MESSAGE FROM THE CEO By Chamber CEO Cecil Russell In this issue of Progress, we celebrate our 2013 Annual Gala and Members Choice Awards. We had a fantastic Gala with great food, drinks and entertainment. David Halvorson did a superb job as the Master of Ceremonies. We honored several individuals for their commitment to not only the Modesto Chamber, but also the community. Brad Blakely was awarded Ambassador of the Year, along with Susie CECIL RUSSELL Fagundes as the Welcome Team Member CHAMBER CEO of the Year. It is amazing the number of nonprofit organizations we have within our community and we were honored to present the Latino Community Roundtable as the Chamber Non Profit of the Year. This year, we were also thrilled to present Village Baking Company and Café as the Small Business of the Year. They are also featured on this month’s cover. The Distinguished Service award was awarded to Modesto Toyota for their continued dedication to the Modesto community. Prudential Reality was named Chamber Member of the Year in recognition of their unparalleled support of the Modesto Chamber of Commerce. We also created a new award this year recognizing the graduates of the Chamber’s Leadership Modesto Program. Mike Garcia and Meredith Brandsma were the first recipients of

this award. The highlight of the evening was David Halvorson singing to Lynn Dickerson after she won the Robert J. Cardoza Citizen of the Year Award. Dave did a masterful job of singing his version of Frank Sinatra’s “My Way.” Lynn was thoroughly surprised and I am sure it will be a pleasant memory that will last a lifetime. David Gianelli gave an excellent speech outlining his agenda for his tenure as Chairman of the Board. David covered these goals in last month’s edition of Progress as well. At the top of the list is for your Modesto Chamber to continue working with the City to develop shovel-ready land for job creation, as well as work with the County and surrounding cities to become a ‘self help’ County by passing a tax measure for transportation improvements. We will continue to be a strong advocate for business growth and economic development. In order for us to have a more vibrant economy, we need to attract more job-producing business to our community. Our Chairman David Gianelli’s column in this issue of Progress clarifies the Modesto Chamber’s position. Thank you for your continued support of the Modesto Chamber of Commerce. P

CHAIRMAN'S CORNER By Chamber Chairman David Gianelli, Gianelli & Associates For over two years, the Greater Modesto Chamber of Commerce has undertaken a Pathway to Prosperity initiative to address our community’s chronic unemployment and lack of prosperity.

The scope of the problem is enormous. There are over 30,000 1 people unemployed in our Count y. Many more are underemployed. Over 44,000 2 additional people drive between 1 and 5 hours per day to and from work.

Our high schools graduate a new crop of capable students each year, many of whom seek university educations. But, too many of the most capable never come back to Modesto. Their skills, potential and entrepreneurial energies are exported to other communities that care about creating prosperity more than we do. This general lack of jobs, opportunity and prosperity worsens many of the problems our community faces. It is a major contributor to our problems with crime, gangs and drugs. It is the reason many retail spaces sit empty. It stresses local government budgets. We have heard over and over from representatives of the Stanislaus County Economic Development and Workforce Alliance that we have missed many opportunities to bring in core businesses to our community. One principal reason - we do not have near enough land in our community that is shovel-ready for new or expanding businesses near major transportation arteries. So, the Chamber, through its Land Use and Transportation Committee, decided to create an approach to get the City moving towards real economic development. The Pathway to Prosperity analyzed transportation improvements necessary to serve existing job centers such as downtown Modesto and the Beard Industrial Tract. The Pathway to Prosperity designated two very large Job Study Areas to the west and north of Modesto. The Chamber intended these Job Study Areas to be analyzed carefully to thoroughly review all the ingredients necessary for job creation success – including the willingness of landowners to change their land into business parks for a variety of uses from offices to modern logistics. The Pathway to Prosperity also acknowledged the importance of our agri-business industry and farmlands by calling for the creation of large Agricultural Investment Zones where Ag investment could be protected from the pressure for urbanization. This would ensure that our Ag industry can continue far into the future.

