WILDERNESS AND WHAT WAS THEN A LARGELY UNKNOWN NATIONAL MONUMENT “AT THE END OF A LITTLE-USED DIRT ROAD.”

Word spread over the ensuing years regarding the area’s stunning red-rock formations, its concentration of natural sandstone arches, and overall remarkable beauty. During Abbey’s era, from 1956-1957, the park received approximately 25,000 visitors. The first paved road into the park wasn’t built until 1958. In 2021, nearly 2 million people visited the park. It’s a unique landscape, with more than 2,000 sandstone arches scattered throughout the park, ranging from three-foot long arches to the longest arch in North America – the 290-feet long Landscape Arch located in the park’s Devils Garden area. Its thinnest portion measures just six feet. During the 1990s, two huge rock pieces fell from the arch, prompting the park service to close a loop trail that went beneath the arch.

Arches National Park lies on top of an underground salt bed called the Paradox Formation, deposited more than 300 million years ago when ancient seas flowed back and forth over the land before eventually evaporating. Residue left from floods and wind eventually formed into rock. Underneath the weight of the sandstone the salt beds began to buckle and bulge, causing the earth to shift and fracture, producing the spires, domes, fins, and arches you see today. Dinosaurs roamed the terrain millions of years ago – a fossilized dinosaur track can be seen near Delicate Arch. Humans came along later – 10,000 years ago – when hunter-gatherers migrated there for the plants and animals they hunted for food. They also found quartz for making stone tools such as knives and scrapers. Then, roughly

2,000 years ago the hunter-gatherers began cultivating plants and settled in the Four Corners region. These Ancestral Puebloans, as they became known, lived in villages like those preserved at Mesa Verde National Park. While it is unknown whether these Puebloans resided full time at what is now Arches, pictographs and petroglyphs inside the park provide evidence that they at least visited the area. Native Americans have long been associated with the wider region, including the Hopi Tribe, Kaibab Band of Paiute Indians, Las Vegas Paiute, Moapa Band of Paiute Indians of the Moapa River Reservation, Navajo Nation, Paiute Indian Tribe of Utah, Pueblo of Zuni, Rosebud Sioux, San Juan Southern Paiute, Southern Ute Indian Tribe, Ute Indian Tribe of Uintah and Ouray Reservation, and Ute Mountain Ute Tribe.


PARK PROMOTION

The first non-native people came to the area looking for minerals. And, ranchers came to graze cattle and sheep. By the early 1900s, some settlers began promoting the area for its beautiful scenery. In 1923, prospector Alexander Ringhoffer decided he wanted to see the area become a national park, so he contacted the Rio Grande Western Railroad to publicize the arches. He led railroad executives on hikes to witness the rock formations. It was believed that the natural arches could attract more railroad customers, which helped launch the campaign to create a park. Other advocates for preserving the Arches area included John “Doc” Williams, Moab’s first physician, who, in 1896, explored the area with his friend, newspaper owner Loren “Bish” Taylor. Arches became a National Monument on April 12, 1929, when President Herbert Hoover signed a presidential proclamation protecting 1,920 acres in the park’s Windows area and 2,500 acres in the Devils Garden area. Since then, the park’s boundaries have expanded. In March 1940, the Civilian Conservation Corps (CCC) began developing the park by improving the entrance road, building drainage culverts and constructing park headquarters buildings. The CCC also began constructing a scenic road through the park. Bates Wilson served as superintendent of Arches and Natural Bridges National Monuments from 1949 to 1972. During that time, Wilson worked to additionally preserve 250,000 acres of what would become the nearby Canyonlands National Park in 1964. In 1971, the U.S. Congress changed Arches’ status from a national monument to a national park. Many recognize park scenery from movies filmed in the area – including Thelma and Louise, Indiana Jones and the Last Crusade, and Hulk. Along the Park Avenue Trail visitors can walk where the young Indiana Jones learned his craft before becoming an archaeologist.

Many mind-blowing rock formations can be observed while motoring along the 25-mile in-and-out paved park road, though there’s nothing like experiencing the terrain on foot and up-close. Pullouts along the way offer paved or dirt trails for an easy stroll to many of the features for a much more rewarding experience than what you can get from inside a vehicle. Visitors should be aware that summer daytime temperatures can top 110-degrees Fahrenheit, and carry plenty of water. It’s also important to follow the “Leave No Trace” philosophy of not carving or writing on rock, collecting firewood, or tossing cigarette butts on the ground. Visitors must carry out all their trash. There are no food or lodging facilities in the park, because Moab – where you’ll find plenty of these types of services – pre-dates the founding

of Arches National Park, says Arches and Canyonlands National Parks spokeswoman Karen Garthwait. Parks that include restaurants and hotels inside their boundaries do not have a gateway community such as Moab, she says. Camping is allowed at the Devils Garden campground, which is open yearround. The 52 sites include water and flush toilets and can be reserved six months in advance. Backcountry camping is also available with a permit. There is a Visitor Center within the park where you can watch an orientation film, talk

with rangers, view exhibits, and browse the park store stocked with books, maps, hats, water bottles, and other items. Interpretive ranger programs are offered seasonally. If you enjoy a starry, starry sky consider visiting the park at night – or camp out under the stars. In 2019, Arches was designated an International Dark Sky Park after taking measures to reduce light pollution. Air quality must also be monitored to maintain Dark Sky status. The nonprofit Friends of Arches and Canyonlands Parks supports a range of activities in the park, including an annual Star Party each September, with an astronomer present and telescopes available for night sky viewing. The park also holds several full-moon hikes in the Windows area and sky viewing with a ranger in the spring.

