safety Video, shown on over 1,700 daily Delta flights, worldwide and two International Delta Commercials! David, has emceed for the last 20 years for various Pageants, Trade Shows and Delta Special Events, but is most proud to be a part of the Miss Florida family ! He and his partner Carry, are the owners of Regalia Magnificent Apparel of Orlando, a long time Miss Florida and Miss America Sponsor, and have been wardrobing local, state and national winners for over 25 years, including our reigning Miss Florida 2017, Sara Zeng; Miss Florida's Outstanding Teen 2017, Reece Weaver and Miss America 2018, Cara Mund! In his spare time, David volunteers at the Mid-Florida Sheltie Rescue, the Hope and Help Center of Central Florida, The Zebra Coalition, and an advocate for the Central Florida Leukemia & Lymphoma Society.

Laura McKeeman Rutledge Laura McKeeman Rutledge is a reporter and host for ESPN and SEC Network. Laura Rutledge joined ESPN’s coverage of the Southeastern Conference in 2014 as a reporter on SEC Network. She covers a wide range of college sports including football, basketball, softball and baseball. She has recently become a Sportscenter host and is the host of SEC Nation. Prior to joining ESPN, Rutledge was a sports anchor forCNN’s New Day and Early Start. She also worked on HLN’s Morning Express with Robin Meade, as well asFox Sports. Rutledge attended University of Florida, where she also won the 2011 Red Barber Award for Excellence in Broadcasting at UF. Rutledge is an Ambassador for the Miracle League, an organization that builds baseball fields for children with disabilities. She currently resides in her hometown of Atlanta, Ga. with her husband Josh Rutledge, MLB infielder for the San Francisco Giants and former Alabama baseball player. Previously “Laura McKeeman”, she won the title of Miss Florida in 2012.

Information on Sunshine Princess & Prince Program The Sunshine Princess program is intended to introduce young ladies, ages 5 through 12 years of age, to the Miss Florida and Miss America program before they reach competition age and to help them understand that Miss America is not just a dream but something they can begin preparing for at a young age. It allows them to work closely with the Miss Florida candidates who will serve as their role models and mentors through community service. Who knows? These young ladies may grow up to be Miss Florida’s Outstanding Teen and Miss Florida! The Sunshine Prince Program is designed for boys, ages 5 through 9 years of age. Each Miss candidate will help to teach the importance of courtesy, discipline and community involvement. The inclusion of young boys in our program helps to instill the values of character education and to promote scholastic achievement and community service. Not only do our participants steal the show each time they take the stage, but they enrich the lives of our titleholders in so many ways, especially during competition week! We are thrilled with our new pageant home of Lakeland and have some exciting things planned for the week! There are no words to express the humbling feeling of my dreams being realized as my name was announced as Miss Florida 2018. Florida's Outstanding Teen

Judges Elizabeth Fechtel Yawman Elizabeth Fechtel Yawman won Miss Florida's Outstanding Teen prior to becoming Miss America's Outstanding Teen 2012. As a high school senior she traveled to nineteen states, performed for and spoke to over 100 million people, and collectively obtained over $38,000 in scholarships. In 2016, Elizabeth graduated from the University of Florida with a B.A. in Political Science and a Minor in Mass Communication. She held multiple leadership roles during her academic career including Florida Blue Key and was first runner-up to Miss Florida as Miss UF in 2014. She represented the university at the White House's Summit on the United State of Women and is a member of Leadership Florida's College Class of XVII. Elizabeth was one of twenty-five students inducted to the UF Hall of Fame in 2017. Elizabeth began her professional career in marketing at the corporate headquarters of Raymond James Financial. She later joined Florida Capital Bank in Orlando, Florida, in 2018 as a commercial banker for small to mid-sized businesses and is actively engaged with regional economic development initiatives. She developed a niche for helping young adults with entry level resumes, applications, and interviews and enjoys consulting high school and college students part-time. Elizabeth is an advocate for financial literacy within her community through Junior Achievement, is on the board of the Central Florida Gator Club, and is a member of the Central Florida Political Leadership Institute. She is recently married to her husband, Daniel, and enjoys scuba diving, traveling and exploring Florida with him on her time off.

