The new visual identity, approved by the Committee of Ministers, was introduced from June 2013 onwards. Its purpose is to give clear prominence to the profile of the Council of Europe as the continent’s prime organisation in the sphere of human rights, democracy and the rule of law.

isual identity symbolises the very image of an institution. With a single, consistent and easily recognisable identity, we reinforce our image as the leading organisation defending human rights, democracy and the rule of law in Europe. We assert our role as a reference organisation, the guardian of values, a forum for debate and a driving force for reform putting human beings and their fundamental rights at the very heart of society. The visual identity approach adopted is designed to draw attention to the existence of the Council of Europe and its values in all communication media, while preserving the individuality of each of the Organisation’s constituent institutions. This enhances the visibility and reputation of the Organisation among its target audiences. The challenge is to ensure recognition of the Council of Europe as a unified, multi-constituent organisation, while also placing an emphasis on our many partnerships, in particular with the European Union. While the logo is the most visible component of the Organisation’s visual identity, the latter is also based on a whole series of graphic elements (colours, typography, layout, signature) and the way these elements are arranged depending on the medium in question (letterheads, envelopes, documents, visibility material, banners, posters, leaflets, publications, etc.). All these elements and the rules for their application, collated in the Graphic Charter, convey the image and values of the Council of Europe. It is therefore essential that all the entities and institutions of the Council of Europe, including the field offices, make systematic use of the Graphic Charter. This will undoubtedly not only raise the profile of our Organisation, but will also ensure internal consistency. By reflecting our values, our visual identity expresses the reasons why our Organisation is proud of its commitment and of its achievements.

One Organisation, one logo As a key component of the Council of Europe’s visual identity, the logo symbolises the Organisation’s mission and the fundamental values on which its image is based. Its background is the European flag, adopted by our Organisation in 1955. Set against the blue sky, the stars form a circle representing the union of its member states. The number of stars is fixed, 12 being the symbol of perfection and completeness, bringing to mind, for example, the system we use for telling the time and the months of the year. The European flag is combined with a unique dynamic symbol (the spiral) representing the sharing of experience between European countries, and the dynamism and constant commitment of the Council of Europe. The choice of white, a classic and institutional colour, echoes the graphic identity of the Organisation. Lastly, the logo prominently displays the name of the Organisation in English and French, the two official languages.

The shape, font or colour must not be altered. It is not recommended to use or to divert elements of the logo – notably the curve. The logo is bilingual (English-French) and not to be translated into other languages. Use of the logo in four colours is mandatory on four colour backgrounds.

e droit à des élections libres figure parmi les droits les plus difficiles à appréhender : principe objectif et indispensable de toute société démocratique, il est aussi un droit subjectif et fondamental invocable par tout citoyen. Droit individuel d’une part, il n’a de sens que dans le cadre d’un exercice collectif. D’autre part, ce même droit, associé au droit de vote et au droit d’éligibilité, requiert une mise en œuvre démocratique qui mobilise en réalité beaucoup d’autres droits et libertés, que ce soit avant, pendant et après l’élection proprement dite. E

n Europe, on estime qu’un enfant sur cinq est victime de violences sexuelles sous une forme ou une autre, que ce soit l’inceste, la pornographie, la prostitution, la traite d’êtres humains, la corruption, les sollicitations via internet, l’exploitation sexuelle ou les abus sexuels. Face à l’étendue du problème, le Conseil de l’Europe a lancé, en 2010, une campagne intitulée UN sur CINQ qui vise à sensibiliser tous les acteurs – enfants, parents et intervenants auprès des enfants – et à promouvoir la ratification ainsi que la mise en œuvre de la Convention du Conseil de l’Europe sur la protection des enfants contre l’exploitation et les abus sexuels – Convention de Lanzarote – par les 47 Etats membres du Conseil de l’Europe et au-delà.