TIMED ENTRY PILOT

Visitation to Arches National Park increased 73% over the past decade; it has more than doubled since 2007. The park had become so crowded that people were parking on the side of the road on top of the fragile cryptobiotic soil; others were dangerously walking in the road; and parking lots were often at capacity. “We knew we had to do something,” Garthwait says. The park service first expanded parking lots, which filled up the first day, she says. They temporarily closed the front entrance gate on holiday weekends, then it became every weekend, then an entire week. “It was so disappointing to visitors,” some of whom had driven across the country to see the park. “Just expanding parking lots wasn’t enough.” The park eventually decided to implement a timed entry system to level out the visitation across the daytime hours. “The goal is not to reduce visitation, just level it out,” says Garthwait. Visitors can reserve the $2 timed entry tickets up to three months prior to their visit – and reservations do sell out, although a number of tickets are also held back each day to accommodate those who don’t plan their trips months in advance. These last-minute tickets can be reserved the night before your trip to the park. The timed entry ticket time slots are released online at 6 p.m.

The most popular times to visit are 8, 9, and 10 a.m. and they definitely sell out, says Garthwait. Early afternoon time slots are typically more available. You don’t need a timed entry ticket when visiting before 7 a.m. or after 4 p.m. The timed entry pilot program runs from April 1 through October 31. Visitation generally slows down during the winter season. The public has responded positively to the timed entry program. At www.rec.gov,

visitors consistently give the program four out of five stars, says Garthwait. The timed entry pilot is in its second year of operation. “Having worked in these parks for 17 years now, I’ve witnessed this whole boom,” Garthwait says. “Some years it (had) been so crowded it impacted people’s enjoyment. We’re getting a lot of positive comments now that “people can just drive right in and start having fun!” n

THAT STATEMENT IS ON THE TITLE PAGE OF A SEPTEMBER 2023 REPORT FROM THE KEM C. GARDNER POLICY INSTITUTE AT THE UNIVERSITY OF UTAH CALLED “STATE OF THE STATE’S HOUSING MARKET, 2022-2024.”

The report summarizes how a ten-year building and real estate boom in Utah peaked in 2022. At that time interest rates on mortgage loans rose sharply, requests for building permits dropped off, home prices and sales slackened. During the boom, the median home sale price statewide rose from $336,300 in February of 2020 to $500,000 in February of 2022. Prices statewide are now easing. The report predicts that the slowdown in sales will bottom-out this year, and that the market will pick back up in 2024.

How does Moab compare to the state as a whole? Data from the Utah Association of Realtors indicates that the median sales price in Grand County this September was $475,000, compared to $590,000 in September of 2022. According to an October 3 presentation from the Moab Area Housing Task Force before the Grand County Commission, the median home sale price in Grand County peaked in 2022 at $625,000—a new record for the county, said Kaitlin Myers, vice chair of the task force, during the presentation. The median sales price is now back down to around $550,000.

These raw numbers give glimpses into the market, but nuances can also be lost in compiling data. For example, the greater Moab area bridges the line between Grand and San Juan counties, meaning sales data for the area is split between data sets for two different counties. In lower-population areas like Southeast Utah, where there are fewer real estate transactions in total, a small number of anomalous sales can skew the data. Statistics also don’t break down trends within different price brackets. It’s helpful to have the insights of local real estate agents who have on-theground knowledge of the local market.

LOCAL KNOWLEDGE

The Moab Area Real Estate Magazine spoke with several local agents and brokers about what they’ve recently observed working in the real estate industry in Moab. Randy Day is a broker at Presidio Anasazi Realty in Moab. He says that, lately, he’s not getting multiple offers on the same house, as he was last year; sales overall are down. “The sales are happening, but they’re not as robust as they were a year ago,” he says. “The reason they’re not selling is interest rates,” Day explains, adding that high interest rates on mortgage loans hurt buyers in the lower end of the market more than they hurt high-end buyers. “That affects the entry-level buyer more than it affects any other buyer. They have the least amount of room to play with in their housing fund,” Day says. Though sales are down, prices are not dropping quickly in his experience. He attributes that to a limited housing stock.

