Mary McGann
McGann grew up in Moab after her family moved here when she was in kindergarten. She left town at 18 to attend college, and returned to Moab when she was 30 to teach kindergarten through 12th grades, including special edu cation. She’s married, the mother of four, and grandmother of eight children.
McGann remembers her father telling her that “running for office without an agenda is a great way to serve your community.” “I grew up in a family that believed in being politically active,” she says. “My father served on Moab City Council and my mom served on the Grand County Commission. So, at a young age I knew when the time allowed, I would serve the public in some form.”
McGann first ran for Grand County Com mission eight years ago and won. In January, she will begin her third and what she says will be her final term as a county commissioner.
Though she loves “working hard to improve the situation for community members,” she does not enjoy campaigning, she says.
A couple of projects she’s worked on and is particularly proud of include the des ignation of Utahraptor State Park by state legislators in 2021, and the removal of radioactive uranium mill tailings from the banks of the Colorado River in Moab.
“We were able to increase funds for the Uranium Mill Tailings Remedial Action proj ect,” she says. “I want to be there when the last trainload of tailings is shipped (from Moab) to Crescent Junction (the permanent disposal site).”
McGann also wants to see to completion the Arroyo Crossing project – a lower-in come housing development of 300 homes. Some of the housing will be apartments to rent, while other homes will be available to purchase. It’s a unique concept, she says, where the dwellings will be built on landtrust property that was donated by a local philanthropist with the stipulation that it could only be used for affordable housing. Homebuyers will own the deed-restricted houses, but not the land.
“It’s exciting, it’s unique in the nation,” McGann says. Several local nonprofit orga nizations will participate in building the Arroyo Crossing housing project.
As a commissioner, McGann has also addressed housing by working on the high density overlay ordinance which requires
80% of properties within an included lot be sold to people who live and work in Moab 12 months of the year. This would make the homes afford able to people who keep the community going – teachers, nurses, police officers, says McGann.
The commission has also worked on estab lishing an RV park for people who work season ally in Moab and do not necessarily want to rent an apartment or house, McGann says.
“This commission has done more for afford able housing than any commission ever in the last eight years. It doesn’t happen overnight. There are lots of obstacles,” she says.
Some people believe affordable housing could be built quicker if regulations were elim inated, but McGann doesn’t see it that way. “We’ve done that,” she says. “This situation we’re in was caused by removing regulations. It would not result in more affordable housing.”
Another top issue commissioners will con tinue to address is the UTV noise affecting resi dential neighborhoods. McGann says that after state legislators passed a 2015 law disallowing local restrictions on UTVs, some residents sud denly found themselves unable to sit quietly in their backyards without dozens of UTVs rum bling past their homes.
McGann says the commission attempted to install a curfew between 11 p.m. and 6 a.m. but it failed to pass. “Noise is pollution,” and it has an impact on quality of life and property values, she adds.
Other important issues to her, says McGann, include water – making sure the aquifer can replenish what is used each year, diversifying the economy, and storm drainage.

Bill Winfield
him his AW Construction, Inc. business, where one of his sons, Jon, also works and is partowner. In Moab, his company has performed infrastructure work, including underground util ities, and he develops land for housing.
Winfield says he was motivated to run for county commission because he believes restrictions on land-use have slowed down the building of homes that could add muchneeded inventory in Moab.
“I believe we should look at it differently and advocate for looking at ways to incentivize builders (to create more) housing,” he says.
He says he’s not advocating for the build ing of “affordable housing,” but instead what he refers to as “attainable” housing for the workforce – “the middle housing we’re miss ing,” he says.
“It’s hard to build affordable housing with out subsidies. As a builder I cannot do that.”
He notes there are programs to build affordable housing – including “self-help” programs where homebuyers provide their “sweat equity.” His company has worked on such building projects. “It’s a great program, but it doesn’t fit every person,” he says.
for both parties. We also need to respect the fact, as residents, we should be able to miti gate extreme noise that sometimes goes on in Moab. There are ways to make that happen,” – including enlarging trailhead parking areas, and trailering vehicles to the trailhead.
He mentions the possibility of limiting cer tain roads and hours of the evening. Though, curfews won’t be able to be enforced unless state law changes, he says, adding it’s a “com plex issue,” that will require more than a cur few to fix. “State legislators, local government and local businesses must all get involved to solve this problem together. If we leave any of them out the problem won’t go away.”
Each of the commissioners says that they would like to see tourism be managed in such a way to be sustainable, while also encour aging more economic diversity. Winfield said Moab must be allowed to grow so it doesn’t end up like “another Telluride or Aspen.”
Winfield is involved in philanthropy work –both locally and overseas. He typically travels to Nepal a couple of times per year where he works for a nonprofit that helps a children’s home and local coffee farmers.
Winfield began working in con struction in Moab when he was in just the seventh grade, and has worked in the industry ever since.
After he graduated from high school, Win field traveled and settled in Reno with his fam ily, where he raised five children. He moved back to Moab about 10 years ago, where he lives with his partner Crystal. He brought with
Winfield said his company has also built Accessory Dwelling Units (ADUs). People who have the space on their property to build a second, smaller home can increase their prop erty value, add income, while also increasing available housing in the community, he says.
Noise is the other big issue in Moab, says Winfield. “I believe if we’re going to solve the noise problem we need to do a better job of bringing both sides to the table,” he says. “We need reasonable solutions that work
In Moab, he’s particularly fond of the Moab Free Health Clinic. He first became involved with the clinic as a patient when he didn’t have health insurance, he says. Then, he started volunteering by doing weeding, maintenance, and other work around the clinic. The nonprofit has since hired Winfield’s company to help them with remodeling build ings at its new location.
“They are a great nonprofit,” he says. “and provide a huge service to our community.”

