Finances not as bad as graph looks At the December meeting of the Cooma-Monaro Shire Council, auditor Graham Bradley gave his annual presentation on council’s finances. Mr Bradley said graphs dealing with Council’s operating results were misleading and the picture was not as serious as indicated. Mr Bradley explained that while the graph showed a deficit of $5million, most of this, $3.5million was a paper figure, representing a depreciation of assets. It also included $1.8million in renovating the Cooma library and renewing water reservoirs. Mr Bradley said council’s water sales were also reflected in the result – with a wet year and a charge in council charges also impacting on the end result. He said the main feature of the operating report was despite the graph, the result was ‘nowhere near that bad.” In response to a question by Cr Roger Norton, that council ‘would never see a surplus again”, Mr Bradley said the ‘way the council is doing things is right – but the system (of accounting) is nonsense – it doesn’t work for local government”. Mr Bradley said councils wear the whole depreciation of some assets when they don’t hold the entire asset, for example, roads. Mr Bradley said auditors are required to use national and international standards which were not appropriate for local government. “It’s not right” he said. He told councillors council would need to be careful in considering depreciation in its future planing. Mr Bradley told the meeting council had paid a lot of creditors in the past year and this figure was also reflected, but said “I think you’re spending too much’. Mr Bradley said he believed local government had been living off its assets for too long and had put enough back. He said local government needed to look at its costs and charges. Emergency services report Cooma police report a relatively quiet Christmas-New Year period. On Thursday December 29, a vehicle parked in Nawai Street, Cooma North, had a rear window smashed by persons unknown. Sometime between 8pm on December 28 and 6.30am December 29, a vehicle parked in Barrack Street was graffitied with orange paint by persons unknown. At 6.30am on December 29 on the Braidwood – Numeralla Road, a car was reported doing burnouts. As a result a 20 year-old Cooma woman was issued a court attendance notice.
On December 27, Cooma police confiscated a vehicle belonging to an 18-year-old Cooma male in relation to aggravated burnout, PCA and disqualification charges from Merimbula on December 17. The driver is responsible for towing and impounding costs. A 41-year-old male was charged with drug possession in Thredbo on December 27. Several warnings have been issued to boat users on Lake Jindabyne for not wearing life jackets.

Young locals return after their exciting gap year studies Cooma has recently welcomed home two locals, Abbie Corby and Alex Moon, following their 12 month trips abroad. Throughout 2011, the gap students have been working in England as teacher assistants, Alex at The City of London Freemen’s School in Ashtead, Surrey, and Abbie at St Hugh’s School in Woodhall Spa, Lincolnshire (Northern England). Both have returned to Australia with an abundance of life experience, independence and a heart full of memories. Alex’s experience began on January 1, 2011 when he flew out to London to begin his gap program organised by ‘Tutors Worldwide’. At The City of London Freemen’s School, Alex was primarily based in the physical education (PE) department where he helped the students, mostly 7-13 year olds, in various sporting activities including rugby and football in the winter, cricket and athletics in the summer and swimming all year round. Throughout the three term year, Alex was fortunate to get a number of breaks in which he did some travelling. He visited countless countries across Europe and the UK including Ireland, France, Croatia, Portugal, Italy, Austria, Greece and The Netherlands, where he did lots of sightseeing and was able to soak in foreign cultures. Alex was also advantaged by having his auntie, uncle and three cousins living in Cambridge in England where he spent some ‘down-time’ in one of his breaks. Among the many places visited, highlights for Alex ranged from drinking the Guinness in Ireland and eating the food in Italy to the Eiffel Tower

and Louvre in France and the relaxing atmosphere on the Greek Island of Corfu. “I also really liked Vienna,� commented Alex. “It reminded me of Paris, only smaller, cleaner and easier to negotiate.� One of Alex’s favourite happenings was his day trip to the Isle of Capri where he went on a boat ride around the island and swam into an underwater cave called The Blue Grotto. “It was the bluest colour I have ever seen!� Alex recalled. A mutual highlight of Alex’s and Abbie’s was a black taxi tour of Belfast in Northern Ireland. Despite doing the tour at different times, they both agreed on how eye-opening it was to see the ‘trouble’ spots in the country. “It showed us areas that we wouldn’t have been able to see as a tourist,� Alex added. Abbie’s experience was undoubtedly similar to Alex’s, working at St Hugh’s School in Woodhall Spa, and finding time for travelling in the holidays. January 10 was the beginning of Abbie’s year away organised through gap year company, ‘Latitude’. Woodhall Spa is based in the county of Lincolnshire which is approximately three and a half hours northeast of London. Abbie assisted all over the school but was mostly a life-guard in the pool where she helped the younger students with their swimming, and a senior girls’ matron at night. “I really liked being at school not as a student,� Abbie said. “The experience was great and the children were so good

