Pertumbuhan untuk Ekonomi Bangsa

S

eluruh maskapai penerbangan komersial ber­ jadwal sejumlah 17 dan yang tidak berjadwal sebanyak 20, sudah tergabung dalam INACA. Dengan total 37 anggota ini maka organisasi INACA menem­pati posisi yang kian strategis di tengah ke­ giatan ekonomi Indonesia. Annual Report 2010 ini menyajikan data infor­ masi yang strategis, dengan pemilihan dan pemila­ han sampai cara penyajian materi ­dalam buku ini, Tengku Burhanuddin tentu saja menjalani perubahan ­dibandingkan laporan tahun-tahun sebelum­ nya. Untuk semakin efisien dan effektif. Kita telah melampaui dua tahun yang kritis akibat krisis ­keuangan ­dunia tahun 2008-2009, dan tahun 2010 bahkan telah memberikan pertanda akan pertumbuhan yang berkesinambungan. Organisasi ini memantau setiap perkembangan bisnis penerbangan dan mengkomunikasikannya dengan segenap anggota dan stakeholders.

ahun 2010 membuktikan lagi per­tum­buh­ an jumlah penumpang dan kargo di Tanah Air meningkat dengan meyakin­kan. Di dalam negeri operator nasional yang berjad­wal ­mengangkut 51.775.656 penumpang dibanding­ kan 43.808.033 tahun sebelumnya. Pada rute inter­ nasional, jumlah penumpang mencapai 6.614.937 dibandingkan 5.004.056 tahun 2009. Tingkat pertumbuhan penerbangan komersial Emirsyah Satar di Indonesia masih menduduki peringkat ke tiga di dunia, setelah China dan India. Di dalam negeri, bertambah adanya dua perusahaan penerbangan ­berjadwal. Berbagai aspek perkembangan pada bisnis ini kami suarakan, tujuannya ­sesuai dengan salah satu tujuan organisasi ini: memba­ngun jajaran perusahaan penerbangan nasional yang tangguh, mendukung pemba­ngunan dan pertum­ buhan ekonomi nasional.

Growth for the Nation’s Economy

A

ll the 17 commercial scheduled airlines and 20 non-scheduled airlines have been joined in INACA. With a total of 37 members the INACA organization plays a role in increasingly strategic position amidst Indonesia’s economic activities. This Annual Report 2010 presents data that constitutes strategic information. The way in selecting and sorting through to the way of presenting the material in this book, of course, have undergone changes compared to previous years reports. It is for more efficient and effective. We have exceeded the critical two years related to world financial crisis in 2008-2009, and in 2010 even gave a sign of sustained growth. This organization monitor every development of aviation business and ­communicate it with all members and stakeholders.

T

he year 2010 convincingly proved more growth in the number of ­passengers and cargo in the country’s aviation business. On the domestic routes the scheduled national carriers transported a total passengers of 51,775,656 in 2010 compared to 43,808,033 of the previous year. On international routes, ­passenger numbers reached 6,614,937 compared to 5,004,056 of 2009. The growth rate of commercial aviation in Indonesia remained ranked third in the world, after China and India. In 2010 there have been additional two new operators as scheduled airlines. We at INACA publicly represent the industry to voice out various aspects of ­developments in this business, it is with the purpose in accordance

elama satu dasawarsa terakhir, usaha ­penerbangan nasional berjadwal ­telah menunjukkan peran yang sangat ‘pro ­aktif’ dalam menciptakan strategi, taktik, dan ­pendekatan-pendekatan bisnis yang pada inti­ nya, telah membangun gairah masyarakat untuk semakin banyak yang mampu menggunakan jasa angkutan udara. Menutup tahun 2010 dan mengawali dasa­warsa Syafril Nasution baru ini, kita memasuki tahap baru lagi. Sebagian anggota mempersiapkan diri masuk ke bursa saham; terus menambah dan meremajakan pesawat; dan mulai menambah rute luar negeri jarak pendek dan medium. Pasar di dalam negeri tampak tetap akan tumbuh. Yang membayangi ada­ lah faktor luar antara lain kenaikan harga avtur dan fluktuasi kurs dollar. Jika harga avtur berlaku diatas Rp 10.000 selama tiga bulan berturut-turut maka fuel surcharge akan dikenakan lagi pada konsumen. Situasi sedemikian akan berpotensi menahan tingkat laju pertumbuhan industri aviasi. Syukurlah, ­tahun 2010 situasinya stabil.

