Farmington Municipal Schools is located in the city of Farmington, New Mexico, the largest city of San Juan County. Farmington serves as the commercial hub for most of northwestern New Mexico and the Four Corners region. The district is comprised of two preschools, 10 elementary schools, five middle schools, and four high schools.
CHALLENGE Before bringing the High Reliability Schools™ (HRS) framework to Farmington, former deputy superintendent Phil Valdez was hard at work with his leadership team and teachers, designing and implementing an instructional model that showed promise in improving school performance. Then, they discovered Marzano Resources and HRS. After 120 staff members attended the HRS Summit, they returned with a deep understanding of the district’s shared commitment. This inspiration was what they needed to align their work districtwide and operationalize their vision for continuous improvement.
IMPLEMENTATION Farmington Schools began utilizing the HRS framework and soon discovered its value in creating common language, systems, and processes that spanned the district from boardroom to classroom. “It was no longer about an individual school doing the work on their own,” explains Valdez. “It really helped us come in line with the four commitments we established, which are the first four levels of the HRS framework.”

One thing Farmington adopted when they returned from their first summit was implementing the framework through their instructional focus team. The team worked with each school, identifying lagging indicators and ranking them within our established rubric. Then, they used that data to design a growth model. As a result, all Farmington schools are now HRS Level 1 certified, and three schools have achieved Level 2 certification. Farmington leaders have also implemented a self-evaluation system to which all staff have committed. “First the board committed to it,” says superintendent Dr. Eugene Schmidt. “I met with the board and now it’s become my evaluation. I met with 51 of my senior leadership and it’s now their evaluation. Nobody fell out of their chair. Everyone said yes. If we’re going to align to the framework, we need to hold ourselves accountable.” “These achievements inspire us to go for more growth,” Valdez reflects. “Why this framework? It makes the work a lot easier. We look at our data and identify where we need to target improvement. It gives us a great road map of how to achieve more for our students.”
When we sent out the call for who might be interested in attending the High Reliability Schools Summit, a giant number of staff self-selected to do this outside of contract time. The learning was important enough to them that they were willing to trade their summer vacation for a chance to learn from the best.”

RESULTS Before beginning this school improvement work, not one Farmington school achieved Adequate Yearly Progress. Now, all schools earn A, B, or C grades. Farmington continues to lead the state in large school district student achievement. “We are doing the right work, and we have a continuous improvement mindset,” Valdez shares. In addition, student growth has been equitable across demographic groups. Valdez adds, “We see not only personal growth but proficiency growth in subgroups across the district.” This growth has manifested in academic achievement, improved attendance, reduced discipline, and
increased graduation rates. Farmington is now above the national average for graduation rates in three of their four high schools. “As a long-range trend, this is promising because, importantly, teacher craft and school principal craft has improved.” says Schmidt. “When you invest in systems, results matter. That has become the motivating force in Farmington. People actually see the impact of the HRS framework. Before, we never had a National Blue Ribbon School. Now we do. We have high schools that are ranked in America’s Best Schools.”

Q: What inspired you to write Bolstering Student Resilience? What we’ve seen time and again is that teachers are inundated with programs and buzzwords surrounding social-emotional learning. It really takes time to navigate what these things are and how they’re different, and teachers don’t have that kind of time. We wanted to create something that’s really practical and user friendly and that also demystifies some of the language that is flooding the education landscape. Whether you call what you are doing Positive Behavioral
Interventions and Supports (PBIS) or traumainformed practices, there’s a common thread, and we try to clarify that. We anchored this book on three key words: consistency, connection, and compassion. No matter what you are doing in your classroom, if you integrate these elements, you will be able to provide all students the highest level of socialemotional, behavioral, and academic support.
Q: What does resilience mean to you? It’s being able to bounce back from adversity. This could be in life outside or inside the classroom. We want to empower students to be aware of the strengths they already have to cope with challenging situations. Also, we want students to recognize when they might need help.
Resilience is this big concept, but one thing we know is that there are skills you can teach that will lead to greater resiliency. Teaching these skills is a preventive and proactive strategy that will benefit your classroom community. In the end, we want to help teachers build a classroom that is a safe space for students—a place where they can be vulnerable and learn these essential skills.
Q: What are some characteristics of a classroom in which student resilience is nurtured? It’s a classroom in which teachers set boundaries yet build in flexibility. This goes back to that consistency, connection, and compassion that is at the heart of it all. When there is clarity of expectations, the space feels safe. That’s consistency. But it’s also important to make connections and build relationships among 22