that Modesto will be a stronger and more vibrant community if we can diversify our economy without displacing our ag base. In response to advocacy from the Chamber and co-sponsors, City staff recommended amendments to its general plan that included some but not all of the Pathway to Prosperity. We supported those amendments that were ultimately endorsed by the Planning Commission because it would get our community closer to having those shovel-ready business parks and industrial sites that we need so badly. Unfortunately, the consideration of an amendment to Modesto’s General Plan took a turn to acrimonious debates and charges. As the emotional appeals continued, it became clear that more analysis – including gauging landowner support – should have and needs to occur in the Study Areas. Lost in this debate was that the Pathway embraced selfdetermination for our 12,000 neighbors in Salida. Because fewer people live in Wood Colony, it did not occur to us that a similar notion should apply there. While we may not agree with our neighbors on all the details - such as appropriate boundaries both for their communities and for the City of Modesto - the basic notion that existing residents and landowners outside the Modesto city limits should have a voice in designing the future we all share is sensible. Indeed, we believe that the City Council felt they were taking heed and “leaving Wood Colony alone” by changing the proposed land use designation from business park to agriculture. However, many in Wood Colony do not see the Council action as helpful and still feel threatened by inclusion in the City’s general plan. We believe that by identifying common ground, forthrightly addressing areas of disagreement, and resolving those through discussion and deliberation, we can design a future that can be embraced by all of us to respect and preserve much of our agricultural heritage while strategically diversifying our economy to increase jobs and prosperity for our families. We in no way minimize the challenges faced in balancing these competing interests, but we encourage the Modesto City Council to continue working on bringing more jobs and more prosperity to our community. The Pathway even included the idea that should Modesto require additional lands for residential development outside its current General Plan, such development should be done to the east where ag soils are not as fertile. Separately, the Chamber endorsed a residential urban limit initiative that would allow residential development to the west and north only if Modestans voted to allow it. We believe our entire approach recognizes and celebrates the fact that our economy is based on agriculture. But, we also recognize MARCH

Member Choice AWARDS By Justin Souza On the evening of January 25, 2014, the Gallo Center for the Arts in Modesto was filled with food, drinks and fun as the luminaries of Modesto’s business community came together for the Modesto Chamber of Commerce’s Annual Gala and Member Choice Awards. This year marked the 100th year of the popular Chamber event. For a century, the Chamber’s Annual Gala has remained one of the community’s most prestigious events. The annual event always includes a black tie optional mixer with samples from some of the area’s best food, soft drink and spirit vendors. This year’s event featured a delectable spread of fine cheeses offered by O’Brien’s Market, prepared dishes from restaurants including Maxis, Tahoe Joes and many more, as well as a selection of mixed drinks courtesy of Cold House Vodka. Once the approximately 800 attendees took their seats, the show opened with a rousing medley from The Steel Drum Band, a Valley’s Got Talent audience favorite that specializes in infusing popular songs with a Caribbean flavor with the help of their traditional steel drums. Emcee Dave Halvorson then kicked off the event by recognizing the many members that marked milestones of Chamber membership this year. This year’s 25-year business members included three branches of Bank of the West, BBVA Compass, Computer Tutor Business and Technical Institute, Doctors Medical Center Foundation, L Street Architects Limited, Modesto Junior College Technical Education and The Cruise Company. Five Minute Car Wash and Gagos Properties marked 50 years of Chamber membership, while Rogers Jewelry Company reached 75 years. Seven members of the Chamber Board of Directors were recognized for their service, as well, including Amy Wolfe; Chris Ricci; Jim Ridenour; Michael Moradian, Jr.; Ron Owen; Kathy Halsey and Pamela Cullers. The Gala also marked Ralph Curtis’ final day as Chairman of the Board. Curtis, who has led the Modesto Chamber’s Board of Directors for the last four years, ceremoniously passed his gavel to new Board Chairman David Gianelli on stage before receiving a special plaque celebrating his unprecedented four years of service and leadership.

MEMBER’S CHOICE AWARDS At this year’s event, the Chamber was also proud to celebrate the many great companies, corporations and entrepreneurs that