Andrea Pitts Andrea Pitts is the Director of Marketing and Public Relations at Redmond Regional Medical Center in Rome, GA - an affiliate of HCA Healthcare. She is a graduate of HCA TriStar’s Leadership Academy. Andrea completed her BA at Berry College and her Master’s Degree at Georgia State University. While at Berry, Andrea was a member of the Forensics Union and received numerous regional and national public speaking awards. Andrea continues to be active with public speaking competitions. She served as a judge for an NFA national collegiate tournament as well as a judge for Georgia High School Association State Literary Competitions in Extemporaneous Speaking. Andrea is an active community volunteer in Northwest Georgia, including serving as a liaison for the Heart of the Community Foundation Board of Governors. She and her husband are host committee sponsors for Northwest Georgia’s largest animal welfare fundraising event: Rome for the Rescues. An active member of the Rome Floyd Chamber of Commerce, Andrea is both a graduate of Leadership Rome and a former Coordinator for the Leadership Rome program. She also serves as a member of the Chamber’s Governmental Affairs committee and is a frequent delegate with the annual Rome Floyd Chamber Day at the Capitol. Andrea serves as the Executive Director of the Miss Rome Competition and has judged preliminaries throughout Georgia and Alabama. Andrea serves as an official escort to Miss Georgia for her appearances in Northwest Georgia Andrea is also proud to have served on the local Judges’ panel for THREE young women who went on to be crowned Miss Georgia. Two of those women also went on to be Top 10 at Miss America. In her spare time, you will find Andrea and her family enjoying the three rivers and many hiking trails in Rome. Speaking of family, Andrea and her husband Tim (a history professor at the University of West Georgia) reside in Rome with their three rescue fur-babies (dogs).

Sydney Keister Phelps Sydney Keister Phelps is currently the owner and director of Ballet Arts Centre, one of Jacksonville, Florida's premiere dance studios that has been educating dancers for over 50 years. She is currently on faculty with LaVilla Middle School of the Arts, as well as Douglas Anderson High School of the Arts. Sydney graduated magna cum laude from Florida State University, where she was a member of FSU’s Dance Repertory Theatre and Zeta Tau Alpha Sorority. Following graduation, she became the director of dance at Lake Forest Elementary. Sydney has choreographed and danced professionally with both Jacksonville Dance Theatre and Braided Light Dance Project. In 2004, she began competing in the Miss America system and won many local titles along the way. In 2013, she competed for the final time representing Jacksonville at Miss Florida, where she finished in the 4th runner up and the swimsuit preliminary winner. As a teen, she was crowned the second Miss Florida's Outstanding Teen 2006 and won the talent award at that year’s competition. She attributes the Miss America Organization to the character development that has helped shape her into the woman she is today. Last year, Sydney married her best friend, Corey Phelps in Playa del Secreto, Mexico. He is a commercial pilot for PSA. The two of them have enjoyed the last year of newly wed life, traveling the world and renovating their first home. She is thrilled to be in Lakeland this week and looks forward to being an integral part of selecting the next Miss Florida's Outstanding Teen.

Judges Piper Mislovic

Piper Mislovic grew up in Ohio where she graduated from The Ohio State University with a degree in education. After college, she was a flight attendant for American Airlines and then retired from teaching after 31 years. Piper is married to Peter Mislovic, an attorney, and has two grown children and two grandchildren. They have been residents of Lakeland, FL, for 38 years. Currently she works part-time for the YMCA of West Central Florida processing financial aid applications. She also is a member of the Masters Flamingos Synchronized Swim Team, which is supported by the YMCA, and has competed nationally in this sport. At Florida Southern College, Piper volunteers as the chapter advisor for Delta Delta Delta sorority. She helped with the founding of this chapter.