teachers and students. Finally, it’s showing students how to respond with compassion to one another. Building a classroom community like this completely changes the script in a positive way from what some kids may experience outside of your classroom.
Q: What challenges do you hope this book will help educators overcome? Teachers jump from concept to concept, year by year. We want them to recognize that common thread—that consistency, connection, and compassion. As different initiatives are thrown to teachers to try and tackle, it’s helpful for them to have a framework to help organize the work. Teachers are busy trying to meet so many
expectations without really understanding the why. We’re hoping to provide concrete tools that teachers can easily grasp for support but that also makes the why transparent. This is not a shiny new program but a solid framework that will help you meet the needs of students in your classroom.
Q: What specific strategies do you offer in the book? The strength of the book is the strategies it offers—all the tangible things teachers can use. For example, the discipline chapter shares a specific framework to follow and then provides field-tested strategies you can immediately use, as well as suggested resources for additional support.
We also include a lesson template for how to teach expectations, provide examples of reinforcement feedback, and give guidance on how to adjust discipline for compassion. We offer the research early on in the book in order to cut through the buzzwords, then we connect readers to specific examples of how to set up consistency, connection, and compassion in your classroom.
Q: What makes the book unique? The content in this book is framework fluid. No matter what you’re working with, the ideas and strategies in our book get to the heart of the real work underneath. We haven’t seen anything out there so far that helps teachers make sense of all
the initiatives coming their way, let alone offers strategies that align with all of these initiatives. We hope this book helps teachers get really concrete about what it means to align all these different buzzwords and simply teach well.
Q: What is the one takeaway you would like educators to have after reading this book? Creating a classroom that offers consistency, connection, and compassion is doable. So, even though there’s all this stress and chaos around you, you can focus on these three things to the benefit of students. Also, it helps teachers fill in their own professional learning gaps. For example, folks who are strong in compassion
and connection but have room to grow in the consistency piece can use this book to improve their teaching. Ultimately, we hope this book helps teachers feel less stressed in providing the social-emotional and behavioral support students need to thrive.

Tina H. Boogren, PhD, is a fierce advocate for educators, particularly for their wellbeing. She is the author of numerous books centered around her passion areas of quality instruction, coaching, mentoring, and wellness and is co-director of Solution Tree’s Wellness Solutions for Educators with Dr. Timothy D. Kanold. She also hosts the weekly podcast Self-Care for Educators with Dr. Tina H. Boogren. She lives in Denver, Colorado.
Shelley Gies, EdD, is a full-time Marzano Resources Associate. She is the former director of curriculum and instruction and building level principal at Clark-Pleasant Community School Corporation in central Indiana and spent 23 years as a classroom teacher, serving mostly K–6. Her background and focus areas include leading schools and districts through research-based instructional elements, schoolimprovement initiatives, formative assessment practices, and standardsbased learning and reporting.
Philip B. Warrick, EdD, spent the first 25 years of his education career as a teacher, assistant principal, principal, and superintendent. He was named 1998 Nebraska Outstanding New Principal of the Year and was the 2005 Nebraska State High School Principal of the Year. Dr. Warrick works as an author and global presenter in the areas of high reliability school leadership, instruction and instructional coaching, assessment, grading, and collaborative teaming. Marzano: Yes, it’s the Marzano Academies Model series. Leading a Competency-Based Elementary School was published in November 2021. Teaching in a Competency-Based Elementary School and Teaching in a Competency-Based Secondary School will both be
published in early 2022. Later in the 2022–23 school year will be a leadership book for secondary educators and books that focus on grading, assessment, and social-emotional learning, to name a few.
Q: This series is beneficial for those who seek to become a Marzano Academies Model and for those who just want to implement certain strategies from the model, correct? Marzano: That’s right. All the strategies work whether you’re an academy model or not, and they work even if you’re not following a strict competency-based education (CBE) approach.
are just starting to implement CBE, this book and the series as a whole will tell you exactly what CBE looks like in your classroom and what it means for you as an educator.
Abbott: My district, Westminster Public Schools, was one of the first major districts in the country to transition from traditional schooling to CBE 13 years ago. At that time, we had one district in the world to use as a model. We had no road map, no plan. If you
A lot of times teachers are already doing so much in their classrooms that apply toward CBE but might need a little tweaking. This series give teachers a roadmap.
Q: How would a teacher use this book to improve their classroom practice? Abbott: The book is full of real strategies from my experience over the last 13 years, as well as insight and examples from other teachers. For every strategy that works, there are five that fail. Over time, you try different things and hold on to what is successful for you. At this point I have quite a few strategies that I use on a daily, weekly, or monthly basis, and they’re
all in the book. Inside the book is real classroom application that you can use. In fact, one of the greatest strengths of this book is that the strategies come from actual teachers who are designing curriculum and creating classroom processes and procedures. We’ve been there, and we know exactly where you’re at too.
Q: What challenges will this book help educators overcome? Abbott: CBE is such a huge concept and many teachers are just trying to wrap their minds around what that means. This book clears up misconceptions around CBE and then offers those specific strategies they can implement right away. One hard thing for many teachers is the letting go. You have to put a lot in students’ hands. The first step is just wrapping your mind around the processes and procedures. For example, you might write the standard you’re teaching that day on the board, which has become a popular thing to do, but the students don’t actually interact with the standard. They’re not
doing that self-evaluation. It’s a lot of those processes that you need to start following as a teacher to get your students to start taking the wheel of their education.