have created an unrivaled business community here in Modesto with the 2014 Member Choice Awards. Nominations for the nine categories of the Members Choice Awards are accepted from the Chamber’s entire membership and the year’s recipients aren’t notified until their names are called at the Gala. This year, Village Baking Company took the award for Small Business of the Year, one of the night’s most prestigious awards. Owner Joanne Ramos accepted the award on behalf of her business. Over 65% of the Modesto Chamber of Commerce is made up of small businesses, and Halvorson noted that the Chamber considers small businesses to be the cornerstone of the community. The Stinson Family received this year’s Distinguished Service Award, while the Latino Community Roundtable took home Nonprofit of the Year with a spirited speech from President Maggie Mejia, who asked the assembled attendees to commit to giving back to local nonprofits and reminded members that the LCR is run entirely by the generosity of local volunteers. Mejia also took the opportunity to ask attendees for donations on behalf of the LCR. “I’m not ashamed to ask, we need your money!” smiled Mejia. “I tell you, when you’ve got the opportunity to solicit some funds, you’ve got to do it,” joked Halvorson. Welcome Team Ambassador of the Year was awarded to Susie Fagundes, owner of Intrinsic Elements, and Edward Jones Financial Advisor Brad Blakely won the Vera Girolami Ambassador of the Year. This year’s Gala also marked the inaugural presentation of the Leadership Modesto Graduate of the Year Award, which was


shared by LeMo 2013 graduates Meredith Brandsma and Mike Garcia. Stanislaus County Assistant CEO Keith Boggs and Current Steering Committee chairperson Chris Helton of NAI Benchmark presented the award and noted that in the last three decades, LeMo has resulted in over 100,000 volunteer hours being donated to the community.

CHAMBER MEMBER OF THE YEAR This year’s Awards also included the presentation of the Chamber Member of the Year Award to past-emcee and Modesto Chamber of Commerce Land Use and Transportation Committee Chairman Craig Lewis. Lewis, who has led the committee in a huge effort to establish a General Plan that paves the way to a better future for the community, said that he first came to Modesto on his honeymoon 37 years ago. He noted that Stanislaus County continues to have some of the greatest people in the country, and this factor— which kept he and his wife in Modesto nearly four decades ago— continues to keep them both involved in the community.

The Annual Gala was capped by an award presentation that was also one of the most memorable events of the evening. Lynn Dickerson was awarded the Robert J. Cardoza Citizen of the Year Award. After she accepted the award with a beautiful speech that touched on how much Modesto has meant to her family, a chair was brought out on stage for Dickerson and she—and the audience—were treated to a rendition of Sinatra’s classic “My Way” by David Halvorson. The show closed with a message from Andrew Mendoza, a spokesperson from Kaiser Permanente, the Title Sponsor for this year’s Gala. Mendoza commended the Chamber for 100 years of creating and reaching goals and benchmarks for the community. Mendoza then asked attendees to “join us in celebrating and honoring the Chamber for those 100 years that they’ve honored others. We want to praise the Modesto Chamber of Commerce for truly knowing how to thrive.” On behalf of the Modesto Chamber of Commerce, thank you, our membership, for helping us thrive together for over 100 years. Lewis also commended Dave Gianelli on his vision of creating meaningful local jobs by focusing on establishing shovel-ready projects in Stanislaus County during his next two years as Board Chair.

By Mark Semone, Health Plan of San Joaquin On February 7, 2014, the Leadership Modesto Class of 2013-14 was greeted by John Felton, Sutter Assistant Administrator/VP Clinical Services, and Carin Sarkis, DMC – Modesto Director of Business Development, to begin a very informative day focused on our local healthcare system. We spent the first part of the day learning from one of Sutter’s Administrative Physicians, Dr. MARK SEMONE C.V. Allen, on the access, cost and quality issues facing our local healthcare system. Dr. Allen explained that currently our healthcare system is facing many challenges both locally and nationally. We also learned that the state of California has enacted its own healthcare reform, Covered California. This implementation of Covered California, while helping many to get covered across the state, has not penetrated deeply enough into our local communities and many people are still uninsured and flocking to our local emergency rooms seeking care. Access to providers is very scarce for this patient population, and even those that have insurance (MediCal included) are experiencing access issues as well. Dr. Allen explained that because of the access issue, costs have risen in the industry and quality care is eroding as providers are forced to see more patients in less time. Next, we were fortunate enough to have an up-close look at some of Memorial Medical Center’s state-of-the-art cardiovascular and ER departments. The class was very impressed to learn that Memorial is a Nationally Acredidated STEMI (Heart Attack) receiving center. We were fortunate to see the inside of the ED, the various triage stations and beds. We experienced firsthand some of the challenges the ED face on a daily basis. We were then treated to a short bus ride across town to DMC – Modesto. It was at DMC that Carin and DMC’s wonderful culinary staff provided a delicious lunch, and I can tell you the food was great (not your typical hospital cuisine). During lunch, we were privileged to have Dr. Roland Nyegaard and Jeani Carlisle, LCSW, walk us through several difficult cases that are currently facing the hospital. We learned that these decisions are not easy and it is a struggle to determine the “correct” decision – ethically and clinically. The class had the opportunity to break into groups and discuss several of these difficult cases and potential outcomes with assistance from DMC Leadership. It was now time to tour DMC. As we split into groups, we observed the NeoNatal Intensive Care Unit and the special care that is provided to premature babies. Perhaps the most fascinating experience was the simulation the class participated in on the DaVinci Surgical Robotic System. This state-of-the-art medical equipment has been in use by physicians at DMC for the past five years and has greatly reduced the amount of recovery time for many patients. The class ended the day with reflection on the scope of care and expertise this local healthcare community has integrated in their systems. We learned that many changes are occurring in the healthcare system and the goal is to create more access to quality healthcare. Yes, we may have a long way to go, but be proud Modesto of your healthcare system! P