to work with.� Abbie did the same tour of Ireland that Alex did and agreed with everything he said. “I didn’t know much about the other cultures before but learnt heaps from touring. It was so good!� she said. Abbie’s mum, Tracey, paid a visit to England in the April break where they hired a car and toured around the Cotswolds area, Bath and Bristol. Her older sister, Tara, also went over to live in Birmingham for six months. Abbie went on a tour that followed the same route as Alex’s only a few days behind. Out of all the places visited, Abbie said that Italy was her favourite. “All of Italy was great! The food, the buildings and the culture were so cool!� she said. Corfu was another one of Abbie’s favourites. “It was really relaxing. Nothing was really planned, it was really just a holiday on the beach,� Abbie commented. Both the travellers’ tours in Europe were camping style. “There’s no other way to do it!� Abbie claimed. On the contrary, Abbie and Alex both said that working at their schools was probably one of the biggest highlights. “As good as the holidays were, school was still the best part,� Abbie said. “It was hard in the beginning but eventually we learnt to stand on our own two feet.� Without question, both said that they would definitely go back to the UK and Europe or as Alex put it, “In a heartbeat!� Initially, Abbie was considering going to university when she returned to study marketing but now with her experience abroad up her sleeve, she has decided that she loved working in a school and wants to study to be a primary school teacher. Alex, on the other hand, is happy catching up with friends and family for now with no definite plans in place as of yet.

Inquests heard in Cooma local court Magistrate van Zuylen, in the Cooma Local Court found that Marcus Shanahan died between March 14 and 16, 2008 as a result of a blunt force chest injury. There was found to be unusual bruising and blood around the ribcage as well as an amount of blood either side of the chest cavity. He was unable to determine the manner in which those injuries were sustained or inflicted. The inquest into the death of 15-year-old Evan Greenwood, was held on December 15, before Magistrate van Zuylen at Cooma Local Court. Evan was on a family holiday at Charlotte Pass and died as a result of exposure and hypothermia on either September 6 or 7, 2010. He suffered from autism spectrum disorder but attended a mainstream school. The recommendations from the inquest are – To Charlotte Pass Ski Resort • That they undertake a review of signage, ropes and boundary markers, which define the ski boundary areas. • A policy be implemented that all boundary ropes and signage are checked and maintained daily during the ski
season and boundary ropes must be at a height which acts as both a physical and visual boundary. The resort is to develop and implement clear and appropriate guidelines on how to deal with missing persons, including that 000 must be called immediately to report the missing person/ people. To the Minister for police • All staff working at Jindabyne Police station be trained that when they are notified of a missing person or concern for welfare in Kosckiuszko National Park, they must immediately notify and brief the Jindabyne supervisor. • For procedures for extra staff and police who are working in the Jindabyne/Alpine Lakes sector of the Monaro LAC during winter be improved, especially in regards to missing persons in Kosciuszko National Park. Magistrate van Zuylen also commented that Perisher, Thredbo and Selwyn resorts have a copy of this finding and if appropriate improve their own policies and procedures for missing people.
Bredbo CWA assists Snowy Hydro Southcare On Monday December 20, 2011, the Bredbo branch of the CWA presented the Snowy Hydro Southcare with a cheque for $350. The funds were raised by the branch from their annual Christmas get together. Each year instead of giving each other gifts they all donate some money and give to a charity of their choice, this year being the Snowy Hydro Southcare Helicopter. Annual showjump carnival begins in Cooma From page 1 Today sees the start of 2012’s show jumping festival that is held at the Cooma Showground. “This year’s Snowy Mountains Show Jumping festival is about 25 percent bigger than last year’s” organiser Tim Dreverman said. “There are 460 horses on the ground and we have had to expand. Thanks to Jack Nott for letting us use his paddock and to Cooma-Monaro Shire Council for all of their support, we are rapt.” There are competitors from Western Australia, Queensland, Victoria and of course NSW all here in Cooma competing in this prestigious event. Wednesday is the opening of the competition and Thursday will have a hack show being run by the Cooma Show. New this year is a market day on Saturday and entry is
free, but they are raising money for MCCR, so a donation would be appreciated. On Saturday night the band ‘After Dark’ are playing and there is entertainment from 7pm until late. You can also watch the fastest show jump, the Cosmorex coffee speed derby, which is a combination of cross country and show jumping. Then there will be the inaugural battle of the sexes – “Man V’s Woman”, as show jumping is the only Olympic sport where both men and women compete together and against each other. Who will come out as the best riders? There will be an estimated 1200 people in and around Cooma for a full week bringing in a much-needed boost to the economy. So come on down to the Cooma Showground, stay for an hour, stay for the day, the Snowy Mountains Show Jumping Festival is so much more than a horse show.