Sebanyak 20 maskapai nasional bergerak di sektor layanan tersebut dan kini menjadi anggota penuh di INACA. Buku ­Laporan ini akan menggambarkan perkembangan tahun 2010, dan kami percaya, tahun 2011 akan dijalani juga dengan pertumbuhan positif.

O

ver the last decade, the national scheduled airlines have demonstrated a very “pro active” role in creating the strategy, tactics, and approaches to its core business, that eventually has built a passionate community to be more capable of using air transport services. Closing the year 2010 and started the new decade, we are entering a new phase again. Some members prepare for entry into the stock market; some others continue to increase and rejuvenate their planes, and commenced adding foreign routes on short and medium haul. The domestic market appears to be growing significantly. The threat if any, has come from outside factors such as rising fuel prices and the dollar exchange rate fluctuations. If the prevailing fuel price cost above Rp 10,000 for three consecutive months then the fuel surcharge will be charged again to consumers. Such a situation would potentially restrain the rate of growth of aviation industry. Thankfully, in 2010 the situation was stable.

A

s our national economy grow on an average per year between 4 to 6 percent during the past decade, and the growth of domestic and foreign capital investment, have created the needs on a typical flight service required by businessmen and investors. That need includes scheduled as well as charter flights. Also, services needed for destinations outside the airports that have been served by scheduled flights. That would cover services to remote areas, mining areas, business activities in mountains, forest, plantation, agriculture, fishery, to offshore areas. There is a total of 20 national airlines engaged in non-scheduled services sector that now have become full member in INACA. This book will describe the development taking place in 2010. We believe 2011 will run as well with positive growth.

Tahun 2010 Operator yang merangkap sebagai scheduled dan charter flights, melayani commuters ke remote area kawasan pertambangan minyak, batubara, aneka tambang, pariwisata dan lain-lain. Tahun 2010 secara keseluruhan tercatat adanya 28 non-scheduled airlines di Indonesia, sebagian besar melayani angkutan charter dan kargo. Perusahaan-perusahaan minyak dan gas bumi, pertambangan, umumnya memberikan kontrak bisnis angkutan charter untuk 10 tahun, sedang足 kan kontrak yang disubsidi oleh pemerintah dalam melayani rute penerbangan perintis berlaku setiap tahun demi satu tahun. Penerbangan tidak berjadwal juga tetap terbuka berbisnis dengan kalangan travel agents, angkutan kargo, dan angkutan bagi para top executives. Para executives memerlukan pesawat kecil untuk terbang dan menghindar dari kemacetan lalu lintas di darat, maka mereka menggunakan helikopter dari maskapai penerbangan charter.

Juga kaitannya dalam hal menyongsong dampak akan berlakunya ASEAN Open Sky tahun 2015. Pesawat-pesawat baru yang sudah dan sedang akan bertambah terus terdiri atas tipe B737-800, B-737-900ER, A330-200 dan tipe MA-60, selain pesawat-pesawat non-jet seperti Caravan, ATR, dan lain-lain.

Pada penerbangan tidak berjadwal, ada perusahaan yang telah meng­ operasikan 16 armada pesawat kecil yang berfokus melayani remote area di mana banyak aktifitas komunitas nelayan di pantai-pantai dan meng­ angkut kargo perikanan untuk pasar ke luar negeri. Operator ini akan menjadi ­maskapai yang terbanyak menggunakan Cessna Caravan sebanyak 23 pesawat, di antaranya 17 sedang dalam pesanan. Seluruh armada udara yang terdaftar dari perusahaan angkutan udara ­niaga berjadwal di tahun 2010 berjumlah 334 pesawat, dari jumlah itu yang dioperasikan pada posisi Desember 2010 adalah 295 pesawat. Jenis dan tipe pesawat udara berjadwal yang beroperasi secara keseluruhan di tahun 2010 pada posisi bulan Desember, terlihat pada daftar di sebelah ini.