▄ Il incombe aux collectivités locales et régionales, au même titre

qu’aux gouvernements nationaux, de protéger et de promouvoir les droits de l’homme des citoyens, ce qui implique notamment de préserver et de défendre la sécurité et le bien-être des enfants et des jeunes qui vivent sur leur territoire. Les services destinés à aider les victimes de violences et d’abus sexuels sont majoritairement fournis au niveau local. C’est aussi à cet échelon que les mesures de prévention et de sensibilisation se révèlent les plus efficaces. Les collectivités locales et régionales sont donc en première ligne dans la lutte contre les violences sexuelles faites aux enfants et doivent élaborer et mettre en œuvre des stratégies et plans d’action pour combattre ce fléau et assurer la prévention.

They are all born with talents and potential, just like other children, and are capable of succeeding and contributing to society – if they are accepted by the majority and educated in inclusive early childhood services and schools. However, many Roma children in Europe continue to face discrimination, segregation and exclusion from quality early childhood care and education (ECCE). ▄ Inclusion from the start –

Guidelines on inclusive early childhood care and education for Roma children envisions ECCE as an important stepping stone toward inclusive participation in school and society. By fostering good health, well-being, school readiness and the value of equality and living together in the early years, society can help Roma children get a good start in primary school.

▄ These guidelines provide guid-

ance on key themes in ECCE – such as the conceptualisation of ECCE services, agenda setting, curricular and pedagogical approaches, staff training and professional development, assessment and transition to primary education – and highlight examples of good practice. It is hoped that they will support the work of policy makers, early childhood educators and their trainers, Roma organisations, NGOs and international organisations and contribute to making a real change in the lives of young Roma children.

erspectives on youth is a new series published by the partnership between the European Commission and the Council of Europe in the field of youth with the support of five countries – Belgium, Finland, France, Germany and the United Kingdom – and the Nordic Council of Ministers. Its purpose is to bring national youth policies closer together and to keep the largely European dialogue about key problems of national and supranational child and youth policy on a solid foundation in terms of content, expertise and politics. The series aims to act as a forum for information, discussion, reflection and dialogue on European developments in the field of youth policy, youth research and youth work.

DEMOCRATIC GOVERNANCE WORLD FORUM FOR DEMOCRACY Approximately 1 500 participants representing 120 countries took part in the first session of the Strasbourg World Forum for Democracy in October. The participants discussed the issue of how democracies can satisfy the expectations of citizens while fully respecting their different values and traditions. A panel on freedom of expression and media responsibility was held with the participation of highlevel experts and the International Herald Tribune. ■

Ban Ki-moon, Secretary-General of the United Nations, and Tawakkol Karman, 2011 Nobel Peace Prize Laureate, took part in the opening ceremony of the forum.

The Strasbourg World Forum for Democracy is organised in partnership with the City of Strasbourg, the European Parliament, the French Government, the Regional Council of Alsace and the Council of the Bas-Rhin.

THE INGO CONFERENCE ■ The more than 400 International Non-Governmental Organisations (INGOs), enjoying participatory status with the Council of Europe, make up the INGO Conference, which holds its two annual meetings during the Parliamentary Assembly sessions (January, June). In 2012, the conference’s work priorities were the fight against extreme poverty and the expert work on NGO legislation and practice in the member states.

LOCAL GOVERNANCE The Centre of Expertise for Local Government Reform implemented 29 individual programmes in 18 countries, covering a large part of the continent, from Armenia to Switzerland and from Turkey to France. These programmes, aimed at helping local authorities to improve their regulations or services, dealt with subjects such as leadership development, public ethics, inter-municipal co-operation, municipal planning, performance management, local finances, etc. The centre also helped central governments to revise several laws of importance for local democracy in Armenia, Serbia and Ukraine and to develop new decentralisation strategies in Ukraine and the Republic of Moldova. ■

The most intensive programmes concerned Ukraine, Serbia and Albania, and brought about important reforms. For example, local authorities participating in the programmes in Ukraine adopted codes of conduct for both local elected representatives and staff, established and made use of performance indicators in three public services and revised their financial practice in the light of the results of the financial benchmarking module. In Serbia, participating local authorities revised their human resources management.