Gavin Chester, from Stratford in Victoria is the course builder for the festival. Gavin represented Australia in three world cup finals and was part of the Sydney Olympic team in 2000. He has now been building courses for five to six years and does so more than riding these days. Grant Hughes, is one of NSW’s leading show jumpers, and a major sponsor of this festival. From the ACT, Grant travels around with nine horses and his family and competes at various Agricultural shows. Grant is one of the favourites to win this years festival and will be hard to beat after a win on the weekend at Bega. Mr Dreverman said these two men are his sounding boards for this unique event, “I can ring them up and ask for advice and they know the answers! The uniqueness of this festival is that we have people here competing on Grand Prix Horses right down to the kids competing in their first event.”

Mobiles for children A recent survey conducted by Australian telecommunications company, Optus, revealed that 64 percent of NSW parents gave their child a mobile phone to ensure safety especially to and from school. Resident disappointed

Well, welcome to 2012 – may the year bring us all health, happiness and possibly some respite from everincreasing power bills. Government papers from 1982 and 1983 have been made available for public consumption this week. From what The Postman has heard, things weren’t too brilliant 30 years ago. From memory, there were some pretty interesting events in that period. While some might argue that things aren’t exactly fantastic now, at least we don’t have the drought we experienced in the late seventies and early eighties. Let’s hope La Nina keeps us away from drought for a little while yet – the region still needs time to recover from the last big dry. And that’s the thing about the Monaro – we seem to be constantly either feeding stock because there’s a drought, or fighting weeds because of the good season. Never a dull moment for those who live out of town. There’s plenty of action at Cooma Showground this week, as our annual showjumping festival gets underway. It’s worth a stroll around the grounds just to see the rigs, trucks, floats, etc, which showjumpers call home at this time of the year. Some of the gear probably costs more than an average home in Cooma and could ever be better appointed than some. Showjumping is a serious sport – it’s great to see it becoming such a big part of our local events calendar. With a big week of activity planned, it is definitely worth calling by and checking it out.
Editor, I am writing to express my disappointment in the decision made by Snowy River Shire Council to exclude representation of indigenous Australians in the Australia day celebrations planned for 2012. Australia day should be a celebration for all Australians. What were the reasons for this decision being made? g Will there be anyy acknowledgement
of country included in the ceremony? If so, surely on this day it would be more appropriate for an indigenous elder to perform a welcome to country? I hope that this matter wil be reconsidered before Australia Day so that a significant section of the community will not be given cause to accuse this council of being racist. Enrol Online at TAFE Cooma Campus in semester 1, 2012 People wanting to enrol at TAFE Illawarra’s Cooma Campus in Semester 1, 2012 will now be able to enrol online from 10am on Thursday January 12. “This is a major change for TAFE Illawarra allowing students the flexibility to enrol online or at their local Campus,”, Institute Director, Dianne Murray. Prior to enrolling online, prospective students who were unable to attend or missed the pre-enrolment information session are encouraged to go to the website www.illawarra.tafensw.edu.au to find out more about the range of courses available at TAFE Illawarra.
The website contains detailed information about each course including when it will be offered, career opportunities and pathways they provide, and what support services are available. “This will help students who are interested in undertaking a qualification to decide which course is right for them,” Mrs Murray said. In fact increased competition for jobs combined with technological change makes it vital that employees become more skilled and productive through relevant training. “Now is the time for those who want to
