C hairma n’s G uest C olu mn Modesto competes with other cities for employers
and businesses and needs to be as competitive as
it can reasonably afford to be in order to attract
economic and job growth. When we last examined our fees, we were living in a different world: Joe Muratore
construction costs were at all-time highs and our
population was booming. It is starkly different
today and a fresh look was needed. To this end,
the Finance Committee created a Comprehensive Fee Task Force in 2009. Their mission was to understand the total development
fee picture for Modesto and how it relates to our actual costs
for maintaining roads, parks and infrastructure. They were also charged with comparing our fees and costs to those of other cities in the region.
What they found was startling. For shopping centers, supermarkets and Medical Office developments, our fees were typically 30%50% higher than other Central Valley cities (Manteca, Stockton,
Merced, etc.). For general office and single-family homes we were slightly higher than average and for manufacturing and warehouse developments we were 20% to 40% below average.
The task force found that fees are currently charged as a percentage of the value of the project rather than in relation to the cost of the actual services provided.
Because of this, they found that large
projects were paying more than their fair share and small projects were not paying enough.
They also found that of the nearly $1 billion in infrastructure projects
that were proposed for the next 20 years, 30% to 40% were unlikely Construction Management

Based on their study and findings, the committee proposed that
fees actually be lowered for all seven development types. These

reductions ranged from 45% for medical offices down to 8% for Senior housing, which already had lower fees. Now our office and retail fees are about average and our manufacturing and warehouse fees are among the most competitive in the region.
I am proud
of the work this committee accomplished. They were thorough in
their efforts and the council responded by unanimously voting to adopt the new fee schedule and methodology.

Medical exam rooms developed by the Kiwanis and Soroptimist clubs aim to reduce sickness in the homeless population by serving
patients with basic first aid including flu shots, exams and some non-narcotic over-the-counter medications. The Kiwanis’ room
will be focused on treating male patients while the Soroptimist’s
exam room will serve as a women’s clinic. This was a natural fit,

educated by Marketing Director, Courtney Considine on the various generational approaches to social media and how this relates to
online conversations. Topics included how to bridge the generation gap by utilizing online conversation to connect adolescence and
adulthood. The class split in two, in an exercise to create their own promotional campaign with the goal of attracting teenagers to apply for Leadership Modesto.
The day continued with a visit to The Modesto Bee, where the class participated in a “breaking news” exercise with Modesto Bee Director of Interactive Media, Dan Day. The segment was eye opening, to say the least. Classmates also sat in on the daily news meeting and provided feedback to Modesto Bee editors for the next day’s coverage.

How has what you have done in the past led to where you are now? Before Trophy Works, Adela had mainly worked in Human Resource management in Silicon Valley. She enjoys person-to-person interface and assisting people. A.D. has a technical and management background. He had worked in computers and technology in Silicon Valley and has always enjoyed client interface and problem solving. Neither of us had any experience in the Recognition Awards business but with our complimentary expertise and backgrounds we had a good foundation for the business. Would you share with me some background that has contributed to helping you achieve your goals? We’ve always made it our business to build long-term relationships with clients. We strive to ensure that they are completely satisfied with the quality of their purchase. Many times, customers will just call us with a situation, give us a price range and the time they need the item and then let us take care of the rest. We consider this a stamp of approval on the way we do business and we always go out of our way to provide the perfect item for the occasion. What challenges have you had to overcome? Early on, we had to find the niches and products that would be welcomed in Modesto. We made small purchases of products and had other sources provide finished products to test the market. Cash flow was a problem initially but we made sure vendors got paid on time and had to go with little left over for ourselves sometimes. The last couple of years have seen our business decline from previous highs due to the recession. Only recently has the business returned to levels that can sustain us. This is partly due to the recession ebbing and partly because our customers have stayed with us and kept providing us business to help us survive and thrive. What are some of the accomplishments of which you are particularly proud? The trusting relationships we’ve built with our clients, and our customer list comprised of the “who’s who” in the county and city is a prime source of pride. We can identify our work on walls and desks all over the city, from schools and businesses to hospitals and people’s homes.
You’re very much an entrepreneur. What do you think makes you such a success? We have developed good relationships and contacts in the area. When we first came to Modesto, we attended our customer’s events, joined service clubs and churches and we even used to just drive around the Modesto area to familiarize ourselves with our new home. We know the area now and we don’t drive around much anymore but we have continued to engrain ourselves in the community. We also try to stay on top of technology. Our industry has made major advancements since we began and we have examined every new technology and idea we could find. We were early adopters of mechanical engravers, lasers, color printing, anything that looked like it would fit in our market. But we don’t abandon something that works for something new. We still have most of the equipment we purchased 20+ years ago and it is still working and turning. What do you like about your job? Our customers! Our customers are first class people to begin with and the fact that they appreciate the efforts and talents of others makes them even more outstanding. Our motto, “Helping People Honor People,” says it all. We have met both the “Best of Modesto” and the up-and-comers. We have been here 25 years and still look forward to opening the doors every day. What advice do you have for business people? Good retainable employees provide constant quality products; for example, we’ve been very lucky to employ a great and reliable Master Engraver who we can always count on to deliver what our customers need. Be aware of the changes in your market and try to look ahead as much as possible. Satisfied current customers are your best source of advertising and referrals. What do you like about doing business in the Modesto community and why do you think this is the Land of Opportunity? Being in the recognition business allows us to see the genuine community spirit and the hope people have for our future. We are proud to be a small part of this spirit and belief in our community.