Tahun 2010 Pajak dan Izin-izin Tahun 2010 INACA memperjuang­ kan lagi untuk dihapuskannya double ­taxation yang masih berlaku, yakni pajak terhadap pengadaan dan ­peng­operasian pesawat. Dan, perlunya dibatasi pe­ ngeluaran izin usaha ­penerbang­an baru, ­seraya lebih mengefektifkan pelaksanaan UU No. 1/2009 tentang ­Penerbangan. AOC dari tiga perusahaan pener­ bangan berjadwal, dan tiga perusahaan penerbangan tidak berjadwal telah di­ cabut, karena tidak bisa lagi memenuhi ketentuan perundangan yang belaku.

Avtur Relatif stabilnya biaya produksi dan harga jual tiket sepan­jang tahun 2010, berkaitan dengan stabilnya harga avtur. Penjualan total volume avtur oleh Pertamina di tahun 2010 memang ­meningkat tajam dibandingkan tingkat per­ tumbuhan tahun-tahun ­sebelumnya. Selain itu, Pertamina menambah lagi bandara yang dilayani di dalam dan luar negeri dalam menye­ diakan avtur, sehingga selama tahun 2010 telah ­men-supply avtur di 56 bandara seluruh Indonesia, dan di 22 negara di luar ­Indonesia. Namun secara keseluruhan supply-nya berjumlah 1,2 % dari kon­ sumsi sedunia yang berjumlah 260 juta kilo liter. Menjelang akhir tahun 2010, harga avtur ber­ gerak naik. Terhadap tahun 2009, dimana harga avtur untuk wilayah Indonesia Barat berkisar Rp7.000 per liter dan untuk wilayah timur Indo­ nesia berkisar Rp7.800 per liter, telah terjadi kenaikan yang cu­ kup signifikan. Kenaikan harga avtur itu telah mengakibatkan kenaikan biaya komponen lain­nya dalam perhitungan to­ tal biaya ­operasional airline. Sebelumnya, Pertamina sebenarnya mengimpor seki­ tar 300 ribu barrel per bulan untuk memenuhi kebutuhan penjualan di dalam negeri.

Selama lima tahun ­terakhir berarti telah terjadi ­peningkatan volume pada cargo traffic secara keseluruhan 38%. Di sini pun tampaknya krisis keuangan dunia tahun 2008 dan 2009 tidak berdampak menahan pertumbuhan bisnis kargo udara di Indonesia. Kegiatan INACA Peran INACA sebagai asosiasi usaha penerbangan Indonesia sesuai ­Anggaran Dasar ialah menjadi wadah pemersatu pendapat, tekad dan niat para anggota dalam rangka menciptakan iklim yang dapat mendorong ­pertumbuhan dan peningkatan usaha di bidang angkutan udara. Hal itu dilaksanakan ­dengan mengutamakan azas manfaat, dan kesadaran hukum guna terwujudnya pener­ bangan yang selamat, aman, tertib dan teratur, nyaman, berdaya guna dan ber­ hasil guna serta mewakili kepentingan bersama para anggota atau bertindak untuk dan atas nama anggota dalam memenuhi kewajiban hukum berdasar­ kan ketentuan perundang-undangan yang berlaku. Itu dilakukan dengan me­ nempuh upaya-upaya bersama berbagai instansi Pemerintah dan pihak terkait lainnya di dalam maupun di luar negeri untuk mencapai tujuan organisasi. INACA sebagai mitra Pemerintah memberikan masukan-masukan untuk kepentingan industri aviasi nasional.