secure their career direction to take control of their future by enrolling to study with TAFE Illawarra,” she added. TAFE Illawarra is the largest provider of vocational education and training in the region with more than 34,000 enrolments each year. Whitehead exhibits in Jindabyne Winner of the 2011 Lake Light Sculpture with his “Eagle and Rabbit”, Andrew Whitehead takes scrap art sculpture to a new dimension with his solo exhibition of garden sculpture at Kunama Gallery, East Jindabyne. On display are 15 highly imaginative pieces, most of which measure sixty centimetres in height. “Specially created for the exhibition, each object would make delightful conversation pieces in a garden setting. “Whitehead’s technical skills, thought and imagination used to make something “artistic” out of nothing, that is ‘waste’, is truly admirable” said Henriette Vimlati. The goal of Andrew Whitehead is to preserve rural artefacts by recycling them into new art works that commemorate local iconic historic events and personalities. It is unfortunate that scrap iron is becoming
increasingly difficult to source due to occupational health and safety legislation and the need to pay scrap metal fees. Born in 1958, Andrew’s studio is located at Urana, NSW, on a farm which has been in the family since 1890. His career as a full time professional scrap figurative sculptor which began in 2007, is a culmination of a variety of skills and experiences acquired as a farmer, a career soldier, a mature aged diesel mechanic apprentice, a grave digger, and fire truck fabricator. Commissioned works by Andrew are located in fourteen different regional towns, and he has received 16 major accolades at national, interstate and regional competitions in addition to group and solo exhibitions. Adaminaby CWA Garden competition The Adaminaby Branch of the CWA decided to have a garden competition to celebrate the beautiful gardens in our village. This view was reinforced by the comments of the Judges – Mrs Margaret Haylock and Mr John Caldwell. They commented on the standard of the gardens as we drove around and were disappointed that not more people had entered. Gardens in Adaminaby, Old Adaminaby, Anglers Reach, Yaouk and Shannons Flat were entered. They ranged from nominated gardens on small house blocks through to farm gardens and the magnificent trees of Nalyappa. All were very different and presented quite a challenge to the judges. There were many old and new species and plantings. These were particularly evident in the farm gardens and nowhere more so than in Mrs Gwen Russell’s gardens at Yarrabee. The Yaouk valley looked superb – the cattle and horses were fat and shiny and the sheep looked content while the lambs gambolled about. The road could do with some attention though. By the time we had visited all the gardens the Judges were pleasurably exhausted. The Branch would like to thank everyone who took the time and trouble to enter. April 27 Thousands commemorate Anzac Day The Monaro once again turned out in its thousands to commemorate Anzac day in April 2011. In Cooma, the Dawn Service attracted about 300 people, with about 2000 at the Morning Service. At the Dawn Service, Cooma RSL subbranch Peter McMahon gave the address “What is a Veteran?”
Cooma’s Anzac of the Year Vietnam Veteran and secretary of the Cooma RSL Sub-branch, Ray PetersSmith, was named the 2011 Anzac of the Year. During his time in Cooma, especially after retirment, Ray has assisted many varied community orgainsiations.
He has been secretary of the RSL for 10 years and a main orginiser for the annual Anzac Day Servioces in town.
Tim has topped the state Dalgety Show Society’s 2010 Rural Achiever, Tim Dreverman, was named the winner of the NSW award in the week of April 18-22. Tim was selected as one of eight finalists from a field of more than 150 and announced the winner at a dinner at the Sydney Royal Easter Show on Wednesday April 20. As the state winner, Tim has been working as an ambassador for the award and the Royal Agricultural Society.

