PROGRAM The different spaces of the project will have different programs; this is one of the most important characteristic of the hybrid system. There are different factors that incite the change of the program for example the low and high tide of the east river will change the docking space for the ferries and this will result in the change of the programs that have a direct relation to the ferry.