Kegiatan INACA selama Tahun 2010 antara lain: Memberikan pandangan kepa­ da Tim Pemeriksa KPPU mengenai perkara Fuel Sucharge bahwa pe­ ngenaan fuel sucharge bukanlah merupakan kartel dan tidak ada persengkolan diantara airlines, karena pengenaan fuel sucharge telah disetujui Pemerintah dan penetapan besarannya ditentukan oleh masing-masing airlines dalam suatu kompetisi. Meminta kepada Pertamina untuk memindahkan lokasi DPPU di Bandara Haluoleo Kendari ke lokasi baru di area mobil PK yang dekat dengan apron, karena ­lokasi DPPU masih berada di area Terminal lama yang jauh dari tempat parkir pesawat. Meminta kepada Direktur Jenderal Bea dan Cukai agar menempatkan petugas Bea dan Cukai yang definitif di Terminal Cargo Bandara Sepinggan ­Balikpapan. Sekarang clearence dokumen-dokumen barang masuk dan keluar harus dibawa ke kantor Bea dan Cukai di Pelabuhan Laut Semayang yang ­jaraknya jauh dari bandar udara. INACA selalu berpatisipasi dalam Tim Terpadu Angkutan Lebaran, Natal dan Tahun baru yang ­dipimpin oleh Menteri Perhubungan dan memberi­ kan ­masukan-masukan tentang pelayanan di bandar udara. INACA mengikuti pertemuan di MABES POLRI dalam rangka antisipasi ­ancaman terorisme terhadap penerbangan dan pengamanan angkutan lebaran untuk pengamanan penumpang, bagasi dan kabin serta kargo.

It is done by taking the collaborative efforts of various agencies of Government and other stakeholders inside and outside the country to achieve the goal of this organization. INACA acts as a partner of the Government by providing inputs for the benefit of the national ­aviation industry.

Kegiatan INACA Mengajukan permohonan kepada Menteri Perhubungan, Menteri ­Keuangan dan KAPOLRI agar impor peralatan Cartrige dan Flare Kit dikeluarkan dari ­kate­gori bahan peledak berdasarkan surat Kapolri No: B / 628 / II/ 2011 tanggal 28 Februari 2011 telah diberikan pengecualian izin impor cartridge dan flare kit/ jungle survival kit dari ketentuan kategori bahan peledak. Mengusulkan kepada KPPU (Komite Pengawasan Persaingan Usaha) agar membuatkan Trade Association Guidance untuk tidak terjadi lagi tuduhan ­kepada airlines melakukan kartel, sampai saat ini guidance tersebut belum ada dari KPPU (Komite Pengawasan Persaingan Usaha). Mengusulkan kepada Menteri Tenaga Kerja dan Transmigrasi memberikan pengecualian keharusan kontrak kerja untuk tenaga kerja tertentu maximum 3 tahun untuk tenaga kerja dibidang penerbangan (air crew, teknisi, pramugari, dan lain-lain) tapi sulit diberikan karena sudah diatur Undang-Undang. Mengurus penetapan Men­ teri Keuangan tentang Bea Masuk ditanggung ­Pemerintah atas impor barang dan ba­ han untuk perbaikan pemeli­ haraan pesawat terbang dan ­berkoordinasi dengan Direk­ torat Jenderal Bea dan Cukai dalam pelaksanaannya, untuk tahun 2011 belum ada kepu­ tusan Menteri Keuangan. Telah diambil langkah alternatif oleh Menteri ­Perhubungan meng­ usulkan kepada Menteri Keuangan dengan surat No. KU 201/I/15 Phb 2011 tanggal 9 Juni 2011 BMDTP diganti dengan tariff bea masuk 0 (nol) persen. Menghadiri pertemuan di Departemen Perhubungan tentang persiapan ratifikasi perjanjian ASEAN dan penyusunan prioritas ratifikasi perjanjian. Sebagai pembicara di Badan Litbang Dephub dalam seminar dengan tema Upaya Mewujudkan Sistem Informasi Penerbangan yang Efektif, Efisien dan Terpadu Pasca Penetapan Undang-Undang Nomor 1 Tahun 2009 tentang ­Penerbangan. Membicarakan dengan Direktur Jenderal Perhubungan Udara tentang Slot Time dan keterbatasan kapasitas bandara yang tidak menampung ­pertumbuhan aviasi. Ikut sebagai pembicara dalam ceramah di STP Bandung dengan topik ­Challenging Airlines Industry. Mengikuti Undangan dari Universitas Indonesia membahas 9 maskapai penerbangan yang dituduh melanggar pasal 5 dan pasal 21 UU No. 5 Tahun 1999. Menghadiri undangan Departemen Perhubungan sebagai pembicara ­dengan tema ASEAN Open Sky Policy dengan mengusulkan perlakuan ASEAN Open Sky Policy yang terbatas buat Indonesia.