May 25 Cooma’s new tourism advisory committee formed Cooma-Monaro Shire Council established the new Tourism Advisory Committee in May 2011 to help drive and direct tourism activities across the shire. The committee met for the first time on May 16 and discussed a range of matters,
including council’s involvement with Tourism Snowy Mountains. The committee formation was driven by mayor Dean Lynch, who is also a member of the committee.
June 1 High Commissioner thanks Cooma Rotary The High Commissioner of Papua New Guinea (PNG), his Excellency Charles W Lepani OBE was the guest of honour at a civic reception as well as a Cooma Rotary evening on Wednesday May 25. The civic reception was hosted by Cooma-Monaro Shire mayor, Dean Lynch and attended by local identities as an opportunity for Mr Lepani OBE to thank Cooma Rotary for their assistance provided and completion of an aid project in the town of Papua New Guinea High Commissioner Charles Kemabolo, Papua New Guinea. July 6 Zeb does Monaro High School proud Former Monaro High student, Zeb Learoyd, was commissioned as an officer in the Royal Australian Navy at his graduation ceremony in June 2011. Zeb was one of 115 men and women to graduate, of whom there was an age range of 17 years to 38 years. Zeb has thoroughly enjoyed his time in the Navy so far and at the time, he was planning to attend the Australian Defence Force Academy (ADFA) this year to study Science.
New piano is simply grand After months of fundraising, the Snowy Monaro Arts Council Inc finally welcomed the arrival of their new grand piano in July 2011. The piano was paid for with the “John Laught Memorial Piano Fund” which was established in memory of John, a Vice

August 24 Deb nominated for top awards Local woman, Deb Thomas, was nominated for two national volunteer awards in August 2011 – a Country Rugby League volunteer award and the NRL Women in League Achievement Award. Deb was then selected as a
finalist for the CRL award and attended a gala evening at Town Hall in Sydney on September 26. 2011 Year in Review September 28 Born with a steering wheel in his hands Veteran bus driver, Charlie Mugridge, retired on Friday September 23 after nearly 50 years driving tour and school buses around the Monaro. He said he thought he must have
been born with a steering wheel in his hands, but now is looking forward to spending more time with his family, bowling and doing a little fishing.
October 19 Governor-General opens Snowy Museum Saturday, October 15, saw a muchanticipated occasion for Adaminaby when the Snowy Scheme Museum was officially opened by the Governor General of Australia, Quentin Bryce, AC. A crowd of nearly 2000 people attended, including several former Snowy workers. It was nearly 62 years to the day from the first blast to begin the Snowy Mountains Hydro-electric Scheme, on October 17, 1949 by then Governor General Sir William McKell. The museum houses an extensive collection of equipment and artefacts from the construction of the Snowy Scheme. It began with the first purchases from the Kennedy Brothers dispersal sale in 2002. Since then it has grown to include items offered by Snowy Hydro, SMEC, the Powerhouse Museum and local contributors. After a tour of the museum, the Governor General enjoyed a multicultural lunch at Adaminaby Bowling Club before joining Monaro women at ‘Hazelwood’, to celebrate International Rural Womens Day.
November 16 Turning back time During the construction of the Snowy Mountains Hydro-electric Scheme, it was not unusual for Cooma residents to see huge pieces of equipment being carted through town on their way to the construction sites. On Friday November 11, modern vehicles transported 94 tonnes of transformer through town on the way to Cabramurra. Of interest, the Ford Customline pictured at left is the same car pictured in the same spot in 1954 (with lady leaving the car). It is now owned by John Neilson, who found it and restored it.

December 7 Powder van formally welcomed Cooma Monaro Railway officially welcomed its new acquisition, a powder van, to its collection in early December 2011. The van arrived in Cooma more than three months after undergoing rehabilitation by apprentices at the Eveleigh depot. It was added to Cooma’s resources because the van was used to transport explosives from Sydney to Cooma during the construction of the Snowy Mountains Hydro-electric Scheme. The official opening was performed on Thursday December 1 by Heritage Program Manager, Office of Rail Heritage, RailCorp, Michael Herringe.

