Ever heard the word Teamwork and what does it mean? The process of working collaboratively with a group of people, in order to achieve a goal. Teamwork is often a crucial part of a business, as it is often necessary for colleagues to work well together, trying their best in any circumstance. Teamwork means that people will try to cooperate, using their individual skills and providing constructive feedback, despite any personal conflict between individuals. You hear me use this word a lot because it's a key word to the success of what we want to accomplish. Let's take the bills that we're working on at the Capitol. This year we have three (3) bills that we've been working

on and they're important bills because they affect all of us in one way or another. " HB2475, Splitting of lanes. This bill is designed to help us in the Safety aspect. " HB2033 the extension of the emission bill and to eliminate Emission testing in Maricopa county. This will save us money and time. " SB1023 Right of Way. Safety, think about all the accidents and deaths that have been caused by right of way violations. It's difficult and at the same time it can be easy to determine which bills you want to run. What is going to have the biggest impact? None are easy decisions and then teamwork comes into play. You need teamwork to determine what the right bill is and to listen to all sides. Then the bill receives a Sponsor and teamwork comes into play between the Lobbyist, Motorcycle supporters, Legislative folks and a host of other folks needed to get it into place. Once the bill has been introduced either in the House or Senate, now Teamwork needs to come into play with your Legislative folks because together we need to get this bill through. If only the Lobbyist thought it was good and the Legislative group didn't, where do you think this bill would end up? This process is not easy and takes a lot of time. In my mind we have a Lobby team that brings a ton to the table to make it all happen. It's not just one person, it's a team. Teamwork makes it happen at all levels. Each person brings something different. If everyone brought the same thing you probably wouldn't need a team. The Lobby team that we have in place includes MMA, ABATE and ACMC. Teamwork, give and take, good communication and a desire to make it happen.

This past month we had a problem with getting one of our bills SB1023 on the agenda for the Transportation Committee. We called up a Call for Action with our Defenders and members of MMA and guess what? Teamwork again took hold and everyone starting writing letters, making calls and just getting involved to make it happen and it did happen. We got it on the Calendar and it passed that committee with a 7-0 vote. That is Teamwork in the finest. Emails going around bashing people or organizations don't breed Teamwork. Teamwork is what we need as an organization and we have it within our group. Take a look at MMA and dig into Membership, web site, District events and fundraisers. They don't happen by accident. From the Chairman While doing some research for some thing I ran across an annual report put out by the AZ Criminal Justice Commission. The reports starts with, In Arizona, authorities track predominantly three types of gangs: Street, Prison and Motorcycle. In this report: titled Gangs in Arizona, the emphasis is on Street and Prison gangs. Readers are strongly cautioned that by narrowing the focus of the report to Street and Prison gangs, the writers in no way are minimizing the significance of Motorcycle gangs in Arizona. The report states that although available intelligence and information is limited and most data on Motorcycle gangs is found in "syndicate crime" databases, future reports would focus on the magnitude and impact of Motorcycle gangs in Arizona. These reports are written, Pursuant to Arizona Revised Statute (A.R.S.) 41-2416, the purpose of the reports? Provide information about gangs and related crimes. The intended use, develop and implement strategies to combat gangs in Arizona. Basically (ARS) 41-2416 says the criminal justice commission shall conduct an annual statewide survey, when monies are specifically appropriated for that purpose, designed to measure both attitudes and the actual prevalence and frequency of substance abuse by children and adults and the prevalence of street gang activity in this state. So exactly WHAT IS A GANG in the eyes of the AZ Criminal Justice Commission? According to the AZ Criminal Justice Commission a single definition of "gang" is difficult to establish because of the sheer diversity of gangs currently in Arizona. In general the report states that a gang is a loosely organized group of at least three people. It also says that the group usually has a name and may have a leader or leaders. The group may also have identifying signs such as distinctive symbols, clothing, jewelry, tattoos, and colors. (Hmmm that suspiciously sounds like most MC's, Riding Club's or Association's in Arizona including the MMA). Additionally the report states that members perceive themselves as a gang, associate regularly and collaborate in committing delinquent and/or criminal offenses. (In all honesty I have yet to hear an MC call themselves a gang.) As we all know in the MRO world law enforcement has been paying close attention to motorcycle clubs