He’d like to see local development restrictions ease to encourage more building. With more homes total, he says, the market can meet the demands of buyers in all price brackets. Valerie Brown is a Moab real estate agent with Real Estate Resolutions; she agrees that interest rates are less of an obstacle for buyers in the luxury market. Brown says she is “amazed at how many are paid in cash” among higher-end home sales. If there’s no loan, interest rates don’t apply. “They don’t have to worry about interest rates because they have cash,” she says. Shoppers for entry-level homes will likely need to take out a mortgage, and high interest rates certainly affect those buyers. “First time home buyers who are strug-

gling to buy a home at all—they have to deal with interest rates,” Brown says. “It’s really hard.” Brown says she mainly sells “average” homes, and she’s been seeing price reductions in that bracket. She’s also seen some sellers offering incentives like helping buyers with closing costs. Other sellers are withdrawing their listings, waiting for a more favorable market. Meanwhile, Brown thinks home values will likely continue to rise. “It’s my belief that prices are only going to increase, because Moab is highly desirable,” she says. Rarni Schultz is the branch manager at Primary Residential Mortgage in Moab. She agrees that home prices will likely continue

to rise, and encourages prospective home buyers to research what they can afford, even in the face of high interest rates. “A home is one of your biggest assets,” she says. “As a homeowner, you are in control of your finances. If you rent, you are always subject to someone else controlling your monthly obligation.” A borrower’s credit and income, as well as the amount of the agreed-upon downpayment, also affect the rate of any particular mortgage. Because Moab is considered a rural area, some applicants may be eligible for rural lending programs. While Schultz acknowledges that high interest rates will reduce buyers’ purchasing power, she doesn’t think that should stop buyers. “I’m really advising people, try not to focus so much on the rate. Focus on what is going to fit in your budget,” Schultz says. “I recommend

sitting down with your lender and running multiple scenarios” to identify a realistic price range. “There is no guarantee rates will improve, but you can guarantee homes will continue to appreciate over time,” Schultz says. Lenore Beeson is an agent with Summit Sotheby’s International Realty. In her observation, the middle market—with the low end in the $450,000 ballpark—has stalled significantly since last year. Beeson says she has a home in that range listed with no offers; a year ago, she says, there would have been five offers on it. First-time home buyers struggle to afford Moab prices with current interest rates; meanwhile, lower-priced homes in the area are mostly small

condominiums, not suitable for families. “It’s hard to start out and buy a house in Moab,” Beeson says. Rachel Moody is the associate broker at the Rachel Moody Team with Berkshire Hathaway Home Services. She has also seen a drag in sales of mid-range homes. “Our middle market is super slow,” she says. She’s seen some developers try to encourage sales by offering incentives: for example, offering to buy down rates, meaning they will pay fees to a lender to reduce mortgage rates. While prices overall have fallen since last year, Moody says that doesn’t hold true for all properties. One high-end home that she

The 2017 version of the Moab Area Affordable Housing Master Plan predicted that the county would need 316 new units by 2020. Actual construction surpassed that. The updated version of the plan says 379 were built, 105 of which carry deed restrictions. The updated version of the plan also projects that the area will need about 1,000 new units per decade going into the future, with about a third of those being rental units and three quarters of them being attainable for low- to moderate-income households. “We really need to target our workforce housing here,” Myers said. Not everyone supports deed-restrictions— Day, for example, worries that they limit homebuyers from building equity through real estate. But the Task Force advocates for deed-restrictions as long as the gap between local incomes and local home prices remains so large.

sold last spring for $1.4 million, for example, sold this summer for $50,000 more. “That’s one of our anomalies,” she says. In contrast, a townhome that sold for $823,000 last year is now on the market for about $20,000 less. Moody is optimistic about the available inventory in the Moab area: there are quite a few condominiums in the $200,000 to $300,000 price range, she says, as well as a selection of mid-range and luxury homes. “We have a little bit of everything,” she says. “There’s a lot of inventory; people can shop.” At the same time, she agrees that families looking for entry-level single-family homes may have a difficult time. The lower-priced condos are usually very compact, as small as 450 square feet. “We’ve gotten a ton of inventory at this lower-level price range that should be entrylevel, but it’s not a family product,” Moody acknowledges. However, some of that entry-level, single family home niche is being addressed by local affordable housing programs. “Community Rebuilds and the Housing Authority have really been amazing at filling some of our need for multi-bedroom homes,” Moody says.

AFFORDABLE HOUSING Local nonprofits such as the Housing Authority of Southeastern Utah, Community Rebuilds, and the Moab Area Community Land Trust have been dedicated to producing affordable homes in the Moab area for years. Over the past five years or so, local government bodies have designed ordinances with the same goal. Grand County’s High Density Housing Overlay program offers developers a density bonus in exchange for deed-restricting a portion of housing units to people employed in the county. The city’s Active Employment Household ordinance requires developers in the city to set aside some units for locally employed people. Demographic data from the Moab Area Affordable Housing Master Plan illustrates why local workers struggle to afford homes in the area. The median household income is $70,600; in order for a home at the median price to be affordable, a household would need an income of $147,746—more than double the actual median Grand County income. (Housing experts consider housing costs “affordable” if they’re no more than about 30% of the household’s income.)

WHIPLASH While there are some nuances in Moab’s current real estate market, overall local realtors have seen the same volatility described at the state level in the State of the State’s Housing report. As Moody puts it, the market went from things selling “insanely fast” in 2021 and 2022, to “hitting a brick wall.” “It just whiplashed,” she says. “It went from going a hundred miles an hour to a good, steady twenty-five.” n