Mike McCurdy was born in Salt Lake City, before his family moved to Moab where he grew up and gradu ated from high school. He left town to attend college in Grand Junction, Colorado, and at Dixie State College in Utah. He returned to Moab where he worked at City Market for 13 years. McCurdy now works as a property manager for two Moab companies.
McCurdy, 38, married his wife Ronnie about a year ago, blending their two fam ilies of five children. He says the kids are very involved in sports and that he often volunteers as a coach at various sporting events. For fun, the family enjoys traveling to Grand Junction to drag race at the West ern Colorado dragway – something he says they do four to six times a year.
As a father, and someone who struggled at one point to find a house he could afford,
Mike McCurdy
McCurdy says he understands Moab’s affordable housing issue.
“The easiest direction to go to increase the number of affordable properties is to eliminate construction fees,” he says. Developers’ inability to pay fees, or obtain a building permit in a timely fashion has con tributed to the lack of housing inventory, he says. “We’ve got to look at ways to reducing costs,” to builders.
McCurdy says he’s is in favor of mixeduse housing areas – that would include commercial development – to alleviate some of the housing crisis. He says eliminat ing fees for this sector would be a good and fast choice for increasing housing.
Regarding UTV noise in Moab, McCurdy says “I don’t like a bunch of UTVs going through my neighborhood,” however, he says he sees both sides of the issue. “We can’t turn away any branch of the tourism industry,” he says. “I see both sides; I don’t see any short-term answers.”
However, McCurdy does foresee a longterm fix – if and when the industry switches to electric vehicles – which some compa nies have already begun doing, he says –because those vehicles are quieter.
Putting restrictions, such as curfews on the activity would be too difficult to enforce, he says.
He points out that UTVs are state-li censed and it’s possible the vehicle could
be a person’s sole means to go get groceries, for example, he says. “I don’t think government should say you can’t drive a state-legal vehicle to City Market,” he says.
McCurdy says it continues to be important to him to promote tourism to the area, while also working to diversify the economy by inviting companies, and light industry to invest in the area. He says tourism can be encouraged with out doing it recklessly, and that there needs to be a balance to achieve “sustainable tourism.”
Part of what makes McCurdy prepared to serve, he says, “I happen to know almost every one in town; I know people in the greater area. It comes down to relationships. We put people in a room together maybe we can work some things out.” n