ENDING IRRESPONSIBLE SPENDING ON HIGH-SPEED RAIL By Congressman Jeff Denham

After five years filled with cost overruns, lawsuits, lost promises of immediate job creation and reduced expectations, California’s High-Speed Rail project comes nowhere close to matching what voters narrowly approved in 2008’s Proposition 1A. Under the grant agreement between the Federal Railroad Administration (FRA) and the Authority, federal spending must be matched by state bonds. To date, the JEFF DENHAM federal government has committed roughly $3.4 billion to the project. In November, Sacramento judge Michael Kenny denied the Authority’s funding plan and ruled that the Authority could not issue their requested roughly $10 billion in Prop 1A bonds. The ruling leaves the Authority with no path forward to generate the state money which is required under the FRA agreement. At a hearing I convened in January, as Chairman of the Transportation and Infrastructure Subcommittee on Railroads, Pipelines and Hazardous Materials, I questioned officials from the California High-Speed Rail Authority, the Federal Railroad Administration and the Congressional Research Service. Their testimony confirmed that should the Authority default on its commitment to provide state funds for the rail project, the federal government would withhold funds for other key California needs. This is about priorities. Continued spending of federal dollars on the high-speed rail when the California High-Speed Rail Authority has no viable method of generating state funds puts all federal money for the state of California in jeopardy. The federal government can and would withhold money for other top infrastructure priorities, such as education and water infrastructure, from the state of California should the state fail to provide state funds. Following the hearing, I introduced legislation to suspend federal funding to the California project because irresponsible spending on the federal level threatens every other California priority. I am looking forward to seeing my bill gather support in the coming months, with the hope of getting it signed into law and saving Californians from the threat of eliminated federal funds for other crucial needs. Get ready to join the fun the first week of August as Downtown Modesto will be buzzing with activity when the SuperKarts USA (SKUSA) brings its Fifth Annual Running of the SummerNationals to our city. The Doubletree Modesto Hilton Hotel is proud to be the official host hotel of the SKUSA high-powered Go-Kart races slated for August 1st-August 3rd through downtown. The hotel will host the drivers, crews and event organizers during the exciting week of racing and events for the entire family.

Our community certainly loves cars and racing, and has a rich heritage of knowing how to throw a great party. DestinationLAX is a campaign to bring nonstop air service between Modesto and Los Angeles (LAX). To prove that there is an audience for the route, the City of Modesto and its regional partners are gathering $1 million in nonbinding pledges. These pledges will commit the Modesto community to using the route once it becomes available, but there are no prepaid funds, escrow accounts or hard cash required. We’re looking to businesses like yours to pledge a portion of your travel budget to using the new route. DestinationLAX has recently

Furthermore, we had the honor of being the first couple to win the award. To be included with the long list of past honorees is really special to us. Thank you. For John, it was with Cub Scouts and Boys Scouts of America. These experiences taught us about service and working with others. We

Building and Service are in our blood. This year, our energies are focused on the 16th annual American Graffiti Festival and Car Show and also bringing to Modesto for the first time the SaveMart Modesto Grand Prix SuperKart races. Both of these events will add to the ongoing progress of revitalizing our downtown core. Mary Ann is also very active in the Boys and Girls Club of Stanislaus County and Stanislaus County Library Foundation. While we are both “Retired” from our regular careers, to us the “R” word really means Renewal. The Modesto Chamber’s award helped us appreciate the opportunities we have been given to renew our lives by working with many amazing people doing some exciting things. Life is certainly richer and happier when we do things that are purposeful and worthwhile. Life is for service!