here in Arizona. Most of the attention seems to be focused on proving clubs are linked to criminal street gang or syndicate. A law enforcement official once told me that the AZ Gang Task Force has a list and any and all clubs linked to the AZCMC are listed as subversive organizations. Never thought the Bikers for Christ or the Emergency Support Riders would be considered subversives (I guess any thing is possible in this day and age). If you read the classifications of ARS 132308: participating in or assisting a criminal syndicate. In part the statute states under subsection (G) that; a person commits participating in a criminal syndicate by: Use of a common name or common identifying sign or symbol shall be admissible and may be considered in proving the combination of persons or enterprises required by this section. After reading that it would seem that a significant factor in the complex of gang activity and behavior is use of a common name or common identifying sign or symbol. In the vague context of this law, it would be easy for police and prosecutors to also squeeze perceived deviant behavior into gang behavior, and erroneously prosecute a person for gang behavior, when they are innocent of the offense. The following is taken directly from Arizona Revised Statute (ARS) 13-105. Definitions. Part 8. "Criminal street gang" means an ongoing formal or informal association of persons in which members or associates individually or collectively engage in the commission, attempted commission, facilitation or solicitation of any felony act and that has at least one individual who is a criminal street gang member. Part 9. "Criminal street gang member" means an individual to whom at least two of the following seven criteria that indicate criminal street gang membership apply: (a) Self-proclamation. (b) Witness testimony or official statement. (c) Written or electronic correspondence. (d) Paraphernalia or photographs. (e) Tattoos. (f) Clothing or colors. (g) Any other indicia of street gang membership. For analysis purposes, the following are main elements of ARS 13-2308: "Every person who actively participates in any criminal street gang with knowledge that the members are engaging in or have engaged in a pattern of criminal gang activity, and who willfully promotes, furthers, or assists in any felonious criminal conduct by members of that gang, is guilty of a crime..." So with the AZ Criminal Justice Commission considering a gang as a loosely organized group of at least three people. "Criminal street gang means any ongoing organization, association or group of three or more persons, whether formal or informal, having as one of its primary

activities the commission of a crime. What is on the list of gang crimes, well those are pretty loose too. To name just a few on the list Alcohol Offenses, Disorderly Conduct, Fights, Assault and Misc. Criminal Activity. Active participation means that the person (1) must have a current relationship with the criminal street gang that is more than in name only, passive, inactive or purely technical, and (2) must devote all, or a substantial part a (his) (her) time or efforts to the criminal street gang." "In order to prove this crime (a gang crime), each of the following elements must be proved: 1. A person actively and currently participated in a criminal street gang; 2. The members of that gang engaged in or have engaged in a pattern of criminal gang activity; 3. That person knew that the gang members engaged in or have engaged in a pattern of criminal gang activity; and 4. That the person aided and abetted member(s) of that gang in committing the crime(s)." So in theory with all the vagueness to this statute if you and your club organize a poker run and it goes from bar to bar. And someone from your group or club that was on the poker run gets a DUI and is convicted; your group or club could be screwed. He committed an alcohol offense and you took part in facilitating it. In terms of Motorcycle clubs a factor that needs to be added into the analysis of the gang law is that membership does not prove the intent to commit crimes. After all the mere presence at the scene of a crime does not lend itself to the commission of the crime nor does it amount to aiding and abetting. Also evidence that a person was in the company of or associated with one or more persons alleged or proved to have been members of a conspiracy, is not in itself, sufficient proof that a person was a member of the alleged conspiracy. Association with out evidence does not make an individual guilty of the crimes of others, unless there is an act of backup. In other words, you can't convict someone as having committed a crime through the concept of "guilt by association." Another aspect that needs to be added is culpability, just because a member as an individual commits a crime has nothing to do with his participation in his club. Case in point the trial of Nathaniel Sample of the Hells Angels. Sample assaulted a man in a Scottsdale bar. Prosecutors asked jurors to find that Sample's actions were done to advance the Hells Angels as a criminal street gang. County Attorney Andrew Thomas released in a written statement. Scottsdale police said Sample and Jose Cano attacked a Casa Grande man on March 28, 2008, at the Billet Bar, 3752 N. Continued Pg. 5

District Reports Eagle District May is motorcycle awareness month and we need to really spread the word on motorcycle safety everywhere we are. With the tragedy that happened I see that people are being more careful around bikes. All our hearts go out to the families involved and to the community that are helping the families in need of our support right now. We as MMA have raised a lot of money to get the signs out there on the highways and in the valley as well as radio airplay to remind people hey we are out here and please look out for motorcycles and be aware around you. If you look around the valley We have booths set up at most major events with all kinds or swag for you to take and promote. We are not hard to find people spread the word and lets have a good riding season! Now I want to take a minute to tell everybody that showed up for the Farkle Run followed by the Bikers Ball on Saturday April 3rd it was a big hit. We had a 4 stop run which ended at the Four Points Sheraton Hotel. We ran a tight pack had a support vehicle following us behind which was much needed had a busted belt incident along the way. Most of all no one got hurt and it was a very smooth run. We even signed on a couple new people along the way. They loved how we ran together as a group and the way we handle ourselves in the public eyes around us. I would like to congratulate Toni Merino for having a score of 5400 points and winning the Farkle-Run trophy 2010, and last Jeanette Zubicki with Epic Event Planning for all her hard work in getting all the vendors involved in this event to have the success it brought to all that were part of the Bikers Ball 2010. Great job Jeanette can only get bigger from here! I would like to invite all districts even the general public to one of our meeting held the third Sunday of every month at Chuy’s Mesquite Broiler on 95th ave. and Camelback. We would love to see new faces and show everyone including nonmembers what we are doing to help raise motorcycle awareness and involve everyone to the up coming events that are going on. We as the MMA Eagle District have accomplished a lot in the past year as a