Aschoff, and Ashley Avila Q: Is Teaching in a Competency-Based Secondary School useful to educators who are simply curious about or just starting to implement elements of competency-based education (CBE) in their classrooms? Avila: Absolutely. I think this book provides a really great combination of theory and practice. Alex and I were really cognizant of taking the research and translating that into authentic examples from our classrooms to illustrate what CBE looks like. Readers will find lots of practical applications and a conversational presentation of ideas, as well as reproducible tools they can use as is, or as inspiration for their own creative application.
Marzano: All of the books in this series start out by saying that while this material is certainly created for schools that are attempting to become academies, it also works for anyone who wants to try any one of these strategies in their classroom. Any reader will walk away with a solid picture of what CBE looks like, whether they want to fully implement it or not.
Q: For those just starting out, what is a good first step in shifting to CBE? Aschoff: A great first step is allowing the teachers space to build student agency. This is a big change in how many teachers work. But empowering students so that they aren’t just receivers of knowledge but also stakeholders is so important. This is what we framed everything around when we first started implementing CBE. Another shift we clarify is getting students to track where they are in their knowledge, to be able to express where they are honestly, and for this honest self-assessment to be okay with both the student and the teacher. CBE is all about students progressing when they’re ready.
Avila: I agree. A good first step is jumping into the idea that students have a voice in the classroom. Teachers work collaboratively with students to establish expectations for all parties. Of course, the teacher lays out what proficiencies need to be addressed, but then students and teachers figure out what that looks like together. Empowering students actually frees up a lot of time to offer corrective instruction. When students track their own progress, they know what needs to be done to achieve goals and can get to work on their own. This gives teachers the time to offer additional support to students who need it.
Q: What other challenges would this book help educators with? Aschoff: With pandemic and post-pandemic teaching, one thing that keeps coming up is social-emotional learning (SEL) support. The fourth domain of this model is self-regulation, which directly addresses SEL. This is woven into the work. Teaching isn’t just about the content, but also developing metacognitive and life skills. When we started tracking and measuring those in our own practice, it had an impact on the student behavior component. It engages students when they can set goals and make plans and track how they’re doing with a proficiency scale.
Avila: This book encourages teachers to move past the black and white of “this is what I’m teaching” to come up with creative, exciting, and innovative ways to do essentially what you’ve always been doing. If you’re stuck in a routine and need new ways to teach content because how you’ve been doing it hasn’t been getting results, the ideas in the book will give readers a spark of creativity or offer tools they can use immediately to get out of their rut.
Q: What makes this book unique? Avila: We are drawing from the work we’ve actually done in our classrooms to write this book. The tools, techniques, and scenarios you see are authentic things we’ve tried in our classrooms. Alex and I also took the opportunity to express when things went wrong—the times when, despite our best intentions, results didn’t meet our expectations. There is candid talk about real struggles. Aschoff: I wrote this book to spark conversation among readers. I do my best work when bouncing ideas off other people. As educators, we’re always trying to shift and change and tweak things and make them better. Not many people I know have a “this is good enough” mentality. So I hope that the content in this book sparks conversations that help teachers help one another improve.
