The bill passed Dec. 12th - What does this mean for dairy?

Many in the dairy sector were pushing for a passage of the farm bill before the end of the year. Here are some of the key items:

Margin Protection Program (MPP)

• Now called the Dairy Margin Coverage (DMC) program • Coverage level raised from $8 to $9.50 (approx equivalent $16.50 Class III) on first 5 million lbs (Tier 1). • Choose in 5 percent increments of coverage from a range of 5 to 95% • Premiums at tier 1, are lower at the higher coverage levels. Further premium discounts are available if sign up for five years. • $9.50 level (5 mil lbs) a premium of 15 cents per cwt. If a dairy farmer signs up for all five years of the new farm bill, those premiums are reduced to 11.25 cents. • This new program addressed changes in the feed-cost formula • Allows simultaneous participation in DMC and the Livestock Gross Margin (LGM) and Dairy Revenue Protection (DRP) insurance program.

Additional Items:

• Continued support for land and water conservation programs that assist dairy producers • Full funding for Farm Bill trade promotion programs, a crucial concern in an era of markets lost to tariffs • The bill also includes a program that allow farmers, processors and cooperatives to work together to donate milk to food banks and feeding organizations in their community. • Another program incentives milk purchases by Supplemental Nutrition Assistance Program (SNAP) recipients. • Cuts to food stamps are not in the bill. • Expanding some federal agricultural subsidies to nieces, nephews and first cousins of farmers — even if those relatives do not directly work on the farm. The Environmental Working Group, which tracks federal farm subsidies, has criticized this provision as a wasteful giveaway.

Open to ALL at the dairy expo!

Tell me about this NEW DRP program... with USDA RMA Specialists! Friday, Jan. 18 @ 11AM, Dairy Expo

This is a seminar for EVERYONE! Come and join USDA Risk Management Specialists Michael Ciliege and Cody Lovercamp as they help us all understand the new Dairy Revenue Protection insurance that was unveiled this fall. We will be focusing on sign ups for the second quarter of 2019. The American Farm Bureau Federation, American Farm Bureau Insurance Services, and other collaborators have developed a federal crop insurance product to help dairy farmers.AFBF Chief Economist John Newton says the product provides insurance for the difference between the revenue guarantee and actual milk revenue if prices or revenues decline, without capping production. “We wanted to make a program that would work for small, medium and large dairies. So there absolutely is no cap on how much milk you can insure under the Dairy Revenue Protection Program.” Producers can use the new program along with the Margin Protection Program. Newton says the program is farmer friendly. “The farmer who decides to buy for production they expect to produce has to meet those production thresholds that we set forth in the policy. ”