Emily Colon Emily Colón joined the City of Lakeland as Assistant City Manager on April 1, 2019. Emily was most recently the Program Administrator for the Internal Services Branch Departments for Pasco County Board of County Commissioners. Additionally in Pasco County she served as their Interim Purchasing Director, Budget Manager, Acting Administrative Services Manager for Fleet Management, and Budget Analyst. Prior to working for Pasco County, Emily gained experience at the local, state, and federal levels working as a Florida Gubernatorial Fellow, in Constituent Services for a U.S. Senator, and in a City Manager’s office. Emily is originally from Maple Grove, Minnesota and came to Florida to play collegiate volleyball. She earned her Associates degree (AA) from Manatee Community College (now State College of Florida) and holds a Bachelors degree (BA) in International Business and Masters of Public Administration (MPA), both from the University of South Florida. Emily and her husband, Rick, have two young girls and recently moved to Lakeland. She serves on the Fiscal and Administrative Policy Committee for the Florida City/County Management Association (FCCMA) and is a member of the International City/County Management Association (ICMA). Emily also serves on the Suncoast Chapter Council for the American Society of Public Administration (ASPA), is a certified Six Sigma Yellow Belt, an Examiner for the Florida Sterling Council, and an adjunct professor for the University of South Florida’s School of Public Affairs.

Chloe Lupo Chloe Lupo is on the label and management team at sixstepsrecords under Capitol Records in Atlanta, Georgia. In 2016, she relocated from Tampa to Atlanta to begin managing social media, marketing, and tour logistics for the label. She is no stranger to the Miss Florida Organization. In 2008, she began competing in the Miss America organization on a dare, and won her first local pageant. After recognizing the platform of Miss America, Chloe fell in love with the organization and placed Top Five 4 years in a row, and won the first ever Quality of Life Award. She also earned nearly $30,000 in scholarship money while competing. Chloe also placed top 10 at the National Sweetheart Pageant as Miss Florida’s Sweetheart. She graduated from the University of South Florida, with her Bachelor’s Degree in Public Relations. Chloe currently serves at Passion City Church, on the College Leadership Team, and the Worship Team. She also helps put on the largest gathering of 18-25 year olds across the globe every January for 60,000+ students, Passion Conference. After 4 years, Chloe is ecstatic to be back with her Miss Florida Family!

When children enter a hospital, it can be very scary. They are in cold rooms filled with machines and a lot of people coming in and out. My platform, Wacky Wednesday Project, was created to bring smiles to the faces of children and to replace the sickness with silliness. Laughter can help children feel happy and relaxed and increase their tolerance for pain. The mission of Children’s Miracle Network Hospitals is to heal and improve the lives of children. As Miss Florida’s Outstanding Teen, I will use laughter as the medicine to make that mission possible.

Farewell From the moment they called my name as Miss Florida’s Outstanding Teen 2018, my life was forever changed. It’s easy for me to say that this year has been a dream come true. I am so grateful to this organization for providing me with the most amazing memories, experiences, and opportunities that I could not find anywhere else. I was honored to place in the top twelve at Miss America’s Outstanding Teen, and win the overall dancer award. I gained lifelong best friends, who are a little crazy, (Macy, Morgan, Ashlyn, Gracie, Amelia), but are a true light in my life. Throughout my year, I have had the opportunity to expand my platform, Restore Our Shores, meet the most adorable kids in Children’s Miracle Network Hospitals, travel around the state of Florida, ride in parades, attend school events, and share my story with so many young kids. I’m extremely grateful for the Miss America and Miss America’s Outstanding Teen organization for making my dreams come true. None of it would be possible without the selfless volunteers who pour their hearts into the organization, and more importantly the contestants. The Miss Florida board has been nothing less than amazing. Through a bumpy year, you guys have been my rock. Your constant love and support never failed to put a smile on my face and always pushed me to be the best representative of Florida possible. I will never forget my year as Miss Florida’s Outstanding Teen, and I’m truly blessed to have been a part of this family. Momma: Wow, we have came along way from little mall beauty pageants. NONE of this would be even close to being possible without your constant love and support. I am so thankful to have such an amazing mom, role model, and more importantly, best friend. I love you! Brian: Thank you for supporting me this year. I know you knew very little about pageants, but you were always open to learn, and that means so much to me! You’ve been an awesome pageant dad.