UNIQUE
AT THE HOLIDAY CRAFT FAIR.
“This is something people have said they look forward to each year,” says Kelley McInerney, arts and special events director for the Moab Arts and Recreation Center (MARC). This year over 40 vendors brought a variety of handmade work—woodcarv ing and turning, jewelry, pottery, paintings, prints, soaps, leatherwork, and more—for
shoppers to browse. Food vendors in the side-yard at the MARC offered hot drinks and treats. But the fair’s not just about find ing holiday gifts—both vendors and shop pers also enjoy bumping into acquaintances and catching up with friends and neighbors. Meet a few of the makers who participated this year:
Casey Montandon
“People ask me, ‘hey, can you do this?’ and I’m like, I can figure it out!” Montandon says. He’s learned to make custom items like knife sheaths and phone cases, and spe cific styles of tote bags.
“That’s been fun, to find the right styles that people are into,” he says.
Eventually, the owner of MoabMade, a Main Street shop that sells items made by area artists and craftspeople and also had a booth at the craft fair, suggested that Montandon sell some of his work in the store. That went well, so last year he reg istered to participate in the Holiday Craft Fair. It was the first time he’d sold his work in that format.
“It’s different to watch people look it over,” he says. At MoabMade, he doesn’t observe first-hand while people shop.
“When you have your booth, you inter act with everyone, and you watch them go through everything you handmade,” he says. That experience can make an artist feel vulnerable, but, Montandon added, it’s also valuable feedback. This year he focused on creating things that people liked a lot last year, such as leather pot grips.
Moab local Casey Montandon was inspired to start working with leather when he was on a trip in Colorado with his wife, Emily Klarer.
“I had bought a new wallet and belt and I was like, ‘I’m pretty sure I could do this,’” he says. He was scheduled to have knee sur gery soon and knew he would need a hobby to pass the time while he recovered, so he ordered some instructional books, tools and materials, watched some YouTube vid eos, and started experimenting. For about a year, he made things for himself, friends and family, as he honed his skills and found what worked. Friends would request spe cific items, and he would set out to learn how to make what they wanted.
“They make really nice gifts,” he says. He also makes backpacks, tote bags, key chains, wallets and purses. In some pieces, he accents natural leather colors with a bright panel of dyed leather.
Aside from finding out what people like best and selling his work, Montandon enjoys the social side of the craft fair. Ven dors set up near each other last year looked forward to meeting again this year, he says. He also enjoys catching up with familiar faces among the shoppers.
“It’s a social time where you get to see everyone in town,” he says.
Montandon still sells his leatherwork at MoabMade on Main Street and through his Instagram page, @caseywademade.

Annie Dalton
Annie Dalton grew up around ceramics: her mother was a potter. Dalton remembers first learning to throw clay on a wheel when she was around 12 years old. She pursued the craft further as she grew up, taking classes in high school and studying ceramics in college (focusing on hand-built, sculptural work), along with textiles and biochemistry. All those dis ciplines inform her work as an artist now. She “geeks out,” she says, on the chemistry of glazes in ceramics, and the techniques and principles
she learned while studying textiles inspire the finishes on her pottery as well as on her designs in mediums other than clay.
Dalton has participated in the craft fair on and off for about 10 years, but this is the first year in which she was committed to being a full-time artist.
“It’s exhilarating!” she says.
She brought some new things to her booth this year: in addition to ceramics, she had stickers and postcards with designs she cre ated with hand-carved linoleum block prints, and “smoke charms” made of bundled dried herbs. She’s also branching out within the medium of clay by making jewelry, something she’s excited about.
“It’s the newest thing for me to try my hand at,” she says. She also had drinking vessels, bowls, trays and ornaments for sale.
Dalton enjoys the intimacy and the “locals” vibe at the craft fair. Her family has been in Moab for generations, and she says she meets shoppers who were friends with her parents or grandparents—some who remember her when she was a little girl. Some tell her they have pieces made by her mother.
“I’ve had a number of people that are happy to see the tradition being carried on,” Dalton says.
Dalton also sells her pottery at MoabMade; her work is also featured on her website, moab varnishstudio.com, and her Instagram account, @moabvarnish.

Cathy O’Connor and Rosie Boone
Sisters Cathy O’Connor and Rosie Boone first sold their handmade yarn and textile items at the Holiday Craft Fair in 2006, just before they opened their yarn shop, Desert Thread. O’Connor says she’s always liked making things with her hands, and she and her sister grew up learning about textiles.
“We come from a long line of seam stresses—by the time we were 7 were on sewing machines—so it’s in our blood lines,” O’Connor says. Later she got inter ested in weaving and knitting; she also spins her own yarn, though the down town shop sells lots of varieties of both commercial and hand-spun yarn.
O’Connor says the craft fair hasn’t changed much in the many years they’ve participated, except that now there are more vendors than there used to be.
“It’s a fun event,” O’Connor says. “It kind of gets everyone in the spirit of the holidays and the winter.” She echoed other vendors who say it’s a very social tradition.
“We see people there every year who don’t come into the store,” she says.
She and Boone stocked up on felt acorn ornaments—a recurring favorite with shoppers, some of whom, O’Connor says, come to the fair looking for them specifi cally. They also had Christmas ornaments, knitted hats, felted beverage cozies, and other felted items like pincushions and bookmarks. Some years the sisters also sell skeins of their hand-spun yarn.
O’Connor’s and Boone’s work, along with a wide selection of yarn, can be found at the Desert Thread shop at 29 East Center Street.
McInerney says locals really enjoyed a new element of the fair this year when the Moab BEACON Afterschool middle school strings club performed while attendees browsed.
She is already looking forward to next year’s fair, and largely takes an “if it ain’t broke, don’t fix it approach.” People like the tradition of the fair, she says, so she’s striving to maintain its familiar vibe.
“It’s mostly the same that it has been,’ McInerney says. “We’ve tried to keep the basic integrity” that everyone has come to know and love. n