Explore the High Country these summer holidays The NSW National Parks and Wildlife Service (NPWS) invites visitors and locals to explore Kosciuszko National Park these summer holidays with the award winning team of Discovery Rangers based at Tumut. NPWS Tumut Visitor Services Manager Mark Lees says the combination of guided walks, four-wheel-drive tours and hands on educational experiences caters for all ages and all levels of mobility. “We have a great walk planned to the Gooandra Homestead, four hours return and suitable for families, on January 3 with a tour of the homestead and a chance for a picnic lunch on the grounds. “Volunteers from Wildlife Information, Rescue and
Education Service (WIRES) is co-hosting reptile discovery sessions with Parks and participants will learn about and get a chance to handle native snakes, lizards and amphibians on January 7. “There are four great walking tours available at Yarrangobilly Caves which are less than an hour’s drive from either Tumut or Adaminaby and the thermal springs are inviting so bring your bathers. “Aboriginal Discovery Rangers won the Canberra and Capital Region Indigenous Tourism Award last month and they will be on hand at Yarrangobilly Caves for cultural tours and new experiences in taste, smell and touch. “The Tumut Aboriginal Discovery Rangers will also hold
traditional Aboriginal craft and bush tucker workshops at local caravan parks in the high country. “Four-wheel-drive enthusiasts will enjoy the High Country Views tag along tour of lookouts in Kosciuszko and a special visit to Big Talbingo Mountain. “Summertime is magical in the Snowy Mountains and I encourage people to come and experience our unique alpine environment and rich Aboriginal and settler heritage,” Mr Lees said. Tourism manager, Donna Smith said for the 2631 December Xmas/New Year period we have seen 2311 people through the doors at the VC. “This is our biggest year since 2005 Xmas/New Year when we saw 2322 people. “On Friday December 30 this year was our biggest day since 2005 with over 500 people being served at the VC. “After watching visitors gather on mass in Centennial Park on boxing day and the days following, we made a last minute decision to provide a bit more atmosphere and arranged to have local entertainer Jay Podger playing some
easy listening music for a few hours over the lunch period on Friday 30. It was such a great atmosphere with families picnicking in the park, enjoying the great weather and live music. “We also decided to do ‘Information Alfresco’ and set up a consultant and table in the park which was very popular and we were able to engage with many more people who were just wondering past or lingering in the park”. Riposte Lisa Ashurst If you’re reading this, take it as a sign that you have just survived the silly season for another 12 months and if you can’t for the life of you remember what you did then by all accounts, you must have had a really good time. That seems to be the general consensus anyway. Same goes apparently if you imbibed almost to the point of alcoholic poisoning and then went on to make a total mess of yourself and/or anyone else unfortunate enough to have been nearby when the contents of your stomach released of their own accord all over your immediate environment. And then the next day you can’t find your shoes or your bag/wallet and if you can’t find your clothes either then you must have really been the life of the party! Literally. Hands up if either of the above sounds like the kind of Christmas/New Year you had. No takers? Well that leaves me once again without an answer to the question which plagues me every year...Why? Why does getting legless and throwing up and looking like you’ve been run over by a string of cattle trucks mean you had a great time? Ditto waking up in a strange place like a park or a gutter or something? Maybe it’s just me and possibly this means I’m insipidly boring because I can actually enjoy myself without wiping myself out. I’ve always seen this
as a good thing but maybe I’m wrong and the majority of the population is right on the button, but if that’s how it’s supposed to be, why do I keep hearing a wrong note there somewhere? Anyhow, while I’ve been ruminating, many of you are possibly working your way towards recovery and if that’s the case, this is probably the last thing you need to read if the Panadol hasn’t kicked in yet. Yeah, I know it’s been four days since the Big Kahuna of December 31/January 1 but some of you had like, the best time ever! Remember? Oh that’s right, if it was the best time ever then of course you wouldn’t remember. What was I thinking! Then again, maybe you just keep telling yourself you had the best time ever because you can’t remember anything at all and it’s a lot easier on the conscience to convince yourself you had a really good time. Sure beats trying to remember what you really did! Guess you just have to hope now that no one else remembers either. Or worse, took cringe-worthy photos. If you’re experiencing some niggling doubts though, just check your friends’ Facebook pages where the night you really had may possibly be found, out there for the whole world to see and in full, glowing colour. Well goodness, what a night that was! OMG! Is that you? It is! Well hey it must have been like, the best night ever!!! Oh, okay, so maybe not. Well look, just blame it on the ice cold clarity of sobriety. Happy New Year...?