Melaksanakan RUA INACA 2010 dengan salah satu keputusan mengukuhkan penggabungan ­Asosiasi ­Penerbangan Charter (IACA) beserta anggotanya ­dengan INACA, sehingga keanggotaan INACA men­ jadi 16 penerbangan berjadwal dan 21 penerbangan charter. Membuat penyempurnaan Anggaran Dasar INACA oleh Tim 9 dan penge­sahannya oleh Notaris. Mengajukan permohonan kepada Direktorat ­Jenderal Perhubungan Udara untuk mengaktifkan kembali Komite Nasional Penerbangan Sipil untuk menghadapi banyaknya ancaman keamanan terhadap dunia penerbangan. Mengajukan permohonan kepada Menteri ­Perhubungan dan Menteri Keuangan untuk tidak memberlakukan peraturan Direktorat Jenderal Pajak No:61 Tahun 2009 dan No: 62 Tahun 2009 tentang pajak berganda karena sulit dilaksanakan dan akan memberatkan airlines nasional dalam penyewaan ­pesawat akan terkena PPH pasal 26 sebesar 20%. INACA selalu aktif di organisasi Kamar Dagang dan Industri Indonesia (­KADIN).

Pertumbuhan yang terjadi di provinsi-provinsi telah mengambil peran yang semakin penting dalam perkembangan ekonomi Indonesia beberapa tahun terakhir ini. Di luar pulau Jawa, cukup mencolok peran pertumbuhan daerah di Sumatera Utara, Sumatera Selatan, Riau, Kalimantan Timur, disusul oleh ­Sulawesi Selatan, Papua, Bali dan Nusa Tenggara Barat. Diagram di atas memperlihatkan peran masing-masing provinsi terhadap GDP tahun 2009. Sejalan dengan itu pertumbuhan traffic udara juga seiring dengan proporsi peran dari masing-masing provinsi. Frekuensi dan rute pener­ bangan telah bertambah terutama pada provinsi-provinsi tersebut. Dengan pertumbuhan ekonomi Indonesia diperkirakan bisa lebih 6 persen tahun 2011, INACA memperkirakan pertumbuhan jumlah penumpang do­ mestik akan berkisar 12–15 persen, pertumbuhan penumpang internasional berkisar 10 persen. Proyeksi perekonomian Indonesia juga menunjukkan sektor Transportation and Communication, akan menyumbang sekitar 13–14 persen terhadap GDP. Jumlah armada maskapai penerbangan na­ sional yang akan bertambah terus, diperkirakan optimis akan diimbangi oleh sektor demand dari pengguna jasa angkutan udara yang akan mengisi kursi-kursi pesawat. Sejalan itu pula pertumbuhan dan pengem­ bangan operasi penerbangan akan cenderung meningkat ke arah wilayah tengah dan timur Indonesia. Penerbangan Nasional mulai menerap­ kan konsep Hub & Spoke. Tapi, sebagian besar ­bandar udara di Indonesia kurang menunjang, misalnya pada penyediaan fasilitas Transit Lounge maupun Transit Desk, yang tidak menjamin layanan konektivitas. Untuk pengembangan rute, frekuensi dan utilisasi armada pesawat, maka pengelola bandara harus sudah mulai bersiap mengoperasikan bandara setiap hari 24 jam. Terutama di Kawasan Tengaha dan Timur Indonesia yang tengah menyongsong pertumbuhan tinggi.

For developing of routes, frequency and fleet utilization, airport management should have already begun preparation steps in order to operate 24 hours every day. ­Especially in Eastern and Central Indonesia region that anticipating high growth, such need must have been prompted.
