1.1 OVERVIEW
Increase CIRCULATION
The report's priorities are based on Reclaiming streets for shared spaces through the Politics of Streets area of interest. It looks to improve the handling of the urban water runoff in this 'hot point' as identified in the previous Chapel Street Master plan report and improve the shared space prioritises and tree canopy cover experienced on the street. The design principles outlined in the Chapel Street Master plan 2021 report have been used as guidelines while preparing this summary and The March Issue: Public Space Diagnostic report. Both identify streets' policies as an area for improvement regarding the lack of WSUD locations and initiatives within this section of Chapel Street, South Yarra.

1.2 INFORMATION ABOUT THE SITE The larger study area is part of the City of Stonnington municipality and is the traditional country of the Woi Wurrung and Boon wurrung peoples. Their connection with the landscape has evolved according to factors such as climate change, resource availability, and cultural change throughout this long history. As identified in Stonnington's Indigenous History, the study zone is an important Aboriginal site in the municipality. The ravine near the junction of Toorak Road and Chapel Street was an Aboriginal campsite set in tea-tree scrub, which was used by Aboriginal people visiting from Gippsland. The location is now unfamiliar and unrecognisable with Western culture and urban structure placed on it. Major connecting streets into Chapel street include Malven and Commercial Road on the South and Toorak Road on the Northside. Streets parallel to this section of Chapel street are Surry road on the east side and Osbourne street on the West; both are makers for the boundary extent for the study zone as well as connections to areas with critical public facilities such as the house commissions South Yarra train station and access to Prahran market via Elizbeth street. The majority of landmark points on Chapel street are situated to the South of our field of investigation. However, three key strategic development sites exist between Malvern rd and Toorak rd, creating an exciting opportunity for site intervention. These sites are The Jam Factory, The Horace Petty Estate, and the Prahran Market. In addition, former light industrial sites in the side streets surrounding the Jam Factory precinct have been identified as potential redevelopment areas. Within the activity centre boundary, the only existing open space is limited to the North-Eastern point of Simmons street.

1.3 IMASTER PLAN SUMMARY DISTRICT YELLOW - GRAFFITI RIVER Graffiti River seeks to remedy the high levels of graffiti removed in the city of Stonnington, through the creation of communal street art areas to enrich and integrate the urban fabric of Chapel St. This takes the form of a ‘river’ that winds through the street, ending at Oxford street, which has been pedestrianised and converted into an area of local creative expression. It also acts as a vegetated buffer zone, preventing cars from Chapel St access to the residents of Oxford St.
DISTRICT BLUE - PUBLIC REALM The public agency interface explores how the public realm can support demographic shifts and trends by providing accessible platforms offering agency to the populace. Enabling direct feedback and flowing on to foster the culture and identity of the area. Bolstering the health and diversity of the community.
DISTRICT GREEN - STORM WATER + TREE CANOPY INTERFACE The stormwater and tree canopy interface utilises the stormwater drains in the highest density area to capture, filter, trans-locate and use to create an increase in biodiversity through development in endemic vegetation and increase and continued support to the tree canopy or green spine network that is currently fractured in this section of Chapel Street.
DISTRICT ORANGE - STREET CULTURE INTERFACE The Street Culture Interface connects the high end retail district of Chapel street with street culture by removing cars from Grey street, creating a space for users to express themselves through ‘sliding sports’. The design aims to connect different user groups through either participation or as a spectacle.
DISTRICT PINK - CIRCULATION INTERFACE Circulation interface aims to reappropriate space for safer sustainable transport. The removal of on street parking along chapel street has provided various opportunity to increase the usability of the space. Re-designed intersections and road allocations promote safer circulation for cyclists and pedestrians to promote a decrease in car use.

1.4 DISTRICT GREEN POLITICS OF STREETS THE district green combines the need for public realm increases in green space with the expanded use of WSUD, which would run on the North-South axis through the site providing water runoff filtration. With opportunities to increase the residents' overall wellbeing through the 'greening of the urban fabric. With the increased tree canopy cover as part of the WSUD system, the heat island effect will be mitigated along with improving the overall community mental health and wellbeing as suggested and researched as part of the 202020 vision report ' Where are all the trees?' With the increase of parklets and the reduction of parking spaces brought about by the pandemic, the permanent removal of selected parking spots will increase the pavement width and incorporate the new WSUDs along the stretch of the district.

The municipal tree canopy and vegetation coverage encompassing Chapel Street and its surroundings are, in some locations, linear and united in its design and implementation. However, there are locations with little to no urban tree canopy coverage either through unsuitability of land or death and damage of the street tree locales. In turn, leaving pockets of trees creating small ‘oasis’ type patches within a high urban heat index area leading to heat extremes and vulnerabilities of the remaining tree canopy. Further analysis of the stormwater runoff drainage locations and, as shown, lack of design intercepts reveal vast opportunities in supplementing rainwater and street swales throughout the site. These two factors combined reduce the potential for biodiversity, either exotic or native species. HARD SURFACE MATERIALITY PALETTE ASHO101 All material selections are apprised from the City of Stonnington Chapel Street Palette; the pavement materiality consists of bluestone sawn pavers of a uniformed size and thickness. Creating unity throughout and rectifying the notable use of mixed material is likely from previous iterations and repair works. Located at the crossing points and tram stops, Tactile Ground Surface Indicators (TGSI) will be inlaid with the pavement aiding in the safe use by the visually impaired. In addition, the median strips and rain garden pits are kerbed in the same material (Bluestone Kerb) used a the kerbing along the pavement edge. This was chosen as most of the kerb material that currently exists through the site is the bluestone kerb; new asphalt of a colour will be poured as the new bike lane is constructed. The surfaces of the rain gardens are constructed of four layers as per instructions, with the median strip beds being top laid with a suitable long term mulch.