new district. I am very proud of each and ever one of our members showing your support and giving me that extra hand when needed to vote on all the issues that arise in council. Also a very special thanks to Chuys Mesquite Broiler in Glendale for supporting us dramatically weather it is an event or even just having our news letters, stickers, pencils, sign up sheets or what have you sitting on the tables for anybody to take and read/use to help promote safety and awareness. The General Manager Jay Duett is a current member as well as a business member or the MMA and is doing all he can to build and support the cause for Motorcycle Rights. Salt River District Greetings to all of SRD MMA members. If you haven't heard "I'M BACK". In February I was elected the District Manager of the Salt River District. I am happy to be back and ready to get started. Thank you Rick "Burnout" Wilson and officers for your hard work and dedication the past year. I hope you will stay in touch and stay active in the MMA. We need your support. Currently our meetings are held the 2nd Saturday of every month at Smokies Bar & Grill in Mesa at 1pm. Officers meet at 11am before the meeting. APRIL MEETING HAS BEEN CHANGED TO APRIL 17. Please join us and help get the word out.

Smokies. The cost is $15.00 per bike; all proceeds will go to support our Bruce Harradence Down Rider Fund. Motorcycles on Main, in Mesa, on May 7, 2010 from 6pm-10pm - 1st Friday of every month. There is Sturgis style parking for motorcycles, 4 beer gardens, 4 live bands, great food and vendors. We are planning to have a booth for MMA-SRD and will be distributing Motorcycle Awareness/MMA goody bags thru out the crowds. We are looking for volunteers for both of these events. If you would like to help out for either of these events, contact Ten Activities Officer or Bob Membership Officer. Hello Fellow Riders and Freedom Fighters, Another month has gone by and the riding weather just keeps getting better. Hope to see you up here for some cooler riding. This last month we had our A.D.O.T. clean up and had 18 members show up to help. Afterwards we took everyone to the park where we served sub sandwiches made by our activities officer Deb. District Reports Continued Chalet in Strawberry. The weather should be plenty hot for some bike wash activity. Come ride in the pines for this one. May is Motorcycle Safety and Awareness Month and we are looking forward to getting the word out. Until next month. Fear no Freedoms Spinner White Mountain District We had a rather festive April meeting. We decided on our T-shirts for our Run with the Wolf Rally which runs June 18-20 at the American Legion on Rt. 60 in Springerville. We also discussed our Run with the Wolf flyers and plaques for giving out to winners of events at our rally. We need more Vendors for our Rally. If anyone is interested in being a vendor please contact Carlene at 928-245-6427. We are having a club camaraderie pot luck get together at Coyote Creek Restaurant on Rt. 60 in Springerville on May 1st at 1 P.M. Our White Mountain District of the MMA patches came in and they are beautiful. They are being sold for $6 each, available at our meetings. Everyone was reminded that they should have a motorcycle endorsement on their drivers' license and everyone should have motorcycle insurance. If we want to push for motorcycle riders rights then we should have EVERYONE following the rules of the road. Our summer meetings will be held at 10 A.M. at the VFW in Eagar on the first Sunday of the month. Our next meeting will be held on Sunday May 2nd at 10 A.M. Our meeting participation has seen an increase with the good weather. The summer time is a great time to ride therefore we have changed our meeting times to reflect the good riding of the season. We will be scheduling a ride after each meeting during the summertime. Everyone have a great Spring and drive safely.

Our goal as the year moves along is to identify all the events that are put on for Motorcycle Awareness and then use a good average for quantities needed for each event. This way we can identify what our needs are for the year and then can plan accordingly from a financial standpoint. As in our personal life we have to budget to what we have for income. What’s Happening at the Copper Dome Cont. Let's look at another area that falls into Teamwork. Ever heard the word THANK YOU? Ever had someone come up to you and say Thank you for what you're doing? Does it mean anything? Does it make you feel good? MMA is a volunteer organization and everyone belongs to it because they want something out of it. It is probably a different reason for everyone but they take the time to get involved in helping and some put in a lot of hours. I think about our web site, membership, finance, Patriot, Chairman, District events and meetings. A lot of time put in to these and it's on their own time. Take the time to THANK them for what they do. Think about how good it feels to you to just have someone thank you and appreciate what you're doing. I always tell someone that is a volunteer, which is why you get paid the big bucks…. We do it because we want to and we care. Not for the dollars. Thank these people, they've earned it. There is nothing better than a Volunteer to help make it successful. TEAMWORK-MMA pulling together as volunteers to make it happen together and being proud of what you accomplished. You've probably seen this before in my articles, "I believe we must give more than we get and leave more than we take" THANK YOU for what you do in MMA and THANK YOU for your support that you give the Lobby Team because remember TEAMWORK is what makes it happen.