The company, founded and run by husband and wife Laura and Jay Ward, also works with clients on safety awareness and incentive programs.

How many employees do you have? We have 8 employees counting us, and a couple of independent contractors as well. What have you done in your professional career that has led you to where you are now? I think the skills we have learned through our past experiences prepared us to be very good business partners. We each have our roles and respect the other’s talents that are necessary to build our business. Laura – I’ve been in the Promotional Product and Marketing Industry for over 24 years. I attend and have put on many seminars within our industry throughout the years. I’m also a Board of Director within our industry for the Northern California region. Many of my past jobs have mostly been about helping businesses in some form. Being in the business environment from a young age has helped me find my way to success in this industry. Jay – I have been in this business for the past 13 years. My first career was as a Golf Professional, where I owned the golf shop, driving range and gave lessons at a local club. I honed my skills in business, retail and service – meeting payroll, stocking and selling merchandise and running various club and corporate events.

Working together and setting and attaining common goals is something we enjoy. What challenges have you had to overcome in your professional life and how did you achieve that? Being a married couple that works together as partners in a business offers a great deal of challenges. We have to be very careful to leave home issues at home and work issues at work. Mixing the two would be not only be a strain on our business, but on our staff too! We are grateful that we have balanced our work life and our business life to be successful in both. What are some of the accomplishments of which you are particularly proud? During the economic downturn starting in 2008, we were able to avoid layoffs. Very few local businesses can say that. The commitment that we have to our staff and their families is important to us. What is the single biggest reason that you have achieved the level of success you have? My spouse. What do you like about your job? Every day is a new day. Different clients have different needs and challenges. We are fortunate to be involved with and trusted by so many of them, and treated as a team member by them. Do you participate in any community outreach efforts or clubs? The Modesto Chamber of Commerce, The Boys and Girls Club, Memorial Hospital Foundation and The First Tee are a few we support. We also work closely with many other charitable organizations on their events. What are your plans for the future? Set goals, make plans to reach goals, follow the plans. Rinse and repeat.

Are you originally from this area? Laura was born in San Mateo, and grew up mostly in Livermore. She then came to the valley with family. Jay grew up in Ridgecrest, CA and came to Modesto to attend MJC and work at Del Rio Country Club.

What advice do you have for business people when it comes to achieving their goals? Failing to Plan is Planning to Fail. Seems so simple.

When you were younger what goals did you set for yourself and why? We both always felt the desire to be in business – work hard and build something to be proud of.

What do you like about doing business in the Modesto community and why do you think this is the Land of Opportunity? This area is so diverse with different business sectors and filled with talented and giving people. We feel lucky just to be a part of such a great community. P

WORK IN Boys & Girls Club of Stanislaus: Helping Prepare the Workforce of the Future

For all of the nonprofit programs focused on making a better future for kids here in Stanislaus County, the area always missed one important program: the Boys & Girls Club.

A grant at the state level ensures after school program funding for 84 kids per school site, but the club’s mission is to provide service to any student who has a need, said President Lincoln Ellis. “Our membership is now in the neighborhood of 240 kids at these sites. And our vision is to have Boys

& Girls Clubs across Stanislaus County,” said Ellis. “We anticipate expanding to Somerset Middle School this coming year and we will be exploring opportunities to serve kids in other outlying communities in the future.” “We’re concerned about the future workforce,” said Friedman. “We’re giving these kids an opportunity they wouldn’t have had before. We know that the more days that these kids are at school, the better their chances are. We’re doing everything we can to make them the best we can.”

In 2010, IgniteU™ was created and launched as the Central Valley’s first and only Internship portal. With endorsements from the Modesto Chamber of Commerce, Alliance Worknet, Modesto City Schools and a multitude of other community partners, IgniteU™ has established a strong foundation and is now the primary connecting point between local businesses and education. In 2013, we began developing a new website based on research and feedback gathered from our community. Combining an online map for reference with a filtered directory, IgniteU™ aims to create an interactive database of information that allows users to make clear and informed decisions about their work and schooling. It is the goal of IgniteU™ to create a comprehensive and straightforward way for users to find jobs that they want and career building education that they need today.