ELECTIONS Pre-electoral assistance was provided in Ukraine and Georgia, with a special focus on voters lists, the use of public funds during the electoral campaign, first-time voters and women’s awareness of elections. In Bosnia and Herzegovina, the training of elections observers continued.

In the framework of the World Forum for Democracy, the conference organised a civil society debate on the principle of inclusive democracy under three different angles: human rights, participation of women and media.

he Council of Europe is the continent’s leading human rights organisation. It includes 47 member states, 28 of which are members of the European Union. All Council of Europe member states have signed up to the European Convention on Human Rights, a treaty designed to protect human rights, democracy and the rule of law. ■ The European Court of Human Rights oversees the implementation of the Convention in the member states. Individuals can bring complaints of human rights violations to the Strasbourg Court once all possibilities of appeal have been exhausted in the member state concerned. ■ The European Union is preparing to sign the European Convention on Human Rights, creating a common European legal space for over 820 million citizens.

SAFEGUARDING HUMAN RIGHTS The Council of Europe advocates freedom of expression and of the media, freedom of assembly, equality, and the protection of minorities. It has launched campaigns on issues such as child protection, online hate speech, and the rights of the Roma, Europe’s largest minority. ■ The Council of Europe helps member states fight corruption and terrorism and undertake necessary judicial reforms. Its group of constitutional experts, known as the Venice Commission, offers legal advice to countries throughout the world. ■ The Council of Europe promotes human rights through international conventions, such as the Convention on Preventing and Combating Violence against Women and Domestic Violence and the Convention on Cybercrime. It monitors member states’ progress in these areas and makes recommendations through independent expert monitoring bodies. ■ All Council of Europe member states have abolished the death penalty. ■

STRUCTURE In addition to the European Court of Human Rights, the Council of Europe consists of several working institutions. 3 The Secretary General leads and represents the Council of Europe. 3 The Committee of Ministers, made up of member states’ foreign ministers and their representatives, acts as the main decision-making body. 3 The Parliamentary Assembly consists of 318 members of parliament from the 47 member states; the Assembly elects the Secretary General, the Human Rights Commissioner and the judges to the European Court of Human Rights; it provides a democratic forum for debate and monitors elections; its committees play an important role in examining current issues. 3 The Human Rights Commissioner independently addresses and brings attention to human rights violations. 3 The Congress of Local and Regional Authorities promotes democratic self-governance and monitors elections at the local level. 3 The Conference of International Non-Governmental Organisations represents civil society and promotes participatory democracy.

POR (Portuguese) O Conselho da Europa é a principal organização de defesa dos direitos humanos no continente. Tem 47 Estados-membros, 28 dos quais são também membros da União Europeia. Todos os Estadosmembros do Conselho da Europa assinaram a Convenção Europeia dos Direitos do Homem, um tratado que visa proteger os direitos humanos, a democracia e o Estado de direito. PUBLICATIONS OF THE PARLIAMENTARY ASSEMBLY The Council of Europe is the continent’s leading human rights organisation. It comprises 47 member states, 28 of which are members of the European Union. The Council of Europe Parliamentary Assembly, consisting of representatives from the 47 national parliaments, provides a forum for debate and proposals on Europe’s social and political issues. Many Council of Europe conventions originate from the Assembly, including the European Convention on Human Rights.

The Congress of Local and Regional Authorities is an institution of the Council of Europe, responsible for strengthening local and regional democracy in its 47 member states. Composed of two chambers – the Chamber of Local Authorities and the Chamber of Regions – and three Committees, it comprises 636 elected representatives representing more than 200,000 local and regional authorities.
